(Formerly Rust Environment & Infrastructure) PROJECT NO. 32240.10.90 I I I I I I I I I I I I I I I I I I I CERTIFICATION OF CONSTRUCTION COMPLETION Olin Corporation, Novartis Crop Protection, and Kaiser Aluminum & Chemical Corporation (the Companies) retained Earth Tech (formerly Rust Environment & Infrastructure) to construct seven groundwater quality monitoring wells and install dedicated sampling pumps in monitoring wells scheduled to be periodically sampled as a component of the work described in the Final Downgradient Groundwater Remedial Action Work Plan (Rust, 1997). These activities, which represent the construction component of the downgradient area remedy, were observed and documented by Earth Tech personnel. Based on our professional judgement and information obtained through on site observation of well construction and sampling pump installation activities, review of well construction records and soil boring logs, and as-built survey coordinates of the seven groundwater quality monitoring wells, the construction element of the down gradient area remedy is hereby certified to have been completed in substantial conformance with the requirements of the Final Downgradient Groundwater Remedial Action Work Plan. Accordingly, the monitoring wells included in the downgradient area remedy are judged to be functional monitoring points that are suitable for providing groundwater quality data per the sampling program described in the Final Downgradient Groundwater Remedial Action Work Plan. Work related to the Site is being performed under a Consent Decree by Olin Corporation, Novartis Crop Protection, and Kaiser Aluminum & Chemical Corporation ("the Companies"). As part of this work, the Companies conducted environmental investigations at the Site in 1996 and determined that groundwater in portions of the Upper and Lower Black Creek aquifers, which are hydraulically downgradient of the Site, contains pesticide concentrations above Federal and/or State standards. In response to this finding, the Companies developed a remedial action work plan (RA WP) for the downgradient area which was approved by the Agencies on November 7, 1997. The remedy presented in the RA WP was incorporated as part of the Site Record of Decision through an Explanation of Significant Difference that was signed by EPA Region IV on January 23, 1998. Components of the approved remedy include: (I) natural hydraulic containment and attenuation of pesticides in groundwater, (2) groundwater monitoring, (3) surface water and baseline stream sediment monitoring, (4) groundwater extraction and treatment at the facility property, (5) water supply protection, and (6) periodic remedy reviews. Groundwater monitoring of the downgradient area required the installation of seven new monitoring wells and the installation of dedicated sampling pumps in downgradient wells to be monitored under the remedy as shown in Figure 1. This Downgradient Groundwater Remedial Action Construction Report documents the construction activities associated with the installation of the new wells and sampling pumps, and is submitted as an addendum to the facility property construction report. 2.0 MONITORING WELL INST ALLA TI ON As required by the RA WP, seven new monitoring wells (MW-34D, MW-35D, MW-36L, MW-37L, MW-38L, MW-39L, and MW-40L) were constructed in the downgradient area to provide additional monitoring locations in the Upper and Lower Black Creek aquifers. Drilling and well installation activities occurred from March 31, 1998 to April 7, 1998, following the receipt of property access agreements. 2.1 Upper Black Creek Aquifer Monitoring wells MW-34D and MW-35D were installed in the Upper Black Creek aquifer at the locations shown in Figure 2. Monitoring results obtained from MW-34D will be used to assess groundwater quality in the Upper Black Creek aquifer hydraulically downgradient of MW-33S, and will be evaluated with the Agencies as part of the year three remedy review to determine the need for continued monitoring at this location. As requested by the North Carolina Department of Environment and Natural Resources (NCDENR), the location ofMW-34D was approved by Randy McElveen ofNCDENR's Raleigh, North Carolina office prior to construction. Well MW-35D was installed at its proposed location and serves to monitor groundwater · quality in the Upper Black Creek aquifer prior to its discharge to the headwaters of McFarland's Branch. 2.2 Lower Black Creek Aquifer Monitoring wells MW-36L, MW-37L, MW-38L, MW-39L, and MW-40L were installed in the Lower Black Creek aquifer at the locations shown in Figure 3. MW-36L was installed to serve as a sentinel well for Town of Aberdeen municipal water supply well no. 2 and to address monitoring requirements described by North Carolina Administrative Code Title ISA, Subchapter 2L, Section .0106, Paragraph (I), which provides for the use of natural degradation and attenuation as a means of attaining compliance with State groundwater quality standards. Due to drill rig access restrictions, MW-36L was installed on the edge of an unpaved road approximately 250 feet southeast of its proposed location. MW-37L was installed as a replacement to U.S. EPA piezometer PZ-4, which was destroyed during the construction of a residential building. MW-37L is located N:\ work \concept\20212 7\Report.doc 2 April 1999 I I I I I I I I I I I I I I I I I I I Final Downgradient Groundwater Remedial Action Construction Report Geigy Cltemica/ Corporation Site approximately I 00 feet south-southeast of its proposed placement (to minimize property disturbance) and will serve to monitor the decline of pesticide concentrations that is expected to occur in the central portions of the downgradient area. MW-38L and MW-39L were installed along the eastern edge of Aberdeen Creek and Ray's Mill Creek, respectively, and serve to monitor the Lower Black Creek aquifer at locations adjacent to these streams. Due to access restrictions, MW-38L was relocated approximately 240 feet north of its proposed location and was installed in the southwest corner of the parking lot surrounding a commercial building. The proposed location was inaccessible to the drill rig. Care was taken to construct the well in a manner such that it will not receive surface water runoff from the parking lot. MW-39L was similarly relocated approximately 80 feet to the west to allow equipment access and avoid underground utilities. MW-40L was installed at its proposed location and serves to monitor groundwater quality in the Lower Black Creek aquifer adjacent to McFarland's Branch. In all cases, revisions to monitoring well locations were made only as needed to provide safe access for the drill rig and/or minimize disturbance to the property. The revisions do not affect the monitoring objectives of the relocated wells. 2.3 Methods and Construction Monitoring wells were installed in accordance with the requirements described in the RA WP, drilling and well installation procedures presented in the Downgradient Groundwater Investigation Work Plan (Rust, February 1995, addendum submitted June 1995), and drilling and well installation procedures presented in the U.S. EPA Region JV Standard Operating Procedures / Quality Assurance Manual (EPA, May 1996). All wells were installed by Boart Longyear Company using sonic drilling methods equivalent to the methods used for the installation the existing downgradient area monitoring wells. Continuous core samples were collected from each boring during drilling and were visually logged by an Earth Tech hydrogeologist. Findings of continuous core sample logs were compared against the Site stratigraphic model to ensure N:\work\concept\20212 7\Report.doc 3 April 1999 I I I I I I I I I I I I I I I I I I I Final Downgradient Groundwater Remedial Action Construction Report Geigr Chemical Corporation Site the monitoring wells were completed at the appropriate depth interval and screen the targeted aquifer. Borehole logging results were consistent with projections generated by the Site stratigraphic model regarding estimated well completion depths. Well construction was overseen by an Earth Tech hydrogeologist and documented on soil boring logs and well construction records (Appendix A). Except where noted below, the design and construction of the new wells were identical to existing downgradient area monitoring wells. All wells were constructed using 2-inch casings in 6-inch boreholes. The wells have flush mount protective covers with locking caps and engraved well identification labels. With the exception of MW-35D, well screen and riser pipe in contact with groundwater was constructed of stainless steel, whereas riser pipe above the water table was constructed of PVC. MW-35D, which is located at the perimeter of an AM radio station antenna field, was constructed entirely of PVC screen and riser pipe to address property owner concerns regarding potential for steel screen and riser pipe to create broadcast interference. All wells were constructed using JO-foot screens (O.O1O- inch continuous slot) with the exception of MW-4OL. Pursuant to the Companies discussions with the Agencies regarding the construction of monitoring wells by streams (discharge boundaries), MW-4OL was constructed using a 2O-foot screen to monitor the entire saturated thickness of the Lower Black Creek aquifer (note that JO-foot screens were sufficient to monitor the saturated thickness of the Lower Black Creek aquifer at MW-37L and MW-38L). The monitoring wells were developed to remove sediment introduced into the well during installation and to remove fines from the filter pack. Wells were developed via bailing, surging, and over-pumpin~. Purge water was containerized and transported to the Site groundwater treatment building where it was introduced into the system for treatment and discharge via the infiltration gallery. Water temperature, pH, specific conductivity, turbidity, sand content, and purge volumes were recorded on monitoring well development logs (Appendix B). Field-measured turbidity levels on final purge water from all wells were below IO nephelometric turbidity units. N:\work\concept\102127\ReporLdoc 4 April 1999 I I I I I I I I I I I I I I I I I I I Final Downgradient Groundwater Remedial Action Construction Report Geigv Chemical Corporation Site The horizontal and vertical coordinates of the new wells were surveyed the week of November 2, 1998 by Murphy, Hobson, and Sacks, a surveying firm registered in North Carolina, and are presented in Table I. 3.0 DEDICATED SAMPLING PUMP INSTALLATION Dedicated, positive displacement, pneumatically-operated sampling pumps were installed in 23 downgradient area wells that will be utilized for routine groundwater monitoring during the remedy (note that dedicated sampling pumps, equivalent to those described herein, were previously installed in wells MW-IID, MW-18D and MW-30D, which are also components of the facility property monitoring network). The sampling pumps were installed during April I 998. Use of the sampling pumps will minimize sampling variability in monitoring results. Wells equipped with sampling pumps are identified in Figures I and 2. Sampling pumps were supplied by QED Environmental Systems, Inc. and, with the exception of the unit installed in MW-35D, are constructed of Teflon and stainless steel. Discharge tubing is Teflon-lined polyethelyne, such that groundwater only contacts inert materials. The pump body, bladder, check valves and tubing used in MW-35D are constructed of PVC, consistent with the construction of the well. Pump intakes were placed approximately midway within the screen interval of each well. Pumps were selected to provide suitable flow control to allow low-flow sampling. Well caps, which contain the sampling pump discharge fittings, were fitted with rubber boots supplied by QED to provide a water-tight seal.
