Dear Mr. Bryant:
On behalf of Weyerhaeuser, RMT North Carolina, Inc. (RMT), is submitting this progress report for the
month of July 2005 for the OU-1 RA activities at the above-referenced site. This progress report describes
the tasks initiated and completed during the month of July.
Construction Activities
Former Hogged Fuel Storage Area
Construction activities in the Former Hogged Fuel Area were completed during the month of May.
Approximately half of the contractor trailers have been relocated to the newly prepared area. The
remaining contractor trailers will be relocated during the month of August.
Borrow Areas
Soil is being excavated from the borrow areas and transported by dump truck to the Former
Landfill No. I Area for placement and compaction. All erosion and sediment control features are
being inspected and maintained in accordance with the North Carolina Department of
Environment, and Natural Resources (NC DENR) approved Erosion and Sediment Control plan. A
series of rock check dams have been constructed to remove sediment from the water that will be
pumped from the excavation as the project progresses. Weyerhaeuser is awaiting receipt of the
National Pollutant Discharge Elimination System (NPDES) permit from NC DENR.
Former Landfill No. 1 Area
Subgradc preparation of the Former Landfill No. I Area is approximately 80 percent complete. For
a portion of the subgrade, the cut and fill elevations were modified to prevent the necessity of
additional fill to meet the original subgrade elevations. A revised design drawing of the subgrade
elevations is provided as Attachment 1 to this letter. Subgrade preparation is expected to be
completed during the month of August.

Gcotextile is being placed on the south portion of the landfill where subgrade preparation is
complete. Gcotextile testing is being performed in accordance with the Specifications. Testing
results are provided in Attachment 2.
Soil is being placed 14 to 16 inches in depth over the geotextile and compacted to 12 inches to
meet 95% of Standard Proctor. The soil cover is being placed in a single lift due to constructability
issues. The thicker lift better distributes the wheel loads over the soft subgrade and avoids
subgrade rutting. The thicker lift will also be more protective of the underlying geotextile. Trucks
transporting the soil to the Landfill No. I Arca require the support of a 12-inch compacted soil
base. However, adequate compaction (95% of Standard Proctor) and optimum moisture content
(±3%) are still being achieved in accordance with the Construction Quality Assurance Plan
(CQAP) and Specifications.
The soil cover is being tested as outlined the CQAP. Two grab samples of graded soils have been
collected and have been analyzed for grain-size, Atterberg limits, moisture content, and Standard
Proctor. In addition, field density testing has been performed for every 500 cubic yards of fill
placed. A summary of the field density testing is provided in Attachment 3. Other soil parameter
results are given in the following table.

During site preparation activities on June 8, 2005, an area of partially buried debris was discovered
along the northeastern boundary of the Former Landfill No. I Area. Six soil samples were
collected from this area on July 21, 2005, and Weyerhaeuser is awaiting analytical results on these
samples.
In addition, a water truck is being used almost continuously around the borrow areas and where the
trucks are traveling on the Former Landfill No. I Area to minimize dust at the site.
Daily Reports
Mr. Travis Tarbet of RMT is filling the role of resident construction quality assurance (CQA) representative.
As the CQA representative, Mr. Tarbet has been completing the daily summary reports as required by the RA
Workplanning Documents.

Performance Monitoring Activities
The resident CQA representative is monitoring construction activities on a daily basis to evaluate
conformance with the engineering drawings. The RMT project manager, Mr. Mike Parker visited the site
along with United States Environmental Protection Agency (USEPA) on July 27, 2005, to inspect project
progress.
During subgrade preparation, geotextile installation and soil cover placement, performance monitoring will
be conducted in accordance with the CQA Plan and the Technical Specifications given in the RA
Workplanning Documents.

This is to certify that SKAPS GTlBD is a high quality needle-punched nonwoven geotextile m ~de of 100% polypropylene staple fibers, randomly networked to form a high strength dimem anally stable fabric. SKAPS GT180 resists ultraviolet deterioration, rotting, biological degradatio . The fabric is inert to commonly encountered soil chemicals. Polypropylene is stable within a pH range of 2 to 13. SKAPS GT180 conforms to the property values listed below:
