This work will be conducted under Work Assignment Number 06-4LC2 received by B&V Waste Science and Technology.Corp. (BVWST) from the EPA under Contract Number 68-W9-0055 (ARCS IV). BVWST will provide CR support to EPA Region IV under this work assignment. This support will include the following activities: A. Preparation of one fact sheet summanzmg the findings of the Remedial Investigation (RI) at the site and one fact sheet summarizing the Feasibility Study (FS) and Proposed Plan for the site. B. Preparation of graphics and provision of logistical support for one availability session regarding the findings of the RI and one public meeting regarding the PS/Proposed Plan/public comment period. C. Preparation and placement of display ads in the appropriate local newspapers announcing the RI availability session, the PS/Proposed Plan/public comment period meeting, the extension of the PS/Proposed Plan public comment period (if necessary), and the signing of the ROD. D. Development and maintenance of the site mailing list. 1.1 Background The Carolina Transformer site occupies approximately 4.8 acres, and is situated directly north of East Fayetteville, North Carolina. It is located at the intersection A:CRI..NTNSF.WP 1 I I I I I I I I I I I I I I I I I I I of U.S. Highway 301 and River Road in Cumberland County, North Carolina, approximately 3,000 feet east of the Cape Fear River. Carolina Transformer began rebuilding electrical transformers in 1967. During the course of its operations, Carolina Transformer handled and stored large numbers of electrical transformers filled with oil containing polychlorinated biphenyls (PCBs ). Operations ended in the early 1980s, and the site has been vacant since 1986, however, several abandoned transformers and full, unlabeled, sealed drums remained on the site. In 1978, the North Carolina Department of Natural Resources and Community Development Division of Environmental Management (DEM) documented evidence showing that two local drinking water wells were contaminated by chlorobenzene, a PCB-carrying solvent. Subsequent analyses by DEM and EPA have detected PCBs and chlorobenzene in groundwater, surface water, soil, and sediments near the site. Because of the high probability of PCBs migrating into the Cape Fear River and the groundwater, an immediate removal action was carried out in August, 1984. The cleanup undertaken in this removal action consisted of removing abandoned transformers and drums, draining PCB-contaminated surface water which had pooled and soaked into the swampy area of the site, and excavating and solidifying the remaining PCB oil sludge for off-si_te disposal. Approximately 975 tons of PCB- contaminated materials were removed from the site, and the excavated site areas were backfilled with approximately 588 tons of uncontaminated soil. 1.2 Statement of Work The project approach described in this work plan is based on the statement of work outlined in EP A's work assignment and discussions with the EPA Remedial Project Manager, Ms. Michelle Glen, ( 404)-347-7791. The scope of work consists of four major activities, as identified in the introduction of this work plan. Each activity is described further in Section 2.1. A:CRI..NTNSF.WP 3 I I I I I I I I I I I I I I I I I I I 2.0 Project Approach The project approach for conducting CR activities through the signing of the ROD at the Carolina Transformer site is discussed in this section. Each project activity is discussed in Section 2.1, followed by a description of the project deliverables m Section 2.2. 2.1 Activities The activities summarized in Section 1.0 are discussed in this section. 2. 1. 1 Activity 1 --Prepare and Distribute Two Fact Sheets to the Site Mailing Ust Two fact sheets will be written and produced in conjunction with the availability session and public meeting. These fact sheets will be printed on recycled paper, will be six to eight pages in length in the final typeset format, and will contain two to four graphic illustrations each. The first fact sheet will summarize the RI, and the second will summarize the FS, including the various alternatives for site cleanup, and the Proposed Plan. A draft of the texts for both fact sheets will be submitted to the RPM for comments. These comments will be incorporated in the final typeset and printed fact sheets. The cost of the print and production of the fact sheets are included under "Other Direct Costs, Miscellaneous." 2. 1.2 Activity 2 --Prepare Graphics and Provide Logistical Support for One Availability Session and One Public Meeting An availability session will be held to provide information about the results of the RI, and a public meeting will be held to announce the completion of the FS and to explain EP A's Proposed Plan for remedial action. Presentation rehearsal for the public meeting will be provided in the EPA Region IV office in Atlanta. Attendance at the public meeting only will be provided by BVWST. A court reporter will be retained to attend the public meeting regarding the FS and record the events of that meeting. A transcript of this meeting will be submitted to the RPM on receipt from the court reporter. The cost of the court reporter and transcript is included under "Other Direct Costs, Miscellaneous." 2.1.3 Activity 3 --Prepare and Place Three to Four Display Ads in the Appropriate Local Newspapers At least three newspaper ads will be written and placed in the local newspapers identified in the Community Relations Plan. These ads will announce the availability session regarding the RI, announce the public meeting and public comment period on the FS and Proposed Plan, and announce the signing of the ROD. If the public comment period on the FS and Proposed Plan is extended, a fourth display ad will be placed to announce that extension. The cost of four newspaper ads is included under "Other Direct Costs, Miscellaneous." 2. 1.4 Activity 4 --Develop and Maintain the Site Malling List A mailing list of individuals and organizations interested in the site will be compiled by BVWST. This list will include the names from the contact list in the Community Relations Plan, as well as any other existing site mailing list provided by EPA. BVWST will maintain this list by reviewing and updating it prior to each site mailing. A:CRI.NTNSF.WP 5 I I I I I I I I I I I I I I I I I 11 I 2.1.5 Additional Activities If requested by the RPM, BVWST will provide organizational and editing assistance with the Responsiveness Summary. BVWST will provide this assistance by summarizing the comments and categorizing them into primary issues to be addressed, as well as providing editing assistance to the RPM. This activity is not budgeted under this work assignment and will require additional funding if requested. During the course of this project, it may become necessary to implement additional CR activities beyond the scope of this work assignment and plan. In that event, a work plan amendment and revised budget will be submitted for approval before such activities are implemented. 2.2 Deliverables The deliverables for this work assignment will include the items listed below as specified in the scope of work. A. Draft Fact Sheet Texts. B. Typeset Draft Fact Sheet Texts. C. Final Fact Sheets. D. Draft Newspaper Ads. E. Final Newspaper Ads. F. Graphics for Availability Session and Public Meeting. G. Original Copy of Public Meeting Transcript. H. Hard Copy of Site Mailing List and Mailing Labels for Each Mailing. Exact dates for the CR deliverables will be determined by the RPM. Changes to the deliverable schedule will be reported to the RPM in the monthly status report. It is not anticipated that any subcontractors or consultants will be required under the present scope of work. A:CALNTNSF.WP 9 I I I I I I I I I I I I I I I I I I I 6.0 Exceptions to the Assignment, Anticipated Problems, Special Requirements This CR work plan differs in scope and budget from the CR section included in the technical work plan already submitted to EPA on July 23, 1990. Revised LOE and other direct cost budgets for CR activities are presented in Tables 6-1 and 6-2. This work plan is based on discussions on July 23, 1990, with the RPM, and is in accordance with the level of support and implementation she requested. Additionally, a revision of the Community Relations Plan was called for in the original work assignment. During the discussions with the RPM it was deleted as it was deemed unnecessary at this time. At this time, nothing is foreseen which may affect the projected LOE hours, budget, or schedule. Should any such factors arise, or if the current scope of work is expanded, additional LOE and budget will be necessary. Such changes will require the approval of the EPA contracting officer.
