In accordance with the provisions of Article 7, Chapter 87, North Carolina General Statutes, and other applicable Laws,
Rules and Regulations.
PERMISSION IS HEREBY GRANTED TO
Unimax Corporation & Avnet, Inc.
FOR THE CONSTRUCTION OF A RECOVERY WELL SYSTEM on property owned by Southgates Assoc. and located
approximately 1000' feet East of West Industry Drive and Southern Railroad, Oxford, N.C., Granville County. This permit is issued in
accordance with the application received on November 20 , 1997 and in conformity with specifications and supporting data, all of which
are filed with the Department of Environment and Natural Resources and are considered a part of this permit.
This Permit is for well construction only and does not waive any provision or requirement of any other applicable law or
regulation.
Construction of a well under this Permit shall be in compliance with the North Carolina Well Construction Regulations and
Standards (15A NCAC 2C .0108), other State and Local laws and regulations pertaining to recovery well construction.
This permit will be effective from the date of its issuance until December 5 , 1998 and shall be subject to other specified
conditions, limitations, or exceptions as follows:
1. Issuance of this permit does not obligate reimbursement from state trust funds, if these wells are being installed as
part of an investigation for contamination from an underground storage tank.
2. Issuance of this permit does not supersede any other agreement, permit, or requirement.
3. In the event that additional recovery wells are to be constructed on the subject property, this permit shall be valid for
said well construction upon receipt of the following documentation:
a) Proof of notification to the appropriate property owner(s) stating intention to construct
additional wells, the number of wells to be constructed, and signatures by the property
owner(s) and subject applicant(s) or their agent(s).,
b) Revised site map with information as required by the original well construction application.
c) Well construction diagram for additional wells with information as required by the original
well construction application.

Geraghty & Miller is submitting permit applications to construct two recovery wells (PW-3 and
PW-4) on Southgate Associates' property. These wells arc part of the proposed design to remediate
contaminated groundwater at the above referenced facility. As required in the permit application, site maps
and construction diagram of the proposed recovery wells arc included. The enclosed site maps present
locations of the proposed recovery and all existing monitoring wells. Based on the information in the
Remedial Investigation report, there arc no known water supply wells within 500 feet of the waste sources.

Holding, L.P. located south of the Channel Master Main Building and east of
Industry Drive, Oxford, Granville County. This permit is issued in accordance
with the application dated January 5, 1995 and in conformity with
specifications and supporting data, all of which are filed with the Department
of Environment, Health and Natural Resources and are considered a part of this
permit.
This Permit is for well construction only, and does not waive any
provision or requirement of any other applicable law or regulation.

wells to be constructed, and signatures by the property owner(s)
and subject applicant(s) or agent(s).
b) Revised site map with information as required by original well
construction application.
c) Well construction diagram for additional wells with information
as required by original well construction application.

PERMISSION IS HEREBY GRANTED TO
Unimax JFD Electronics and Avnet Channel Master
FOR THE CONSTRUCTION OF A MONITOR WELL SYSTEM located in the
soils and residuum of the Carolina Slate Belt on property owned
by Southgate Associates and located approximately 1000 feet east
of the intersection of southern Railroad and Industry Drive,
Oxford, Granville County. This permit is issued in accordance
with the application dated June 28, 1994 and in conformity with
specifications and supporting data, all of which are filed with
the Department of Environment, Health and Natural Resources and
are considered a part of this permit.
This Permit is for well construction only, and does not
waive any provision or requirement of any other applicable law or
regulation.
Construction of a well under this Permit shall be in
compliance with the North Carolina Well Construction Regulations
and Standards (15A NCAC 2C .0108), other State and Local laws and
regulations pertaining to monitoring well construction.
This permit will be effective from the date of its issuance
until July -1, 1995, and shall be subject to other specified
conditions, limitations, or exceptions as follows:
1. Issuance of this permit does not obligate reimbursement
from state trust funds, if these wells are being
installed as part of an investigation for contamination
from an underground storage tank.
2. Issuance of this permit does not supersede any other
agreement, permit, or requirement.

FOR THE CONSTRUCTION OF A MONITOR WELL SYSTEM located in the soils and residuum of the Carolina Slate Belt on property owned by American Real Estate Holdings, L.P. and located at 604 West Industry Drive, Oxford, Granville County. This permit is issued in accordance with the application dated June 28, 1994 and in conformity with specifications and supporting data, all of which are filed with the Department of Environment, Health and Natural Resources and are considered a part of this permit.
This Fermi t is for well construction only, and does not waive any provision or requirement of any other applicable law or regulation.
Construction of a well under this Permit shall be in compliance with the North Carolina Well Construction Regulations and Standards (15A NCAC 2C .0108), other State and Local laws and regulations pertaining to monitoring well construction.
This permit will be effective from the date of its issuance until July 18, 1995, and shall be subject to other specified conditions, limitations, or exceptions as follows:
1. Issuance of this permit does not obligate reimbursement from state trust funds, if these wells are being installed as part of an investigation for contamination from an underground storage tank.
2. Issuance of this permit does not supersede any other agreement, permit, or requirement.

Resources and are considered a part of this permit.
This Permit is for well construction only, and does not
waive any provision or requirement of any other applicable law or
regulation.
Construction of a well under this Permit shall be in
compliance with the North Carolina Well Construction Regulations
and Standards (15A NCAC 2C .0108), other State and Local laws and
regulations pertaining to monitoring well construction.
This permit will be effective from the date of its issuance
until July 18, 1995, and shall be subject to other specified
conditions, limitations, or exceptions as follows:
1. Issuance of this permit does not obligate reimbursement
from state trust funds, if these wells are being
installed as part of an investigation for contamination
from an underground storage tank.
2. Issuance of this permit does not supersede any other
agreement, permit, or requirement.

The following notice was recently issued by the U.S.E.P.A. Washington, D. C. office and is being duplicated and mailed to citizens on the Site's mailing list in an effort to keep the public informed.
"JFD ELECTRONICS/CHANNEL MASTER
OXFORD, NORTH CAROLINA
The U.S. Environmental Protection Agency (EPA) and the Department of Justice (OOJ) have reached an agreement with JFD Electronics Corporation and Channel Master Satellite Systems, Inc., to clean up the JFD Electronics/ Channel Master site in Oxford, North Carolina. The settlement document, called a consent decree, was lodged with the U. S. District Court for the Eastern District of North Carolina on December 28, 1993. The settlement requires the parties to conduct the cleanup selected by EPA, reimburse EPA more than $1.5 million for past response costs. and pay future oversight costs at the 13-acre Site.
JFD Electronics/Channel Master manufactured television antennas at the site from 1962 to 1980. In 1964, a half-acre unlined lagoon was built on the site to dispose of sludge generated from chromate conversion and copper/nickel electroplating processes. Underground and aboveground storage tanks also were used to dispose of waste oil and to store cleaning solvents. Channel Master bought the property in 1980, and later discovered that both the soil and sludge were contaminated with chromium, nickel, antimony, and other heavy metals. In addition, groundwater was contaminated with volatile organic compounds (VOCs) and metals.
The method selected for groundwater cleanup includes extraction, treatment with alkaline chlorination, precipitation/ filtration, air stripping, and carbon adsorption. These actions, estimated to cost $5.1 million, will restore the site groundwater as a drinking water source. Following a study to ensure that treatment levels can be attained, cleanup activities for soil and sludge will include excavation, treatment with oxidation, stabilization, on-site disposal, and capping. The cost of these actions is estimated at $1.2 million.

The Remedial Design portion of the process is underway. The contractor for the Potentially Responsible Parties (PRPs) will be submitting their final Remedial Design Work Plan in March. This means that they will begin additional sampling, install additional groundwater monitoring wells, and will conduct a soil/sludge Treatability Study on the selected remedy to make sure that it will effectively treat the contamination.
