The Superfund Section of the North Carolina Department of Environment and Natural Resources
(NC DENR) has received the letter report documenting the Proposed Variable Message Sign
Placement for the RBC Center located in Raleigh, North Carolina. The Superfund Section
appreciates the efforts by the K.imley-Hom and Associates, Inc., the RBC Center and the Centennial
Authority to contact the NC DENR in regards to the proposed variable message sign placement due
to its proximity to the North Carolina State University (NCSU) Lot 86 National Priority List (NPL)
Site, the Site's associated groundwater monitoring wells and the contaminated groundwater located
beneath the Site. The Superfund Section has reviewed the proposal and has no objection to the
construction ofthe sign as proposed. This decision is based on the information provided which
documents that the proposed sign is to be located away from the Site, its associated groundwater
monitoring wells, and outside o(,the contaminated groundwater plume, and that the sign's foundation
will be placed approximately 25 _feet above the groundwater table. Please note that in the event
discolored soils or suspect debris (i.e., drums, canisters, bottles, etc.) are encountered during the
course of installation of the variable message sign, all work at the site must be suspended until the
NC DENR Superfund Section has been contacted and the appropriate determinations made in
regards as to how best to proceed without endangering human health or the environment. Copies
of the proposal and this letter of approval will be forwarded to the appropriate project managers for
the Site from NCSU and the United States Environmental Protection Agency (US EPA) for their
concurrence as well as placed in the NC DENR files.

Per our meeting November 25. 2003, we are providing this letter to you to
confirm our cmi1vcrsation and subsequent investigation of the proximity of the
Lot 86 site to a proposed variable message sign for the arena.

During our Nov~mber 25th meeting we discussed the proximity of not only the
Lot 86 Site to the proposed Arena sign. but also the proximity of the confirmed
contaminate plume underground. As a part of that meeting a quick review of the
Fractured Rock Assessment North Carolina State University Lot 86 Report.
prepared by Easi Coast Environmental. PA. dated September 2, 2003 revealed
' that a number of monitoring wells for the site are located near.the proposed sign.
It was suggestcd1that we conduct a close review of the Divisions files to
determine the tcxlation of the contaminant plume and its relation to the proposed
sign location.
Subsequently we.were provided access 10 the project file and had the chance to
review in detail the report. The report confirmed that several contaminants have
been identified in: the groundwater including Chloroform. Benzene. and Carbon
Tetrachloride. The report also indicated the location of the monitoring wells.
With this informition. Kimley-Hom conducted a field GPS survey to locate the
proposed sign wii'h respect to the monitoring wells. The results of the survey
conclude that the subject sign is to be constructed approximately 50 feet west and
outside of the monitored Non-detect boundary as described in the East Coast
report. Please refer to the attached KHA Figure I and East Coast Figure 8.

Review of the groundwater monitoring data in the East Coast report revealed that
the groundwater tdble is located appro~,imately 43 feet below the ground surface
in wells located n~ar the sign site. The proposed sign foundation will extend
approximately 15 feet below the ground surface resulting in the foundation being
approximately 25 feet above the ground water elevation. It is our understanding
that if our site is Ol:)tsidc the contaminant plume and significantly ahove the
groundwater ele\'ation. there should not be an objection to the sign construction.
