The RETEC Group, Inc. (RETEC), on behalf of Beazer East, Inc. (Beazer), hereby submits the
results of the second semiannual 2004 groundwater monitoring event at the former Koppers
Company Site in Morrisville, North Carolina (Site). This report documents the field and
laboratory results of the groundwater monitoring event performed on September 27, 2004.
Groundwater Monitoring Program-Second Semiannual 2004
Based on the requirements in the Proposed Remedial Action Groundwater Monitoring Program
(ThermoRetec, 1999), 1 the second semiannual groundwater monitoring event of 2004 included
the following:
• Gauging of 50 monitoring wells (Figure 1): 35 on-site wells and 15 off-site wells
• Sampling of four on-site wells: C-14A, C-14B, C-29B, and PW-01
As approved by the United States Environmental Protection Agency (USEPA), Beazer modified
the Groundwater Monitoring Program from quarterly to semiannual sampling (Bauer, R., 2003)2,
based on the stabilization of the number of constituents detected in the groundwater sampled
from this site (as well as the concentration of those constituents). RETEC initiated semiannual
sampling in the first half of 2004.
Wells C-26A and C-25B were moderately damaged and could not be gauged during this event.
Repairs have been scheduled and will occur prior to the next groundwater monitoring event in
2005.

Groundwater Elevation and Direction of Flow
Groundwater elevations for the A-, B-, and C-zone wells, as measured on September 27, 2004,
are presented in Table 1. The groundwater elevations presented in Table I were used to
construct the A-, B-, and C-zone groundwater potentiometric surface maps shown in Figures 2
through 4.
Historic groundwater elevations for wells C-01B and C-10B differ significantly from the historic
groundwater elevations in the other B-zone wells. These consistently different groundwater
elevations, in conjunction with the fact that these wells are 30 to 55 feet deeper than the
neighboring B-zone wells, indicate that wells C-01B and C-10B do not communicate with the
rest of the B-zone aquifer. Because of this lack of communication, wells C-01B and C-10B will
continue to be gauged but will not be included in the data set used to construct the potentiometric
surface map for the B-zone (Figure 3).
Figures 2 and 3 show the cone of depression that exists around the groundwater extraction well
PW-01 and indicate that, outside of the zone of influence, groundwater flow in the A-Zone and
B-Zone is generally to the northeast and south-southwest. The high variability in the C-zone
groundwater elevations indicate that these wells are screened in isolated fracture zones within the
bedrock, as seen on Figure 4.
Phenolic Analytical Results
Each groundwater sample was analyzed for 2,4-dichlorophenol and pentachlorophenol using the
USEPA SW-846 Method 8270C SIM. RETEC personnel validated the groundwater analytical
results and applied the necessary data qualifiers, as summarized in Table 2. A complete copy of
the laboratory analytical results can be found in Appendix A.
The Record of Decision (ROD) for this Site requires that groundwater meet the following
cleanup standards:
• 20 micrograms per liter (µg/L) for 2,4-dichlorophenol
• I µg/L for pentachlorophenol
As shown in Table 2, pentachlorophenol was detected in groundwater sampled from wells C-
14A, C-14B, C-29B and PW-01. All four of these pentachlorophenol detections exceeded the
cleanup standard of I µg/L. However, 2,4-dichlorophenol was not detected in any of the samples
analyzed during this event.
Under the revised program, 16 program wells are to be sampled annually for 2,4-dichlorophenol
and pentachlorophenol in the first semiannual event of the year. Wells with 2,4-dichlorophenol
or pentachlorophenol detections above the cleanup criteria will be sampled for 2,4-
dichlorophenol and pentachlorophenol in the second semiannual event. In addition, wells with
detections of pentachlorophenol above its cleanup criteria will be sampled semiannually for
dioxins and furans. For a given well, once the concentrations of 2,4-dichlorophenol and

pentachlorophenol meet the cleanup standards for four consecutive sampling events, that well
will move to the annual sampling program for 2,4-dichlorophenol and pentachlorophenol.
In the first semiannual 2005 groundwater monitoring event, all sixteen program wells will be
sampled for 2,4-dichlorophenol and pentachlorophenol.
Dioxin and Furan Analytical Results
The Groundwater Monitoring Program requires dioxin and furan samples be collected
semiannually and analyzed by USEPA SW-846 Method 8290 from wells that had concentrations
of pentachlorophenol at or above the specified cleanup levels during the previous sampling
event, or wells with two or more pentachlorophenol detections in the previous four sampling
events. Therefore, the second 2004 semiannual dioxin and furan sampling event included wells
C-14A, C-14B, C-29B and PW-01. RETEC personnel validated the groundwater analytical
results and applied any necessary data qualifiers, as summarized in Table 2. Table 3 shows the
detected concentrations of dioxins and furans with their calculated toxicity equivalent quotient
(TEQ) concentration. The TEQ concentration is calculated by multiplying the concentration of
each dioxin or furan by its respective toxicity equivalent factor (TEF). The resulting TEQ
concentrations are then summed to determine the total TEQ.
The ROD for this Site requires that groundwater meet the following cleanup standards:
• 30 picograms per liter (pg/L) for dioxins and furans
As presented in Tables 2 and 3, three dioxin and furan compounds were detected in samples
from wells C-14A and C-14B. No dioxins or furans were detected in wells C-29B and PW-01.
As shown in Table 3, the C-14A and C-14B TEQs were significantly lower than the associated
cleanup standard.
Under the revised Groundwater Monitoring Program, dioxin and furan sampling will occur
semiannually from wells with pentachlorophenol detections above its cleanup standard.
Therefore, in the first semiannual 2005 sampling event, wells C-14A, C-14B, C-29B and PW-01
will be sampled for dioxins and furans.
Operational Summary
The groundwater extraction system is currently pumping at its optimum. The aquifer's low yield
will not support a pumping rate greater than 2 gallons per minute, nor will the low yield of the
aquifer support the "pulsing" of the system.
Semiannual review of the groundwater analytical results indicates that the concentrations of
constituents of interest are fluctuating in groundwater collected from four remaining wells with
groundwater impact (C-14A, C-14B, C-29B, and PW-01). Monitoring will continue in order to
determine the rate at which the levels of impact are fluctuating.

The Raleigh SA2-04 data report from Severn Trent Laboratories, Inc. was evaluated
using USEPA National Functional Guidelines and USEP A method specifications. Each
issue requiring comment and/or data qualification is addressed below. The data were
accepted without qualifications.

Sample Collection, Receipt, and Log-In
Sample Receipt: Samples were received by the laboratories in good condition
and within the optimal temperature range of2-6° C.
Pentachlorophenol and 2,4-Dichlorophenol by SW-846 Method 8270
SIM
Dilutions/Reporting Limits: Samples C-29B, PW-01, and PW-OIDUP required
analysis at a three to four-fold dilutions to bring the pentachlorophenol
concentration into the calibration range. All surrogates were acceptable. No data
qualifications were required. Sample C-l 4A required a ten-fold dilution to bring
the pentachlorophenol concentration into the calibration range. The surrogates
were diluted out and could not be used to evaluate method accuracy or extraction
efficiency. However, there were sufficient, acceptable quality control results to
show that the analytical process was in-control. No data qualifications were

Field Duplicate Samples
Samples PW-0l/PW-0lOUP-032504 were the primary and field duplicate
samples collected for this sampling event. No data qualifications are required
based on the relative percent difference (RPO) of field duplicate sample data.
However, the positive results are presented in the table below to evaluate
precision and sample homogeneity. An RPO greater than the advisory limit of
30% is an indication of sample heterogeneity with respect to that compound, poor
field precision and/or poor laboratory precision. Field and laboratory precision
were acceptable.
