INTRODUCTION Following the completion of the Demonstration Program of the high vacuum Low Temperature Thermal Desorption System (L TTDS), McLaren/Hart is presenting herewith the recommended operating parameters for the L TTDS to treat the pesticide contaminated soils at the FCX site in Washington, North Carolina. The performance of the L TTDS verifies the effectiveness of the system to desorb pesticides from the soil as well as the ability of the system to comply with the contract specifications as outlined in the Statement of Work (SOW). II. PRE-TREATMENT SAMPLING PROGRAM Prior to the commencement of the demonstration program, McLaren/Hart transported sixty (60) soil bags, each containing I. 75 cubic yards of soil, from the warehouse to the work area and separated them into three (3) 35 cubic yard lots comprised of twenty bags of soil per lot. One composite soil sample was obtained from each of the three lots, representing soil from all' twenty bags within the lots. The three (3) samples were shipped to the laboratory and analyzed for total pesticides in accordance with EPA Method 8080. Additionally, three composite samples representing all 60 bags were obtained and analyzed for dioxins and furans, semi-volatile organic compounds and total RCRA metals in accordance with EPA Method 8280, EPA Method 8270 and SW-846-3051/6010A, respectively. I I I I I I I I I I I I I I I I 'I I I Ill. DEMONSTRATION PROTOCOL McLaren/Hart began the demonstration of the LTTDS on March 16, 1995. Initially, it was anticipated that the four treatment chambers would run simultaneously throughout the demonstration program. However, as discussed with the EPA, McLaren/Hart chose to isolate one chamber per vacuum pump and blower because of the resulting increased airflow. McLaren/Hart's subcontractor, ETSI, performed the necessary stack sampling on March 17, •1995. In accordance with the approved Demonstration and Sampling and Analysis Plan, ETS ran a total of three sample trains. The Volatile Organic Compound Train, EPA Method 0030, was completed on ETS's first visit to the FCX site in December, 1994. The two remaining trains, Method 23 (Dioxins and Furans, Pesticides, and Semi-Volatiles) and Method 0050 (HCI and Particulates) were obtained during two separate runs on March 17, 1995. During each run, both vacuum pumps were operating with one chamber per pump and four inches of soil in each tray. Pursuant to the conversation at the FCX site between the EPA and McLaren/Hart on March 16, 1995, McLaren/Hart agreed that the post-treatment dioxin and furan soil sample should be obtained from the same treatment run during which the emissions were monitored for dioxins and furans. Therefore, upon completing the treatment cycle and the Method 23 Sample Train, a composite soil sample of the four soil trays which were treated throughout the dioxin and furan stack sampling was obtained and sent to the laboratory to be analyzed for dioxins and furans in accordance with EPA Method 8280. Throughout the demonstration program, the pre-treatment and the post treatment soils remained segregated in three corresponding lots, totaling 35 cubic yards per lot. One composite sample from each of the three post-treatment lots were obtained and were analyzed for total pesticides in accordance with EPA Method 8080 to verify that each lot was in compliance with the clean-up objective of I ppm total pesticides. The results of the analysis performed on the first composite post treatment sample obtained from Lot #I detected a concentration above the clean up objective of I ppm total pesticides, therefore Lot # I was re-treated. A composite sample was obtained from the re-treated soils and sent to the laboratory to be analyzed for total pesticides. Additionally, upon completing the treatment of the 60 bags of soil, two composite samples representing the 105 cubic yards of treated soil were obtained and were analyzed for semi-volatile organics and total RCRA metals. I I I I I I I I I I I I I I I I I I g IV. ANALYTICAL RESULTS - PRE-TREATMENT SOIL ANALYSIS A . Pesticides The results of the analysis performed on pre-treatment soil obtained from Lots I, 2 and 3 indicate total pesticide concentration levels of 3226 ppm, 57 .2 ppm, and 57 .7 ppm total . pesticides, respectively. The analytical results are attached hereto as Exhibit A. B. Dioxins/Furans The results of the analyses performed on pre-treatment soil obtained from a composite sample representing all sixty soil bags indicate dioxin contamination as 7. 14 ppb of 1,2,3,4,6,7,8-HpCDD and 122 ppb of 1,2,3,4,6,7,8,9-OCDD. Ex.pressed as a 2,3,7,8- TCDD Toxicity (1989 ITF) Equivalent, the total dioxin contamination is 0.193 ppb. These analytical results are attached hereto as Exhibit B. C. Semi-Volatiles/RCRA Metals Two composite samples representing all sixty bags were obtained and analyzed fur semi- volatiles and total RCRA metals. The results of these analyses indicate a total semi- volatile concentration levels of 571.5 ppb and Arsenic, Barium, Chromium, and Lead concentration levels of 8.5 ppm, 11 ppm, 3.1 ppm, and 4.0 ppm, respectively. The analytical results are attached hereto as Exhibit C. POST-TREATMENT SOIL ANALYSIS A. Pesticides The results of the analysis performed on post-treatment soil obtained from a composite sample from Lots I, 2, 3 indicate total pesticide concentration levels of O. 0252 ppm, 0.0292 ppm, and 0. 187 ppm, respectively, verifying the effectiveness of the LTTD system to desorb pesticides from soils and the ability of the system to meet the clean up · objective of I ppm total pesticides. The analytical results are attached hereto as Exhibit D. The analytical result for Lot #1 referenced above is the concentration of the sample obtained from the re-treated soils. The results of the analysis performed on the initial composite post treatment sample from Lot # I indicated a total pesticide concentration of 4.1 ppm. McLaren/Hart questioned the validity of this result, specifically due to the fact that I 000 ppb of Methoxychlor was detected, however there was no detection of the compound in the pre-treatment analysis. McLaren/Hart requested that the laboratory re-run the original sample to determine the accuracy of these results. Additionally, a second composite soil sample was obtained I I I I I I I I I I I I I I I I I I I from Lot # I and sent to the laboratory to be analyzed for total pesticides to verify the resulL~ of the first sample. McLaren/Hart hegan re-treating Lot # I while awaiting the analytical results. The analytical data from the second run of the first sample confirmed that an error had occurred during the original analysis, resulting in a faulty detection of Methoxychlor. The total pesticide concentration of this sample was detected to be I. 93 ppm, which is significantly lower than the laboratory's first analysis. The results of the analysis performed on the second sample from Lot # I detected a total pesticide concentration of 0.845 ppm, which is in compliance with the treatment objective of I ppm total pesticides. The majority of Lot #1 had been re-treated hy the time the analytical results were received therefore McLaren/Hart proceed re-treating Lot#! until it was complete. As stated above, the results of analysis obtain_ed from the re-treated batch detected a total pesticide concentration of 0.0252 ppm. B. Dioxins/Furan The results of the analysis performed on post-treatment soil obtained from a composite sample representing the soil which was treated during the stack sampling indicates dioxin contamination of 0.36 ppb of 1,2,3,4,6, 7,8-HpCDD and 4.88 ppb of 1,2,3,4,6,7,8,9- OCDD. Expressed as a 2,3,7,8-TCDD Toxicity (1989 ITF) Equivalent, the total dioxin contamination is 0.0085 ppb. The post-treatment dioxin and furan analytical results show lower concentration levels than the pre-treatment analytical, verifying that dioxins and furans were not created throughout the treatment process. The analytical results are attached hereto as Exhibit E. C. Semi-Volatile/Total RCRA Metals The results of the semi-volatile analysis and the total RCRA metal analysis are not yet available. The analytical results will be submitted as an amendment to this document at a later date. D. Stack SamplinK · ETS is preparing a summary detailing the analytical results of the three sample trains obtained during the stack sampling which will be submitted as an attachment to the document at a later date. Presently, McLaren/Hart has received the preliminary results of the volatile organic compound analysis and the analysis of the dioxin and furan em1ssmns. Expressed as a 2,3,7,8-TCDD Toxicity Equivalent, a total dioxin concentration of l.18E-OI ng/Nm' and an emissions mass rate of l.4E-I I lb/hr were detected in the dioxin/furan analysis. The available stack sampling results are attached hereto as Exhibit F. I I I I I I I I I I I I I I I I I I I V. RECOMMENDED OPERATING PARAMETERS Throughout the Demonstration Program, the thermocouples on the exhaust manifolds of the treatment chambers were frequently monitored to track the progress of each treatment batch. Upon reaching a manifold temperature of 320 to 350 degrees Fahrenheit, the treatment batch was considered complete and the chamber was shut down. The two soil trays were removed and the temperature throughout the soil was monitored with thermocouples to ensure a minimum temperature of 350 degrees. The post treatment soil analytical results from the Demonstration Program verify that at a soil treatment temperature of 350 degrees Fahrenheit, under vacuum conditions, pesticides are effectively desorbed from the soils. In consideration of the foregoing, McLaren/Hart intends to continue treating to a minimum soil temperature of 350 degrees Fahrenheit throughout the full- scale treatment process. A definite time duration will not be indicated since the treatment goal is a temperature, instead the process will be monitored using the thermocouples on the exhaust manifold. The soil trays will be loaded into the treatment chambers and the temperature will be increased from ambient conditions to a temperature of -320 to 350 degrees Fahrenheit on the exhaust manifold, at which point the treatment hatch will be deemed complete. The chamber will be shut down and the trays will be unloaded. Prior to dumping the treated soil, the temperature throughout the soil will be checked to ensure a minimum temperature of 350 degrees. In the event that the minimum treatment temperature of 350 degrees is not obtained, the tray will be re-loaded into the treatment chamber and the treatment will continue until the soil has reached a temperature of 350 degrees or higher. After completing each batch, the treated soil will be stockpiled in the treated soil pile within the exclusion zone. As stated in the SOW, the treated soils will be sampled and analyzed for total pesticides in accordance with EPA Method 8080 in either daily lots or 500 ton allotments. Upon receipt of the analytical results verifying that the soil meets the clean up objective of I ppm total pesticides, the treated soil will be transported outside the exclusion zone to the clean soils staging area. In the event that the soil analytical results indicate a level of total pesticides greater than one ppm the soil will be re-treated and re-analyzed, ensuring that the soil meets the treatment objective as outlined in the SOW, prior to leaving the exclusion zone. Presently, McLaren/Hart is making additional improvements to the IRHV-200 LTTD system to enhance the treatment duration and the productivity of the system. The soil trays will be modified with an agitation system which will transfer the soils in the tray, exposing all of the material to the infrared energy during the treatment process. The implementation of this system will allow greater depths of soil to be treated during each treatment batch as well as significantly reduce the treatment times. Additionally, McLaren/Hart is experimenting with different blowers to determine the most effective way to recirculate and intensify the airflow through the system. ANALYTICAL CASE NARRATIVE McLaren Hart -FCX 1121-412030 Three soil samples were received for analysis on December 9, 1994 at 1140 hours. The Environmental Protection Agency (EPA) sampling procedures require soil samples to be preserved at 4"C ± 2"C. The samples arrived at 4. 7"C. The requested analysis and corresponding methods were as follows: Analysis Method Pesticides SW-846 Methods: 3550 and 8080 Polychlorinated biphenyls Analysis There were no analytical difficulties noted during the analysis. Quality Control The quality control results were within the method specified limits except for the following: I. 2. The surrogate recoveries were unable to be determined for all sample analyses due to the dilution necessary for analysis. The matrix spike and matrix spike duplicate recoveries were unable to be determined due to the dilution necessary for analysis. The matrix spike and matrix spike duplicate reports are not included since no information is available concerning the recoveries. ANALYTICAL CASE NARRATIVE McLaren Hart -FCX 1121-412031 Two soil samples were received for analysis on December 9, 1994 at 1130 hours. The ' Environmental Protection Agency (EPA) sampling procedures require soil samples to be preserved at 4°C ± 2°C. The samples arrived at 4.7°C. The requested analyses and corresponding methods were as follows: Analysis Method Semi volatiles SW-846 Methods: 3550, 3640. and 8270A ' Total RCRA Metals SW-846 Methods: 3051. 6010A, and 7471 SemiYOlatiles Analysis The sample was processed through the gel permeation cleanup due to the nature of the matrix. There were no further analytical difficulties noted during the analysis. Quality Control The quality control included the following analyses and the results were within the method specified limits: an extraction blank. an extraction blank spike. a matrix spike, and a matrix spike duplicate. The sample selected for the matrix spike ahd matrix spike duplicate analyses. may not be representative of the sample submitted for · semivolatile analysis of the FCX study. Total RCRA Metals Analysis There were no analytical difficulties noted during the analysis. Quality Control The quality control results were within the method specified limits except for the following: I. The silver laboratory control standard recovery was below the method specified limits. Precipitation and/or a matrix interference are suspected for the low recovery. 3. The relative percent differences between the sample and replicate results for selenium and chromium were above the method specified limits. Sample nonhomogeneity is suspected. The quality control consisted of the following analyses: a preparation blank, a laboratory control standard, a replicate, a matrix spike, apd .a serial dilution (excluding mercury). The sample selected for the mercury replicate and matrix spike analyses was Pre-sampling -128TRM. The Environmental Protection Agency (EPA) sampling procedures require soil samples to be preserved at 4°C ± 2°C. The client was notified the samples arrived at 20.6 °C. The requested analyses and corresponding methods follow: Total Pesticides Analysis Analysis Total Pesticides Method SW-846 Methods: 8080 3550 and There v.;ere no analytical difficulties noted during the analyses. Quality Control The quality control analyses included the following: an extraction blank, extraction blank spike, matrix spike, and matrix spike duplicate. The quality control results were within the method specified limits except for the following: I. The surrogates for samples 324 P2 and Post -1 -2nd were unable to be determined due to the dilution necessary for analysis. 2. ANALYTICAL CASE NARRATIVE McLaren/Hart -FCX 1121 -503036 One soil sample was received for analysis on March 20, 1995 at 1004 hours. The Environmental Protection Agency (EPA) sampling procedures require soil samples to be preserved at 4°C ± 2°C. The client was notified that the sample arrived at 16.0 °C. The requested analysis and corresponding method follow: ·-Analysis . Method Polychlorinated Dibenzo-p-SW-846 Methods: 8280 Dioxins and Dibenzofurans Polychlorinated Dibenzo-p-Dioxins and Dibenzofurans Analysis Some of the labeled standards used in the analysis have ion fragments with the same mass as the quantitation mass of some of the analytes. This is true for the TCDF internal standard and the TCDD analyte. Here fragments of TCDF may be detected within the retention time window for TCD D. Such occurrences are reported under the heading estimated maximum possible concentration (EMPC). EMPCs may be considered artifacts from the labeled standards and are a direct result from the method requested use of low-resolution mass spectrometry (LRMS). There were no further analytical difficulties noted during the analyses. Quality Control The quality control analyses included the following: a method blank (TU Soil Blank), matrix spike, and matrix spike duplicate. The results were within the method specified limits. The sample selected for the matrix spike and matrix spike duplicate analyses may not be representative of the sample in the FCX study.
