The report includes the provisions included in the recommendations section of the United States Environmental Protection Agency (USEPA) -Region JV Five Year Review Report dated September 2000. In addition, this report includes the tasks required in the US EPA letter dated March I 6, 2004, regarding groundwater sampling at the Lower Dockery system. This report describes activities, which occurred during the period August I, 2004, through October 31, 2004, as part of the Remedial Action phase of this project. This report describes the operational status of the groundwater remediation systems and the results of the quarterly system effluent sampling event conducted for the period. PROJECT TASKS INITIATED OR COMPLETED THROUGH OCTOBER 31, 2004: • • • Weekly operation and maintenance of the systems; Quarterly effluent sampling of the remediation systems; and, Quarterly sampling of Lower Dockery monitoring wells MW-16 and MW-24 . RESULTS OF SAMPLING AND TESTING AND OTHER DATA RECEIVED: I I I I I I I I I I I I I I I I I I I Ms. Giezelle Bennett December I 0, 2004 Page No. 2 A copy of the laboratory reports and chain-of-custody records for the quarterly water effluent sampling of the remediation systems and groundwater samples collected from wells MW-16 and MW- 24 are included in Appendix A. Tables 1 through 4 summarize the water effluent analytical results for the four groundwater remediation systems. The effluent concentrations for the collected groundwater samples were below the Remediation Performance Standard except for the following parameters: Sample Location Parameter Result (ug/L) Remediation PS lu!!/Ll Upper/Lower I, 1-Dichloroethene 8.5 7 Macon Upper/Lower Tetrachloroethene 1.3 I Macon ug/L -micrograms per liter PS -Performance Standard The Macon System effluent exceedances for 1, 1-Dichloroethene (I, 1-DCE) and tetrachloroethene (PCE), are being investigated. The following diagnostic and preventative steps will be conducted prior to the January effluent sampling event: I. Airflow at the airstripper stack will be measured to verify that the air to water ratio for the airstripper is within design specifications; 2. An influent water sample will be collected to determine if influent sample analyses are within the design specifications of the airstripper. 3. The temperature of the influent water will be recorded to verify that this parameter is within the air stripper design specifications. 4. A visual inspection of the air stripper trays during operation has been conducted. The trays appeared to be free of scale, however, a slight film was felt on wetted parts. If determined necessary, the airstripper trays will be dismantled, washed, and brushed. The groundwater samples were collected using the low-flow well sampling method. Based on the analytical report, the manganese concentration in the sample collected from well MW-24 was reported to be 2,000 micrograms per liter (ug/L), which is greater than the performance standard of50 ug/L. The laboratory reported the other tested parameters in the water samples collected from wells MW-16 and MW-24, to be at concentrations below the sample detection limit or below the performance standard. Water level measurements recorded for the Lower Dockery site are summarized in Table 6. TASKS PLANNED FOR PERIOD NOVEMBER I, 2004 THROUGH JANUARY 31, 2005: • Weekly O&M of systems; • Quarterly sampling of groundwater remediation system effluent in January 2005; • Quarterly sampling of groundwater in wells MW-16 and MW-24 in January 2005; • Semi-Annual sampling of groundwater remediation system influent in January 2005; and, • Semi-Annual sampling of all monitoring wells in January 2005. OPERATIONAL DIFFICULTIES AND DELAYS: • July 29, 2004 -August 18, 2004 -The Upper Macon system was down due to a recirculation pump malfunction. The recirculation pump was repaired and the system was restarted on Aub'llst 18, 2004. • July 29, 2004 -August 3, 2004 -The Lower Macon system was down due to a high level alarm in the airstripper. The alarm was cleared and the system restarted on August 3, 2004. The MDSG appreciates the USEPA's cooperation with this project.
