Dear Mr. Bornholm:
The Superfund Section and the Hazardous Waste Section of the North Carolina
Department of Environment and Natural Resources (NC DENR) have reviewed
the request to reduce the groundwater sampling frequency for Operable Unit# I
(OU I) and Operable Unit #2 (OU2). The State of North Carolina concurs with
the request to change the groundwater sampling frequency for OU I and OU2 to an
annual basis, subject to the following conditions.
I. Although groundwater sampling frequency for OU I and OU2 shall
be reduced to an annual basis, groundwater level measurements for
OU I and OU2 shall continue to be conducted quarterly. These
quarterly groundwater level measurements for OU I and OU2 shall
be used to demonstrate the effectiveness of the groundwater
extraction system in maintaining hydraulic containment of the
contaminant plume. Should the quarterly groundwater level
measurements for OUI and OU2 demonstrate the lack of hydraulic
containment or off site migration of the contaminant plume,
National Starch and Chemical Corporation (NSCC) shall be
required to conduct groundwater sampling activities on a quarterly
basis as well as conduct a thorough reevaluation of the
groundwater extraction system .

2. Annual groundwater sampling shall continue to be conducted until such time as
all groundwater monitoring wells achieve all of the specified cleanup goals for all
constituents of concern (COC). NSCC must then conduct groundwater sampling
activities on a quarterly basis. Quarterly sampling of all groundwater monitoring
wells for all COCs shall continue until four consecutive quarterly groundwater
sampling events indicate that each COC concentration meets the specified cleanup
levels. Upon achieving the specified cleanup goals at all groundwater monitoring
wells for all COCs for four consecutive quarterly groundwater sampling events,
NSCC shall seek written approval from the NC DENR and the United States
Environmental Protection Agency (US EPA) to discontinue the groundwater
extraction system. Once written approval has been received from the NC DENR
and the US EPA, NSCC may discontinue the groundwater extraction system. At
this point, quarterly groundwater sampling shall resume at all groundwater
monitoring wells until NSCC can demonstrate that the specified cleanup goals
have been maintained for four consecutive quarterly groundwater sampling events
for all COCs. If NSCC cannot make this demonstration to the satisfaction of the
NC DENR or the US EPA, NSCC shall evaluate additional groundwater treatment
options in order to meet the specified cleanup goals for all COCs.
3. State concurrence on the change in groundwater sampling frequency for OU! and
OU2 is based solely on the information contained in attached letter. Should the
State receive new or additional information that significantly affects the
conclusions contained in the attached letter, it may modify or withdraw this
concurrence with written notice to the US EPA Region IV.
4. State concurrence on the change in groundwater sampling frequency for OU I and
OU2 in no way binds the State to concur in future decisions or commits the State
to participate, financially or otherwise, in the clean up of the site. The State
reserves the right to review, overview, comment, and make independent
assessment of all future work relating to this site.

is being prepared per the United Srates Environmental Protection Agency's (USEPA's) request in their
February 9, 19':19 comment letter on the Third Quarter 1998 OU! and OU2 Monitoring Report (BBL,
December 1998). A separate petition regarding a change in the cUITent laboratory anal}iical methods was
also requested by the USEPA and will be submitted to the USEPA shortly.
Ground-water sampling has been conducted on a quarterly basis for the 18 OU! and OU2 monitoring and
extraction wells sampled from first quarter 1993 through fourth qu:u-ter 1998. NSCC fa proposing to
change the sampling frequency from the current quarterly basis to an annual basis based on the technical
discussion prcx.nted in the following doL.umeu~.

It ie more important that the soil data show vidence of biodegradation then the groundwater data as Operable Unit #4 addr aaea the soil contamination in and around Area 2 and the wastewater treatment agoon area, If there is a complete absence of ohloroethane in the soil aampl~s, what ia this an indication of? This quaetion needs to be addreeaa~ in order to support the statement oonveyed at the top of page 3-3 in the F<tbruary 7, 1994 Draft Feasibility Study Report for Operable Unit #4, This sentence states, "The 1, 2-DCA concentration in plant area soile a.re eati.tl,ated to degrade to lees than 7 ppm in 5 to 10 years and less than l ppb wil!h 35 years," If thiB statement can be substantiate, NSCC would have a vQry strong argument to support the seleotion of Alterative S2 -rnatitutidnal Controls,

SUBJ: Response to Facsimile on Soil Boring and Purged Water
Drums from Well Installation at the National Starch &
Chemical Company Superfund Site
Dear Mr. Graulich:
The Agency received your facsimile referenced above on April
11, 1994. After reviewing this facsimile, the original submittal
entitled "Management Plan for Investigation-Derived Wastes"
prepared by IT Corporation on February 19, 1993, and the Agency's
comments on the February 19, 1993 submittal, the following items
needed to be addressed.
1. Since the approaches vary considerably for dealing with the
drummed soils, which document, the April 11, 1994 or the
February 19, 1993, takes.precedence.
2. The April 11 submittal lacks the following specifics:
a) Item #2: How long will it take to empty all the drums?
b) Item #2, the last two sentences: These two sentences
deal with the disposal of the drummed soils after
testing, however, the frequency the soil samples will
be collected is not specified. Are soil samples to be
collected from each drum? Are the contents of two
drums to be composited and then tested? Are the
contents of three (etc.) drums to be composited and
then tested?
c) Item #2: How long after removing the soil from any
particular drum will the soil sample, to represent that
drum's content, be collected for analysis?
d) Item #2: The February 19 submittal discussed
segregating the drums according to area of the Site the

soils where generated (i.e., Trench Area and elsewhere). Is this approach still to be taken?
e) Item #2: The February 19 submittal discussed conducting TCLP VOA, TCLP BNA, and TCLP metals analyses. Is this still the case?
f) Will the concrete pad be decontaminated after this effort? If so, how and what will be done with the washwater?
g) Item #3: Will the drum's lid be removed to allow sampling the head space with the OVA? Or will the OVA probe enter the head space through the bunghole?
i) The language in this Item needs to be alter to state that OVA probe will be inserted into the head space upon opening the drum so that several minutes will not elapse after exposing the head space to the atmosphere before the OVA reading is taken.
The above items need to be addressed prior to the Agency's approval for dealing with the investigation-derived wastes.

On 10/24/92, six (6) water samples arrived at the ITAS-Knoxville, Tennessee, laboratory from IT
Corporation, Knoxville, Tennessee in support of the National Starch project. The list of analytical tests
performed, as well as date of receipt and analysis, can be found in the attached report.
II. Analytical Results/Methodology
The analytical results for this report are presented by analytical test. Each set of data will include sample
identification information and the analytical results. Please note that the data are not blank corrected.
The samples were analyzed for Target Compound List (TCL) semivolatiles by gas chromatography/mass
spectroscopy (GC/MS) in accordance with the EPA CLP 2/88 Statement of Work.
The samples were analyzed for Target Analyte List (T AL) metals by cold vapor atomic absorption
spectroscopy (CV AA), graphite furnace atomic absorption spectroscopy (GFAA), and inductively coupled
plasma spectroscopy (ICP) in accordance with the EPA CLP ILM0I Statement of Work.

The semivolatiles analyses were performed by direct injection of sample extract on a Restek XTI-5
capillary column on a Fisons VG-TRIO-I GC/MS/DS. The sample analyses went well. There were no
problems seen in final data review.
The samples were digested on 11/03/92 for ICP and for GFAA. The samples for mercury analysis were
prepared just prior to analysis. The CV AA analysis for mercury was performed on 11/12/92; the GFAA
analyses for arsenic, lead, selenium, and thallium were performed from 11/12 through 11/16/92; the
remaining metals were analyzed by ICP on 11/16/92. All run QC was acceptable. Slightly elevated
detection limits for lead were reported for sample Well #1. Elevated detection limits for selenium were
reported for all samples except Well #1 due to matrix interferences. No other problems were encountered.
