(Beazer), Field & Technical Services, LLC (FTS) hereby submits this response to the comments made by the Superfund Section of the North Carolina Department of Environment and Natural Resources (NCDENR), as presented in their April 7, 2008 letter to the U.S. Environmental Protection Agency, Region 4. Figures 2 and 3, the subject of comments by NCDENR, have been corrected so that the data presented on the figures is in accordance with the data presented in Table 1 of the report referenced above. The revised figures have been attached for your reference. (Beazer), Field & Technical Services, LLC (FTS) hereby submits the following responses to comments from the Superfund Section of the North Carolina Department of Environment and Natural Resources (NCDENR), dated January 4, 2007, regarding the 2006 Second Semiannual Groundwater Monitoring Report for the Former Koppers Industries, Inc. National Priority List (NPL) Site. The comments were addressed to Ms. Beverly Stepter of the United States Environmental Protection Agency (USEPA), Region 4 and were copied to Beazer. For case of reference, NCDENR's comments arc repeated verbatim below in italics followed by Beazer's response thereto. NC Comment I: This report indicates that groundwater monitoring wells C-3A and C-38 were paved over. Please provide details. including a schedule, for properly locating and rehabilitating or abandoning groundwater monitoring wells C-3A and C-38. Beazer Response to Comment I: The approximate location of the off-site wells is known; once access to the wells has been obtained, the overlying surface cover in the vicinity of the wells will be removed to facilitate well abandonment. FTS will proceed with well abandonment activities, within two weeks of obtaining off-site access. The wells will be abandoned by trcmic grouting a neat cement slurry from the base of the well to ground surface and removing the flush mount protective covers. Once the slurry has cured, the wells will be covered with a thin layer of topsoil prior to recovering the area. Work will be completed by a North Carolina certified driller in accordance with applicable North Carolina well abandonment requirements. NC Comment 2: This report indicates that the detection of dioxinlfuran congeners in the groundwater sample collectedfi-om monitoring well C-/4A is attributed to "suspended.fine grained (siltlclar) particles entrained in the aqueous sample." Please detail the methods used to collect these groundwater samples, including the use of low:flow techniques. Please provide the data collected during the course of sample co/lee/ion, specifically the results of turbidity monitoring. Beazer Response to Comment 2: A copy of the groundwater sample collection record for well C-14A is attached. The volume of water in the well at the time of purging and sampling was approximately 0.24 gallons. This equated to approximately I .45 feet of standing water in the well. The method used to collect the sample was by removal of three well volumes via dedicated Teflon® bailer. This sampling method is in compliance with the requirements of the Proposed Remedial Action Groundwater Monitoring Program (ThermoRetec, August 1999), as modified per email correspondence from Mr. David Mattison to Beverly Hudson, dated June 23, 2003, in which Beazer's request for the replacement of stainless steel bailers with dedicated Teflon® bailers was approved. Note that while turbidity was not measured, the sampling technician noted that the sample appeared a "turbid muddy (brown) color." The well went dry after removal of three liters and then was allowed to recharge prior to sampling.
