Dear Ms. Hudson:
On behalf of Beazer East, Inc. (Beazer), The RETEC Group, Inc. (RETEC) hereby submits these
responses to comments issued by the Superfund Section of the North Carolina Department of
Environment and Natural Resources (NCDENR) on March 26, 2004 regarding the Fourth
Quarter 2003 Groundwater Monitoring Report for the Former Koppers Company, Inc. National
Priorities List (NPL) Site. The NCDENR comments appear in bold and Beazer's responses are
presented following each comment (in italics).
1. Please correct Table I to indicate that the groundwater elevation at monitoring well
C-12A was 359.13 feet, relative to mean sea level, on December 15, 2003.
Depth to groundwater for well C-12A was incorrectly noted as Jj.87 feet in Table 1. The
correct measured depth to groundwater is 1 j_ 07, therefore giving a groundwater
elevation of Jj9,93 feet, relative to mean sea level. The corrected table and associated
figures are attached.

The RETEC Group, Inc. (RETEC), on behalf ofBeazer East, Inc. (Beazer), is submitting this notifiaition ofour intent
to modify the groundwater monitoring frequency and the type of groundwater sampling equipment used at the former
Koppers Company Site in Morrisville, North Carolina (Site). Beginning in 2004, the quarterly monitoring schedule
will change to semiannual, and dedicated Teflon® bailers will replace stainless steel bailers.
RETEC originally discussed these modifications with Mr. David Mattison of the North Carolina Department of
Environment and Natural Resources (NCDENR) in February 2002. Mr. Mattison recommended that we have at least
3-years of data to support our requests. This data is presented on the attached summary table, which shows that the
number of constituents detected in the groundwater sampled from this site (as well as the concentrations of those
constituents) appear to have stabilized; warranting a reduced sampling frequency. In addition, the non-reactive nature
of Teflon® bailers makes them a suitable and more cost effective alternative to the labor-intensive stainless steel bailers
currently used.
RETEC submitted our original request for approval of these changes on April 23, 2003, and received NCDENR
approval in the attached June 23, 2003 e-mail from Mr. Mattison. During our November 18, 2003 meeting/conference
call, United States Environmental Protection Agency representatives Bill Oldstein and Beverly Hudson also approved
the changes (ifNCDENR had no further questions or concerns). Given the written and/or verbal approval of all
parties, Beazer will implement these modifications in 2004.

Dear Mr. Townsend:
Viacom Inc. and Triangle Pacific Corporation (collectively the "Respondents") submit this
quarterly progress report to the U. S. Environmental Protection Agency (EPA), Region IV,
pursuant to Paragraph IX.E of the Administrative Order by Consent, EPA Docket No. 00-17-C,
entered March 22, 2000 (the "Consent Order"). This report presents a summary of efforts by the
Respondents to conduct the remedial investigation and feasibility study (RI/FS) for the Triangle
Pacific site (the "Site") during the period of April I through June 30, 2002.
I. Actions Taken During Previous Quarter to Achieve Compliance with Consent Order
A. On July 3, 2002, the Respondents submitted a quarterly status report to EPA.
2. Results of Sampling and Tests and Other Data
A. The Respondents developed no sampling or other test data during the reporting
period.
3. Plans and Procedures
A. The Respondents submitted no project plans and procedures during the reporting
period.

4. Actions Projected for Next Quarter
A. Pending final definition of the scope of sampling related to the Ecological Risk
Assessment, the Respondents plan to submit the Final RI/FS Work Plan. In
conjunction with the Final RJ/FS Work Plan, the Respondents plan to submit for
review and comment drafts of the Sampling and Analysis Plan, including the
Field Sampling Plan and Quality Assurance Project Plan, the Health and Safety
Plan, and the Investigation-Derived Waste Management Plan.
5. Progress and Schedule Report
A. As of the end of the reporting period, the Respondents have completed work
activities for the RJ/FS as follows:
(I) Preliminary Activities-JOO per cent
(2) Draft RJ/FS Work Plan and Schedule -I 00 percent; and
(3) Ecological Risk Screening (Steps I -3) - I 00 percent
8. During the June 7, 2000 scoping meeting, June 19, 2000 was selected as Date "C"
as defined in Attachment C of the Scope of Work. The schedules for work plan
preparation and other near-term tasks have been indexed to that date.
C. A draft schedule for work plan tasks and project milestones was provided with the
draft RJ/FS Work Plan.
D. The Respondents have encountered no unresolved delays, and none is anticipated
at this time.

The Superfund Section of the North Carolina Department of Environment and
Natural Resources (NCDENR) provided Beazer East, Inc. (Beazer) with the
following comments on the Fourth Quarter 2001 Groundwater Monitoring Report
for the Former Koppers Company, Inc. National Priorities List (NPL) Site. The
NCDENR comments appear in bold and Beazer's responses are presented following
each comment (in italics).
1. As indicated in the eleventh paragraph of the Third Quarter 2001
Groundwater Monitoring Report, please revise the last sentence of the
second paragraph to indicate that the groundwater from wells C-14A, C-14B,
C-29B and PW-01 were to be sampled and analyzed for dioxins and furans
by United States Environmental Protection Agency (US EPA) Method 8290.
As specified in the Proposed Remedial Action Groundwater Monitoring Program
( RETEC, 1999 ), only those wells with reported detections of pentach/orophenol in
two or more of the previous quarters are to be sampled for dioxins and furans on
a semiannual schedule. For the fourth quarter of 2001, this list of wells was
limited to wells C-29B and PW-01. Therefore the error was made in the revised
Third Quarter 2001 Groundwater Monitoring Report (RETEC, 2002) and has
been corrected.
Please note that we observed a similar discrepancy in the Fourth Quarter 2001
Groundwater Monitoring Report (RETEC, 2002) (with regards to the semiannual
sampling for dioxins and furans). A revised copy of this report has also been
included.

2. Please revise the third paragraph to indicate that well C-14B was unable to
be sampled and analyzed for dioxins and furans due to the inability to collect
a sufficient sample volume.
We reviewed the infonnation from the fourth quarter sampling event and believe
that your request should act11ally refer to well C-14A. Well C-14A was unable to
provide a sufficie11t sa111ple vo/u111e in the fourth q11arter of 2001 and could not be
sampled for Pe11tachlorophe11ol, 2, 4-dichlorophenol, or dioxins/f11rans. We have
revised the report (enclosed), b11t have referenced well C-14A, not C-14/3 i11 the
revzs1on.
3. Please correct the last sentence of the eighth paragraph to state, "As shown
in Table 3, the C-29B dioxin detection did not exceed the associated cleanup
standard."
The correction was 111ade and the revised report is enclosed.
4. Please revise Figure 3 to reflect the groundwater elevation observed for
monitoring well C-0lB.
Figure 3 was revised a11d is included in the enclosed ( revised) report.
5. Per my conversation with Ms. Rita Bauer of ThermoRetec on April 10, 2002,
ThermoRetec should continue their analysis of the groundwater contours
shown in Figures 2-4 to determine their accuracy in depicting the true
groundwater elevations at the site.
Groundwater conto11rs for the A-, B-and C-Zone wells will be included i11 all
forthcoming reports.

1. The groundwater elevations listed in Table I for C-30A, C-33B, and C-
33C do not agree with the elevations presented on Figures 2, 3, and 4
respectively. The (able and figures should be corrected such that the
accurate data is represented in both sections of the report.
The groundwater elevations listed on Table I are correct. Corrected
groundwater contour maps for the A-, B-, and C-Zones are included
respectively as Figures 2, 3 and 4 in the revised Third Quarter 200 I
Groundwater Monitoring Report ( enclosed).
2. Table 4 incorrectly indicates that the pen(achlorophenol concentration
for the 8/27/01 samples PW-01 and PW-01 DUP are 24 DJ micrograms
per liter (ug/1) and 30 D ug/1. According to the laboratory data report
for these samples, the correct concentrations should be 35 D (ug/1) and 29
D (ug/1) respectively. Table 4 should be amended accordingly.
The correction was made in the table and the revised report is enclosed.

Priorities List (NPL) Site. The NC DENR comments appear in bold and Beazer' s responses are
presented following each comment (in italics)
1. The groundwater elevations, as gauged on June 5, 2001, for "B-zone" wells C-
OlB and C-lOB are widely divergent from the other "B-zone" wells and have
been historically. An explanation for the cause of this anomaly should be
included. Also, it should be determined whether or not this discrepancy is the
result of a deviation in the construction of the wells in question as compared to
the other wells of the zone. If such is the case, the groundwater elevation data
from wells C-OlB and C-lOB should not be used to determine "B-zone"
groundwater con lours for the site. In addition, "B-zone" groundwater elevation
contour maps should not include contours that are inferred for the portion of
the site containing these wells.
As shown on Table 1 (enclosed), the installed depths of wells C-01 Band C-108 are
35 to 95 feet deeper than the deepest B-zone well. The intervals screened and the
historic groundwater elevations measured in these wells indicate that they are
monitoring a zone that does not communicate with the B-Z.One. This will be noted in
forthcoming reports, and we will no longer infer B-zone contours for the portion of
the site containing these wells.

1. Figure 1 shows the location for wells CHA and M9 and an indication that the
water levels for these wells were not measured during the first quarter 2001
sampling event but the wells are not included in Table 1. Table 1 should be
corrected to include these two wells and an explanation of why they were not
sampled.
Between April 2000 and March 2002 a temporary building was placed over well
Cl JA --making it inaccessible for gauging. However, the building was recently
removed and the well was gauged during the 2002first quarter sampling event. This
well will, in future reports, be included in both Table 1 and Figure 1.
Well M9 is not included in the Sampling Analysis Plan as part of the well monitoring
program. The well will not be included in Table 1, but rather will be removed from
all figures in future reports.
2. Table 1 is titled as "Groundwater Elevations and Product Thickness-First
Quarter," however, the table docs not include any product thickness data. This
discrepancy should be corrected.
The title of this table will be corrected in future reports.

3. Table 1 includes groundwater level data collected on March 6, 2001 from "C-
zone" wells, however, this data or the locations of these wells are not indicated
on any figures. A figure that illustrates the "C-zone" well groundwater
contours should be included with this report.
As stated in the text of the report, the C-Zo11e groundwater potentiometric surface
was not contoured because the groundwater elevations measured in these wells were
highly variable. This variability indicates that the wells are screened in isolated
(rather than continuous)fracture zones within the bedrock.
Forthcoming reports will continue to present this concept ofisolatedfracture zones
with the C-zone, but will also contain potentiometric contour maps based on the
groundwater elevations measured in the C-zone wells.
4. Table 3 incorrectly indicates the total TEQ value for monitoring well C-14A as
23.8, this value should be corrected to 23.9.

Fourth Quarter 2001 Groundwater Monitoring Report

I. As indicated in the eleventh paragraph of the Third Quarter 2001 Groundwater
Monitoring Report, please revise the last sentence of the second paragraph to indicate that
the groundwater from wells C-l 4A, C-148, C-298 and PW-0 I were to be sampled and
analyzed for dioxins and furans by United States Environmental Protection Agency (US
EPA) Method 8290.
2. Please revise the third paragraph to indicate that well C-148 was unable to be sampled
and analyzed for dioxins and furans due to the inability to collect a sufficient sample
volume.
3. Please correct the last sentence of the eighth paragraph to state, "As shown in Table 3,
the C-298 dioxin detection did not exceed the associated cleanup standard."
4. Please revise Figure 3 to reflect the groundwater elevation observed for monitoring well
C-018.
5. Per my conversation with Ms. Rita Bauer ofThermoRetec on April 10, 2002,
ThermoRetec should continue their analysis of the groundwater contours shown in
Figures 2-4 to determine their accuracy in depicting the true groundwater elevations at the
site.

1. The groundwater elevations listed in Table 1 for C-30A, C-338, and C-33C do not agree
with the elevations presented on Figures 2, 3, and 4 respectively. The table and figures
should be corrected such that the accurate data is represented in both sections of the
report.
2. Table 4 incorrectly indicates that the pentachlorophenol concentration for the 8/27/01
samples PW-01 and PW-01 DUP are 24 DJ micrograms per liter (ug/l)and 30 D (ug/l).
According to the laboratory data report for these samples, the correct concentrations
should be 35 D (ug/l) and 29 D (ug/l) respectively. Table 4 should be amended
accordingly.
3. Laboratory data for monitoring well C-l 4A indicates that pentachlorophenol
concentrations have increased from first quarter 200 I ( 4.4 ug/l) and second quarter 200 I
( 1.4 ug/l) to 180 ug/l in third quarter 2001. An explanation for the cause of this disparity
should be provided.

I. The groundwater elevations, as gauged on June 5, 2001, for "B· zone" wells C-0IB and
C-1 OB are widely divergent from the other "B-zone" wells and have been historically.
An explanation for the cause of this anomaly should be included. Also, it should be
determined whether or not this discrepancy is the result of a deviation in the construction
of the wells in question as compared to the other wells of the zone. If such is the case, the
groundwater elevation data from wells C-0 I B and C-JOB should not be used to determine
"B-zone" groundwater contours for the site. In addition, "B-zone" groundwater elevation
contour maps should not include contours that are inferred for the portion of the site
containing these wells.

I. Figure I shows the location for wells Cl IA and M9 and an indication that the water
levels for these wells were not measured during the first quarter 2001 sampling event but
the wells are not included in Table I. Table I should be corrected to include these two
wells and an explanation of why they were not sampled.
2. Table I_ is titled as "Groundwater Elevations and Product Thickness-First Quarter",
however, the table does not include any product thickness data. This discrepancy should
be corrected.
3. Table I includes groundwater level data collected on March 6, 2001 from "C-zone" wells,
however, this data or the locations of these wells are not indicated on any figures. A
figure that illustrates the "C-zone" well groundwater contours should be included with
this report.
4. Table 3 incorrectly indicates the total TEQ value for monitoring well C-14A as 23.8, this
value should be corrected to 23.9.

of Environment and Natural Resouces (NCDENR) in a letter dated January 4, 2001 addressed to
you regarding the Third Quarter 2000 Groundwater Monitoring Report for Fonner Koppers
Industries, Inc., Morrisville, North Carolina. We have enclosed three copies of the revised
repot1 for your files. For clarity, NCDENR's comments have been italicized and are followed by
our response.
I. The laboratory results of the pentachlorophenol and 2,4-dichlorophenol analyses ,n,re
inadvertently omitted from Enclosure 1. Please correct this oversight.
The revised third quatter repot1 contains this missing data.
2. Since 110 free product has been noted at the Site, please rename the 1i1le of Table I to
"Groundwaler Elevations, Second Quarter 2000."
The title of Table I has been changed as requested and this change has been noted for
future repot1s.
3. Please correct Table 3 to include the detected concentrations of Total HPCDD, Total
HPCDF, Total HXCDF and Total PECDF for groundwater monitoring well C-14A.
Furthemwre, please correct the resulting Toxicity Equivalent Quotient (TEQ), total
result and total TEQfor groundwater monitoring well CI4A.
The concentrations of the above-mentioned dioxins/furans have been added to Table 3
and the total result has been adjusted to include them. However, the total TEQ has not
changed as the toxicity equivalent factor for these constituents is 0.

Executive Summary
I. Please review the groundwater level measurement and sampling protocols used for the
Second Quarter 2000 groundwater sampling event to ensure that the protocols used are in
accordance with the sampling and analysis plan and the United States Environmental
Protection Agency (US EPA) Environmental Investigations Standard Operating
Procedures and Quality Assurance Manual (EISOPQAM). In the event that the protocols
are in accordance with these documents, please revise the second paragraph of the
Executive Summary to include a statement to this effect. In the event that the protocols
are not in accordance with these documents, please revise the second paragraph of the
Executive Summary to include a statement to this effect and include a discussion of all
discrepancies and a justification for the validity of the data included in this report.

2. It appears that, with the exception of groundwater monitoring well C-0IB, the first
quarter 2000 groundwater level data is depicted on Figure 3. Please revise Figure 3 to
include the second quarter 2000 groundwater level data.
3. Figure 3 indicates a dramatic change in the intermediate B-zone groundwater level
contours from the first quarter 2000 groundwater sampling event. Please describe the
past and current groundwater level contours, the methods used to obtain the groundwater
contours, the potential causes of this change in groundwater contours, and the
significance of these changes, especially in relation to the operation of the groundwater
extraction system at the Site.

"J" qualifier) 1,2,3,4,6, 7,8-HpCDF and 34 pg/L Total HpCDF.

Executive Summary
•
I. Please revise the first sentence of the fourth paragraph of the Executive Summary to state,
"The analytical results of groundwater samples from 15 wells are summarized in Table 2 and are reported with the data validation qualifiers."
2. Please revise the third and fourth sentences of the last paragraph of the Executive
Summary to state, "The nine wells are C-01 B, C-09B, C-IOA, C-l 2A, C-l 3B, C-15B, C-
27 A, C-27B and C-28A. Quarterly monitoring will continue for the remaining seven
wells in the monitoring network, including: C-!0B, C-11B, C-14A, C-14B, C-29B, M-04
and PW-01."
