Description of the proposed Discharge Facility:
Figure I presents the site location map for the JFD Electronics/Channel Master
NPL site. The groundwater remedial design process is in progress under the
United States Environmental Protection Agency (USEPA) supervision. A
preliminary design report, representing 3 0 percent design, was submitted to
USEPA in July 1995. Currently, the pre-final design (90 percent) is being
prepared. The preliminary design proposed withdrawal of contaminated
groundwater using a total of eight extraction wells with total extraction rate of
approximately 30 gallons per minute (continuous). The extracted groundwater
will be treated above ground using an air stripper to remove volatile organic
compounds. The treated effluent is proposed to be discharged into an unnamed
creek that runs along the eastern property boundary which ultimately discharges
into the Fishing Creek ( see site map and process flow diagram in the enclosed
preliminary design report).
The proposed discharge to the surface water is from a groundwater treatment
system. This is not a domestic wastewater treatment plant (WWTP).
This is not a phased development project.

EVALUATION OF ENVIRONMENTAL FEASIBILITY OF DISCHARGE
ALTERNATIVES
A. Environmental Feasibility of all three of the following non-discharge alternatives:

Connection to Sewerage System:
a. Existing Sewerage System:
An existing sewer is located along the southern property boundary
of the JFD Electronics/Channel Master site property.

Sewer on the property is currently connected to the City of
Oxford WWTP.
City of Oxford has denied requests to discharge the effluent
from the proposed groundwater treatment system.
The discharge point ( unnamed tributary) is located on the
JFD Electronics/Channel Master property.

Subsurface Disposal System:
Based on site investigation reports, the stratigraphy beneath the site
property consists of overburden layer composed of shallow clayey fill on
the site property, with alluvium in the southeast swale area. These clayey
soils overlay a feldspathic sand saprolite that gradually grades in to a
decomposed granitic rock that has volcanic inclusions. The total thickness
of these overburden materials averages approximately 58 feet. Depths to
groundwater approximately varies between 7 and IO feet below ground
surface.
As indicated above, the unsaturated soils at the site, typically consisting of
low permeability clayey soils, are not very conductive. Due to low
permeability soils, a large area is required to infiltrate the recovered
groundwater without creating excessive mounding. Infiltration of treated
groundwater upgradient of the contaminant plume is not feasible due to

limited area for locating the infiltration gallery. Therefore, subsurface
disposal system is not a feasible option.
3. Spray Irrigation System:
As indicated Section 11.A.2., the presence of low permeability clayey soils
beneath the facility requires a large area for infiltrating the treated effluent
through spray irrigation. Due to limited availability of the land area for
spray irrigation, this is not a feasible option.
None of the alternatives in Section II.A. is feasible.
C. Environmental Feasibility of the Discharge to a Flowing Stream:
An intermittent stream/tributary to the Fishing Creek flows along the eastern
property boundary of the JFD Electronics/Channel Master site. The preliminary
design report proposed disposal of the treated groundwater to this intermittent
stream. Based on a conversation with United States Geological Survey, the
intermittent stream appears to be a zero discharge stream.
COST ESTIMATION AND COMPARISON
This section is not completed since the alternatives in Section II. A. are not technically
feasible.
