This report satisfies the reporting requirements for an annual summary status report set forth in the Unilateral Administrative Order For Remedial Design and Remedial Action, Section XV Part D, dated June I 8, 1992. For site history and background information the reader is referred to the Remedial Investigation / Feasibility Study (Rl/FS) completed in 1991. 2.0 System Performance Review The remedial systems started operation during the week of February 12, 1996. The following sections summarize performance data for the remedial systems, and problems encountered during the reporting period (June 1, 1999 to June 1, 2000). D Flow Rates and Totals System flow total data are recorded on a weekly basis from the remedial systems. Monthly totals for the systems are summarized in the monthly status reports. A summary of the flow rates and totals for each groundwater system are included in Table 1. For the reporting period June I, I I I I I I I • I I I I I I I I I I I 1999 to June I, 2000, the system flow totals are as follows: 2.2 • Upper Dockery • Lower Dockery 3,347,444 gallons 4,623,874 gallons • Macon Source Area 4, 771,3 l 3 gallons • Upper & Lower Macon 6,187,770 gallons Percent Operational System downtime is recorded on a daily basis and summarized on the monthly progress reports. A summary of the percent operational time is contained in Table 2. The following are the average percent operational data for the reporting period of June I, l 999 to June I, 2000: • Upper Dockery 89 percent • Lower Dockery 79 percent • Macon Source Area 91 percent • Upper Macon 93 percent • Lower Macon 87 percent • SVE System 93 percent Problems Encountered and Corrective Actions Several problems were encountered during the reporting period that negatively affected operational percentages for the remedial systems at the Macon/Dockery site. The following sections describe the few widespread problems followed by a description of problems at 2 I I I I I I I I I I I I I I I I I I I I individual sites. 2.3. I Weather Related Problems All systems were down for a total of 19 days due to power disruption from storms in July 1999 and January-February 2000. 2.3 .2 Individual Sites The following sections briefly summarize problems and their corrective actions at the individual Macon/Dockery remedial systems. Upper Dockery • The Upper Dockery system was down due to power outages for a total of nineteen days during the reporting period. • The Upper Dockery system was down from February I 0, 2000 through March I, 2000 due to freeze damage to the effluent transfer pump. Lower Dockery • The Lower Dockery system was down due to power outages for a total of nineteen days during the reporting period. • The Lower Dockery system was down for 13 days during the reporting period due to high 3 I I I I I I I I I I I I I • I I a I I water level alarms in the airstripper sump. The problem was traced to restrictive flow through the metals treatment canisters. The filter media within the canisters was replaced in March 2000. • The Lower Dockery system was down for 20 days from February 10, 2000 through March 1, 2000 due to a broken filter canister lid caused by freeze damage. • Miscellaneous equipment repairs were responsible for 20 additional days of downtime during the reporting period. Macon Source Area • The Macon Source Area system was down due to power outages for a total of nineteen days during the reporting period. • The Macon Source Area system was down for a total of thirteen additional days due to power surges from electrical storms causing control panel programming faults. Upper Macon • The Upper Macon system was down due to power outages for a total of nineteen days during the reporting period. • The Upper Macon system was down from July 20, 1999 through July 29, 2000 due to a 4 >I I I I I I I I I I I I • I I I I I I malfunctioning main breaker in the electrical control panel. Lower Macon • The Lower Macon system was down due to power outages for a total of nineteen days during the reporting period. • The Lower Macon system was down from October 1, 1999 through October 14, 1999 due to a malfunctioning recirculation pump. • The Lower Macon system was down from October 14, 1999 through October 21, 1999 due to a mptured coupling located near the recirculation pump. Soil Vapor Extraction Svstem • The Lower Macon system was down due to power outages for a total of nineteen days during the reporting period . 2.4 Effluent Concentrations A measure of the system performance can be made based on the systems ability to achieve remedial performance standards. A summary of the effluent water analytical results is included in Table 3. Due to breakthrough at the Lower Dockery system, the filter media was replaced in March 2000. In a letter dated March 28, 1995, the MDSG requested that NC DENR allow for "the discharge of treated water from the air stripper system directly to the infiltration gallery WITHOUT treating for manganese." The request was granted by Ms. Giezelle Bennett in a letter to the MDSG dated March 28, 1995. 2.4.2 Additional Exceedances Laboratory analytical results from the groundwater samples collected on March 9, 2000 from the Upper Macon Source Area groundwater remediation system indicated the presence of I, I dichloroethene and tetrachloroethene in excess of the Remediation Performance Standards established for the site. Due to the elevated concentrations, the air stripper trays were removed and cleaned of sediment and particle build-up to increase air flow through the system . Laboratory analytical results for the remainder of the reporting period did not indicate the presence of volatile organic compounds in excess of the Remediation Performance Standards. 7 I I I I I I I I I I I I I I I I I I I Based on the concentrations reported for the effluent water and air samples, the remediation systems are operating as originally designed. 3.0 System Effectiveness System effectiveness at reducing contaminant concentrations at the site is indicated by periodic groundwater elevation measurements and groundwater and air samples. Groundwater elevation measurements and groundwater samples were collected from the monitor wells on a quarterly basis during the period June I, 1999, to June I, 2000. Air samples were collected from the groundwater system effluents and the SVE system effluent and observation wells on a quarterly basis. The sampling frequency and analytical parameters were conducted as stipulated in the Performance Standards Verification Plan. A summary of the groundwater level measurements and calculated groundwater elevations is contained in Table 4. A summary of the analytical results reported for the water samples collected from the monitoring wells is contained in Table 5. Air analytical results from the SVE system are summarized in Table 6. Air sample results from the remediation system off-gas sample ports and from the property line sample are also summarized in Table 6. Mass removal estimates are calculated for each of the remedial systems on a monthly basis. The estimates are based on monthly flow volume and influent concentration data. A summary of the mass removal estimates for the remedial systems is included in Table 7. g. I I I I I I I I I I m I m I a I g a u Based on the mass removal estimates, the remediation systems at the Macon/Dockery site are effectively remediating the subsurface target parameters. 4.0 1999/2000 Schedule The following details the proposed l 999/2000 schedule for the Macon/Dockery site tasks: • The 1999/2000 sample schedule is shown on Table 8; • the approved operation and maintenance (O&M) program will continue; • progress status reporting will continue to be submitted to the EPA on a monthly basis; • the next annual summary status report will summarize the period June I, 2000 to June
