Activities in April 2011
Groundwater Remedial Action Implementation
• Performed monthly O&M services of the groundwater remediation system on April 6,
2011.

• Replaced submersible pump and motor assemblies in recovery wells PW-5B and PW-5C
on April 6, 2011.
• Conducted April 2011 semi-annual groundwater monitoring event on April 26 -27, 2011.
Site monitoring and groundwater sample collection was performed by Environmental
Field Management, Inc. Groundwater samples were shipped to TestAmerica, Inc. for
analysis.
Activities Planned For May 2011
• Perform monthly O&M services of the groundwater remediation system.
• Submit analytical data and monitoring parameters for data validation and entry into the
Channel Master project data-base.
• Begin preparation of the April 2011 semi-annual groundwater monitoring report.
• Prepare and submit the quarterly discharge monitoring report for the groundwater
treatment system to the City of Oxford.

Groundwater Remedial Action Implementation
• Performed monthly O&M services of the groundwater remediation system on February 8,
2011.
• Replaced broken pressure relief valve in recovery well PW-4 (nonscheduled
maintenance) on February 11, 2011 to restore recovery well to full pumping capacity.
• Submitted final October 2010 Groundwater Monitoring Report to USEPA and NCDENR.
• Began preparation of the draft Work Plan for Implementation of Second Five Year Review
Recommendations to submit to the PRPs for review and comment prior to submitting the
work plan to EPA.
Activities Planned For March 2011
• Perform monthly O&M services of the groundwater remediation system.
• Submit the draft Work Plan for Implementation of Second Five Year Review

• Completed mowing and removal of excess vegetation from around off-site monitoring
wells prior to October 201 O semi-annual groundwater monitoring event.
• Conducted October 2010 semi-annual groundwater monitoring event on October 6 -7,
2010. Site monitoring and groundwater sample collection performed by Environmental
Field Management, Inc. Groundwater samples were shipped to TestAmerica, Inc. for

during October 2010 monitoring event.

EPA ANNOUNCES THE AVAILABILITY OF THE
ADMINISTRATIVE RECORD FOR THE REMOVAL ACTION AT THE
VCC WINSTON-SALEM SITE, FORSYTH COUNTY, NORTH CAROLINA
The United States Environmental Protection Agency (EPA) announced today that the
Administrative Record for the Virginia Carolina Chemical Company (VCC) Winston-Salem site,
Forsyth County, North Carolina is available for public review.
The Administrative Record file includes documents that form the basis for selection of the
removal action. A removal action is a short-term cleanup intended to stabilize a site that poses an
imminent and substantial threat to human health or the environment. Documents in the record
may include, but are not limited to, preliminary assessment and inspection reports, test results,
and the Action Memorandum. All interested persons are encouraged to review and comment on
the documents.
The documents will be available for public review during normal business hours at the following

The Site is located in an old industrial area located northeast of downtown Winston-Salem, along
North Liberty Street. Historical information indicates that a fertilizer plant was constructed on the
property between 1895 and 1900, and was continuously operated through 1927. Environmental
impacts resulting from the fertilizer manufacturing process at the Site include elevated lead and
arsenic, and low pH, in soil. EPA will oversee cleanup operations which will begin in May 201 0
and will conclude by August 2010.
EPA will accept comments regarding the Administrative Record during the public comment period
beginning on May 5, 2010 and ending on June 5, 2010. Comments should be addressed to Ken
Mallary, Remedial Program Manager, U.S. EPA Region 4, SRSEB, 11 th Floor, 61 Forsyth Street,
S.W., Atlanta, Georgia 30303-3104. At the end of the 30-day comment period, a written response
to all pertinent comments will be prepared in a responsiveness summary and placed in the file.

ACTIVITIES IN FEBRUARY 2010
Groundwater Remedial Action Implementation
• Performed monthly O&M services of the groundwater remediation system on February 22,
2010.
• The system lost power on Wednesday afternoon, February 17, 201 O due to a
miscommunication with the local utility company. Power was restored within 48 hours, but
a faulty circuit breaker switch on the air stripper blower circuit (inside the motor control
cabinet) prevented an immediate restart of the system on Friday, February 19, 2010. The
cause of the air stripper circuit breaker fault was corrected on the following Monday,
February 22, 2010 and the system returned to normal operation.
• Submitted the quarterly discharge monitoring report for the groundwater treatment system
to City of Oxford.
• Submitted the final October 2009 Semi-annual Groundwater Monitoring Report to USE PA
and NCDENR.

Groundwater Remedial Action Implementation

• Performed monthly O&M services of the groundwater remediation system on January 7,
2010 and collected effluent sample from groundwater treatment system as part of quarterly
monitoring for the City of Oxford. The system operated normally in January 2010.
• Submitted draft October 2009 Semi-annual Groundwater Monitoring Report for PRP review
prior to submittal to USEPA and NCDENR.

ACTIVITIES IN OCTOBER 2009
Groundwater Remedial Action Implementation
• The groundwater remediation system operated normally in October 2009.
• On October 26, 2009, AECOM personnel performed the monthly operation and
maintenance (O&M) of the groundwater remediation system.
• On October 15 and 16, 2009, semi-annual groundwater samples were collected from
selected monitoring wells at the site. In addition, a treatment system effluent sample was
also collected during this event.
• Received analytical results for the October 2009 sampling event on October 30, 2009.
• Groundwater treatment system was shut down for a week starting October 26, 2009 to
allow repainting of the groundwater treatment system canopy frames and the air stripper
blower-motor. Repainting was required to minimize corrosion. The treatment system was
returned to operation on November 2, 2009.
ACTIVITIES PLANNED FOR NOVEMBER 2009
• Perform monthly O&M services of the groundwaler remediation system.

• Perform data validalion of the analytical results for the Oclober 2009 semi-annual
groundwater sampling event and initiate report preparation.

ACTIVITIES IN SEPTEMBER 2009
Groundwater Remedial Action Implementation
• The groundwater remediation system was shutdown from September 18 through 22, 2009 due
to a loose fuse on the Progress Energy transformer that provides electrical power to the
treatment system. Progress energy corrected the problem on September 23, 2009 and the
system was returned to no_rmal operation.
• On September 14, 2009, AECOM personnel performed the monthly operation and maintenance
(O&M) of the groundwater remediation system.
• The easement/access road to the off-site recovery and monitoring wells was mowed during the
last week of September in preparation for the October 2009 semi-annual sampling event.

ACTIVITIES IN MAY 2009
Groundwater Remedial Action Implementation
• The groundwater remediation system operated normally in May 2008.
• On May 21, 2009, AECOM personnel performed the monthly operation and maintenance (O&M)
of the groundwater remediation system.
• Prepared a quarterly Industrial Users Report and submitted it City of Oxford on May 7, 2009.
This report summarized the effluent monitoring results for January through March, 2009.
• Prepared a draft semi-annual groundwater monitoring report for the groundwater samples
collected from the monitoring wells in April 2009. The draft was submitted to the Responsible
Parties for review.
ACTIVITIES PLANNED FOR JUNE 2009
• Perform monthly O&M services and collect field parameters from the groundwater treatment
system effluent.
• Upon receiving comments from the Responsible Parties, finalize the semiannual groundwater
monitoring report and submit it to USEPA.

ACTIVITIES IN APRIL 2009
Groundwater Remedial Action Implementation
• The system operated normally for the entire month.
• On April 6, 2009, AECOM personnel performed the monthly operation and maintenance (O&M)
of the groundwater remediation system.
• Replaced a deteriorating air stripper exhaust duct section (flexible) with a rigid polyvinyl chloride
pipe on April 6 and 9, 2009.
• Performed routine air stripper cleaning on April 30, 2009.
• Performed the first 2009 semi-annual groundwater sampling on April 6 and 7, 2009.
Groundwater samples were submitted to Test America Laboratories located in Savannah,
Georgia for analysis of site constituents.
ACTIVITIES PLANNED FOR MAY 2009
• Perform monthly O&M services and collect effluent field parameters from the groundwater
treatment system.
• Perform data validation of groundwater samples from the April 2009 groundwater sampling
event and initiate preparation of a summary report.

indicated continued compliance with the requirements of the Industrial Users Permit (IUP).

Groundwater Remedial Action Implementation
• On September 8, 2008, ENSR responded to a system alarm and restarted the system.
• On September 9, 2008, ENSR responded to a system alarm, adjusted the flow on PW-4, adjusted the
flow sensor, and restarted the system.
• On September 15, 2008, ENSR personnel performed the monthly operation and maintenance (O&M) of
the groundwater remediation system and collected a treatment system effluent sample for analysis of
voes and total cyanide. The air stripper fan shut off during O&M and would not restart. On September
16, 2008, ENSR repaired the air stripper fqn and replaced fuses for the fan and PW-5C. The system has
operated normally since. ·
