SUBJECT: Proposed Remedial Investigation and Feasibility Study; Channel Master, Incident #1918, Granville County From a review of the data collected by s & ME during their preliminary investigation of the lagoon area at the site, summer 1985, there is evidence of groundwater contamination originating from multiple sources. The data indicate also that the contamination, caused by halogenated and petroleum solvents, has entered the bedrock aquifer. The proposed investigation and remediation must define the full extent of the contamination and must include any contaminants which may have migrated off the site. Also, the EPA and their contractor should be apprised of the provisions of 15 NCAC 2L particularly ·with the requirements for corrective actions and the GA standards as remediation targets. A meeting between the company, Solid and Hazardous Waste Management Branch and our office was held 30 June, 1986 to discuss the requirements for closure of the lagoon and possible remedial actions at the site. Please note that while the monitor wells MW-1 through MW-4, the shallow monitor wells screened at approximately 3.5 to 13.5 feet, show some indication of groundwater contamination by the analyses for Total Organic Halides and conductivity, only the deep well, MW-5 screened from 45.1 to 55.1, showed the presence of TCE and PCE and Toluene. The absence of organic solvents in the cores taken during the construction of MW-5 indicated to S&ME (Channel Master's consultants) that a source other than the lagoon wiis respon- sible for the solvents in groundwater. A reconnaissance of the site using a hand auger indicates that a septic tank formerly used as an UST is the source. The company is willing to enter into a SOC and clean the site up. S&HWMB will draft a SOC (we'll get a chance to review it). S&ME meantime will draft a plan for a subsur- face investigation to define the extent of the contamina- tion.
