EXECUTIVE SUMMARY
A Remedial Investigation (RI) was conducted at the Carolina Transformer site in
.Fayetteville, North Carolina, by the US Environmental Protection Agency (EPA),
Region IV, Environmental Services Division, Hazardous Waste Section (HWS). The
RI, conducted in four phases, was performed to chaiacterize the types and extent
of contamination on and around the site.
The Carolina Transformer site is located in Cumberland County, North Carolina,
approximately one mile northeast of Fayetteville and north of the intersection
of U.S. Highway 301 and River Road.
Carolina Transformer began recycling electrical transformers and capacitors in
1967. In the course of the transformer rebuilding business, Carolina Transformer
handled and stored at the site large numbers of electrical transformers which
contained oil laden with polychlorinated biphenyls (PCB's). In the late 1970's
the North Carolina Department of Natural Resources and Community Development
(NCDNRCD) and EPA collected and analyzed numerous weU-water samples from nearby
homes. The results of the analysis showed no evidence of PCB's but did uncover
evidence of chlorobenzene and other chemical compounds in several of the wells.
In addition, numerous soil/sediment and surface water samples were collected from
suspected contaminated areas on site.

These samples showed the presence of
Phases 1, 2 and 3 were completed and a report was issued in September 1990.
Phase 4 of the Remedial Investigation included the collection of 50 soil samples
from 24 locations off-site. The sample collection locations were situated
southwest of the site in a low-lying area adjacent to the dirt road which borders
the site and from the drainage ditch which flows from the low-lying area to the
Cape Fear River. Additional samples and a duplicate were collected from the pond
area adjacent to the drainage ditch. The samples were analyzed for PCB's. PCB-
1260 was the only contaminant detected in any of the samples. Sediment and
surface water samples were to be collected from the pond; however, no surface
water was encountered in the pond area or the drainage ditch.

The low-lying area southwest of the site was divided into eleven, 100 feet by
100 feet grid areas. The samples collected from locations 2, 3 and 4, which are
adjacent to the dirt road, were the most highly contaminated samples collected
.from the low-lying area. The concentration in the Oto 2 inch BLS samples ranged
between 57,000 ug/kg and 280,000 ug/kg of PCB-1260. The 8 inch to 10 inch BLS
samples contained between 8,600 ug/kg and 79,000 ug/kg of PCB-1260. The .samples
collected from the other 8 grids contained significantly lower concentrations
of PCB-1260.
Twenty soil samples were collected from ten locations in the drainage ditch
which flows to the Cape Fear River. The ten samples collected from Oto 2 inches
BLS all contained detectable concentrations of PCB-1260. The concentrations
ranged from a low of 14,000 ug/kg to a high of 550,000 ug/kg. The ten samples
collected from 8 inches to 10 inches BLS all contained detectable concentrations
of PCB-1260. The concentrations ranged from a low of llOJ ug/kg to a high of
57,000 ug/kg.
Five of the six samples collected from the pond. area contained detectable
concentrations of PCB-1260. All three Oto 2 inch BLS samples contained PCB-
1260 and ranged in concentration from 7,500 ug/kg to 54,000 ug/kg. The
concentration of PCB-1260 in the 8 inch to 10 inch BLS samples ranged between
not detected and 1,800 ug/kg.

1.0 INTRODUCTION
Sufficient data and information must be available to consider and evaluate hazar~ dous waste site remedial alternatives pursuant to Section 104(b) and (e) of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). The work effort to gather the necessary data and information is called a remedial investigation.
A Remedial Investigation (RI) was conducted at the Carolina Transformer site in Fayetteville, North Carolina, by the US Environmental Protection Agency (EPA), Region IV, Environmental Services Division, Hazardous Waste Section (HWS).
This phase of the RI was conducted to characterize the extent of PCB' s contamination in t~e surface and subsurface soils and sediment in the drainage area south of the site.
1.1 Site Location and Description
The Carolina Transformer site is located in Cumberland County, North Carolina, approximately one mile northeast of Fayetteville and north of the intersection of U.S. Highway 301 and River Road (Figure 1). The approximate map coordinates are latitude 35" 03' 08" N and longitude 78" 50' 07" W.
The site consists of approximately 4.8 acres of relatively flat terrain and is bounded on the north by a wooded/swamp-like area which is adjacent to an agricul-tural field and numerous homes; on the west by a dirt road which provides access to two homes; on the south by Middle Road, Larry's Sausage Company and Lundy Packing Company; and on the east by an abandoned home site and an agricultural
field (Figure 2).
Located on the site are a foundation and a variety of buildings of varying sizes. These are situated predominantly towards the front and northeast portion of the property. The western portion of the site is relatively open. Much of the area around the foundation and buildings has been paved with concrete.

1.2 Site History
Carolina Transformer began recycling electrical transformers and capacitors in
1967. In the course of the transformer rebuilding business, Carolina Transformer
handled and stored at the site large numbers of electrical transformers which
contained oil laden with polychlorinated biphenyls (PCB's). In the late 1970's
the North Carolina Department of Natural Resources and Community Development
(NCDNRCD) and EPA collected and analyzed numerous well water samples from nearby
homes. No evidence of PCB' s was detected but there was evidence of chlorobenzene
and other chemical compounds in several of the wells. In addition, numerous
soil/sediment and surface water samples were collected from suspected
contaminated areas on site. These samples showed the presence of PCB's.
After the company made no attempts to remove or control the contaminants iden-
tified during the various sampling investigations, EPA, on August 13, 1984 began
an immediate removal action. Clean-up consisted of dewatering the contaminated
swampy area of the site where PCB contaminated surface water pooled and soaked
into the soil. The excavated areas were back fille~ with uncontaminated soil.
Approximately 975 tons of PCB contaminated material was removed from the site
and transported to the Chemical Waste Management disposal facility in Emelle,
Alabama.
The site has been inactive since 1986.

2.0 SAMPLING STRATEGY
The sampling investigation specified in the August, 1989 Project Operations Plan (POP) was conducted in three phases. Phase 1 of the investigation was conducted in August 1989 and included the collection of surface and subsurface on-site and off.site soil samples, sediment samples, surface water and ground water samples, waste samples and wipe samples. All the samples collected during Phase 1 were analyzed for purgeable organic compounds, acid and base/neutral extractable organic compounds, pesticides, polychlorinated biphenyls (PCB' s) and metals. In addition, selected soil, sediment and waste samples were analyzed for dioxins and furans.
Phase 2 of the investigation was conducted in November 1989 and included the collection of on-site surface and subsurface soil samples. All the samples collected during Phase 2 were analyzed for PCB's. In addition, select samples were analyzed for purgeable organic compounds, acid and base/neutral extractable organic compounds, pesticides, metals and dioxins and furans.
Phase 3 of the investigation, conducted in January 1990, included the installation of five permanent monitor wells. The monitor well samples were analyzed for purgeable organic compounds, acid and base/neutral extractable organic compounds, pesticides, PCB's and metal.s.
A Remedial Investigation report covering phases 1 through 3 was issued in September, 1990. Based on the results from phase 1 of the RI, it was determined that additional. samples would be required from the area southwest of the site and the drainage ditch which flows to the Cape Fear River. Phase 4 of the RI addressed these sampling needs.

3.0 SITE DESCRIPTION
3. 1 Land Uses
The site is currently not being used for commercial, industrial or recreational
purposes. The 4. 8 acre site is bounded on the north by a wooded/swamp-Like area
which is adjacent to an agricultural field and numerous homes; on the west by
a dirt road which provides access to two homes; on the south by Middle Road,
Larry's Sausage Company and Lundy Packing Company; and on the east by an
abandoned home site and an agricultural field.
The surrounding area includes agricultural, commercial and residential areas.
The main residential areas are located northeast of the site. Agricultural
areas are located north, west and south of the site. Commercial areas are
located to the east and south. A gravel quarrying operation i.s located northwest
of the site.
3.2 Topography and Surface Drainage
The site consists of approximately 4.8 acres of relativ·ely flat terrain. The
area surrounding the site is generally low-lying and swamp-like in character.
The site itself is situated at the headwaters of a drainage ditch or an unnamed
tributary which flows from the west corner of the site less than two miles to
the Cape Fear River. Other drainage ditches flow along Middle Road, west to
the Cape Fear River and east to Locks Creek (see Figure 3).
3.3 Site Geology
The site is located in the Coastal Plain physiographic province of North
Carolina. The mai~ stratigraphic unit at and in the vicinity of the site is
the Tuscaloosa Formation of alluvial origin and Upper Cretaceous in age. The
materials comprising the Tuscaloosa Formation were derived from crystalline
rocks such as granites, gneisses, and schists which compose the adjacent Piedmont
physiographic province. The soils formed from these crystalline materials

consist of brown to tan, fine to coarse-grained sands; tan, silty sands; clayey
sands; sandy clays; and grey to blue-grey sandy clays and clays.
The surficial soils at the site consist of the Wickham Series and the Roanoke
Series. Wickham Series soils cover most of the former facility area. These
are well-drained soils that formed in loamy fluvial sediments on terraces of
the Cape Fear River and its major tributaries. The loamy horizon is typically
40 to 60 inches thick and is underlain by sandy alluvial sediments. These are
poorly drained soils that formed in stratified clayey sediments on terraces of
the Cape Fear River and its major tributaries. The loamy and clayey horizons
are generally 40 to 60 inches thick and overlie the stratified sediments
deposited by the river.
3.4 Site Hydrology
The Carolina Transformer Site may be underlain by as many as three ·aquifers.
The alluvial deposits where sand and gravel are present could provide large
yields ·to wells. Available information indicates that the alluvial aquifers
are not presently used for water supply in the area. The sands and clays of the
Cape Fear and Middendorf Formations serve as aquifers in the Fayetteville area.
Wells completed within these formations can be screened over a large interval
which could cover sands and intervening clays. The sands provide much higher
yield and are the most productive aquifers in the region. The bedrock possesses
fracture permeability and is utilized for industrial supplies. A deep bedrock
well was used by Larry's Sausage Company, located adjacent to the site. This
well is 303 feet deep and is completed into the bedrock from 212 feet to the
total depth.
Mr. J. D. Parker, President of the Carolina Sand and Gravel Company, Inc,,
indicated, during a conversation on June 22, 1989, that exploration borings near
the site, to south and northwest, showed a thick clay lens starting at approx-
imately 20 feet below land surface (BLS) and extending down to a least 50 feet
BLS. Copies of the exploration boring logs were later provided to EPA.
The shallow aquifer, located at a depth of five to eight feet below ground
surface, is flowing through a fine to coarse sand layer which varies in thickness

from six to 13 feet. The shallow ground water appears to flow in a northeasterly
direction. The grey to blue-grey clay located under the upper sand layer is very tough and dry (observed from samples), indicating that the clay is a very good confining layer separating the shallow aquifer from the deeper aquifers.

4.0 SAMPLING INVESTIGATION
All samples were collected (1) and analyzed (2) in accordance with the Carolina
Transformer. Phase 4. Project Operations Plan. August. 1990. The sampling
investigation was to include the collection of soil, sediment and surface water
samples. However, no surface water was encountered in the pond area or the
drainage ditch. Consequently. the data discussion will refer to all the samples
collected as soil samples.
Samples collected during this phase of the project were designated by the prefix
CT (for Carolina Transformer) followed by a three digit sample number starting
with 801 and continuing consecutively. The next two letters "SL" indicated the
sample matrix as being soil.
A final letter (i.e. ;A or B) was used since multiple soil sam_ples were collected
from the same borehole. The final letter "A" indicated a sample depth of 0
inches to 2 inches and a 11 B11 indicated a sample depth of 8 inches to 10 inches.
For example. the sample number CT-810-SLB will denote the tenth sample collected
is a soil sample collected from 8 inches to 10 inches below land surface (BLS).
Several abbreviations are used in the following sections while discussing the
analytical results. They include:

4.1 Soil Sampling
Phase 4 of the investigation, conducted in August 1990, included the collection of 50 soil samples from 24 locations off-site. The sample collection locations were situated southwest of the site in a low-lying area adjacent to the dirt rond which borders the site, and from the drainage ditch which flows from the low-lying area to the Cape Fear River. Additional samples and a duplicate sample were collected from the pond area adjacent to the drainage ditch. The samples were analyzed for PCB's. Sediment and surface water samples were to be collected
from the pond; however, no surface water was encountered in the pond area or the drainage ditch.
4.1.1 Scope and Methodology
The low-lying area southwest of the site was divided into eleven, 100 feet by 100 feet grid areas (Figure 4). The soil samples were collected· from the approximate center area of the grid. Also, four additional aliquots of soil were collected from each grid and composited with the soil sample collected from the center of the area to generate one sample. The four additional sampling locations were located approximately 50 feet from the center of each area at angles of 0°, 90°, 180° and 270° from north. This was performed for each sampling depth. The sampling locations were selected to bracket the drainage ditch and cover the low-lying area adjacent to the site which received runoff directly from the site through a conduit under the dirt road. The drainage ditch in this area is relatively undefined.
Twenty soil samples were collected from ten locations in the drainage ditch which flows to the Cape Fear River (Figure 5). At each locati.on, a sample was collected form Oto 2 inches BLS and from 8 inches to 10 inches BLS. The samples were collected every 100 feet until the dirt road, located to the west of the Larry's Sausage office building, was reached.
Eight samples were collected from 3 locations in the dry pond area. At each location, a sample was collected from Oto 2 inches BLS and from 8 inches to 10 inches BLS. Samples 25-SLA and 25-SLB are duplicates of samples 23-SI.A and

23-SLB, respectively. The analytical results from location 23 will be presented
in the following discussion. The pond appeared to be connected to the ditch near
sampling locations 15 and 20. These areas would allow the pond to receive runoff
from the ditch during periods of heavy rainfall. During a previous
reconnaissance of the area, the pond area was noted to contain water while the
ditch was dry. This suggests that the pond is at a lower elevation than the
ditch. Other than the drainage ditch, no other influent to the pond was
observed, and the area for surface runoff into the pond was minimal.
4.1.2 Analytical Results
All of the samples were analyzed for PCB's. The analytical results for the
individual compounds are provided in data summary Table 1. The laboratory data
sheets are provided in Appendix A. PCB-1260 was the only contaminant detected
in any of the samples.
Twenty-two composite samples were collected from ele_ven locations in and around
the drainage ditch and the low-lying area adjacent to the dirt road which borders
the site. The samples collected from locations 1, 5, 6 and 9 contained no
detectable concentrations of PCB's. Locations 1, 6 and 9 were located in a
farmer's field adjacent to the tree line south-southeast of the drainage ditch.
Location 5 was adjacent to the. dirt road approximately 180 feet west of the
drainage ditch.
The samples collected from locations 2, 3 and 4, which are adjacent to the dirt
road, were the most highly contaminated collected from the low-lying area.
Samples 2-SLA, 3-SLA and 4-SLA contained 200,000 ug/kg, 280,000 ug/kg and 57,000
ug/kg of PCB-1260, respectively. Samples 2-SLB, 3-SLB and 4-SLB contained 79,000
ug/kg, 68,000 ug/kg and 8,600 ug/kg of PCB-1260, respectively.
The concentration of PCB-1260 in the samples collected from locations 7, 8, 10
and 11 was significantly less than the concentration in the samples collected
adjacent to the road. The concentration of PCB-1260 in the O to 2 inch BLS
samples ranged between 400JN ug/kg, in sample 10-SLA, and 4,800 ug/kg, in samples
8-SLA and 11-SLA. The concentration in the 8 inch to 10 inch BLS samples ranged
between 150J ug/kg in sample 10-SLB to 1,100 ug/kg in sample 8-SLB.

The ten samples collected from the drainage ditch from O to 2 inches BLS all
contained detectable concentrations of PCB-1260. The concentrations ranged from
a low of 14,000 ug/kg in sample 20-SI.A to a high of 550,000 ug/kg in sample 19-
SI.A. With the exception of samples 17-SI.A, 18-SI.A and 19-SI.A, the concentration
of PCB-1260 tended to decrease as the distance from the site increased. The
ditch in the area of sampling locations 17, 18 and 19 was not as defined as
other sections of the ditch. That is, the ditch was wider and more shallow.

contained detectable concentrations of PCB-1260. The concentrat_ions ranged from

SLB. There was no apparent trend between the concentration of PCB-1260 and the
distance from the site. The concentration of PCB-1260 from sampling locations
17, 18 and 19 were generally higher than those from the sampling locations
immediately up and down gradient.
Five of the six samples collected from the pond area contained detectable
concentrations of PCB-1260. All three Oto 2 inch BLS samples contained PCB-
1260 and ranged in concentration from 7,500 ug/kg in sample 24-SI.A to 54,000
ug/kg in sample 23-SI.A. Samples 23-SLB and 24-SLB contained 1,500 ug/kg and
1,800 ug/kg of PCB-1260, respectively.

On August 29, 1989, Pat DeRosa, David Lilley, and I conducted
Phase II of the Screening Site Investigation at the Toisnot Swamp
Site in Wilson, NC. The site is a stream where sediments were
found by DEM to be contaminated with a coal tar-like substance.
During the Phase I visit conducted August 14, 1989, appropriate
sampling locations and swamp access points were found, and a
subsurface sediment sampling technique was tested. During Phase II
samples were taken at 7 sampling locations to establish the source
and extent of the contamination. The suspected source is a former
coal gasification plant operated by the City of Wilson from about
1920 to 1950.
A small creek that originates at the coal gasification plant
was found to contain oily and tarry substances in sediment. There
were numerous spotty slicks and balls of oil that covered the
surface of the water in this creek even without disturbing the
bottom sediments. This creek enters the main channel of Toisnot
Swamp. Upstream of this entrance point there was no evidence of
tars or oils in sediments or water, downstream of this entrance
point the swamp channel sediments and water were observed to
contain the oils and tars. DEM samples taken in 1988 approximately
0.6 miles downstream of the entrance point show heavy
contamination. During our investigation, small oily slicks were
seen on the banks of Toisnot Swamp, 4 miles downstream of the
discharge point.
Two sediment samples were taken in the discharge creek
originating at the coal gasification plant, one was taken upstream
of where this discharge creek enters Toisnot Swamp, and two were
taken downstream of this point (80 yards and 4 miles downstream
respectively). Surface water samples were taken at these points
also. In addition, a subsurface soil sample was taken from the
gasification plant property from a swale that appeared to be in the·-
flow path for surface drainage from the plant building into the
discharge creek. All samples will be analyzed for organic, and
inorganic constituents.
