Conestoga-Rovers & Associates (CRA) has prepared this letter on behalf of the Jadco-Hughes Steering Committee (Steering Committee). The letter reports on the Remedial Design/Remedial Action (RD/RA) activities which were performed in 2004 in accordance with the requirements of the USEP A's Administrative Order for the RD/RA at the Site (Order), Docket No. 91-31-C, dated June 19, 1991. REMEDIAL DESIGN (RD} All RD activities were completed before 1997. REMEDIAL ACTION (RA) The following summary discusses the RA activities that were performed at the Site during 2003: Period Summary of Events Related to Site January 2004 • routine operation and maintenance (O&M). February 2004 • routine O&M . !UIITIUD IO■PI"' ISO 9001 Worldwldo Englnooring, Environmental, Construction, and IT Sarvlcos f CONESTOGA-ROVERS & ASSOCIATES February 22, 2005 March 2004 April 2004 May 2004 June 2004 July 2004 August 2004 • • Reference No. 3669 -2- • routine O&M; • the soil vapor extraction (SVE) system was dismantled; and • submitted 2003 Annual Report to USEPA and NCDENR on March 23, 2004. • routine O&M. • routine O&M; • the two vapor-phase carbon vessels were removed from the Site; • collected groundwater samples from MW12S, MW12D, MW14S, MW14D, MWSD, MWSDD, and the Private Supply Well for volatile organic compound (VOC) analyses; and • collected a groundwater sample for VOC analyses from the residential well located at 779 Cason Street. • • • • • • routine O&M; collected groundwater samples from MW12S, MW12D, MW13S, MW13D, MWSS, MWSD, and MWSDD for VOC analyses; submitted documentation to the Underground Injection Control (UIC) Division on June 8, 2004 to meet the substantive requirements for permitting and implementation of the Enhanced Bioremediation Pilot Study; and submitted letter to USEPA on June 30, 2004 regarding quarterly groundwater sampling of monitoring wells MWSD, MWSDD, MW12S, and MW12D. routine O&M . routine O&M; and • received notification from the UIC that the documentation submitted for the Enhance Bioremediation Pilot Study met all relevant regulatory requirements for construction and operation of injection wells. Construction. and IT Servlcu• CONESTOGA-ROVERS & ASSOCIATES February 22, 2005 September 2004 October 2004 November 2004 December 2004 • • Reference No. 3669 -3- • routine O&M; • preventative maintenance on the pump in MH-5; and • collected groundwater samples from MW12S, MW12D, MWSD, and MWSDD for VOC analyses; • routine O&M; • submitted the details of the implementation of a large-scale enhanced bioremediation pilot study to the USEPA and NCDENR on October 21, 2004; and • submitted a letter to USEPA on October 21, 2004 that presented an assessment of the groundwater monitoring program at the Site and a rationalization for the reduction in monitoring parameters. • routine O&M; • installed 28 injection wells and two monitoring wells for the implementation of the enhanced bioremediation pilot study; • Removed four drum skins and carcasses and uncovered approximately five buried drums that appeared to be intact on November 18, 2004. CRA was not equipped to remove these drums at the time and thus secured the Site by covering the excavation with polyethylene line and securing the liner in place with soil; and • notified USEPA, NCDENR, and the National Response Center (NRC) regarding the discovery of buried drum/ drum carcasses during the installation of injection wells. • routine O&M; • submitted Drum Removal Work Plan to USEPA and NCDENR on December 8, 2004; • received USEPA's approval of the Drum Removal Work Plan; and • completed a geophysical survey of the south half of the Site, with the exception of the landfill area. Worldwlda Engineering, Environmental, Construction, and IT Service• CONESTOGA-ROVERS & ASSOCIATES February 22, 2005 • ACTIVITIES PLANNED FOR 2005 The following activities are planned for 2005: • continue routine O&M activities; • complete the drum removal activities; Reference No. 3669 -4 - • complete the 2004 Annual Monitoring Event following the drum removal activities; • prepare and submit a report to USEPA and NCDENR summarizing the drum removal activities; and • continue with implementation of the enhanced bioremediation pilot study. This is the ninth annual report for the Site. The tenth report will be submitted to USEPA and NCDENR in February 2006. The letter reports on the Remedial Design/Remedial Action (RD/RA) activities which were performed in 2001 in accordance with the requirements of the USEPA's Administrative Order for the RD/RA at the Site (Order), Docket No. 91-31-C, dated June 19, 1991. The bi-weekly O&M inspections will be reduced to monthly inspections effective January 2002; and • perform Reactive Material Pilot Study following approval from NCDENR UICP. It is the Steering Committee's intention to start the Pilot Study in March 2002. This is the sixth annual report for the Site. The seventh report is scheduled to be submitted in February 2003.
