Work Performed Week Ending 05/02/03:
Terra Kleen (TK) has treated 2,261 bins and is holding there as a result of the stop
excavation order. No bins were passed from Saturday 04/26/03 through Friday
05/02/03.
The EPA Work Assignment Manager was on site again during this week to continue to
observe the progress and Terra Kleen's work routine.

• The Stop Excavation directive remained in place and therefore no excavation took
place this week.
• Terra Kleen continued working on the Completion/Correction List items and made
limited progress this week. Progress was made in water drainage from the Off Site
area and the level is almost down enough to begin re-building and the south and
north channels and final grading of the lower end.
• Terra Kleen continues to demobe their equipment to an off site storage location that
is northeast of the site on US 401. The last of the treatment bins went to storage
this week and demobe of the SDU equipment has begun in earnest. This part of the
equipment removal will take the longest due to the need for a crane. The crane will
be necessary at both the site and the storage location.
• 301 Environmental continued treating both surface and BWT water. The site
continued to receive rain water, but 301 is managing this well.
Upcoming Activities:
• WEST ON anticipates continued work to address the unfinished tasks at the site
including the Off Site area, Grid D4 and the Ash area, as well as site housekeeping.
• Terra Kleen will continue demobilization of treatment equipment from the site.

3. Terra Kleen had one near-incident this week that involved backfill delivery to the
Ash area. One of their dump trucks strayed from the traffic path and encountered a
soft spot. The truck, which was loaded, listed heavily to one side and nearly turned
over. Quick action by the driver and WESTON personnel averted an incident and
the truck was extracted without damage or spillage of any diesel fuel.
4. WESTON received a request from Terra Kleen to resume excavation and that they
had 'iinished" the completion list. WESTON responded that until all items were
complete, excavation would not continue.
5. After review of the cost comparison and alternatives letter, WESTON received
approval and consent from EPA to proceed with a Termination for Convenience for
Terra Kleen. WESTON prepared the letter and it was delivered via fax and certified
mail to Terra Kleen on 2 May 2003. Under the contract, Terra Kleen has up to-10
days to submit a final costs schedule. Later the same day, Terra Kleen contacted
WESTON and requested a conference call to discuss the requirements. As it was
late on a Friday, WESTON scheduled the call for 10:00 a.m. CDT the following
Monday (5/5).

Terra Kleen (TK) has treated 2,261 bins and is holding there as a result of the stop
excavation order. No bins were passed from Saturday 04/19/03 through Friday
04/25/03. Terra Kleen has now completed treatment of all remaining "in-process" soil
and is continuing to demobilize the solvent extraction equipment.

• After determining a corrective action for disposing of the remaining soil to be treated
(as discussed last week), Terra Kleen completed all extraction treatment of the
remaining in process soil.
• The Stop Excavation directive remained in place and therefore no excavation took
place this week.
• Terra Kleen continued working on the Completion/Correction List items and made
limited progress this week. Water drainage from the Off Site area has been slow
and has had set backs due to several rain events.
• Terra Kleen has completed removal of the unused equipment that has been stored
on site and is making good progress on demobing the extraction equipment.
• 301 Environmental continued treating both surface and BWT water. The site is
being hit about once per week with about one half inch of rain, but 301 is managing
this well.
Upcoming Activities:
• Next week, WESTON anticipates continuing to address the unfinished tasks at the
site including the Off Site area, Grid D4 and the Ash area, as well as site
housekeeping.
• Terra Kleen will continue demobilization of treatment equipment from the site.

4. WESTON received comments from Terra Kleen regarding our final letter outlining
the reasons for the Stop Excavation directive as well as the approved
Completion/Correction List. Although they disagreed with some of the items on the
list, they have been working to accomplish the work as soon as possible.
5. WESTON mailed a letter to EPA that provided a cost comparison between Terra
Kleen's BAFO prices the independent prices that were developed. Terra Kleen did
not lower their costs but did change some units for better comparison. After review
by EPA, WESTON will request a conference call to determine the direction that the
Agency would like to go and to provide answers to any questions. The three
alternatives presented were 1) continuing with Terra Kleen, 2) Termination of Terra
Kleen with a sole-source contract to 301 Environmental, and 3) temporary stop work
while the dig and haul task is re-bid with termination of Terra Kleen.

Terra Kleen (TK) has treated 2,261 bins and is holding there as a result of the stop
excavation order. No bins were passed from Saturday 04/11 /03 through Friday
04/18/03. Terra Kleen still has approximately 75 CY of soil remaining to finish treating
by18May.
Mr. Luis Flores was on site this week to review the progress being made by Terra Kleen
with respect to the Completion List and the Off Site restoration.

• Terra Kleen did not clear any bins this week. When questioned about why the
remaining soil was not being treated, WESTON was told that Terra Kleen had
decided to dispose of it instead. This was quickly prohibited by WESTON for two
reasons: 1) Terra Kleen's direction was to use solvent extraction to complete the
remaining soil and they did not have the authority to "decide" to dispose of the
material; 2) the soil in question was mostly from Grid 75 and therefore was TSCA
waste (original concentration of over 100 ppm) and could not be sent to for low PCB
disposal.
POST NOTE: Since Terra Kleen could not feasibly treat the soil by the deadline (4/18)
they agreed to send the material for TSCA disposal at Emelle, Alabama. WESTON will
only be charged the rate for treatment, however, with Terra Kleen absorbing the added
cost for TSCA disposal.
• The Stop Excavation directive remained in place and therefore no excavation took
place this week.

• Terra Kleen informed WEST ON that removal of approximately 4,800 gallons of
process PCB oil had taken place on Monday the 14th. The liquid was transported to
the ONYX incineration facility in Texas for final disposal.
• Terra Kleen continued working on the Completion/Correction List items and have
made good progress. WESTON also delivered a letter this week (4/18) that
finalized the list and requested confirmation of the work.
• Terra Kleen has finally removed most of the unused equipment that has been stored
on site for over a year.
• 301 Environmental continued treating both surface and BWT water. The site is
being hit about once per week with about one half inch of rain, but 301 is managing
this well.
• Terra Kleen again sent several emails and a letter indicating their position on the
items in the list that WESTON responded to accordingly.
Upcoming Activities:
• Next week, WESTON anticipates continuing to address the unfinished tasks at the
site including the Off Site area, Grid D4 and the Ash area, as well as site
housekeeping.
• Terra Kleen will continue demobilization of treatment equipment from the site.

4. WESTON received comments from Terra Kleen regarding our plan to modify the
contract, which included a request for prices for disposal of the remaining soil in the
On Site area. Terra Kleen's letter did not supply the answers and information
requested and a letter was returned to them indicating their letter was considered
non-responsive and explained what need to be done to comply with our request.

• Terra Kleen did not clear any bins this week but instead had to empty and reload
nine bins that were improperly loaded previously.
• The Stop Excavation directive remained in place and therefore no excavation took
place this week.
• Terra Kleen continued working on the Completion/Correction List items and have yet
to confer with WESTON to confirm that the list is approved and has all the items
requiring work.
• 301 Environmental continued treating both surface and BWT water. The final
removal of the BWT equipment took place during the beginning of the week with all
of the tanks and other equipment now off site.
• WESTON received several emails from Terra Kleen that requested clarifications or
reasons for disagreement. WESTON responded based on the contract
requirements and continued to request a number of confirmation documents.
Upcoming Activitjes:
• WESTON continues to anticipate addressing the unfinished tasks at the site
including Ms. McCabe's driveway. the Off Site area, Grid D4 and the Ash area, as
well as site housekeeping.
• WESTON also is anticipating removal of a large amount of the unused equipment
from the site as well as disposal of the process PCB oil. Terra Kleen has now
scheduled the removal of approximately 5,000 gallons of oil for Monday the 14th•

Saturday 03/29/03 through Friday 04/04/03 for an average of 2.7 bins per day. The
average number of cycles per bin for the past week was 10.

• Terra Kleen did well clearing bins this week which may have partially been due to
the fact that the Stop Excavation directive was in place. No excavation took place
this week.
• Terra Kleen began working on the Completion List items even before confirming
with WESTON that the listing was complete. A great deal of progress was made
including dealing with the transformer casing.
• 301 Environmental continued treating both surface and BWT water. A rain event,
however, again set them back due to the large volume that was generated for
treatment.
• WESTON began dialoging with Terra Kleen and received several emails and two
letters from Mr. Cash stating that WESTON was "delaying the schedule" which
might require charges to accrue. WESTON countered several items, the
Completion/Correction list items, and other reasons why the situation had to be
finished prior to again beginning excavation.
Upcoming Activities:
• Next week, WESTON anticipates continuing to address the unfinished tasks at the
site including Ms. McCabe's driveway, the Off Site area, Grid D4 and the Ash area,
as well as site housekeeping.
• WESTON also is anticipating removal of a large amount of the unused equipment

4. After three years, Terra Kleen removed the large transformer casing that has been
on site. The unit was carefully decontaminated per the PCB Mega Rule method of
solvent hold and wash out and then transported to a local metal recycler for final
disposal.
5. WESTON provided drafts of the two letters that will be sent to Terra Kleen
addressing 1) the tasks to be completed and 2) a plan to modify the subcontract with
Terra Kleen to provide for offsite disposal of the remaining soil at the site.

Work Performed Week Ending 01/17/03:

Terra Kleen (TK) has treated 2,158 bins as of this report. They continued to have
difficulty clearing bins this week and were further hampered by the weather. The area
received rainfall and Raleigh was blanketed by a two-inch snowfall. Terra Kleen also
was treating soil that was high in PCB concentrations and high in fines. Much of this soil
was material that was base volume from Grid 75, "filler material" from beneath the
former North Stockpile, or soil that failed the analytical requirements for off site disposal.
However, TK completed the new treatment pad after several of weather and
temperature related delays. Treatment operations have been transferred to the new pad
and the east half of the old pad (asphalt and concrete) was removed and disposed of off
site. Terra Kleen was able to excavated additional areas along the east portion.

• Grids 79, 59, and 80 were excavated this week. Terra Kleen has encountered a
large amount of buried debris in these grids as well as the two that were dug last
week (57, 58). The volume removed from each grid is about a 50/50 mix of fins,
metal parts, etc. and soil.
• No bins passed this week primarily due to cold weather and high contaminant levels
in the soil excavated from under the former South Treatment Pad. Treatment
continued to require more cycles per bin and re-processing and re-loading.
• TK continued to process and screen contaminated soil previously excavated from
the site area. Optional Soil for disposal was being tested.
• 301 Environmental continued using Grid 54 as a temporary holding area for water to
be treated.
Upcoming Activities:
• TK will complete the paving of the new north soil treatment pad as soon as weather
permits. Cold temperatures have delayed laying the asphalt.

evaluation of the information. The cost includes mobe/demobe of additional
equipment as well as a projected cost for water treatment. WESTON hopes to be
able to save money by minimizing water volumes.

Terra Kleen (TK) has treated 2,158 bins as of this report. Terra Kleen did not pass any
bins again this week due to weather and water issues. WESTON has begun dialogue
with EPA regarding how to alleviate the water treatment issue and address further
excavation below the water table. WESTON will provide additional information so that a
decision can be made about whether a Work Plan revision will be necessary.

in the TK process must be fully displaced by the IPA before PCBs are removed.

Work Performed Week Ending 01/10/03:

Terra Kleen (TK) has treated 2,158 bins as of this report. Terra Kleen was not able to
pass any bins again this week due to soil that was high in PCB concentrations and
because they temporarily took half of the bins out of service so that the east half of the
South Treatment pad could be excavated.
WESTON researched options for increasing water filtering capacity at the site and how
to subcontract the service. Terra Kleen has already been using 301 Environmental to
filter water to below the drinking water standard for PCBs. WESTON has requested a
proposal from them and is also reviewing quotes from the previous work that had the
same scope.

• No bins passed this week primarily due to cold weather and high contaminant levels.
TK has been using 10 to 12 cycles per bin and then hitting a plateau (no further
reduction in PCB level). In order to finish treating the soil, each bin has to be dried,
emptied, re-homogenized, and then re-loaded for another run. Unfortunately, this
process has to be repeated at least twice, which severely affects the production rate.
• TK continued to process and screen contaminated soil previously excavated from
the site area. Optional Soil for disposal will be scheduled for transport.
• 301 Environmental continued using Grid 54 as a temporary holding area for water to
be treated.
• Terra Kleen used part of this week to complete the re-plumbing of the new treatment
area in preparation for the transfer of this operation. As soon as that takes place,
TK will be able to excavate grids
Upcoming Activities:
• TK has scheduled paving of the new north soil treatment pad for next Tuesday,
weather permitting.

• During this week, the excavation of grids 74 and 76 continued. Along with the
excavation, there was soil loaded on trucks for off site disposal at the landfill.
• Results received for the tank removal indicated that the tank contents contained
PCBs at 6,300 mg/L (oil) and 850 mg/L (water). The soil beneath the tank was

• The previous week's discovery of a seventh UST in Grid 75 continued to be
problematic due to heavy contamination beneath the tank area. Although the tank
appears sound, there apparently was significant leakage from either the tank piping
or the in floor vault located in the same grid. Assay results indicate that additional
soil needs to be excavated. An ice storm event during the week that was particularly
bad in the Raleigh area, caused delays in analytical results due to power outages

• During this week, a previously undisclosed UST was discovered In Grid 75. The
tank is approximately 1,000 gallons, with approx. 500 gallons of liquid in it. It is most
likely a fuel oil UST. 301 has been tasked to pump, test, remove, and dispose of the
tank assuming it is non-TSCA. The work will be conducted using a portion of the
funds that remained on the sheet pile/dewatering task.

• Due to a significant amount of rain during the week August 24 through August 30,
there was no excavation done during this week. TK has been dealing with the
excessive water that the site received. Fortunately, some of the water was ponded
in areas where the grids have been cleared and are already clean. That water will
not require significant response.
• Although depleting quickly, the soil stockpile provides material to process. TK
continued to screen and load bins with contaminated soil previously excavated from
the site area.
• 301 Environmental continued pumping water from Grids 54 and the D4 ditch.
Upcoming Activities:
• TK will finish excavating the grid extensions of the offsite area around Grid 135 next
week and then continue on the eastern half of the D4 ditch area.
• 301 Environmental will continue to pump and process water under the existing

PLEASE NOTE: Terra Kleen is being paid on a "bank yard" volume as delineated in the
SOW. Previously we have been reporting the 'Total Treated" using the total bin count.
However, this calculation has become overstated due to the method by which Terra
Kleen prepares the soil for treatment. Therefore, beginning this week, we have changed
that line of the table below to become the sum of the actual invoiced cubic yards plus the

• There was no excavation done last week due to a significant amount of rainfall.
• TK continued to screen and load bins with contaminated soil previously excavated
from the site area (primarily Grid D4).
• 301 Environmental continued driving sheet piling through the week and expects to
be finished by Monday (4/8). They also completed set up of the dewatering system
and conducted a pilot test. They collected a water sample to be analyzed for PCBs
and will also test for TPH and suspended solids.
Upcoming Actjvjties:
• 301 should finish the sheeting by Monday(04/08/02). As, they continue pumping
water from the grids, they will do more lab tests including PCBs and Total
Suspended Solids.
• TK will expand the south stockpile pad area near grids 38, 39, and 40. This will
allow demolition of the upper (north) stockpile and final remediation of those grids
can be completed.
• Terra Kleen will submit a "Completion Plan" that outlines how they intend to proceed
to excavate and restore the final onsite area grids.

• Terra Kleen has nearly completed excavating the grids making up the Ash Area. As
of Friday afternoon, TK excavated grids 61, 62, and 53. They also loaded seven
trucks of the material for in the Sampson County Landfill.
• TK continued to prepare and load bins with contaminated soil previously excavated
from the site area. Grids 129, 133, 142, and 145 have been backfilled with treated
soil but have yet to leveled.
• 301 Environmental continued installation of the sheet pile through the week. They
also continued to have equipment mobilized to the site for setting up the dewatering
system and expected to have it operational next week.
Upcoming Actlyltjes:
• 301 anticipates finishing the sheeting by next week (3-8-02). They will finish setting
up and plumbing the dewatering system.
• Due to more rain (2.25 inches) received at the site. Terra Kleen anticipates
completing the ash area backfill and restoration by the middle of April.
• TK has will prepare and deliver a "completion plan" that details how the final areas

the materials. After a Health and Safety meeting with Mr. Humphrey, LCC began

• TK has completed on site excavation of Grids 41 and 42 this week. These grids
were then cleared and the perimeter fence replaced.

Upcomjng Activities:
• Mr. Keith Badey will be leaving WESTON this week. Keith has been very
instrumental in pushing Terra Kleen to increase production and improve their
management of the site. Keith has taken a new position in risk management in
Atlanta. He will be available still on a limited basis to ensure a smooth transition.
• Mr. Terry Dale Hayes and Ms. Tara Rowland have been chosen to replace Mr.
Badey. Mr. Hayes has over 15 years of remedial construction experience with
WESTON and will assume full time duties at the site. He has been tasked with
monitoring the day-to-day activities as well as reviewing Terra Kleen's process and
submitting suggestions for improvements. Ms. Rowland will be on site part-time
during the week for technical support. A degree in Chemical Engineering and over a
year of experience with WESTON will help her to ensure that the field screening
(immunoassay test) will continue to give quality results and that the field
documentation will be maintained. Based on the anticipated completion schedule,
WESTON does not foresee an increase in costs as a result of this response.
However, the benefits should be significant, particularly as the project nears
completion.

• Terra Kleen has continued the removal of the ash material that was discovered
beneath the grids located on the north corner of the onsite property. Approximately
900 CYs of ash and ash-impacted soil has been excavated and loaded into dump
trailers (55 truck loads). The material has been delivered for disposal at the
Subtitle C RCRA facility in Emelle, Alabama. Currently, there is an additional 600
CYs of ash impacted soil stockpiled on-site waiting for on-site treatment and/or off-
site disposal. It is anticipated that the ash removal activities will be completed by
mid-January 2002.
• TK continued to screen, load (into bins), and treat contaminated soil previously
excavated from the offsite area. TK also continued to pre-condition soils (i.e. screen)
prior to treatment as needed. The last two months have seen record volumes of soil
remediated to site goals. January should continue that pattern.

i) To date, offsite grids 3-8 have been excavated to ground water elevation,
approximately 4.5 feet below the current surface elevation. Post excavation floor
sampling indicates that all six grids remain above the site limit of 1 ppm PCB. In an
effort to determine the extent of contamination below the water table, Weston
performed soil sampling in all six grid locations.

the water table, our pre-excavation sampling shows that there is a sharp rise or
"spike" in PCB concentrations in grids 4-8. This "spike" is evident between
elevations 84.50 to 83.50 . It is thought that the spike in PCB concentrations is
caused by the PC B's migrating through the upper soil layers and concentrating at the

water table (floating on top). The concentrated PCB oils are likely to have been
absorbed by the soils within the +/-3 foot "zone of influence" as the water table
naturally rises and falls during wet and dry seasons. It is assumed that soils below
the "zone of influence" are not likely to be contaminated with PCB oils.
f\ General Observations
i) Currently there is about 7-9 inches of standing water in grids 5,6,7, and 8. Grid 3 has
12 inches of water and grid 4 has 18 inches of water. Water in all grids have a thin
oily sheen covering the surface (rainbow effect). This oily sheen covers an estimated
30-40% of the entire area. Grids 3,5 and 7 have areas of thick oil build-up. This oil
was tested for PCB and contains approximately 20,000 ppm.

is how to de-water the ash removal area so it will dry out for excavation. Thus far, the options
considered have not resulted in an answer to this problem.

• TK continued to screen, load, and treat contaminated soil. TK also pre-condition some soils
prior to treatment.

Much of this soil is from the off site areas.
• TK will continue excavation activities in the offsite area. Based on field screening results,
TK will re-excavate the floors of grids 1 through 7.
General Remarks:
• We had one major rain event on Friday, 6/1/01. Due to the previously dry conditions,
much of the site remained dry.
• Lanny and Keith meet with Paul Rawls (NCDENR -Ph -910.486.1541) in downtown
Fayetteville on Friday, June 01, 2001 to discuss surface water discharge at the site. The
meeting lasted 30 minutes with much of the time spent giving Mr. Rawls a brief site
history (i.e. progress to date, explaining our water management and discharge issues).
Mr. Rawls had the following comments:
• Make every attempt to discharge onsite (i.e. percolate back into the ground,
evaporate, etc.) Mr. Rawls stated that he is mandated to promote onsite discharge
when dealing with hazardous sites.
• If offsite discharge is absolutely necessary, Mr. Rawls stated that we may be
categorized as an industry and suggested that we start the permit application process
ASAP, as it may take up to one year to complete with no guarantee that it will be
approved.
• Check with other Superfund sites in North Carolina with PCB contamination, if any,
and see how they are handling discharge issues.
• Try and resolve this issue with EPA and Raleigh NCDENR. If they cannot resolve
the issue internally, he will work with us to get it resolved (i.e. file permit application).
• Mr. Rawls presented Lanny with a guideline for PCB discharge but would not commit
that the levels in the guideline necessarily pertained to our site and situation. Since
the MCL he gave (0.1 ppt) is not reasonably attainable, other alternatives will need to
be considered for dealing with stormwater from the site.
As of 14:00, 5 June, Terra Kleen had received the analysis from their lab (CompChem).
The results indicated a PCB value of 0.88 ppm. WESTON should receive our results
tomorrow afternoon. I will send out an additional email as soon as that information is
available.

• To date a total of 389 bins have been treated. A total of 5 bins passed from
Monday 04/07 /01 through Sunday 04/13/01 for an average of 0.7 bin per day. The
average number of cycles per bin for this past week was 18.6.

• TK re-excavated grids 22, 35 and 76. Air monitoring during excavation was
performed by 301 Environmental. It should be noted that these grids have required
more excavation than usual due to have TPH in the soil. Grids 22 and 76 are next the
original building on the northwest corner or the foundation. Significant odor has been
noticed as well as easily observed soil staining. Although PCBs are essentially
odorless, petroleum and mineral oils were used for the support matrix and are mobile.
These two grids, which were initially to be excavated to two feet are now at five feet.
• Grid 35 also presented a new problem. A small area about the width of a
front-end loader bucket, was excavated to nearly seven feet. The material removed
was mostly metal debris and transformer parts. Free product was also observed. The
area appears to be the end of a trench and may indicate a larger debris field that may
be buried on the northwest side of the on-site area. Water recharge to the pit was
also more significant indicating a more porous area to the northwest.
• TK backfilled grids 25 and 46.

1 ppm and grids 22, 35 & 76 were over 1 ppm. TK will remove an additional 6" from each
of these grids.
Although TK has made significant changes that have increased production, site logistics, the ash
material, and weather have more than off set these improvements. As it stands now, TK is well
behind schedule and still struggling to catch up. I have hopes that they can still make up a lot of
the time after the ash material is dealt with and the site can be better organized. My visit this
week (4/10 to 4/13) will concentrate on finalizing the ash issues and evaluating TK's performance
thus far.

Work Performed Week Ending 02/25/01:
• To date a total of 337 bins have been treated. A total of 9 bins passed from Monday
02/19/01 through Sunday 02/25/01 for an average of 1.2 _bins per day. The average
number of cycles per bin for this past week was 10.5.
• TK excavated sections of grids 54, 55, 64, and 65. These grids required a second round
of excavation based on the field screening due to elevated PCB levels. The second
round of excavation intercepted the water table.
Upcoming Activities:
• TK will continue to screen and treat stockpiled contaminated materials.
• TK will initiate removal of the ash impacted material from grids 61, 62, 53, 51, and 52. It
is being proposed that the ash material be disposed of off site at Emelle, AL WESTON
is finalizing the change order request for the offsite proposal.
• TK will continue to excavate material from grids 75, 22, and 76 for treatment.
• TK will have several visitors (3-4) on site next week from Japan. Visitors will be training
on how to install and operate TK's treatment process.

of 2.0 bins per day. The average number of cycles per bin for this past week was 10.5.
• TK continued to screen soils prior to treatment with oversized materials being segregated
for later assessment/disposal.
• TK backfilled grids 38, 39, 40 and D3 (See Photos Below). In additional to backfilling
grids, TK continued to stockpile clean soil from bins at the north end of the site.
Upcoming Activities:
• TK informed Weston that the following grids will be excavated this upcoming week: 25,
and sections of 63, 64, 65, and 54, 55.
• TK is scheduled to have a new asphalt pad installed this week over grids 38, 39, and 40
to be used to store excavated material prior to treatment. The former soil stockpile pad
(old building foundation) will temporarily be used for staging ash impacted soil for
evaluation and then removed so that the soil beneath the slab may be treated.
• Weston will use McCall Brothers to perform gee-probe work in the ash impacted area. It
is anticipated that the gee-probe work will be completed by 01/31/01.

• No SDU problems reported by TK personnel for week ending 01/28/01.

The attached file contains the analytical laboratory data collected thus far
during full scale operations (as well as some data from the performance
demonstration phase) at the Carolina Transformer site. Currently, we have
had only one sample indicate that additional excavation is necessary after a
grid was excavated. The wall sample from the western side of Grid 16
indicated an exceedance of the PCB remedial goal by 2.06 ppm. Two other
samples, 19-RE and 23-RE, were taken after WESTON suspected that these
excavations may have become re-contaminated. Unfortunately, our suspicions
were confirmed. By mutual agreement between WESTON and Terra-Kleen, the top
1 to 2 inches of soil will be scraped and collected from these grids near
the end of the project. Confirmatory samples used to compare the immunoassay
test kit results to our fixed based laboratory analysis show very good
agreement between the two analysis methods.
During the past three weeks, Terra-Kleen has been treating soil collected
from the excavation of Grid Lift 1, as described in the March 2000 revision
of the RAWP. As of August 30, 2000, Terra-Kleen has completed treatment of
soil within 56 bins, which equates to a total of approximately 900 cubic
yards of soil. Based on a full-scale start date of July 5, 2000, Terra-Kleen
is now treating soil at a rate 15.78 cubic yards per day. This is
approximately half of the rate (30 cy/day) that Terra-Kleen stated in their
bid. In their defense, Terra-Kleen was treating soil at a rate of
approximately 30 cy/day at the start of full scale operations. Since then
our average daily treatment has dropped to the current rate. I would like to
use this forum to pose a question to those involved. How long do we allow
Terra-Kleen to operate at a treatment rate less than 30 cy/day? WESTON has
informed Terra-Kleen that they must treat the soil/sediment at 30 cy/day and
has been observing their efforts thus far during the full scale operations.
In the beginning of the full scale operations, Terra-Kleen appeared to have
fine-tuned their operation and had reached the proposed rate, however,
recently we have noticed that they are having some logistical and· equipment
malfunctions that, in my opinion, should not have caused this drop. WESTON
will continue to monitor the progress and will set a date by which
Terra-Kleen will have to have treated all of the soil contained within the
projected Lift 2. Weston will provide more information on this as the
project progresses.
In addition to other on site sctivities, WESTON, at the request of
Terra-Kleen, has been collecting samples from the area surrounding the OST
#4 pit in order to delineate TPH-Diesel range soil contamination. We have
not been able to fully delineate the contaminant extent as of yet.
Terra-Kleen will take this activity over once again based on an agreement
reached yesterday, 8/30/2000. In addition, Terra-Kleen will have to sample
groundwater near the pit to determine if their are any VOCs, SVOCs, or PAH
compounds.

During the week of July 24, 2000, Terra-Kleen began and completed excavation
of Grids 20 and 23 and a portion of Grid 28. Soil from Grids 16 and 19 were
excavated on July 22, 2000. The soil excavated from these grids was placed
on the soil stockpile area and was to undergo screening with Extec 6000
screening unit to remove debris, etc. prior to introduction into the bins.
However, since most of the bins on site were filled with material from
earlier excavation episodes, the soil was not screened and was left on the
pad. In order to move equipment across the aforementioned grids, Terra-Kleen
laid down gravel in a straight line beginning at the ''front" gate and
extending to the eastern egde of Grid 23. The gravel was not placed across
Grid 23 because the confirmation sample collected by WESTON had not been
analyzed. WESTON had not analyzed the sample because we were and are still
waiting on the completion of excavation of Grid 28.
During the week of July 24, Terra-Kleen also treated soil in the treatment
bins. There are a total of 18 bins of soil currently on the treatment pad,
with four of these containing soil that is a remanant of the performance
demonstration phase. (The soil was not part of the required 500 cubic yards,
however.)
WESTON collected confirmation samples from all of the grids except 28 and
has analyzed all grid samples except 23. The samples have been analyzed
using the immunoassay test kit and all have been found to have levels of
PCBs less than the remedial goal. Ten percent of all the confirmatory
samples collected during the full-scale operations have been submitted to
GPL (our fixed based laboratory) for comparitive analysis. Sample results
for two of these comparitive samples have shown an exact correlation with
the immunoassay test kit results. A table with all confirmatory sample
analysis results for the full-scale operations is forthcoming.
During the week of July 31, 2000, the site received an extraodinary amount
of rain, which resulted in flooding of the partially excavated Grid 28.
Therefore, this grid has not been completely excavated. Treatment of the
soil in the bins continued and as of today, August 3, 2000, Terra-Kleen has
treated 14 bins of soil with 4 more remaining. According to Terra-Kleen, the
treatment of this soil has required approximately 3 treatment cycles per
bin. Terra-Kleen expects that the remaining 4 bins will be treated by August
7, 2000. Terra-Kleen will then remove the soil from the bins and load the
soil from Grids 02, 3, 8, 13, 16, 19, 20, and 23.
Terra-Kleen has also been making the site more "OSHA" friendly with
assistance from WESTON. The site has been reviewed each Monday for the past
two weeks for potential Health and Safety (internal WESTON standards) and
OSHA violations. Our goal is to have the site completly free of any
potential violations on any given day.

As you may recall, the full-scale performance demonstration began on July 5,
2000, although Terra-Kleen did not actually begin excavation of any new
grids until July 6, 2000. The grids that were excavated during the week of
July 3, 2000 included Grids 5, 10, 12, and 15. Only a portion of Grids 10
and 15 were excavated because of the presence of the UST pits. A portion of
the pit (that area where UST 5 was excavated) has been backfilled because
the soil in that area has been found to be void of any petroleum related
products. The final UST closure report, which is still in progress, will
contain all of the details on the backfilling of the pits.
During the week of July 10, 2000, Grids 1, 2, and Dl were excavated. The
excavation provided Terra-Kleen with enough soil so that they could begin
the pre-treatment screening and processing of the soil. Also, during this
week, Terra-Kleen completed construction of an asphalt pad extension to the
treatment pad. This additional pad will allow more treatment bins to be
connected to the treatment system and hopefully allow Terra-Kleen to
increase their treatment rate. Much of the soil excavated during this week
was placed into treatment bins and was placed on the existing treatment pad.
Actual treatment of the soil began later in the week. Based on analysis of
composited floor and wall samples from all of the grids excavated during the
full-scale operations up to this point, no additional soil was excavated.
All composited floor and wall samples were found to be below the remedial
goal for PCBs.
During the week of July 17, 2000, Terra-Kleen required additional soil for
their treatment bins and, therefore, began and completed excavation of Grids
02, 3, 8, and 13. The soil was placed on the soil stockpile area for
pre-treatment processes. Terra-Kleen had planned on additionally excavating
Grids 16, 19, 20, 23, and 28, but due to other concerns on the site,
including setting up of the additional treatment areas at the end of the
existing treatment pad, they were not able to complete thier goal.
Terra-Kleen will try to excavate these Grids during the week of July 24,
2000. Composited floor and wall ssamples from Grids 02, 3, and 8 were
analyzed and found to be below remedial goals. No additional soil was
excavated.
Once Terra-Kleen completes the round of excavation, they will move the decon
pad onto Grid 36. A road will be constructed across Grids 3, 8, 13, 16, 19,
23, and 28 that will allow vehicles to acces the site without entering areas
considered clean.
Terra-Kleen now has six treatment bins on site that are full of soil to be
treated. WESTON will observe the length of time required for treatment of
these bins in order to devlop an estimate of the current soil treatment
rate.

(I am sorry for the delay in the weekly update review, but I have been very
busy with several other items and have been at the site since July 5, 2000]
As of the last weekly update, Terra-Kleen was continuing to rearrange and
repair portions of the site and equipment on the site in preparation for
full-scale operations set to begin on July 5, 2000. Some of the
rearrangement equipment included removal of of the "chiller" from the
current process line and replacement with a newer more efficiant unit. In
addition, Terra-Kleen continued to repair some of their treatment bins as
well as prepare others for a new round of soil treatment. Terra-Kleen also
prepared the ''rear'' of the site for the new treatment pad, which is going to
be near the southwestern edge of the site along Mrs. Edge's driveway. Most
of this work was completed by June 30, 2000.
Although scheduled for July 5th, Terra-Kleen began the excavation of Lift 2
on July 6, 2000. This represents the full-scale phase of operations at the
site. However, WESTON still recognizes the date of July 5, 2000 as the
official start of the full-scle phase of operations. Beginning with Grid 12,
Terra-Kleen excavated grids 15, 10, 5, 1, 2, and Dl before the COB July 9,
2000. According to Terra-Kleen, this provided enough initial soil to begin
the treatment process. Terra-Kleen is anticipating excavation of the
remainder of Lift 2, which includes Grids 8, 13, 16, 19, 23, and D2 to occur
within the next two weeks. Terra-Kleen should be very busy with the
arrangement of equipment on the recently extended treatment pad area,
rearrangement of the current system, treatment of the newly excavated soil,
and backfilling of the recently excavated grids.
WESTONs expects that Terra-Kleen will be able to treat the soil within their
bins at a rate of 30 cubic yards per day and will do this with this first
batch of soil from the full-scale operations. Also, Terra-Kleen will not
treat all of the on site soil prior to excavating the off-site soils because
of their current treatment pad arrangements. Therefore, WESTON will have to
re-calculate what the total volume of on site soil to be treated is versus
the number of days for the treatment in order to determine if Terra-Kleen is
making significant progress.
Activities at the site for the next two weeks will include:
1. Excavation of the remainder of the Lift 2.
2. Treatment of the soil from the initial excavation.
3. Set-up of treatment equipment on the new treatment pad.
4. Backfilling of the recently excavated grids.

Terra-Kleen is currently concentrating on revamping the site and repairing
equipment before commencement of full-scale operations on July 5, 2000.
During this past week, Terra-Kleen received equipment from their Stockton,
California site, repaired portions of the distillation unit, and replaced
carbon within their GAC units. Also, a survey of the corners of the grids to
be excavated in Lift 2 was conducted (see the revised portion of the RAWP
for more information on the grids involved in Lift 2). In addition, the
fence that was required for the "rear" or western edge of the site boundary
was installed.
At the request of Terra-Kleen, WESTON took control of the UST closure
procedures and completed UST related soil sampling, as required in the
comments from NCDENR. Terra-Kleen made this request for the following
reasons: (1) Terra-Kleen's subcontractor, Garret Consulting, which had been
in control of the UST removal phase of the project, has essentially been
released from further activities at the site; (2) Financial constraints have
forced Terra-Kleen to focus only on full-scale preparations; and (3)
Terra-Kleen has an excessive amount of tasks to complete before full-sclae
operations begin and would not be able to complete the UST closure until a
much later and unacceptable date. WESTON still needs to sample groundwater
at the site before closure can be achieved. The financial resources for
WESTON's UST closure effort, as agreed to by Terra-Kleen, will come from
Line Item 1 of the contract.
During this past week, Terra-Kleen also completed a review of the Health and
Safety aspects of their operations, with guidance provided by Baker and
WESTON. WESTON expects Terra-Kleen to bring the site into compliance by
providing those items found to be deficient. Some of these items include
proper signage for evacuation procedures, potential OSHA inspection plans,
First Aid training and kit maintenance, housekeeping and neatness,
electrical signage and inspections of equipment, consistent dust control,
general lack of labeling, and better front gate access control. Terra-Kleen
will produce a letter describing the deficiencies and a timetable for
correcting each.
For the week of June 26, 2000, Terra-Kleen will continue with more
preparations for the full-scale operations. The activities will include
lengthening of the treatment pad, set up of the soil screening unit, and
connection of additional equipment to the treatment system.

[I am sorry about the last email that was sent out without the attachment
but I was in a hurry to get to on the road to Carolina Transformer and
forgot to attach the table. I have included the table in this email.]
The remaining analytical results from the confirmatory samples were received
on Thursday, June 15, 2000. The results do not reveal any contaminants above
the remedial goals, although only the dioxin results are final. However, the
laboratory, GPL, stated that the results look ''good''. Therefore, I have
approved the invoices from Terra-Kleen for the performance demonstration and
will forward them through our system next week. The table with the
analytical results is provided below for your perusal.

As for the commencement of the full-scale operations, I have spoken with
Lanny Weimer of Terra-Kleen and they feel that will be able to start during
the week of July 3, 2000. Terra-Kleen requires time to bring in additional
equipment from their Stockton project, repair and fine-tune the equipment
that is currently on site, and reconfigure the treatment pad for the
equipment scheduled to arrive. I will issue a letter to Terra-Kleen on
Monday stating that the start date for full-scale operations is Wednesday,
July 5, 2000 and they have 218 days from this point to complete the
treatment of the on site soils. In conversations with Lanny this week, I
have stressed to him that the soil/sediment treatment rate must be at or
above the level that they quoted in their bid, which is approximately 30
cubic yards per day. I told him that if Terra-Kleen does not achieve this
rate soon after the start of the full-scale, there could be dire
consequences. Does anybody feel differently about this issue?
At the site this week, surveyors completed the positioning of the grids to
be included in Lift 2. Also, Terra-Kleen received a mobile analytical unit
from the laboratory, Hybrizyme. With this unit, TK will analyze treated soil
and isopropanol/extraction fluids for PCB content. They expect to have the
unit on site for the duration of the project. Terra-Kleen also repaired or
rehabilitated several pieces of equipment that are currently on site.
Terra-Kleen has also produced a list of approximately 49 repair or purchase
items that they hope to accomplish between now and the start of the
full-scale operation.

During this week, WESTON received preliminary PCB analytical results from
the three composite samples submitted at the completion of the treatment
phase of the performance demonstration. As expected, based upon data
received from analysis of soil from each treatment bin, the PCBs were
revealed at less than the remedial goal. The average total PCB value
reported for the three samples was 0.3 milligrams per kilogram. The attached
file contains the preliminary PCB data along with other sample analytical
vdata collected prior to the extension to the performance demonstration (PD).
The file also contains analytical data from soil samples collected from each
treatment ___ bYPr-.--du~ing the extension to the PD. I . -
Since the treatment portion of the extension period was completed during the
week of May 29, 2000, Terra-Kleen focused on cleaning soil out of several
treatment bins during the week of June 5th. In addition, Terra-Kleen began
preparations for full-scale operations, including preparations for surveying
of the grids to be included in Lift 2, establishing the locations for
ditches and berms to be installed prior to excavations, and obtaining
clearance from Cumberland County for the closure off Middle River Loop at
the ''front'' of the site.
WESTON and Terra-Kleen expect the analytical results for the TCLP metals,
dioxins, and benzene to be received this week. At that point, WESTON will
notify all parties of the project status. Also, during this week,
Terra-Kleen will continue to focus on preparations for full-scale start-up,
which is preliminary set for the week of June 19, 2000. The start of
full-scale operations will not be marked by an increase in the soil
treatment rate as Terra-Kleen currently has 22 bins on site. Terra-Kleen
expects to be shipping additional bins to the site possibly within two
weeks.

As you are aware, Terra-Kleen is now operating under the extended time
period for the performance demonstration (PD), which is considered complete
on June 8, 2000. Terra-Kleen, during the PD extension, is performing all
sampling and analysis activities according to the letter issued on May 10,
2000. Based on this letter Terra-Kleen has been submitting soil samples to
WESTON for compositing and submittal to the laboratory (Hybrizyme) for
analysis. WESTON has been retaining a split of each sample for further
compositing into three verification samples after Terra-Kleen has completed
the treatment of each bin.
As of COB May 26, 2000, Terra-Kleen had completed treatment of 21 bins
(approximately 357 cy) of soil to the remedial goal for PCBs. On May 30th,
another 5 bins worth of soil had been treated to the PCB remedial goal and
on Friday, June 2, 2000, completed treatment, as verified by laboratory
analysis, of the final four bins, bringing the total cubic yards treated to
approximately 510. Therefore, Terra-Kleen has completed the treatment
portion of the performance demonstration and will now wait for the
confirmation samples to be analyzed.
WESTON submitted the confirmation samples to our laboratory, GPL, for
laboratory analysis on Saturday, June 3, 2000. The samples will be analyzed
under an expedited turnaround time. I will notify everyone as soon as I
receive the results.

Since last Wednesday (5/24), Terra Kleen treated and sampled six more bins,
but only two of them passed, bringing the total of successfully treated bins
to seven. WESTON is maintaining split samples from the successfully treated
bins for subsequent compositing and analysis.
On Friday (5/19), 6,000 gallons of additional solvent was delivered to the
site to add to the existing inventory of 4,000 gallons. Instead of treating
6 bins at a time, TK could now treat 13 to 14 bins at once, or run multiple
daily cycles on fewer bins.
Because one knockout bin was damaged last week, only the north side dryer is
operating.
TK requested and WESTON approved a modification to the bin sampling
protocol. TK will now composite all aliquots from each bin, rather that
compositing per layer. Therefore, they will generate one sample per bin 1for
WESTON, rather than three samples. The layer samples were to provide
information on possible varying levels of treatment at different depths in
the bin, but were not to be used for compliance. Weston could still analyze
the layer samples collected through last week if data for treatment by depth
is desired.
Based on the current treatment rate, the performance demonstration will go
right down to the wire (to the end of the 30-day extension period).

Terra-Kleen is in the process of screening and retreating the soil. They
only have enough solvent to run six bins at a time, but they are looking at
bringing in more solvent. TK is running about three extraction cycles on
each bin. WESTON observed the sampling of the first six bins on Tuesday,
which was conducted at varying depths using a hand auger. WESTON agreed
that TK could composite all samples collected from each individual bin, thus
analyzing one sample per bin (instead of one per layer).
TK's results indicated that the bins met the performance criteria except for
one bin at 1.15 ppm, which is being re-treated. Another set of
approximately six bins is being treated and will be ready for sampling on
Friday. On this schedule, treatment of the last set of bins would be
completed in about two weeks.
WESTON is holding split samples of all aliquots collected from the bins and
will composite them into three samples representing the 500 cy. WESTON
agreed that we will not need to run more dioxin and TCLP metals analyses,
since our earlier results indicated compliance with the limits for these
parameters.
TK inadvertantly pulled a vacuum on one of the liquid knockout tanks, which
imploded and will have to be replaced.

Terra-Kleen is well into the performance demonstration as of this point. The
problems that had occurred during the previous week with the distillation
unit and the carbon filters have been repaired and the system is running as
efficiently as possible.
During the week of March 27, 2000, Terra-Kleen treated five additional bins
of soil [approximately 15 cubic yards (cy) bin] to levels at or less than
the remedial goal for PCBs, bringing the total to ten bins. This equates to
a total of approximately 150 cy. During the week of April 3, 2000,
Terra-Kleen treated an additional six bins of soil, bringing the total
amount of treated soil to 240 cy. According to Terra-Kleen representatives,
the remaining amount of soil to be treated is very close to the remedial
goal of 1 ppm. Further, Terra-Kleen believes that they should have all soil
treated by the end of April 2000.
Terra-Kleen has been dumping the treated soil onto plastic at various
locations around the site, specifically at the southern end of the treatment
pad and, also, adjacent to the WESTON office trailer. The first 1/3 of the
500 cy (approximately 167 cy) of treated soil was sampled and analyzed by
WESTON in order to alert Terra-Kleen to any problems with the treated
material prior to the end of the performance demonstration. If the samples
reveal that the soil is not meeting remedial goals, Terra-Kleen will still
have some time available to treat the soil before the performance
demonstration ends on May 8, 2000. WESTON anticpates collect samples from
the second 1/3 soil quantity this week.
Other activities performed this past week inlcude cleanout of the culvert at
the southern end of the site and conitnued maintenance of the treatment
system.
This week and next week's goals are:
1. Treat the remaining amount of soil.
2. Complete the performance demonstration and begin the full scale test.

(I have lumped these two weekly reports together because the performance
demonstration is running so smoothly at this point.)
During the week of February 28, 2000, Terra-Kleen continued to treat the 21
bins that were filled initially. However, many of the liquid samples
collected from the bins were beginning to show that the PCB concentration
was rapidly nearing the remedial goal level of 1 milligram per kilogram
(mg/kg). These liquid samples are analyzed on site by the Terra-Kleen GC
laboratory. In order to confirm if indeed the PCB levels were at or below
the remedial goal, Terra-Kleen has also been collecting samples of the soil
for analysis via a new, improved bioassay method. Apparently, this assay
method is more refined than the typical immunoassay method and can produce
more accurate results. The company that they are using is called
"Hybrizyme", which is located in Raleigh. However, Terra-Kleen is also
sampling soil according to the Final Remedial Action Work Plan (RAWP) and
their EPA Permit, which states that a composite sample of soil from thirteen
different locations within each bin will be collected. Terra-Kleen is using
the analytical results from both soil analytical methods to compare results
and determine if the assay method is reliable.
At the end of the week of February 28, 2000, Terra-Kleen had produced two
full treatment bins that were below the remedial goal. According to
Terra-Kleen representatives on site, soil samples from approximately six
additional bins were showing PCB levels below 3 mg/kg. Terra-Kleen hooked
up the two bins to the hot air soil drying system for final processing
before dumping.
During the week of March 6, 2000, Terra-Kleen removed the soil from the two
bins treated previously and placed the soil onto a cleaned off area on the
former concrete pad at the "rear" of the site. These bins were refilled with
soil and re-placed on the treatment pad to begin the treatment process once
again. According to Terra-Kleen, they now have thirteen additional bins that
are below 3.0 mg/kg PCBs but are slightly above the 1 mg/kg threshhold.
Terra-Kleen is preparing other areas on site to receive the ''clean'' soil
prior to emplacement in an excavation.
The UST Closure report was provided to Nile Testerman of NCDENR to review on
February 22, 2000. He provided his comments to me by facsimile on February
25, 2000 and verbally on Friday, March 3, 2000. These comments have been
forwarded to Terra-Kleen for their consideration. I will send each of you a
copy of the letter I have sent to Terra-Kleen regarding the UST closure
report.
Please be aware that Terra-Kleen has revised the Final RAWP and is
forwarding a copy to all concerned parties for review and comment. Sections
of this document should replace those that you currently have. Please take
two weeks from the date that you receive the revised material to review and
comment.

Once again, as a result of the performance demonstration, there is not as
much to report as far as details for the weekly update. Terra-Kleen
continued flushing of the soil that was originally placed in the bins at the
start of the performance demonstration on February 8, 2000; however, by
Friday, February 25, 2000, several fluid samples from the bins had revealed
levels less than 1 milligram per liter of PCBs. It was expected that
Terra-kleen would also sample the soil from these bins and analyze the soil
as well to determine levels of contaminants. As the soil in the bins become
clean, the soil will be placed on plastic sheeting at various points across
the site and will then be covered by additional plastic sheeting to prevent
possible re-contamination.
I incorrectly stated in my email to each of you on February 9th that the
Terra-Kleen has sixty days to complete the performance demonstration.
Actually, as stated in amendments to the contract May 26, 1999, Terra-Kleen
has 90 days to complete the test. However, they currently anticipate no
difficulties in acheiving this requirement.
During this past week, WESTON also forwarded the UST closure report to Nile
Testerman for his review. Nile completed his review and forwarded his
comments to me and Bret on Friday, February 25, 2000. I will forward these
comments to Terra-Kleen.
For the next few weeks, at least, I will be reporting on the progress of the
performance demonstration. Please stand by for updates on the Terra-Kleen
Remedial Action Work Plan as well. We all will have a chance to review this
amended version.

This week's update is rather short due to the performance demonstration.
Since the performance demonstration is running smoothly, there has been
little extra activities, which is good news indeed. Within the treatment
bins that were flooded the previous week, approximately 6 extraction process
cycles were completed by Friday, February 18, 2000. In addition, fluid
samples of the extraction cycles were collected and being held for analysis
processes. Terra-Kleen was in the process of testing their GC and other
analysis equipment prior to analyzing the liquid samples.
The treatment bins will continue to have the fluid cycled through them until
Terra-Kleen finds that the fluid is below the remedial goal.
For approximately the next 11 weeks, Terra-Kleen will continue the
performance demonstration. During this period, WESTON will inform everyone
about the progress of the demonstration and (hopefully) the accumulation of
soil that contains PCBs and other contaminants below the remedial goal.

Significant progress was made last week as the project entered the
performance demonstration phase. Terra-Kleen flooded 21 bins on site, which
signaled the start of the performance demonstration. After a short period,
one of the treatment bins was found to be leaking and was promptly removed
from the line after draining the extraction fluid and repaired the
treatment. The first 11 treatment bins were flooded on Tuesday, February 8,
2000. This was followed by the flooding of 10 additional bins on Wednesday,
February 9, 2000. By the end of the day, Thursday, February 10, 2000, the
first 10 bins were on their second extraction cycle. Terra-Kleen is
responsible for treating 500 cubic yards during the performance
demonstration to remedial goals specified in the ROD.
According to the contract document of May 26, 1999, signed by Terra-Kleen
and WESTON, Terra-Kleen has 30 days to complete the performance
demonstration. There is also a clause to provide Terra-Kleen with an
additional 30 days of treatment time, if requested.
Other activities this past week included site visits by Luis Flores, the EPA
RPM, and Nile Testerman of NCDENR. Terra-Kleen also completed various
cleanup operations around the site to ensure that no loose materials (i.e.
tools, trash, hazardous materials) were not controlled. Terra-Kleen also set
up a majority of the in-house laboratory that they will use during the
performance demonstration to measure the treatment progress.
Activities scheduled for next week, include:
1. Continue performance demonstration.
2. Collect samples for analysis in in-house laboratory.

To follow up on the weekly update for the Carolina Transformer site for the
week of January 31, 2000: Terra-Kleen flooded ten treatment bins yesterday
marking the start of the performance demonstration. Ten more bins will be
flooded today. One of the bins flooded yesterday sprung a slight leak and
will have to be pulled out of line for repairs. The total treament bins for
the performance demonstration will eventually be twenty-one.
The countdown has begun on the performance demonstration. Terra-Kleen has
sixty days from 2/8/00 to complete the extraction and removal of PCBs from

Due to the the very pleasant albeit cold weather of last week, Terra-Kleen
moved significantly cldser to beginning the performance demonstration.
Several pieces of the remaining necessary equipment were delivered to the
site, specifically the propane tanks and isopropanol, and have been put on
line. The propane tanks were delivered on Tuesday and were filled with
propane on Wednesday and Thursday. Unfortunately essential rubber hoses that
attach to the propane tanks were not delivered until Friday slowing a
possible start of the performance demonstration last week. Isopropanol,
essential fluid for the extraction of contaminants from the soil, was
deli ve·red to the site on Wednesday and Thursday.
Other equipment items that Terra-Kleen worked on last week included
filtration assembly for the isopropanol and hoses required for the hot air
that will dry the soil in the treatment bins after the extraction process
has been completed. Approximately 11 treatment bins were filled and on the
treatment pad last week with approximately ten more to be sealed, filled,
and placed on the pad prior to the start of the performance demonstration.
The total number of treatment bins scheduled for the performance
demonstration is approximately twenty-one (21). Terra-Kleen is on the last
step prior to start of the performance demonstration and, according to their
on site spokesperson (Chris Perkins), the demonstration should begin this
week. The start of the demonstration is marked by flooding of the bins with
isopropanol.
Terra-Kleen and WESTON still did not have power to their office trailers as
of the end of last week. Although this does not slow down the start of the
performance demonstration, the assemblage of the Terra-Kleen on site
laboratory has been prevented due to a lack of heat.
Objectives to be accomplished for this week:
1. Begin performance demonstration.
2. Seal remaining treatment bins and place on treatment pad
3. Flood treatment bins and monitor test

I am forwarding last week's update for the Carolina Transformer site (as
expected) along with this week's (January 24) update, which is unepected.
The reason for this is that there has been much bad weather at the site,
including record amounts of snow (yes, snow) and, as a result, there has
been a slowdown in the progress of the performance demonstration. As a
matter of fact, as of yesterday morning, January 25th, .the site and the
Fayetteville area had received approximately 8 inches of snow, which breaks
the previous record from 1927! You can just imagine how unequipped the area
is for a snowfall of this magnitude.
During last week's operation at the site, the primary goal was to get the
electrical wiring up to State of North Carolina and City of Fayetteville
code. The inspection of the wiring was set for Tuesday, January 18, 2000.
However, due to a snowfall of six inches or so, the inspection was postponed
until Thursday, Januaury 20, 2000. Therefore, other tasks that were
accomplished included loading of treatment bins with soil from the
contaminated soil stockpile area and the placing of these bins on the
treatment pad area in preparation for flooding with the treatment fluid
(isopropanol). Terra-Kleen also completed a portion of the manifold piping
system that will transport fluids around the treatment pad and into and out
of storage tanks. In addition, a local fencing contractor for Terra-Kleen
set a fence along the site property boundary with the former Larry's Sausage
site on Tuesday, January 18, 2000. The fence is a standard six foot high
chain link fence with poles every ten feet for rigidity and extends from the
center of the site to the edge property at the southern boundary of the
site. Apparently, the snow was not cumbersome enough to stop the fence.
On Thursday, January 20, 2000, the electrical inspection was completed and
the electrical system at the site was approved for operation. Terra-Kleen
received their permit and they are now permitted to use the electricity for
the treatment system.
However, there are still three remaining mechanical situations that have to
be completed prior to full testing of the system. (This is the main reason
that I am sending the update for this week.) Due to extended cold weather
and snowfalls last week and yesterday, Terra-Kleen has not been able to
receive two large propane tanks, which is the fuel for the burner. Without
the burner being able to run, Terra-Kleen can not test the burner and also
several other units in the treatment system that follow the burner. In
addition, the local utility, PWC, will not give Terra-Kleen a hydrant tap to
supply their tanks with the water that they need for the system because PWC
is afraid of rupture due to freezing. And, the third situation is that
because of the cold weather, the silicon epoxy that Terra-Kleen uses to seal
the treatment bins will not set, thereby making it possible that the bins
will leak. Therefore, the treatment bins can not be flooded with isopropanol
until the epoxy is in place and is rigid.
Due to the record snowfall yesterday, additional delays may occur in the
delivery of the equipment that Terra-Kleen requires. I will let you know

schedule for the project has only been effected by two weeks as a result of
the weather.
In other important news, the site made the local newspaper. Here is a full
copy of the article entitled, "EPA funds ongoing cleanup", from the Live
Wire section of the Fayetteville Observer of January 17, 2000. The Live Wire
section is a question and answer article --"Q: There is an environmental
cleanup at the Middle Road exit off Interstate 95 Business. Who's doing the
cleanup and who's paying for it? --L.F. Fayetteville A: There has been an
on-and-off environmental cleanup at the Middle Road exit at the site of the
former Carolina Transformer Co. for more than a decade now.
This latest effort should be the last one needed.
The whole cleanup, from start to finish has been orchestrated and paid for
by the Environmental Protection Agency.
One of EPA's majo'r contracotrs, Roy F. Weston, Inc. of West Chester, Pa., is
handlinf this final phase, which consists of basically digging up and
treating 15,000 cubic yards of soil contaminated with cancer-causing
polychlorinated biphenyls (PCBs) and removing and treating similarly
contaminated groundwater.
The Weston company began working at the site in November. Work is expected
to be completed by 2001 at a cost of about $12 million.
The site, where electrical transformers were once recycled, was first
identified as a hazardous waste site in 1978 when capacitors were found to
be leaking into the soil.
The site was put on EPA's Superfund prioity list in 1987 after company
officials failed to clean it up.
Since 1984, the EPA has dug up and removed 975 tons of contaminated soil,
the area has been fenced, and nearby residents have been hooked up to the

The goal for the remainder of this week and next week will be to finish the
tasks mentioned above, test the whole system, and begin the soil cleanup
performance demonstration.

As we approach the performance demonstration, activities have slowed and
have been concentrated towards the final assemblage of equipment and
receiving final inspection by the City of Fayetteville Electrical Inspector.
That was the focus of last week as Terra-Kleen concentrated on final
assembly of the treatment system equipment, specifically the electrical
lines were to be hooked up to each piece of equipment requiring power. All
equipment for the treatment system was installed by the end of the week and
only required testing to make sure that the equipment was functionable. Once
all electrical lines have been installed, the City Electrical Inspector will
review the equipment to determine if the electrical configuration meets city
code. Currently, the electrical inspector was set to arrive on site on
Tuesday, Januaury 18, 2000.
The other major activity of this past week was the continuing ''stirring'' of
the soil on the soil stockpile area to increase homogenization and reduce
concentrations of clay lumps in the soil. This activity was repeated twice
during the past week.
Overall, the site work has reached a temporary stopping point as Terra-Kleen
and WESTON prepare for the performance demonstration. About 95 percent of
the original site debris has been removed and the remaining 5 percent
consists of the debris from Grid 27. All other site preparation and civil
construction work has been completed.
Please check the TeamLink site for the soil sample analytical data that has
been received up to this point. The samples represent composited grid floor
samples from the excavation of Grids 27, 47, and 48. Please note that the
file is in Excel format. If you have any trouble opening the file, please
contact me and I will forward it to you via email or hardcopy via facsimile.
The schedule for this week and for the next two months will be to begin and
conduct the performance demonstration and also prepare for the site to move
to full scale operation. Currently, Terra-Kleen is on schedule with respect

move the project along and stay on schedule will remain as part of our
overall project focus.

The site is rapidly progressing towards completion of treatment system
equipment setup. According to information provided by Terra-Kleen,
electrical components for the system were installed last week and electrical
equipment installation will continue into this week. All of the large pieces
of the treatment equipment was received last week via tractor-trailer and
were placed on the treatment pads. Some of this equipment was large enough
to require a crane to lift the pieces off of the trailer and onto the pad. A
Crane Lift Plan had been filed with WESTON prior to the lift. Once the
equipment is all in place and has been connected (possibly this week), the
system will be tested and started to see if any pieces require further work.
In addition to equipment setup, Grids 27, 47, and 48 were backfilled with
soil last week. Prior to backfilling of Grid 27, Terra-Kleen excavated one
additional six inch layer from the bottom of the grid. After completing this
excavation, WESTON sampled the soil for determination of PCB content.
However, WESTON also noted that groundwater was entering the grid from the
bottom indicating that no additional excavation could be made, as specified
in the Remedial Action Work Plan. The final layer excavated from Grid 27 was
placed into the excavation of Grid 47 as fill material along with material
excavated from Grids 59 and 69. The material placed into Grid 47, by
previous mutual agreement between WESTON and Terra-Kleen, will be excavated
at a later point. The material was placed into the grid so that Terra-Kleen
could access a portion of the treatment pad with equipment. Grids 27 and 48
were backfilled with "clean" soil brought onto the site by WHI Sand and
Gravel of Fayetteville. After completing the backfilling, Grids 27 and 48
were seeded. Grid 27 was seperate.d from foot traffic and overland water flow
by berming and silt fencing. Grid 48 will be used for trailer parking and
equipment sites, however, beneath the location of equipment either
geomembrane material or wood will be positioned to keep from contaminating
the clean soil.
Before the first excavation of Grid 27 ever occurred, concrete and metal
pieces along with some soil were excavated from the grid surface. There was
some debate following this activity between WESTON and Terra-Kleen as to
whom would accept the handling of this material thought by Terra-Kleen to
have above average levels of PCBs. Following discussions with WESTON,
Terra-Kleen decided to use a PowerScreen to seperate the metal pieces and
other debris from the soil and then follow with sampling of the metal to
determine the proper disposal procedure. The seperation process occurred
near weeks end, specifically on Thursday, January 6, 2000. The sampling of
the material for disposal purposes will occur soon.
Also, during this week, Terra-Kleen used a machine to "till'' and homogeneize
(as best as possible) the soil before placement into the treatment bins.
This ''tilling'' will help the isopropanol treatment fluids reach the soil
throughout the bin and will reduce channeling of the fluid after entering
the bins.

Due to the holiday shortened week for WESTON, I am submitting the weekly
report for this week during the middle of the week instead of the Monday or
Tuesday following. At the end of last week, Terra-Kleen excavated Grids 27
and 48. Samples were collected from the floor of these grids and submitted
for analysis. The composite sample from Grid 27 was found to contain 9500
ug/kg of Aroclor 1260. Therefore, since this represents an exceedance of the
remedial goal by 8.5 mg/kg, WESTON notified Terra-Kleen that additonal
excavation of 6 inches was required for this grid. The sample of the floor
of Grid 48 was analyzed and reported yesterday (12/21/99). The analysis
revealed Aroclor 1254 at 1400 ug/kg. This is also an exceedance of the of
the remedial goal and Terra-Kleen has been instructed to excavate an
additional 6 inches from Grid 48. Both of these additional excavation events
represent an exercise of Optional Items in the Statement of Work.
The additional excavation of Grid 27 was completed on Monday, 12/20/99. A
sample was collected from the floor of the grid the same day. Terra-Kleen
also excavated Grid 47 on Tuesday, 12/21/99, as part of the Pilot Test
study. The excavation was completed to 1.5 feet below the ground surface.
Terra-Kleen will excavate the additional soil from Grid 48 today, 12/22/99,
as required. In addition, Terra-Kleen requested and received permission to
excavate an additional 6 inches of soil from Grid 48 below what is currently
necessary and then backfill to the original grade. The reason for this
request is that Grid 48 is to be the location of the transformer for the
treatment system. Until the grid is backfilled, Terra-Kleen could not place
the transformer in the required area. WESTON notified Terra-Kleen that they
may excavate the additional Six inches of soil and backfill to grade at
their own expense and risk. If the soil sample collected from the second
additional 6-inch excavation layer is found to contain PCBs above the
remedial goal, Terra-Kleen will have to re-excavate the backfilled soil and
excavate additional soil beyond that. Terra-Kleen has agreed to assume the
risk.
Other activities on site include installation and set up of the treatment
system equipment.
Activities scheduled for next week are:
1. Continue with installation of treatment system equipment, including the
use of a crane to move large pieces of the equipment onto the pad.
2. Backfill or excavate Grids 47 and 27, as required.
3. Remove site debris, as necessary.
4. Prepare for Y2K.

The most important task that was accomplished this particular week was the
completion of the asphalt pad over the concrete pads of the former main
building and raised foundation areas as well as the concrete pads adjacent
to the raised foundation. The asphalt as well as the berms at the edge of
each pad were completely installed by Friday, December 17, 1999. Also, all
debris from the demolition activities was completely removed during this
week and, as a result, the demolition of the buildings and other structures
was considered complete.
The removal of debris from the site continued through this week.
Approximately 15 cubic yards of debris from the initial removal effort
remained; however, another 50 to 60 cubic yards of debris (principally
dielectric plates from inside transformers) was stored at the site after
being excavated from underneath the concrete at Grid 27. Terra-Kleen is
still debating as to the proper method of disposal of this debris. WESTON
representatives inspected the site on Thursday to see if any other debris
remained in the soil or outlying areas. Additional debris (principally
capacitors and other electrical equipment) was located near the former burn
building location and the former garage building. Terra-Kleen noted that
this material was to be removed along with the other site debris.
Terra-Kleen is also completing removal of all recyclable steel from the
site. Up to this point, approximately 45 cubic yards of steel and other
metal items have been recycled.
On Thursday and Friday, December 16 and 17, 1999, the excavation of Grids 27
and 48 was completed. These grids were excavated to depths of, respectively,
3 feet and 1.5 feet below ground surface. After the excavation was completed
to the target depth, the bottom of each grid was surveyed for final
elevation. WESTON representatives collected a sample of the botom of the
excavation of each grid. The samples were submitted to a fixed-based
laboratory (GPL Labs of Gaithersburg, MD) and were also scheduled for
analysis using immunoassay test kits. If the grid samples reveal that PCBs
exist in the soil above the remedial goal, then additional excavation will
occur. After the grids were completed to the initial excavation depth, silt
fences, berms, and "Caution" tape were placed around the perimeter of each
grid to prevent potentially contaminated soil from washing into the
excavation and to keep site personnel from falling into the excavation.
In addition to these activities, Terra-Kleen was busy configuring the
treatment system components and has moved some of these components onto the
"treatment" pad. The remaining components are scheduled for installtion
during this and next week.

During the week of December 6, 1999, the goal was to complete the building
demolition debris removal portion of the construction phase. As a majority
of the building debris had been removed during the previous weeks efforts,
the effort was completed by Tuesday, December 6, 1999. In addition, other
debris, such as capacitors, pallets, metal parts, former facility carts, and
crushed drums were pulled from the site and loaded into rolloff boxes for
proper transport from the site. Since so few pieces of the debris remain,
whatever was found during this week was picked up by hand and loaded into a
backhoe bucket prior to dumping into the rolloff boxes.
Since the building debris had been removed from the concrete pads,
Terra-Kleen cleaned off soil from each of the former building areas in
preparation for Sealing with a new·asphalt layer. The asphalt laying process
was begun on Wednesday of this week but was not completed due to weather
complications.
In addition to building debris removal, a majority of the steel from the
buildings and other steel items found to be contaminated with less than 50
micrograms per kilogram were deposited on the former main building concrete
pad prior to recycling. During the week, about 75 percent of the steel
material was removed from the site in rolloff boxes and hauled to a local
recycling firm.
As part of the continuing debris removal process, Terra-Kleen also began to
remove concrete walkways and driveways from the site. Underneath the former
Burn Building, which had been demolished during the previous week, a
vault/septic tank was discovered. The tank was completely filled with what
appeared to be dark colored water possibly mixed with oil. The tank was
examined and found to be approximately 10 feet long, 5 feet wide, and 4 feet
deep. The fluids were removed from the tank and placed into drums at the
site for composite sampling. The tank was excavated and demolished and
placed to one side of the site for future disposal purposes. Concrete
removal continued throughout the week.
In addition, a drain pipe was found underneath concrete at Grid 47. The pipe
was examined and found to be approximately 3 inches in diameter and was
black in color. After further examination along the extent of the pipe, a
drain field was uncovered at the end of the pipe. Soil surrounding the drain
field was reportedly darker in color than other surrounding soils and
emitted an oily, petroleum odor.
During the previous week, Terra-Kleen and their subcontractors had removed
all of the underground storage tanks (USTs) from the site with the exception
of the additional gasoline OST near the southern border of the site. During
this week, the tank and some surrounding soils were removed from the former
tank pit. The tank was found to very pitted and emitted gasoline fumes. The
final excavated pit measured approximately 20 feet long, 16 feet wide on the
eastern end and 22 feet wide on the western end. A groundwater sample was
collected from the pit area through a geoprobe boring. Sample analytical
results from groundwater and soil samples collected from the OST pits are
expected next week.

Also during this week, the sludge from the transformers on site was removed
from each transformer and placed into a waste holding poly tank. After
completing this effort, the transfomers were cut into pieces with torches
and saws for easier handling during recyling.
Activities for this week include:
1. Complete asphalt laying process over former building foundations.
2. Survey the location of Grids 47, 48, and 27.
3. Begin excavation process for pilot test.
4. Complete concrete removal from non-essential areas.
5. Obtain electricity at the site.
6. Remove remaining steel items to recycler.
7. Haul former transformers to recycler.
8. Continue debris removal, as necessary.
9. Begin set up of treatment system equipment, if possible.

During the week of November 29, 1999, Terra-Kleen and their subcontractors
completed the demolition of on site buildings and removal of building debris
as well as other solid waste. These activities had begun prior to the
Thanksgiving holidays. November 29 through December 1 consisted of active
days of removal of all demolition material as well as debris scattered
throughout the site found to contain contamination by PCBs at levels less
than TSCA regulations. Most of the debris on site consisted of pallets,
ceramic capacitors, empty drums, metal, and former equipment· used by the
facility. Terra-Kleen also decided to follow the plan of reorganizing the
treatment pad and soil stockpile areas. As described in the previous weekly
report, these areas will basically switch locations.
On November 29, 1999, WESTON initiated and completed the abandonment of the
on site water supply well. This well was apparently used by the Carolina
Transformer facility for potable water, waste water, and fire protection.
The well was found to be 230 feet deep, as measured from the ground surface.
The well was cased with 4-inch steel apparently from ground surface to total
depth. The abandonment began with extraction of the pump and the piping
leading from the pump to the ground surface. The pump was approximately 4
feet long and 3.5 inches in diameter and was connected to 1-inch diameter
galvanized discharge pipe. The pump and tubing, once removed from the well,
were placed onto the scrap metal pile from the building demolition. After
removing the pump, a two inch diameter galvanized tremie pipe (in 20-foot
sections) was lowered into the inner annulus of the well until reaching the
bottom whereupon the pipe was raised 10 feet. A cement and bentonite slurry
was pumped through the tremie pipe into the bottom of the well until the
well the slurry was seen at the surface. Approximately 160 feet of the
tremie pipe was removed prior to the slurry being pumped into the well a
second time. The tremie pipe was completely removed from the well and the
balance of the slurry was poured into the well casing and allowed to cure.
On November 30, 1999, Terra-Kleen partially began the excavation of the USTs
at the site. The excavation consisted of removing some of the soil from
around the tanks. When this occurred, a fifth UST was discovered
perpindicular to UST number 4. This UST was found to contain gasoline.
WESTON immediately requested from Terra-Kleen the potential costs associated
with the removal of this additional UST. The costs for removing the UST were
transmitted to WESTON on the afternoon of Thursday, December 2, 1999. The
costs were discussed with EPA on December 3, 1999 and approval for the
additional item were approved on the same day.
On Friday, December 3, 1999, Terra-Kleen removed the fluids (gasoline and
oil) from the transformers, tanks, drums, and USTs at the site with a vacuum
equipped truck. After completing this activity, all of the USTs except for
the recently discovered tank were removed from their respective locations.
UST number 4 was crushed and placed on the debris pile. The tank was
composed of fiberglass. The other metal tanks were placed on the scrap metal
pile for later disposal.

5. Begin set up of the soil treatment system.
6. Possibly excavate the soil required for the pilot test.

(This is the first in a long series of reports that will be filed on the
progress of the Carolina Transformer site. The reports may not always be via
e-mail. The reports may be part of the TeamLink site and may also arrive at
your desk as a hardcopy. I am still working on the best possible method of
issuing the reports.)
For the week of November 22nd:
Terra-Kleen and their subcontractors (Baker and GCI) did not mobilize to the
site until the afternoon of Monday, November 22, 1999. After arriving on
site, GCI unloaded their Catepillar 325B1 and placed this large trackhoe on
the site in preparation for the demolition of the site buildings. After this
task was complete, the site Health and Safety officer for Baker held a
briefing on the demolition of the buildings and the potential hazards
associated with this activity. During this meeting, WESTON personnel (David
Nelson) discussed with the Terra-Kleen representatives (Lanny Weimer and
Paul Ochsner) the need to clean the floor of the main building prior to
demolition. Terra-Kleen appeared to be unaware of this activity, however,
they were reminded that the task was part of the statement of work. The day
ended with no site activities occurring except for mobilization and the H&S
briefing.
On Tuesday, November 23, 1999, the demolition of the main building was set
to begin until the site H&S officer discovered that flourescent light
ballasts were present in many of the old ceiling light fixtures in the
building. The Terra-Kleen team quickly removed the ballasts and flourescent
bulbs and placed these items outside of the building. Terra-Kleen also asked
for a variance on the cleaning of the floor prior to demolition of the
building stating that this would be completed after the larger debris
generated by building demolition was removed. This variance was granted by
WESTON. The main building demolition began at approximately 11 am and was
completed by 1 pm the same day. For the remainder of the day, the debris was
moved into larger piles on the concrete pad of the building in anticipation
of hauling the material from the site. The smaller former garage and the
burn building were demolished on Wednesday, November 24th.
A few problems arose during November 23rd, including the possible change of
waste haulers for the debris and the location of final disposition of the
material. This problem was not resolved during the week. A second problem
arose when Terra-Kleen discovered that the asphalt needed for the treatment
pad may not be available until March 2000. This problem may be resolved by
complete rearrangement of the current site scenario described in the final
RAWP. The current raised building foundation (at the back of the site) and
the concrete pads surrounding this foundation may now act as the treament
pad. The concrete pad of the main building may now act as the soil storage
pad. Terra-Kleen promised to have this scenario all worked out by Monday or
Tuesday of the week of the 29th and will send to each of us the revised RAWP
pages.
