1 INTRODUCTION

This report summarizes surface water assessment activities conducted by URS Corporation
(URS) in April 2010 at the Statesville FCX Superfund Site Operable Unit 3 (OU3) located in
Statesville, North Carolina. These investigations were conducted based on the recommendations
of previous surface water investigations conducted in 2009 and as reported in Surface Water
Assessment report (URS, May 2010).
The speci fie objectives of the surface water assessment were to collect samples of surface water,
alluvial sediments, streambed soils, and streambank soils to facilitate assessment of potential
reverse matrix diffusion from sediments and to serve as routine monitoring of surface water
quality.

2 RESULTS AND DISCUSSION
The Northern Drainage Feature is a perennial stream that originates from a culvert located at the
north side of Weinig Street and flows along a northeasterly course for approximately 1.1 miles
before discharging to Gregory Creek as shown on Figure I, as detailed in the Surface Water
Assessment report (URS, May 20 I 0).
As documented in the Surface Water Assessment report (URS, May 20 I 0), tetrachloroethenc
(PCE) was detected at concentrations above North Carolina 2B Surface Water Criteria along the
po1tion of the Northern Drainage Feature extending from the upstream (west) side of the
property owned by El Paso Natural Gas (EPNG) downstream to Wendover Road.
Tetrachloroethene and its daughter compounds enter the Northern Drainage Feature through the
following pathways: intermittent overland flow from a groundwater seep north of the Boiler
House at the Site during significant rainfall events, discharge from several seeps located along
the south bank of the portion of the Northern Drainage Feature on EPNG property, horizontal
groundwater flow, and vertical groundwater flow through the bottom of the drainage. The
majority of PCE mass entering the Northern Drainage Feature occurs along an approximately
400 foot reach of this drainage that is defined generally as the reach located between the western
EPNG property boundary and URS-SW-16. The primary pathways for PCE to enter the stream
are vertical (basal) groundwater discharge and horizontal groundwater discharge including seeps.
2.1 Surface Water Sampling
Surface water samples were collected from eight discrete locations (URS-SW-02, URS-SW-03,
URS-SW-05, URS-SW-15, URS-SW-16, URS-SW-22, URS-SW-T4, and URS-SW-T3) along
the North Drainage Feature during April 20 I 0. Sample locations URS-SW-03 and URS-SW-16
are seeps along the south bank of the Northern Drainage Feature, and sample location URS-SW-
15 is groundwater seepage discharge that has pooled in a depression adjacent to the south bank
of the Northern Drainage Feature. In addition, a sample (URS-SW-09) was collected from the
Southern Drainage Feature. Surface water sampling locations arc shown on Figure 2.
Surface water samples were analyzed for total organic carbon (TOC) and the following VOCs:
PCE, trichloroethene (TCE), cis-1,2-dichloroethene (cDCE), and vinyl chloride (VC). Samples
collected during April 20 IO were also analyzed for general water quality indicator parameters
including: pH, temperature, specific conductance, oxidation-reduction potential (ORP), and
dissolved oxygen. Water quality results for the samples are tabulated in Table I.

The following conclusions can be made based upon the data presented in Table l and Figure 2.
• PCE and/or its daughter compounds were not detected in the headwater of the
Northern Drainage Feature at location URS-SW-02. As reported in Surface Water
Assessment Report (URS, May 20 I 0), there is no indication of upstream sources
contributing PCE or its daughter compounds to the Northern Drainage Feature.
• PCE and/or its daughter compounds were not detected in the Northern Drainage
Feature at the downstream sample location URS-SW-05. Consistent with the
previous Surface Water Assessment Report, PCE is only discharging to the surface
water along a limited section of the Northern Drainage feature as it passes through the
EPNG property. It is not detected downstream of the former pond.
• PCE and one or more of its daughter compounds were detected in surface water
within the Northern Drainage Feature at locations URS-SW-T3, URS-SW-T4, and
URS-SW-22. Similarly, PCE and/or one or more of its daughter compounds were
detected in samples collected from the area of pooled seepage (URS-SW-15) and
from groundwater seeps located along the south bank of the reach of the Northern
Drainage Feature (URS-SW-03 and URS-SW-16). Consistent with the 2009
sampling events, the highest concentrations of PCE were detected at locations URS-
SW-15 (84.6 µg/1) and URS-SW-03 (28.2 µg/1). In addition, concentrations of PCE
and daughter compounds at the other surface water and seepage sampling locations
are generally consistent with samples collected in 2009.
• PCE was detected in the Southern Drainage Feature at location URS-SW-09 at a
concentration ( 1.8 µg/1) that is similar to April 2009 results and docs not exceed
North Carolina 28 Surface Water Criteria.
2.2 Sediment and Soil Sampling
During the April 20 IO surface water sampling event, sediment samples were collected from
vertically co-located streambcd soil samples and nearby streambank soil samples. The sediment
samples were obtained from the upper three (3) inches of sediment from the middle of the stream
using disposable sampling equipment in accordance with the sediment sampling SOP provided in
the QAPP. The samples were analyzed for PCE, TCE, cDCE, VC, and TOC. The analytical
data for the sediment samples are summarized in Table 2 and on Figure 3.

Total organic carbon in the sediment ranged from 1,900 milligrams per kilogram (mg/kg) at
location URS-SED-01 and URS-SED-04 to 5,200 mg/kg at location URS-SED-02.
Concentrations of PCE in sediment samples ranged from 16.8 micrograms per kilogram (µg/kg)
at URS-SED-04 to 55.5 µg/kg at location URS-SED-03.
The streambed soil samples were obtained from approximately 6 to 12 inches below the top of
the streambed sediment at the same locations as the sediment samples using disposable sampling
equipment in accordance with the soil sampling SOP provided in the QAPP. The samples were
analyzed for PCE, TCE, cDCE, VC, and TOC. The analytical data for the sediment samples are
summarized in Table 3 and on Figure 3.
Total organic carbon in the streambed soils ranged from 1,500 milligrams per kilogram (mg/kg)
at location URS-SOIL-02 and URS-SO!L-04 to 2,200 mg/kg at location URS-SOIL-0 I.
Concentrations of PCE in strcambed soil samples ranged from non-detected at URS-SOIL-04 to
53.0 µg/kg at location URS-SOlL-01.
The streambank soil samples were obtained from approximately 7 to 13 feet below ground
surface at the eastern streambank adjacent to the corresponding sediment and strcambed soil
sample locations. Samples were collected using geoprobe disposable sampling equipment in
accordance with the soil sampling SOP provided in the QAPP. The samples were analyzed for
PCE, TCE, cDCE, VC, and TOC. The analytical data for the sediment samples are summarized
in Table 3 and on Figure 3.
Total organic carbon in the streambank soils ranged from 570 milligrams per kilogram (mg/kg)
at location URS-SB-03 to 20,000 mg/kg at location URS-SB-02. Concentrations of PCE in
streambank soil samples ranged from 9.6 µg/kg at URS-SB-04 to 80.9 µg/kg at location URS-
SB-0 I.
The following conclusions can be made based upon the data presented in Tables 2 and 3 and
Figure 3.
• As reported in the previous Surface Water Assessment report (URS, May 20 I 0), the PCE
concentration in sediment required to generate an aqueous equilibrium concentration
equal to what has been observed in pore water samples at the site (average concentration
of 148 µg//) would be over I 00 µg/kg, suggesting the PCE concentrations detected in
pore water and surface water are not the result of desorption from shallow sediments

along the bed of the Northern Drainage Feature but rather are primarily driven by
impacted groundwater flux.
• Reverse matrix diffusion from deeper, less penneable sediments below the stream bed
does not appear to be causing the elevated pore water and surface water concentrations
observed in the previous Surface Water Assessment report (URS, May 20 I 0). No
streambed soil sample results or stream bank soil sample results exceeded I 00 ftg/kg.
2.3 Groundwater Sampling
Groundwater samples were collected from saprolite wells URS-MW-0 I, URS-MW-02, and W-
20S using a peristaltic pump (W-20S) and dedicated bailers (URS-MW-01 and URS-MW-02).
The groundwater samples were analyzed by Accutest Southeast Laboratories of Orlando, Florida
for PCE, TCE, cDCE and VC. Analytical results for the samples are summarized in Table 4.
Concentrations of PCE ranged from non-detected at monitoring well URS-MW-01 to 99.4 µg//
at monitoring well W-20S. PCE and daughter compounds were not detected at monitoring well
URS-MW-01 in April 2010.

3 CONCLUSIONS AND RECOMMENDATIONS
Surface water assessment activities performed in April 20 IO indicate the following:
I. PCE, TCE, cDCE, and vinyl chloride were detected in one or more surface water samples
collected from the portion of the Northern Drainage Feature located upstream of a former
pond located north of Wendover Road. Consistent with 2009 data, only PCE was
detected at concentrations above North Carolina 2B Surface Water Criteria. The surface
water sample locations above the NC 2B Surface Water Criteria were along the portion of
the Northern Drainage Feature extending from the upstream (west) side of the prope1ty
owned by EPNG downstream to Wendover Road.
2. Reverse matrix diffusion from deeper, less penneable sediments below the stream bed
does not appear to be causing the elevated pore water concentrations observed in the
previous Surface Water Assessment report (URS, May 20 I 0). Stream bed soil sample
results and streambank soil sample results suggest the PCE concentrations detected in
pore water and surface water arc not the result of desorption from shallow sediments
along the bed of the Northern Drainage Feature but rather are primarily driven by
impacted groundwater flux.
Based upon these findings, URS recommends the following:
I. Conduct quarterly surface water monitoring in accordance with the recent request
from NC DENR Division of Water Quality (DWQ). This sampling was initiated in
September 20 I 0.
2. Continue with current remedial alternatives evaluation underway to address surface
water impacts.
