Kubal-Furr & Associates is pleased to submit this letter report summarizing the work performed and laboratory analyses related to the soil samples collected at the new tank farm area. These samples were collected by Kubal-Furr on March 1, 2001. Work Performed The site proposed for the new tank farm is an undeveloped strip of land approximately 120 x 40 ft localed adjacent to and just north of the existing north tank farm (Figures 1, 2). In January of 200 I, Law Engineering drilled a series of geotechnical borings at the site and reported "chemical" odors in the shallow soil samples. In response to the Law Engineering report, Ticona retained Kubal-Furr lo conduct additional investigations of the area and lo collect depth-discrete soil samples for laboratory analysis of selected site-related constituents. At each of five soil boring locations sited by Ticona, Kubal-Furr hand-augered and collected five grab soil samples for soil vapor screening and laboratory analyses. Samples were collected directly from the auger bucket with a stainless-steel spoon. Each sample set consisted of one 4- ounce and one 8-ouncc sample collected in unpreserved glass jars, and three 40 mL VOA vials preserved with sodium bisulfate. A portion of each sample (approximately 4 ounces) was also placed into a zip-lock bag for soil vapor screening in the field. A clean (field decontaminated) auger bucket was used for each sample, and all sampling equipment was cleaned between boreholes. Soil vapors were measured by inserting the probe of a Photovac 2020 Photoionization meter (PIO) into the zip-lock bag and directly reading the maximum concentration on the LED read-out. Soil vapor measurement ranged from a low of 16.6 ppm lo several samples reported at >2000 ppm. Table I is a summary of the field soil vapor screening results. Of the 25 samples collected and screened in the field, eight were selected for further laboratory analyses. The samples selected for laboratory analysis were generally the samples showing the highest PIO readings and included NTF0l-2 (boring #1, depth 2 ft bis), NTF0l-13, NTF02-7, NTF02-I 4, NTF03-5, NTF03-13, NTF04-13 and NTF05-8. The samples were shipped via FedEx to Shealy Environmental Services of Cayce, South Carolina. Laboratory analysis consisted of volatile organic compounds (VOCs) by EPA Method 82608; semivolatile organic compounds I I I I I I I I I I I I I I I I I I I Mr. Jerry McMurray -2-March 12, 2001 (SVOCs), including 1,1-biphenyl and diphenyl ether by EPA Method 8270C; ethylene glycol, diethylene glycol, and methanol by EPA Method 8015B; and, acetic acid by EPA Method 300.0. Discussion of Analytical Findings The highest concentrations of constituents reported by the laboratory correlated well with the field soil vapor screening results. A summary of the analytical results and constituents detected are presented in Table 2. A copy of the laboratory data report, data quality assessment and field sampling logs are included in Attachment 1. Acetone, ethylene glycol, MEK, and acetic acid were the principal constituents reported in the 13-14 ft depth samples from boreholes NTF0l, NTF02, and NTF03, and the 5-ft sample from NTF03. In addition, phenol was reported as present in both the 5-ft and 13-ft samples from borehole NTF03. Only low levels of acetone and methylene chloride were reported in the shallow samples from borings NTF0I, NTF02, the 13-ft sample from boring NTF04, and the 8-ft depth sample from NTF05. Based on these data, the highest concentrations and most frequent detection of constituents occurred adjacent to the existing North Tank Farm and the northern horizontal extent of contamination appears limited principally to an area within 25-ft of the retaining wall. In addition to the analytical results, Table 2 presents selected NCDENR or EPA soil action criteria for the reported constituents. These criteria were obtained from the following sources: • • • • Table 4.1: Soil Remediation Goals (RG's) contained in the NCDENR's Inactive Hazardous Sites Program (IHSP) "Guidelines for Assessment and Cleanup" (August 2000). Table 3: Contaminated Soil Clean-Up Levels (soil-to-groundwater) in the NCDENR's "Groundwater Section Guidelines for the Investigation and Remediation of Soil and Groundwater" (July 2000). Absent remediation levels in either of the above documents for the reported constituents, the USEPA Region IX Preliminary Remediation Goals (October 1999) were substituted. Further, Kubal-Furr also relied on the NCDENR document entitled: "Remediation Process Plan-2000" for additional guidance in evaluating the data. Based on these guidelines, none of the constituents reported as present exceeded either the IHSP RG's or the Region IX PRGs. The only constituent reported to exceed a DENR clean-up level was acetone, which exceeded the Groundwater Section level of 2.81 mg/kg in three samples at two locations: NTF-02-14 (8.5 mg/kg), NTF-03-05 (5.3 mg/kg) and NTF-03-13 (4.0 mg/kg). No free product or any evidence of a "fresh" or on-going releases were found during the boring program. During the test borings, it was noted that the materials sampled in the upper 10-14 ft consisted of fill material and that native soils were not encountered until about 13-14 ft bis. From a geologic standpoint, it appears that the acetone and other constituents have migrated downward through fill and encountered the lower permeability native soils which may have retarded further vertical migration. This would explain the highest concentration of constituents typically found at depth rather than in the shallower soils. Kubal-Furr & Associates I I I I I I I I I I I I I I I I I I I Mr. Jerry McMurray -3-March 12, 2001 Comparison of Findings to Other Site Data Acetone is a constituent that has been reported as present in ground-water, soil and sediment samples collected at the site going back to the original remedial investigations. During the RI, it was one of the most frequently reported constituents, being present in 62 ground-water samples at an arithmetic mean concentration of 0.41 mg/L, and in 12 surface soil samples (including the area of the North Tank Farm) at a mean concentration of 0.305 mg/kg. It was also reported as present in 8 off-site ground-water samples at a mean concentration of 0.040 mg/L. In the risk assessment conducted during the feasibility study, acetone was not selected as an indicator chemical" ... due to its low toxic potential. Acetone is naturally present in human blood and urine as a by-product of metabolism (Verschueren, 1983)." Review of the Shelby database (1989 to present) indicates acetone reported as present in 173 samples, 81 of which are ground-water samples. Of the 81 ground-water results for.acetone, only 7 were reported to exceed the State's MCL of 0.70mg/L-all at wells K-28 (2 occurrences) and V-23 (5 occurrences). Of the 7 reported exccedences, 4 of the results were qualified in some fashion as either estimated or present in a blank sample. Therefore, while acetone is frequently reported as present in ground-water samples, it is generally reported as present at levels below the State MCL. Closing Comments In summary, the soil sampling program at the new tank farm area indicated the presence of selected site-related constituents, only one of which (acetone) exceeded any established guidance concentration. No free product or any evidence of a "fresh" or on-going release were found during the boring program. In addition, it appears that the horizontal extent of constituents is principally limited to the area adjacent to the existing North Tank Farm, near the retaining wall. Our understanding is that the upper two feet of soil will be excavated and the area backfilled with a concrete pad to support the new tanks. Regarding further action at the proposed site, we would recommend that the material removed be stockpiled until composite samples can be collected to determine disposal options. Based on our test boring program and analysis of the upper soils, it does not appear that disposal will require a secure landfill. While the deeper soils that remain in place may have levels of acetone that exceed a soil to ground-water clean-up level, this area will be capped with a concrete pad which will preclude any direct recharge and further potential for continuing release to the ground-water system and an alternate concentration level for these soils appears justified.
