Historic usage of the site has impacted the site surficial groundwater with dissolved Volatile Organic Compounds (VOC) in excess of current NCAC T15A:02L North Carolina Groundwater Quality Standards (2L GWOS). The compound of concern has been dissolved benzene within the site surficial groundwater. I 2.0 SITE GROUNDWATER MONITORING WELLS I ·• I I I •• I I I Currently, there are twenty-six site groundwater monitoring wells or piezometers. Twenty-four are Type I and II monitoring wells or piezometers screened at depths ranging from approximately one to twenty-eight feet below land surface (BLS). Two Type Ill monitoring wells TMW-1 and TMW-2 are screened at depths of 40-45 and 38.5-43.5 feet BLS, respectively. A summary of site monitoring well construction data is provided in Table 1 . Figure 2 illustrates the current groundwater monitoring well locations in relation to the site map. Site groundwater monitoring wells within the historic dissolved benzene plume boundary have been designated performance verification wells. These wells are located in irlterstitial zones between sparge points and are intended to provide data points to monitor contaminant reduction and dissolved oxygen levels within the deeper portion of the surficial aquifer. One performance verification monitoring well (PVSMW-002, located in the burn pit source area) is screened from one to ten feet BLS and is used to verify contaminant reduction within the shallow portion of the surficial aquifer. Performance verification wells include: MWD-001, PVSMW-002, MWD-002, MWS-003, PVMW-010, PVMW-011, PVMW-014 and PVMW-015. Wells outside the historic dissolved benzene plume boundary have been designated compliance monitoring wells and are used to evaluate potential migration of dissolved compound(s) of concern. Compliance monitoring wells currently employed to monitor _New 1/anover County Burn Pit; 94040 mo11 rpt NOV 06 CATLIN Project No. 194-040 CATLJN Engineers and Scientists December 2006 I I I I I I I I I , I I I I I I I I I I the dissolved compound(s) of concern plume within the site surficial groundwater include: MWS-004, MWD-006, CMW-007, CMW-008, CMW-009, CMW-012, CMW- 013 and CMW-016. 3.0 SITE MONITORING PLAN Monthly CATLIN personnel conduct the following activities on a monthly basis: Check and adjust system to ensure proper operation. Measure dissolved oxygen (DO) in MWD-002. Semi-Annually (May and November) In addition to the monthly activities, CATLIN personnel also conduct the following activities on.a semi-annual basis: Gauge and sample performance verification and compliance monitoring wells per EPA Method 602. Measure groundwater DO concentrations at monitoring well MWD-002. Prepare a monitoring report for submission to USEPA, NCDENR and PRPs. The report includes: system status updated groundwater table contour map updated groundwater contaminant isoconcentration map tabulated field and laboratory analysis summary table independent laboratory reports 4.0 SITE ACTIVE REMEDIATION ACTIVITIES In accordance with the site Final Design Remedial Report, the performance goal for remediating non-compliant voe concentrations within the impacted site surficial aquifer is 1 ug/L of benzene, or as agreed to by involved over sight personnel. To achieve this objective a pulse air sparge system consisting of air compressors, 79 air injection wells, and associated controls has been designed and installed at the site. Pulse Air Sparge (PAS) injection wells were installed to depths of 23 to 25 feet below land surface. The locations of the current PAS injection wells are shown on Figure 3. _New Hanover County Burn Pit; 94040 111011 rpt NOV 06 CATLIN Project No. 194-040 2 CATLIN Engineers and Scientists December 2006 I I I I I I I I I I I I I I I I I I I 4.1 PULSE AIR SPARGE (PAS) 4.1.1 Pulse Air Sparge Description Pulse Air Sparge consists of injecting a pulse of ambient air within or below the contaminated zone of the impacted aquifer, through an air sparge well. As air is injected into the aquifer, a de-watered sphere grows around the sparge point. This spherical volume of air continues to grow displacing groundwater until just before the top of the sphere "breaks through" the surface of the ground water table. Prior to "breakthrough", the air injection is terminated, injected air migrates back up to the ground surface, and the aquifer is allowed to recharge before the next "pulse". Injecting air into the impacted aquifer reduces dissolved gasoline compounds through volatilization and biodegradation by indigenous aerobic microbes. Studies have repeatedly shown aerobic microbes, as opposed to anaerobic microbes, biodegrade dissolved gasoline compounds more rapidly. The current system consists of 79 air injection wells divided into 16 separate zones. Zones are sequentially activated across from the site from each other to prevent interference and mitigate potential contamination migration from the temporary high water table conditions. However, since the active site remediation efforts were initiated, remnant groundwater contamination has been reduced to the area around site monitoring wells MWD-002 and, on occasion, PVMW-014. Therefore, on October 3, 2005 air sparge zones hydraulically up gradient of MWD-002 and PVMW-014 (zones 2, 4, 5, 10, 11, 15 and 16) have been turned off. Zones in and around site monitoring wells MWD-002 and PVMW-014 (Zones 1, 3, 6, 7, 8, 9, 12, 13 and 14) are now active for approximately 75 minutes twice a day (see Figure 6). If contaminant concentrations rebound in the inactive zones the air sparge efforts can be reactivated quickly. 4.1.2 Performance Since the May 8, 2005 sampling event, the PAS system has operated approximately 78% of the time due to periodic power outages having disrupted system operation. Ultimately, site remediation performance is evaluated by reviewing the groundwater dissolved gasoline compound concentrations trend over time. 5.0 SUMMARY OF SURFICIAL GROUNDWATER TABLE DATA Each of the site monitoring well top of casing (TOC) elevations has been surveyed in relation to mean sea level (MSL). The latest groundwater table depths were obtained at all site monitoring wells on November 10, 2006. The November 10, 2006 groundwater table depth and elevation data has been summarized on Table 1. The elevation data was entered into contouring software program (AutoCAD Land Development) to generate the surficial groundwater table contours illustrated in Figure 4. During the November 10, 2006 site visit the PAS system was off. A review of Figure 4 indicates a relatively flat site surficial water table reflecting the lack of influence from the PAS system. The apparent surficial groundwater flow direction within the site area of interest (MWD-002 and PVMW-014) is toward the south. Historically, the predominant site-wide groundwater flow directions have been to the southwest with a northeasterly component of flow normally observed beneath the northeastern portion of the property. Historical site groundwater table elevation data has been listed in Table 2. 6.0 SUMMARY OF GROUNDWATER QUALITY TESTING Prior to system installation, CATLIN personnel conducted a site groundwater sampling event to provide a pre-construction baseline of the dissolved contaminant plume. As of November 3, 2003, CATLIN has performed eight post system installation sampling events. During each sampling event, CATLIN personnel recorded selected groundwater field parameter data and obtained groundwater samples in general accordance with the following procedures. 6.1 FIELD MEASUREMENT (DISSOLVED OXYGEN) Initial uninfluenced site groundwater DO levels were typically less than 0.5 milligram per Liter (mg/L). Aerobic groundwater conditions are generally those with DO levels greater than .1.0 ug/L. Site DO measurements are obtained by utilizing a low flow 12-volt pump (Geopump or whale) to pump recovered groundwater through a flow through cell. Groundwater DO concentration measurements are measured with a YSI Model 650 multi- parameter water quality instrument and Model 600XL sonde placed within the flow through cell. Groundwater DO concentrations, within the PAS injection well radius of influence, will fluctuate in accordance with the PAS air injection cycle. MWD-002 is gauged monthly due to its central location in relation to the site, position in an interstitial zone between sparge points, and the depth of screened interval. Since the last sample event (May 8, 2006), DO measurements at MWD-002 have ranged from 0.21 to 2.47 mg/L. During the November 10, 2006 sample event, DO measurements were also obtained from selected performance verification wells. DO measurements at performance verification wells PVSM-002, PVSM-010, PVSM-011, PVSM-014 and PVSM-015 ranged from 0.12 to 1.46 ug/L. Performance verification _New Hanm•er County Burn Pit; 94040 mon rpl NOV 06 CATLJN Engineers and Scientists December 2006 CATLIN Project No. 194-040 4 I I I I I I I I I I I I I I I I wells with greater than 0.5 mg/L DO demonstrate a positive influence from the PAS efforts. 6.2 GROUNDWATER SAMPLING Prior to sampling, each well was purged to ensure the collected sample is representative of the surficial aquifer. Purging was performed by removing a minimum of three well volumes from each monitoring well using disposable bailers. A new set of disposable nit rile gloves and bailer were utilized for each sample collected. For groundwater monitoring wells where groundwater is also tested for selected geochemical parameters, a pump was used to extract groundwater from each well. The extracted groundwater was delivered to a flow-through cell via clean polyethylene tubing. Temperature, conductivity, and pH conditions were measured using an YSI Model 650 multi-parameter water quality instrument with Model 600XL sonde. Measurements were recorded at one-minute intervals until the readings reached equilibrium. Once stabilized, the well was sampled and the recorded data was used to document the selected field parameters. The Model 600XL sonde, as well as the test cell were cleaned after each sample was collected in accordance with the manufacturer's instructions. Groundwater samples were placed in laboratory provided glassware labeled with the well ID, sample date, site name, sampler, and placed in an iced cooler. Samples were delivered to SGS Environmental, Inc. (North Carolina Certification #481) in Wilmington, North Carolina for analysis. To determine remnant-dissolved gasoline compound concentrations (in ug/L), all groundwater samples are analyzed for volatile compounds per EPA Method 602 plus total xylenes. 6.3 GROUNDWATER QUALITY -EPA METHOD 602 Since July 23, 1998 the compound of concern has been dissolved benzene concentration within the site surficial groundwater. The latest groundwater sample analytical results have been summarized on Table 3. Historical EPA Method 602 analysis results have been summarized on Table 4. A copy of the SGS laboratory report for the latest sample event has been provided in Appendix A. To illustrate the historical groundwater remediation trend, a graphical representation of historical benzene concentrations at site monitoring wells MWD-001, MWD-002, MWS-003, MWD-006, PVMW-011, PVMW-014 and PVMW-015 has been prepared (see Appendix B). 7.0 CONCLUSION AND RECOMMENDATIONS. 7.1 CONCLUSIONS Based on the field and laboratory data obtained during the most recent monitoring period, the following conclusions are provided: Active Remediation System Operation The PAS system has been operating properly for approximately 78% of the period since the last groundwater sampling event (May 2006). Surficial Groundwater Quality The latest groundwater analyses detected benzene concentrations in excess of 2L GWQS (1 ug/L), only in the groundwater sample from monitoring well MWD-002 (17.9 ug/L). In reviewing the historical dissolved contaminant concentration data (Table 4 and graph in Appendix B), the overall trend indicates a progressive decline in benzene concentrations within the site groundwater. _New Hanover County Burn Pit; 94040 mon rpt NOV 06 CATLIN Engineers and Scientists December 2006 CATLIN Project No. 194-040 6 I I I I I I I I I I I I I I I I I I I Benzene concentrations do not appear to be migrating upwards in the water column as evidenced from the sample results collected from monitoring wells MWD-002 and PVSMW-002. PVSMW-002 (screened to 10 feet below land surface (BLS), which is in close proximity to MWD-002 (screened to 27 feet BLS), continued to display benzene concentrations below 2L GWQS. 7.2 RECOMMENDATIONS CATLIN recommendations are based on a review of the current site conditions and are as follows: • Continue with the monitoring and maintenance schedule outlined in the Final Remedial Design Report. • Continue to focus remediation efforts of the pulsed air sparge system to zones southwest of PVMW-011, specifically zones 1, 3, 6, 7, 8, 9, 12, 13, and 14 (see Figure 6). 8.0 LIMITATIONS The field and groundwater data evaluated as part of this monitoring report provide isolated data points and may not represent conditions at every location in the project area. Analyses and conclusions of this report, being based on interpolation between data points at the project area, may not be completely representative of all site conditions.
