Dear Mr. Marrow:
On behalf of JFD Electronics/Channel Master, ARCADIS Geraghty & Miller, Inc. 1s
transmitting to you an executed copy of the Industrial User Permit application. As
indicated in our letter to you dated February 4; 1999, this permit application is
requesting authorization to discharge treated groundwater to the sewer system o,rned
by the City of Oxford. We have also enclosed groundwater quality data to assist the
City in evaluating potential effluent quality from the remediation system at the site
(see Attachment 3).
The Responsible Parties want to assure the City of Oxford that everything knom1
about the nature of the site cleanup and the requested discharge is publicly available.
In fact, this cleanup and the requested discharge are subject to extensive review at the
federal and state levels "ith significant penalties for providing false information.
Please consider the follm,ing:
• The cleanup is being conducted under a Federal Consent Decree wherein both the
United States Environmental Protection Agency (US EPA) and the North Carolina
Department of Environment and Natural Resources (NCDENR) have oversight
responsibilities.
• Any and all data generated from the site is provided to US EPA and NCDENR and
is publicly available in accordance with the Federal Consent Decree. There is an
information repository maintained by USEPA in the City's main library.
• Both the USEPA and NCDENR endorse the discharge of the treated groundwater
to the City sewer system.

With respect to monitoring the discharge in the event that the City approves our
request, we suggest that the follov.ing sampling program is more than adequate:
• Weekly sampling during the first month, and
• Monthly sampling thereafter.
The City should consider that groundwater quality, unlike many industrial process
discharges, is not prone to vary greatly over a short time. Many industrial
pretreatment processes will involve batch technologies where each batch could be
different and/or a mistake such as opening a valve early "ill result in very different
and poss.ibly harmful water quality on a daily basis .. The groundwater treatment
system as installed at the subject site has safeguards to shut the system dm,11 in the
event that the treatment system fails. Our expected daily load of total cyanide and
chlorinated aliphatics, the site contaminants, is within the permissible limits.

If an Industrial User Pretreatment Permit (]UP) is required, this survey
serves as the application for an Industrial User Pretreatment Permit (]UP).
Requests for confidential treatment of information provided on this form shall be governed by procedures
specified in 40 CFR Part 2. In accordance with Title 40 of the Code of Federal Regulations Part 403,
Section 403.14 and the Local Sewer Use Ordinance (SUO), information and data provided in this
questionnaire which identifies the content, volume and frequency of discharge shall be available to the
public without restriction.
