On behalf of Beazer East, Inc. (Beazer), Field & Technical Services, LLC (FTS) hereby submits
the results of the 2008 second semi-annual groundwater monitoring event at the fonner Koppers
Company Site in Morrisville, North Carolina (Site). This report summarizes the field and
laboratory results of the groundwater monitoring event performed on September 30 and
October I, 2008.
Groundwater Monitoring Program -Second Semi-Annual 2008
As of the December 2007 groundwater monitoring event, the Groundwater Monitoring Program
has been modified based on certain recommendations made in the United States Environmental
Protection Agency's (USEPA's) Second Five-Year Review Report (U.S. Am1y Corps or
Engineers, 2007)1•
Based on the requirements in the Proposed Remedial Action Groundwater Monitoring Program
(ThermoRetec, 1999),2 as modified with USEPA approval in 2003 (Retcc, 2003)3

and the USEPA Second Five-Year Review recommendations, the second semi-annual
groundwater monitoring event of 2008 included the following:
• Gauging of 38 monitoring wells (Figure I): i.e., 31 on-site wells and 7 off-site wells.
• Sampling of six on-site wells: C-I0B, C-14A, C-14B, C-29B, M-04, and PW-01.
Under the current program, 13 program wells arc to be sampled annually for pcntachlorophcnol
in the first semi-annual event of the year. Wells with pentachlorophenol detections above the
remedial goal of I microgram per liter (µg/L) will be sampled for pcntachlorophcnol in the
second semi-annual event. In addition, wells with detections of pcntachlorophenol above the
remedial goal are to be sampled semi-annually for dioxins and furans. Once the concentrations
of pcntachlorophcnol for a given well meet the remedial goal for four consecutive sampling
events, that well will move to the annual sampling program for pentachlorophcnol.
Groundwater Elevation and Direction of Flow
Groundwater elevations for the A-and B-zonc wells, measured on September 30, 2008, arc
presented in Table I. The groundwater elevations in Table I were used to construct the A-, and
B-zone groundwater potentiometric surface maps included as Figures 2 and 3.
Historically, groundwater elevations for well C-1 OB have differed significantly from the
groundwater elevations in the other B-zone wells. In addition, groundwater purging and
recovery data indicate that this well is installed in a very low penneability fonnation. The
consistently different groundwater elevations in these wells, in conjunction with the fact that this
well is 55 feet deeper than the neighboring B-zonc wells, indicate that C-1 OB docs not
communicate with the rest of the B-zonc aquifer. Due to this lack of communication, C-I0B will
continue to be gauged but will not be included in the data set used to construct the potentiomctric
surface map for the B-zonc (Figure 3) in accordance with recommendations presented in the
USEPA Second Five-Year Review.
Figures 2 and 3 show the cone of depression that exists around the groundwater extraction well
PW-01 and indicate that, outside the zone of influence, groundwater flow in the A-zone is
generally to the northeast, with some flow to the southwest toward C-08A and CS-25A,
groundwater flow in the B-zone is generally to the southwest.
Phenolic Analytical Results
In accordance with the revised program, C-14A, C-14B, and C-29B (those wells with detections
of pcntachlorophcnol above the remedial goal in the first semi-annual event) and C-1 OB and PW-
01 (those wells having two or more pcntachlorophcnol detections in the previous four sampling
events) were sampled for pentachlorophenol in the second semi-annual 2008 groundwater

monitoring event. M-04 was also sampled during the second semi-annual 2008 groundwater
monitoring event. This well could not be sampled during the first semi-annual 2008
groundwater monitoring event due to the insufficient quantity of groundwater in this well at that
time.
Each groundwater sample was analyzed for pentachlorophcnol using the USEPA SW-846
Method 8270C SIM; the analytical results are summarized in Table 2. FTS personnel evaluated
the groundwater analytical results and applied any necessary data qualifiers, as summarized in
Table 2. Figures 4 and 5 present isoconccntration figures for pentachlorophcnol. A complete
copy of the data evaluation summary and laboratory analytical results can be found in
Appendix A.
As shown in Table 2, pcntachlorophcnol was detected in groundwater from the six wells (C-1 OB,
C-14A, C-14B, C-29B, M-04, and PW-01) sampled (ranging from 0.27 µg/L to 300 µg/L) during
the second 2008 semi-annual sampling event. Four of these pentachlorophcnol detections
exceeded the remedial goal of 1 µg/L. Appendix B provides a summary of the historical
groundwater analytical results for the Site.
Dioxin and Furan Analytical Results
The Groundwater Monitoring Program requires that dioxin and furan samples be collected semi-
annually and analyzed by USEPA SW-846 Method 8290 from wells that had concentrations of
pcntachlorophenol at or above the specified remedial goal during the previous sampling event, or
wells with two or more pentachlorophcnol detections in the previous four sampling events.
Therefore, the 2008 second semi-annual dioxin and furan sampling event included wells C-1 OB,
C-14A, C-14B, C-29B, and PW-01. The dioxin and furan results arc summarized in Table 2.
FTS personnel evaluated the groundwater analytical results and applied any necessary qua Ii ficrs
(Table 2). A copy of the lab report is included in Appendix A. Table 3 shows the detected
concentrations of dioxins and furans with their calculated toxicity equivalent quotient (TEQ)
concentration. The TEQ concentration is calculated by multiplying the concentration of each
dioxin or furan by its respective toxicity equivalent factor (TEF). The resulting TEQ
concentrations arc then summed for each sample to determine the total TEQ.
As presented in Tables 2 and 3, OCDD was detected in wells C-I0B, C-14B, C-29B, and PW-01.
No other dioxin or furan compounds were detected in any of the other samples. As shown in
Table 3, the calculated total TEQs ranged from 0.0174 picograms per liter (pg/L) to 0.045 pg/L.
All of the calculated TEQs were well below the remedial goal of 30 pg/L.
In accordance with the Groundwater Monitoring Program, dioxin and furan sampling is

remedial goal or wells with two or more pentachlorophcnol detections in the previous four
sampling events. Therefore, wells C-I0B, C-14A, C-14B, C-29B, M-04 and PW-01 will be
scheduled for sampling during the first semi-annual 2009 sampling event, unless USEPA
responds to Beazer's July 2007 request to eliminate dioxins and furans from the Groundwater
Monitoring Program.
Operational Summary
The groundwater extraction system is currently operating at an extraction rate of slightly less
than 1.5 gallons per minute (gpm). Although the Remedial Design specified extraction from
PW-01 to be up to 5 gpm, the aquifer's low yield will not support a pumping rate greater than 2
gpm, nor will the low yield of the aquifer support "pulsing" the system. Semi-annual review of
the groundwater analytical results (Appendix B) indicates that the concentrations of
pcntachlorophcnol arc fluctuating at a level that is very close to the remedial goal of I µg/L.
Evaluation of the plume maps and groundwater contour maps shows that the hydraulic capture
zone produced from pumping well PW-0 I encompasses the limits of pcntachlorophenol in
groundwater (Figures 6 and 7). Semi-annual groundwater monitoring will continue however,
over the past several years, Beazer has operated and monitored the groundwater collection and
treatment system at a cost of approximately $50,000 per year. It is evident from review of the
data, that the system operations have reached a point of diminishing returns. Beazer would like
to work with EPA and the North Carolina Department of Environment and Natural Resources
(NCDENR) to set forth a course for closure of the Groundwater Operable Unit at the Site.

GC/MS Semivolatiles SIM:
Due to the concentration ofpentachlorophenol detected, C-14A-100108 was analyzed at
a dilution. The surrogates were diluted out.
Dioxins/Fu rans:
TestAmerica's Sacramento laboratory analyzed the dioxin/furan.
The matrix spike/ matrix spike duplicate had recoveries outside the control limits. The
LCS recovered within control limits.
