' On behalf of Beazer East, Inc. (Beazer), Field & Technical Services, LLC (FTS) hereby submits
the results of the second semi-annual :2007 groundwater monitoring event at the former Koppers
Company Site in Morrisville, Nortli Carolina (Site). This report summarizes the field and
laboratory results of the groundwater monitoring event perfonned on December IO and 11, 2007.
As of the December 2007 groundwater monitoring event, the Groundwater Monitoring Program
has been modified based on certain recommendations made in the United States Environmental
Protection Agency's (USEPA's) Sc.cond Five-Year Review Report (U.S. Army Corps of
Engineers, 2007) 1•

and the USEPA Second Fivc-Y car Review recommendations, the second semi-annual
groundwater monitoring event of 2007 included the following:
• Gauging of 38 monitoring w~,lls (Figure I): i.e., 31 on-site wells and 7 off-site wells.
• Sampling of four on-site wells: C-I0B, C-14B, C-29B, and PW-01. C-14A could not be
sampled due to lack of water ,•olume.
Beazer requested approval to reduce the number of wells in the groundwater monitoring program
in July 2007, based on the continuo:us non-detect results for a majority of the wells since the
program was initiated in 2000. Beazer is currently awaiting a response to its proposal; however,
many of the recommendations made :by Beazer were also included in the USEPA Second Fivc-
y car Review and were therefore implemented for the second 2007 semi-annual event.
'
Under the current program, I 3 program wells are to be sampled annually for pentachlorophenol
in the first semi-annual event of the ·year. Wells with pentachlorophenol detections above the
' remedial goal will be sampled for pcntachlorophenol in the second semi-annual event. In
addition, wells with detections of pe1itachlorophenol above the remedial goal arc to be sampled
semi-annually for dioxins and furans.' Once the concentrations of pentachlorophenol for a given
well meet the remedial goal for four consecutive sampling events, that well will move to the
annual sampling program for pentachlorophenol.
Groundwater Elevation and Direction of Flow
Groundwater elevations for the A-~nd B-zone wells, measured on December I 0, 2007, are
presented in Table I. The groundwater elevations in Table I were used to construct the A-, and
B-zonc groundwater potcntiomctric su·rface maps included as Figures 2 and 3. '
Historically, groundwater elevations, for well C-I0B have differed significantly from the
groundwater elevations in the other: B-zone wells. In addition, groundwater purging and
recovery data indicate that this well' is installed in a very low permeability formation. The
consistently different groundwater elevations in these wells, in conjunction with the fact that this
well is 55 feet deeper than the neighboring B-zone wells, indicate that C-1 OB does not
communicate with the rest of the B-zo1_1e aquifer. Due to this lack of communication, C-1 OB will
continue to be gauged but will not be included in the data set used to construct the potcntiomctric
surface map for the B-zonc (Figure 3) in accordance with recommendations presented in the
USEPA Second Five-Year Review. :
Figures 2 and 3 show the cone of depression that exists around the groundwater extraction well
PW-01 and indicate that, outside the zone of influence, groundwater flow in the A-zone and B-
zone is generally to the northeast and south-southwest, respectively.

Each groundwater sample was analyzed for pentachlorophcnol using the USEPA SW-846
Method 8270C SIM; the analytical results arc summarized in Table 2. FTS personnel evaluated
the groundwater analytical results and applied any necessary data qualifiers, as summarized in
Table 2. Figures 4 and 5 present isoconcentration figures for pcntachlorophenol. A complete
copy of the data evaluation summary and laboratory analytical results can be found in
Appendix A.
As shown in Table 2, pentachlorophenol was detected in groundwater sampled from the four
wells (C-I0B, C-14B, C-29B, and PW-01) sampled (ranging from 1.2 µg/L to 6.3 µg/L) during
the second 2007 semi-annual samplihg event. All four of these pentachlorophenol detections
slightly exceeded the remedial goal of 1 microgram per liter (µg/L). Appendix B provides a
summary of the historical groundwater analytical results for the Site.
In accordance with the revised program, C-l0B, C-14A, C-14B, C-29B, and PW-01, those wells
with detections of pcntachlorophenol above the remedial goal, were to be sampled for both
constituents in the second semi-annual 2007 groundwater monitoring event. As stated above,
well C-14A could not be sampled due, to lack of water volume. Well C-14A is located with the
hydraulic zone of influence of pumping well PW-01. The limited saturated thickness in well C-
14A is attributable to dewatering of the residuum from pumping at well PW-0 I.
Dioxin and Fu ran Analytical_ Results
The Groundwater Monitoring Program' requires that dioxin and furan samples be collected semi-
annually and analyzed by USEPA SW,-846 Method 8290 from wells that had concentrations of
pentachlorophenol at or above the specified remedial goal during the previous sampling event, or
wells with two or more pentachlorophenol detections in the previous four sampling events.
Therefore, the 2007 second semi-aimudl dioxin and furan sampling event included wells C-1 OB,
C-14A, C-14B, C-29B, and PW-01. The dioxin and furan results are summarized in Table 2.
Well C-14A could not be sampled due io lack of water volume.
FTS personnel evaluated the groundwater analytical results and applied any necessary qualifiers
(Table 2). A copy of the lab report i~ included in Appendix A. Table 3 shows the detected
concentrations of dioxins and furans ,vith their calculated toxicity equivalent quotient (TEQ)
concentration. The TEQ concentrati011 is calculated by multiplying the concentration of each
dioxin or furan by its respective to'xicity equivalent factor (TEF). The resulting TEQ
concentrations arc then summed for each sample to dctem1ine the total TEQ.
As presented in Tables 2 and 3, OCDD was detected in well C-1 OB. No other dioxin or furan
compounds were detected in any of the other samples. As shown in Table 3, the calculated total

TEQ for C-1 OB was 0.061 picograms per liter (pg/L), which is well below the TEQ remedial
goal of 30 pg/L.
In accordance with the Groundwater Monitoring Program, dioxin and furan sampling is
scheduled to occur semi-annually from wells with pentachlorophenol detections above the
remedial goal or wells with two or more pcntachlorophcnol detections in the previous four
sampling events. Therefore, wells C-l0B, C-14A, C-14B, C-29B, and PW-01 will be scheduled
for sampling during the second semi-annual 2008 sampling event, unless USEP A responds to
Beazer's July 2007 request to eliminate dioxins and furans from the Groundwater Monitoring
Program.
Operational Summary
The groundwater extraction system rate is currently slightly less than 1.5 gallons per minute
(gpm). Although the Remedial Design specified extraction from PW-01 to be up to 5 gpm, the
aquifer's low yield will not support a pumping rate greater than 2 gpm, nor will the low yield of
the aquifer support "'pulsing" the system. Semi-annual review of the groundwater analytical
results (Appendix B) indicates that th~ concentrations of pentachlorophenol are fluctuating at a
level that is very close to the remedial goal of I µg/L. Evaluation of the plume maps and
groundwater contour maps shows that the hydraulic capture zone produced from pumping well
I PW-01 encompasses the limits of pentachlorophenol in groundwater (Figures 6 and 7). Semi-
annual groundwater monitoring will c1ontinue however, over the past several years, Beazer has
operated and monitored the groundwater collection and treatment system at a cost of
approximately $50,000 per year. It is evident from review of the data, that the system operations
have reached a point of diminishing returns. Beazer would like to work with EPA and the North
Carolina Department of Environment and Natural Resources (NCDENR) to set forth a course for
closure of the Groundwater Operable Unit at the Site.
