1.0 Groundwater Monitoring Activities for Second Quarter 1995
This report for the second quarter of 1995 presents the findings from the groundwater
monitoring conducted at Operable Units No. I and 2 at the National Starch and Chemical
Company site on Cedar Springs Road, Salisbury, North Carolina. This report is prepared
in accordance with Record of Decisions (ROD) issued by the U.S. EPA on September 30,
I 988 for Operable Unit No. I (OU!) and on September 30, I 990 for Operable Unit No. 2
(OU2). Operable Unit No. I consists of contaminated groundwater area located in the
east-southeast portion of the facility. Operable Unit No. 2 consists of contaminated soils
and surface water/sediments in tributaries surrounding a trench area east of the plant
operation area.
Operable Unit No. 1
Groundwater samples from the four downgradient groundwater monitoring wells (NS29,
NS30, NS31, and NS32) and four bedrock extraction wells (EX0I, EX02, EX03, and
EX04) were collected on April 3-4, 1995. All samples were analyzed for Target
Compound List (TCL) volatile and semivolatile organic compounds (VOC and SVOC),
Target Analyte List (T AL) metals, and general chemistry. In addition, from the
monitoring wells and extraction wells were analyzed for selected water quality parameters
to monitor influent loadings for the Combined Pretreatment System (CPS). A sample
analysis summary is provided in Table I. The samples were collected in accordance with
U.S. EPA (Region IV) protocols. The TCL and T AL compounds were analyzed
supporting U.S. EPA Level IV Contract Laboratory Program (CPL) protocol.
No significant problems impacting the remediation system have occurred during this
quarter. All four extraction wells were operational.
Results from the chemical analysis for Operable Unit No. I and Operable Unit No. 2 are
presented in Tables 2 and 3, respectively. The list of compounds presented in these tables
represents the contaminants specified in Operable Unit No. I Record of Decision (ROD).
The list of designated compounds from the ROD (OU!) and associated cleanup levels are
provided in Table 4. Figure I is a site map showing the well locations. The certificates of
analysis are provided in the Appendix.
The results of this quarters sampling indicated that four organic compounds, acetone, 1,2-
dichloroethane ( 1,2-DCA), 1-2-dichloropropane, and bis(2-chloroethyl)ether exhibited
levels that exceeded cleanup levels (shaded bold faced values in Table 2). As expected the
acetone levels continue to rise in all four of the extraction wells as these pumping wells
capture the contaminant plume. There appears to have been a significant increase in the
acetone concentration since the last quarterly sampling event possibly due to increased
pumping capacity or because of increased seasonal rainfall during the first and second
quarter of 1995. In addition to acetone, extraction well EX03 exhibited significant

increases in 1,2-dicholoroethane, 1,2-dichloropropane, and bis(2-chloroethyl)ether since
the first quarter of 1995. Extraction wells EX0l and EX04 did not exceed the cleanup
standards for any of the VOC compounds. However, EX04 did show a significant
increase in bis(2-chloroethyl)ether since the first quarter 1995 sampling event.
Similar to the extraction wells, some of the downgradient wells have two VOC
compounds (1,2-dicholoroethane and 1,2-dichloropropane), and one SVOC compound
bis(2-chloroethyl)ether that exceed cleanup standards. None of the monitoring wells
exceeded the cleanup standard for acetone. Chemical data from samples collected to date
indicate that the contaminant concentrations in wells NS29, NS30, and NS3 l have
generally decreased over time and that no contaminants are present in NS32. However,
since the last quarterly sampling event there has been a significant increase in the
concentration of acetone, 1,2-dicholoroethane, 1,2-dichloropropane, and bis(2-
chloroethyl)ether in monitoring well NS29. Also, there has been a significant decline of
the same three VOC compounds in well NS3 l since the last quarterly sampling event.
The general trends for the four organic compounds that have exceeded the cleanup criteria
over the past four quarterly sampling events are presented in graphical form on Figures 2
through 5. These four organic compounds are acetone, 1,2-DCA, 1,2-dichoropropane,
and bis(2-chloroethyl)ether.
Methylene chloride was detected in some samples above cleanup standards (see Table 2),
but is disregarded as a valid groundwater contaminant since the compound was also
detected at similar concentrations in the associated blank water samples.
Water level measurements were taken on April 3-4, 1995, from 12 selected monitoring
wells and 2 stream gauges located in Operable Units No. 1 and 2. It is no longer possible
to take static water level measurements from extraction wells EX0 1, EX02, EX03, and
EX04, since these wells are continuously pumping. Also, dedicated bailers located in
monitoring wells NS29 and NS30 prohibits access for future water level measurement.
The static water level for NS32 was also not measured, due to artesian conditions. Well
NS32 has been under artesian conditions during all previous sampling events. The results
of the water level measurements are presented in Table 5. A groundwater elevations
contour map, is provided in Figure 6.
The hydraulic control of the contaminant plume is presently difficult to ascertain since the
extraction well program is not in full operation and the currently operating extraction
wells are not yet operating at full capacity. The efficiency of the plume control and
hydraulic control can be evaluated in more detail after all extraction wells are operating

Groundwater samples were collected from monitoring wells NS09, NSI0, NSI I, and
NS 15 on April 3-4, I 995. All samples were analyzed for selected TCL VOCs and
SVOCs, T AL metals, total dissolved solids (TDS), and chloride. In addition, the samples
were analyzed for selected water quality parameters to provide design information and
project start-up flow rates for the CPS. A sample analysis summary is provided in Table
I. The samples were collected in accordance with U.S. EPA (Region IV) protocol. The
TCL and T AL compounds were analyzed under U.S. EPA Level IV CLP protocol.
Results from the chemical analysis for Operable Unit No. 2 are presented in Table 3. The
list of compounds presented in Table 3 represents the contaminants specified in Operable
Unit No. I ROD. The list of compounds from the ROD and associated cleanup levels are
provided in Table 4. Figure I is a site map showing the well locations. The certificates of
analysis are provided in the Appendix.
Three of the four monitoring wells in Operable Unit No. 2 had compounds that exceeded
the cleanup standards. Monitoring well NS 11 had no compounds to exceed the standard.
Even though monitoring well NS 15 continues show concentrations of manganese and
vinyl chloride in excess of the cleanup standard, there appears to have been a significant
decline in the concentrations of several of the T AL compounds in this well. Monitoring
well NS09 exhibits some of the most diverse contaminants with four compounds acetone,
barium, chromium, and manganese exceeding the cleanup standard. Monitoring well
NS IO was the only OU2 well to exceed the cleanup standard for 1,2-DCA.
As with the first quarter 1995 sampling, manganese exceeded clean up levels in three
monitoring wells (NS09, NSI0, and NS15). Monitoring well NS! I continues to have
manganese concentrations below the cleanup standard.
Water level measurements were taken on April 3, 1995 from each of the four monitoring
wells. The results are provided in Table 6. A groundwater elevations contour map, is
provided in Figure 6.

2.0 Planned Groundwater Monitoring Activities
Operable Unit No. 1
Groundwater monitoring will continue. Due to the very high concentrations of acetone in
the sample from extraction well EX02, care will be taken during the next sampling event
to alert the laboratory of the potential high concentration of acetone in this sample so that
they can properly calibrate their instruments prior the running their analysis. Other
samples will continue to be analyzed following routine procedures. The implementation of
the extraction well system will continue as planned with the continued operation of the
extraction wells EX0I, EX02, EX03, and EX04.
Operable Unit No. 2
Groundwater monitoring will continue. Like the sample from extraction well EX02, the
groundwater sample from monitoring well NS09 contains very high concentrations of
acetone. Therefore, the analytical procedure for voe analysis will be modified when
analyzing the sample from well NS09. Also, since a high concentration if 1,2-DeA was
detected in monitoring well NS I 0, similar caution will be taken in the laboratory to assure
that proper procedures are followed prior to performing the groundwater analysis. The
procedure modification will ensure greater accuracy in the voe analytical results.

Sample Receipt: Samples for this SDG were received at PACE'S Charlotte Laboratory
on April 5, 1995. They were forwarded by Federal Express carrier to PACE New
Hampshire for analysis. PACE New Hampshire laboratory sample numbers were assigned
as listed on the Sample Table which follows this narrative. Field sample identifiers
were abbreviated to accommodate CLP software requirements. Although temperature
blanks were not included with the shipments, samples were received cool. Bottles and
labels matched the Chains-of-Custody (COC) provided. Details of sample delivery are
noted as follows:
The samples received at PACE New Hampshire on 4/06/95 were assigned PACE lab# 43530.
Samples were accompanied by COC documents. No problems were encountered with the
shipment of these samples. The sample designated on the COC for QC for this SDG was
11EX04 4-4-95."
Volatiles Analysis: Samples were analyzed within holding time under the CLP OLM0l.8
water method. In accordance with project requirements, the protocol was modified to
a target list of fourteen compounds with special detection limits. Nontarget
searches were not required. In addition, the client requested that samples needing
dilution be run a second time at lesser dilution to achieve lower detection limits.
Ten samples therefore have two sets of data reported. All samples except NS31XX and
NSllXX were determined to have pH< 2 at time of analysis.
Samples were run within compliant twelve-hour tune windows. Standards met CLP
calibration criteria for the compounds of interest. Method blanks contained low
levels of methylene chloride. This common lab contaminant was reported.with a 11B 11
qualifier when detected in associated samples. Results for this analyte should be
used with due consideration.
Matrix spike analyses were conducted on sample EX04XX, which exhibited acceptable
accuracy and precision. Because they were run at the same dilution as EX04XXDL, the
spikes were named EX04XXDLMS and EX04XXDLMSD. Values reported on the Form III spike
recovery sheet should be considered accurate to two significant figures.
Internal standard areas were compliant for all analyses. Surrogate recoveries were
also compliant with the exception of high DCE recoveries in samples NSl0XX and
NS15XX. These samples had high 1,2-dichloroethane content which caused an
interference with the surrogate. Surrogate recoveries were acceptable in the diluted
analyses of these two samples.

Samples EXOlXX, EX02XX, EX03XX, EX04XX, NS09XX, NS29XX, and NS31XX required dilutions
due to high acetone levels. Samples NSlOXX and NSlSXX required dilutions due to high
1,2-dichloroethane levels. Concentrations for these analytes exceeded the
calibration range (11 E11 qualifier) in the lesser dilutions; results should be taken
from the secondary dilutions as necessary. Sample NSllXX was run at a 1.67-fold
dilution in order to quantitate acetone. When subsequently run undiluted, the
acetone was not detected. A similar event occurred for sample NSlSXX. Significant
differences in acetone values were also observed for several other samples. It was
believed that the acetone levels varied between vials of the same sample.
The reporting software caused the Form I sample data sheets to contain an extra
trailing zero in the mass/volume field. Volumes should be considered accurate to the
tenth of a milliliter.
Semivolatiles Analysis: Samples were extracted and analyzed within holding time
under the CLP OLMOl.B water method. In accordance with project requirements, the
protocol was modified to a target list of bis(2-chloroethyl)ether and 4-nitrophenol
with special detection limits. Nontarget searches were not required.
Samples were analyzed within compliant DFTPP tuning windows.

continuous liquid/liquid extractors which have higher statistical recovery windows
than those set for separatory fwmels. In addition, the spikes were run at a
fivefold dilution due to high nontarget compound concentrations. No corrective
action was required for the high recoveries. Values reported on the Form III spike
recovery sheet should be considered accurate to two significant figures.
Internal standard areas and surrogate recoveries were compliant for all analyses.
Sample NSlSXX had a high surrogate NBZ recovery, but the data remained compliant
since no other base/neutral surrogates were out of range. Samples NS09XX and EX03XX
had high NBZ recoveries and EX03XX had a low FBP recovery but the data remained
compliant since these were diluted analyses. The secondary dilution EX03XXDL had all
recoveries within limits. Matrix spike EX04XX received double surrogate during
extraction; recoveries were calculated accordingly and found acceptable.
Samples NS09XX, NSlOXX, EX04XX and EX04XXMS/MSD required dilutions due to high
nontarget compound concentrations. These dilutions were required in order to
maintain instrument performance. Samples NS31XX, EX03XX, EX03XXDL, and EX02XX
required dilutions in order to quantitate high target compound concentrations. The
level of bis(2-chloroethyl)ether exceeded the calibration range in EX03XX; results
for this analyte should be taken from EX03XXDL.
The reporting software caused the Form I sample data sheets to contain an .extra
trailing zero in the mass/volume field. Volumes should be considered accurate to the
milliliter.
Metals Analysis: The analytical protocol for metals analytes established for this
project is compliant with the EPA CLP SOW (Document Number ILM03.0) except as noted
below. Samples were analyzed and data reported for the client-designated modified

ICP Analysis: Samples were prepared in one water batch on 04/14/95. Samples were
analyzed in one analytical sequence on the TJAOl on 04/17/95. Samples were analyzed

spike recovery and duplicate precision for sample "EX04XX" met CLP QC limits. All
other QC samples also met CLP QC limits.
