(Beazer), hereby submits the rcsu Its of the third quarter 200 l groundwater-monitoring event at the former Koppers Company, Inc. site in Morrisville, North Carolina. This report documents the field and laboratory results of the groundwater- monitoring event performed on August 27, 2001. We have also provided a copy of the third quarter 2001 analytical results in Appendix A. The third quarter 200 l monitoring event included: • Gauging a total of 49 wells: 46 on-site wells (Figure l) and 3 off-site wells • Sampling four on-site wells (C-14A, C-14B, C-29B, PW-01, and PW-01-DUP) Each groundwater sample was analyzed for pcntachlorophenol and 2,4-dichlorophenol by Method 8270C- Sclcct Ion Monitoring along with dioxin and furan sampling by Method 8290. Groundwater elevations for the A-, B-, and C-zonc wells, as measured on August 27, 2001, arc presented in Table I. Elevations for the A-B-and C-zoncs were used to construct the groundwater contour maps shown in Figures 2 through 4. These figures indicate that groundwater flow is generally to the northeast and south-southwest, away from a topographic ridge that bisects the site. The record of decision for this site requires that groundwater meet the following cleanup standards: • I µg/L for pcntachlorophenol • 20 µg/L for 2,4-dichlorophcnol • 30 pg/L for dioxins and furans RETEC personnel reviewed the analytical results for groundwater samples from the four sampled wells and applied the necessary data qualifiers. These data arc summarized in Table 2. Table 3 shows the detected concentrations of dioxins and furans with their calculated toxicity equivalent quotient (TEQ) concentration. The TEQ concentration is calculated by multiplying the concentration of each dioxin or furan by its respective toxicity equivalent factor. The resulting TEQ concentrations arc then summed to determine the total TEQ. a Thermo Electron company I I I I I I I I I I I I I I I I I I I Ms. Beverly Hudson November 12, 200 I Page 2 .ThermoRetec Table 4 presents a summary of the detections that exceed the cleanup standards. As shown in Table 2, pentachlorophcnol was detected in groundwater samples from wells C-l4A, C-29B. PW-01, and PW-01 DUP. The reported pcntachlorophenol result exceeded the cleanup standard in each of these samples. Pcntachlorophenol was not detected in well C-14B as it has been in previous quarters. 2,4-Dichlorophcnol was detected in well C-29B, but did not exceed the cleanup standard. As presented in Table 3, dioxins and furans were detected in the groundwater samples from wells C0 l4A and C-14B. Dioxins and furans were not detected in wells C-29B and PW-01 as they have been in the past. As shown in Table 4, none of these detections exceed their associated cleanup standards. In accordance with the United States Environmental Protection Agency-approved Groundwater Monitoring Program, RETEC will continue to collect quarterly samples from all wells with pentachlorophcnol and 2,4-dichlorophcnol results above the specified cleanup levels. This sampling will continue until the concentrations ofpentachlorophcnol and 2,4-dichlorophenol meet the cleanup levels for four consecutive sampling events. Because pcntachlorophcnol was detected in groundwater sampled from C-l4A, C-29B, and PW-01, these wells will be sampled as part of the fourth quarter monitoring event. Well C-l4B will be sampled in the fourth quarter and will continue to be sampled until there arc four consecutive quarters with results reported below the specified cleanup levels. Also, in accordance with the Groundwater Monitoring Program, we will collect semiannual dioxin and furan samples from all wells that have concentrations of pentachlorophcnol at or above the specified cleanup levels during the current sampling event or wells with two or more quarterly pcntachlorophenol detections per year. Therefore, the next dioxin and furan sampling event will be in the fourth quarter of 2001 for wells C-l4A, C-14B, C-29B, and PW-01. Malzone Date: September 19, 2001 The Raleigh Q3-01 data reports from the Severn Trent Pittsburgh and West Sacramento Laboratories were evaluated using USEPA National Functional Guidelines and method specifications. Each issue requiring comment is addressed below. I II m Sample Collection, Receipt, and Log-In Samples were received by the laboratory in good condition and within the optimal temperature range of2 -6° C. Pentachlorophenol and 2,4-Dichlorophenol by SW-846 8270C SIM Dilutions: Samples C-14A, C-29B, PW-01, and PW-01 DUPI were analyzed at secondary dilutions because pentachlorophenol exceeded the calibration range of the GC/MS instrument. For this reason, the pentachlorophenol results from the IX dilution analyses were qualified "E" by the laboratory. The pentachlorophenol results from the secondary dilutions were acceptable and must be used. Dioxins & Furans by SW-846 8290 Data Reporting: Concentrations estimated between the estimated detection limit (EDL) and the method detection limit (MDL) were qualified "J" by the laboratory because of the variability below the lowest calibration standard. Matrix Spike/Matrix Spike Duplicate (MS/MSD) Recoveries: The PW-OJ MS/MSD recoveries for 2,3,7,8-TCDD, 1,2,3,7,8-PeCDD, 1,2,3,6,7,8-HxCDD, Beazer/Raleigh, Q3-0 I Data Evaluation Report Page 2 of2 Client Work Product Private and Confidential Draft IV and 1,2,3,4,6,7,8-HpCDD exceeded the upper advisory limits. None of these compounds were detected in PW-01. No data qualifications were required. Field Duplicate Samples Samples PW-01 and PW-01 DUPl were the primary and field duplicate samples collected for this round. Results were non-detects, were within a reporting limit of each other, or had an RPO ::, 50%. Field sampling and laboratory precision were acceptable. No data qualifications were required. The precision estimated using this sample is not necessarily representative of the precision for other samples in the batch. A volume of reagent water for aqueous samples or a contaminant- free solid matrix (Ottawa sand) for soil and sediment samples Laboratory Control Sample which is spiked with known amounts of representative target (LCS) analytes and required surrogates. An LCS is carried through the entire analytical process and is used to monitor the accuracy of the ana!vtical process independent of ~tential matrix effects. A field sample fortified with known quantities of target analytes that are also added to the LCS. Matrix spike duplicate is a second · Matrix Spike and Matrix Spike matrix spike sample. MSs/MSDs are carried through the entire Duplicate (MS/MSD) analytical process and are used to determine sample matrix effect on accuracy of the measurement system. The accuracy and precision estimated using MS/MSD is only representative of the Precision of the sample that was sniked. A sample composed of all the reagents (in the same quantities) in reagent water carried through the entire analytical process.
