1. ACTIONS TAKEN TOW ARDS COMPLIANCE WITH THE CONSENT DECREE
Remedial Action
• Continued operation of the groundwater extraction and treatment system during the report
period.
• Conducted the monthly site inspection on April 14th to verify system performance. The
system maintained continuous unattended operation during the report period and has treated
18,885,602 gallons since start-up.
• Submitted the discharge permit renewal application for Groundwater Remediation System
Permit No. WQ0009949.
Down gradient RA WP
• Conducted the Fifth Event, Second Quarter 1999 downgradient area monitoring.
• Continued preparation of the Annual Down gradient Area Monitoring Report.

On April 19, 1999, the Companies submitted the Final Downgradient Groundwater Remedial
Action Construction Report to U.S. EPA and NCDENR, along with responses to the Agencies'
March 15, 1999 comments on the Draft Downgradient Groundwater Remedial Action
Construction Report. U.S. EPA approved the Final Downgradient Groundwater Remedial
Action Construction Report in a letter to the Companies dated April 26, 1999.
On April 19, 1999, the Companies submitted responses to the Agencies' March 17, 1999
comments on the Third Event, Fourth Quarter 1998 Downgradient Area Monitoring Report.

I. ACTIONS TAKEN TOW ARDS COMPLIANCE WITH THE CONSENT DECREE
Remedial Action
• Continued operation of the groundwater extraction and treatment system during the report
period.
• Conducted the monthly site inspection on March 22nd to verify system performance. The
system maintained continuous unattended operation during the report period and has treated
18,330,970 gallons since start-up.

The Companies received the Agencies' March 17, 1999 comments on the Third Event, Fourth
Quarter 1998 Downgradient Area Monitoring Report.

This report summarizes Remedial Action and Downgradient Groundwater activities for the
Geigy Chemical Corporation Site during the given period. This report is submitted in accordance

I. ACTIONS TAKEN TOW ARDS COMPLIANCE WITH THE CONSENT DECREE
Remedial Action
• Continued operation of the groundwater extraction and treatment system during the report
period.
• Conducted the monthly site inspection on February 11 th to verify system performance. The
system maintained continuous unattended operation during the report period and has treated
17,372,260 gallons since start-up.
• The piping leak on one of the two water transfer pumps in the treatment building was
repaired.
Downgradient RA WP
• Began preparation of the Annual Downgradient Area Monitoring Report.
2. RESULTS OF SAMPLING, TESTS AND OTHER DATA
Results of the first quarter 1999 downgradient area monitoring event (the fourth quarterly
monitoring event in the first year of downgradient monitoring) were received from the analytical
laboratory. These results, and a summary of the analytical results previously reported for the
first, second and third monitoring events, will be provided to the Agencies in the Annual
Downgradient Area Monitoring Report.

The Companies submitted the third event, fourth quarter 1998 downgradient area monitoring
report to the Agencies on February 11, I 999.

Remedial Action
• Continued operation of the groundwater extraction and treatment system during the report
period.
• Conducted the monthly site inspection on December 29th to verify system performance. The
inspection revealed that the jet pump serving well PW-4S (one of the surficial aquifer
extraction wells used for mass reduction) was out of service due to the failure of the pump
impeller. The Companies expect to have the jet pump replaced during the week of January
11th. The temporary shut-down of the well has not significantly effected the total system
flow rate (flow reduction of approximately 1 gpm) and will have no impact on the Site
groundwater remediation permit closed-loop requirement. The system otherwise maintained
continuous unattended operation during the report period and has treated 16,341,350 gallons
since start-up.
• The motor cooling fan on one of the two water transfer pumps in the treatment building was
repaired. The motor was subsequently placed back into operation. The work had no effect
on the operation of the system (i.e., the two pumps normally alternate in operation, thereby
allowing one pump to be taken off line for servicing without interrupting treatment).

Geigy Chemical Corporation Site during the given period. This report is submitted in

1. ACTIONS TAKEN TOW ARDS COMPLIANCE WITH THE CONSENT DECREE

o Continued operation of the groundwater extraction and treatment system during the report
period.
• Conducted the monthly site inspection on November 23"' to verify system performance. The
system maintained continuous unattended operation during the report period and has treated
15,561,645 gallons since start-up.
Downgradient RA WP
• Completed the third event, fourth quarter 1998 downgradient area monitoring activities
(sampling was started in late October).
• Conducted a drive-through survey of the downgradient area to determine if residential wells
have been placed into service. No new residential wells were identified.
• Surveyed the seven monitoring wells installed in April 1998.
2. RES UL TS OF SAMPLING, TESTS AND OTHER DATA
Survey data for the seven monitoring wells installed in April 1998 were received and will be
incorporated in the Remedial Action Construction Report.
Analytical results of samples collected for the third event, fourth quarter 1998 downgradient area
monitoring activities were received and are being compiled for the Agencies.
TCLP analytical results of samples collected from the spent treatment system carbon units were
received and indicate the units are non-hazardous. The Companies are evaluating appropriate
disposal options for the spent units.

The Companies submitted the Remedial Action Construction Report for the downgradient
remedy to the Agencies on November 25, 1998.

During the monthly inspection, a fan on one of the two transfer pumps was found to be no
longer operating. The pump was taken out of service until repairs to the pump can be made.
The temporary shut down of the pump is not expected to affect the performance of the
treatment system. The system will continue to operate using the remaining' transfer pump.

system maintained continuous unattended operation during the report period and has treated
14,933,200 gallons since start-up.
• Conducted quarterly treatment system monitoring as currently required by the Site
Groundwater Remediation Permit and O&M Manual.
Downgradient RA WP
• Collected comprehensive water-level measurements from downgradient area monitoring
wells, piezometers and stream staff gauges, and select facility property wells.
• Collected 10 stream surface water and sediment samples along McFarland's Branch, Ray's
Mill Creek and Aberdeen Creek at the monitoring locations described in the RAWP.
• Collected groundwater samples from 23 of the 26 wells included in the downgradient area
monitoring network.

The first two carbon units in treatment trains A and B were replaced as described in the
Companies' September 29, 1998 letter to the Agencies. No modifications were made to the
system design as a result of their replacement.
The four spent carbon units removed from the treatment trains have been sampled to determine
appropriate disposal options. The carbon units are being stored in the treatment building until
sample results are received and validated.

system maintained continuous unattended operation during the report period and has treated
13,324,370 gallons since start-up. No autodialer alarms related to system upset were
received during the report period.

2. RESULTS OF SAMPLING, TESTS AND OTHER DATA
Results of routine, quarterly monitoring conducted on the facility property treatment system
verify that the system continues to perform as designed and that pesticide and TCE
concentrations in the system effluent are non-detect. The results show that the 55-gallon
granular activated carbon units placed in the first and second positions of both treatment trains
have been exhausted. The results, along with system performance data, will be forwarded to the
Agencies under separate cover as part of the 1998 annual operating report. Replacement of the
units is discussed in Section 4 of this report.
Analytical results of samples collected as part of the second event, third quarter 1998
downgradient area monitoring activities were received and are being compiled for the Agencies.

The Companies submitted a report containing results of the first event, second quarter 1998
downgradient area monitoring activities to the Agencies on August 5, 1998.

The following activities are anticipated:

• Order and install four 55-gallon drums containing granular activated carbon to replace the

be collected from the spent units and analyzed to determine if they must be transported and
regenerated as a hazardous waste. The Companies will provide the analytical results to the
Agencies and advance notification regarding disposal of the units. Replacement of the units
is anticipated to require minimal system downtime.

• Survey the newly installed wells.

• Conducted quarterly treatment system monitoring as currently required by the Site
Groundwater Remediation Permit and O&M Manual.
Downgradient RA WP
• Continued preparation of the first quarter 1998 downgradient area monitoring report.
• Collected comprehensive water-level measurements from downgradient area monitoring
wells, piezometers and stream staff gauges, and select facility property wells.
• Collected 10 stream surface water and sediment samples along McFarland's Branch, Ray's
Mill Creek and Aberdeen Creek at the monitoring locations described in the RA WP.
• Collected groundwater samples from 23 downgradient area monitoring wells, as described

• Continued operation of the groundwater extraction and treatment system during the report
period.
• Conducted the monthly site inspection on April 28th to verify system performance.
Approximately 10.6 million gallons of groundwater have been treated from system start-up
through the date of the monthly inspection. The system maintained continuous unattended
operation during the report period. No autodialer alarms related to system upset were
received during the report period.
• Diagnosed the jet pump serving extraction well PW-3D as having a broken impeller during the
April inspection. A replacement unit is anticipated to be installed on May 4th. The system has
otherwise continued to perform as designed.
• Conducted semi-annual groundwater monitoring and quarterly treatment system monitoring as
currently required by the Site Groundwater Remediation Permit and O&M Manual.

• Operation of the groundwater extraction and treatment system continued during the report
period.
• The monthly Site inspection was conducted on February 12th to verify system performance.
Approximately 8. 7 million gallons of groundwater have been treated from system start-up
through the date of the monthly inspection. The system maintained continuous unattended
operation during the report period. No system autodialer alarms were received during the
report period. The system continues to perform as designed (see Table !).
• Collected water samples after the lead carbon canisters and from the final effluent in
accordance with the Site groundwater remediation permit and Operation & Maintenance Plan.

• Prepared and distributed a Request for Quotation package to sonic drilling contractors for the
installation of the seven additional monitoring wells described in the RA WP.
• Contacted owners of the properties on which the additional downgradient area monitoring
wells are to be installed. The Companies are working to complete final agreements for

JANUARY 1998
This report summarizes Remedial Action and Downgradient Groundwater activities for the Geigy
Chemical Corporation Site during the given period. This report is submitted in accordance with
Section XI, Paragraph 29 of the Consent Decree.
I. ACTIONS TAKEN TOW ARDS COMPLIANCE WITH THE CONSENT DECREE
Remedial Action
• Operation of the groundwater extraction and treatment system continued during the report
period.
• The monthly Site inspection was conducted on Ja111Jary I 2'h to verify system performance.
Approximately 8 million gallons of groundwater have been treated from system start-up
through the date of the monthly inspection. The system maintained continuous unattended
operation during the report period. No system autodialer alarms were received during the
report period. The system continues to perform as designed (see Table I).
Downgradient RA WP
• The ESD was signed by EPA Region IV on January 23, 1998.
2. RESULTS OF SAMPLING TESTS AND OTHER DATA
Analytical results of samples collected as part of the fourth quarter 1997 monitoring event for the
facility property groundwater extraction and treatment system were received and are being
compiled for the Agencies. These results, along with system performance data, will be forwarded
to the Agencies under separate cover as part of the I 997 annual operating report.
3. WORK PLANS, REPORTS AND OTHER DELIVERABLES
None.
4. ACTIONS SCHEDULED FOR THE NEXT SIX WEEKS
The following activities are anticipated:
Facility Property
• Submit the fourth quarter I 997 (annual) monitoring report to the Agencies.
• Conduclthe monthly system inspection.

Remedial Action
• Operation of the groundwater extraction and treatment system continued during the report
period.
• The monthly Site inspection was conducted on December I 9th to verify system performance.
Approximately 7.4 million gallons of groundwater have been treated from system start-up
through the date of the monthly inspection. Except for a brief period used to install additional
flow and totalizer meters (see Section 9), the system maintained continuous unattended
operation during the report period. No system autodialer alarms were received during the
report period. The system continues to perform as designed (see Table 1 ).
Downgradient RA WP
• The Companies conducted a drive-through survey of the downgradient area to ensure
proposed new monitoring well locations are accessible and free of overhead utilitities.

9. OTHER SIGNIFICANT ACTMTIES
Flow rate/totalizer meters were installed immediately upstream of the lead carbon canisters on
each treatment train to assist hydraulic balancing of the system. The sediment filter housing
and backwash valve was also removed due to a mechanical problem with this unit.
Observation of water entering the equalization tank over the past year indicates sediment
loading is not occurring. Removal of the sediment filter housing is therefore not anticipated to
affect system operation.

accordance with the Site groundwater remediation permit, Performance Standards

resolution of the Agencies' May 15, 1997 and July 14, 1997 comments on the Draft RAWP.

OTHER SIGNIFICANT ACTIVITIES
Portions of the Site which adjoin Highway 211 were re-seeded with love grass. Newly planted
saplings landscaped areas which did not survive summer conditions were removed and disposed
off-Site. These trees will be replaced in the fall when weather conditions are favorable for
planting.
Hay bales were placed in portions of the Site to control areas in which minor soil erosion has
occurred.

Monthly Progress Report No. 47
APRIL 1997
This report summarizes Remedial Action and Downgradient Groundwater activities for the Geigy Chemical Corporation Site during the given period. This report is submitted in accordance with
Section XI, Paragraph 29 of the Consent Decree.
I. ACTIONS TAKEN TOWARDS COMPLIANCE WITH THE CONSENT DECREE
Remedial Action
• Continued operation of the groundwater extraction and treatment system;
• Conducted the monthly inspection on April 11 th to verify system performance; and
• Collected groundwater and treatment system monitoring samples on April 16th in accordance with the Site groundwater remediation permit, Performance Standards Verification Plan, and
Operation & Maintenance Manual requirements.
Approximately I. 76 million gallons of groundwater have been treated from system start-up through April 11, 1997. The system continues to perform as designed (see Table 1).
Downgradient RA WP
• Continued development of the remedy decision tree requested during the February 26, 1997
meeting with the Agencies; and
• Continued preparation of responses to the Agencies February 19, I 997 comments on the
DraftRAWP.
2. RESULTS OF SAMPLING, TESTS AND OTHER DATA
Analytical results of samples collected as part of the baseline monitoring event for the facility
property groundwater extraction and treatment system were received and are being compiled for the Agencies. These results, along with system performance data, will be forwarded to the Agencies under separate cover.
3. WORK PLANS, REPORTS AND OTHER DELIVERABLES
None.
4. ACTIONS SCHEDULED FOR THE NEXT SIX WEEKS
The following activities are anticipated:

• Submit results of the baseline quarterly monitoring event; and
• Mow grassed areas adjoining Highway 211 and Domino Drive.
Downgradient RA WP
• Submit comment responses to the Agencies' February 19, 1997 comments;
• Conduct additional flow and transport modeling to address the Agencies' comments on the
conceptual groundwater extraction system; and
• Begin revisions on the Draft RAWP.

The RA construction is 100 percent complete.

OPERATIONAL STATUS
System Uptime2: 85%
Reasons for Downtime:
The system was down from February 1st to 3rd and from the 5th to the 7th due to under-sized thermal overload switches for the feed pump motor starters. The switches were replaced on February 7th and the new overloads have worked well since then. The system was also down on March 18th and April 12-14th due to a problem with transfer pump no. 1. The autodialer alerted Rust personnel on each occasion when the system went down.
