Your letter dated January li, 1983 requesting a RCRA Part B pennit application has been reviewed in light of present operations at this facility. In the future, hazardous wastes will not be accumuiated for periods longer than 90 days. There are hazardous materials herE that are more than 90 days olc, but a program is underway to remove these from the plant site.
In accordance with RCRA 40 CFR Part 262.34, a status change is requested to no longer consider· the Shelby Plant as a storage facility for ha::ardous wastes. This is interpreted to mean that if the status change is accepted and the requirements of section 252.34 are met, a Part B pennit is not required.
Several materials listed on the Part A application dated November 15, 1980 are no longer here. I will be pleased to update the Part A if you will forward the necessary forms and to respond to any other requirements you specify.

outfalls and change the BOD sample type for outfall 002 from~omposite to grab.
Please find enclosed amended Pages 13, which shoulJ be inserted into your
permit. The old pages should be discarded. All other terms and conditions
contained in the original permit remain unchanged and in full effect. These
modifications are issued pursuant to the requirements of North Carolina General
Statutes 1~3-215.1 and the Memorandum of Agreement between North Carolina
and the U.S. Environmental Protection Agency.
If any parts, requirements, or limitations contained in these modifications
are unacceptable to you, you have the right to an adjudicatory hearing before
a hearing officer upon written demand to the Director within 30 days following
receipt of these modifications, identifying the specific issues to be contended.
Unless such demand is made, these modifications shall be final and binding.
Since Celanese Fibers Operations uses bioddes, you must report any change
in the type of bioddes approved in· conjunction with your permit application.

B. SCHEDULE OF COMPLIANCE
1. The permittee shall achieve compliance with the effluent limitations
specified for discharges in accordance with the following schedule:
2. No later than 14 calendar days following a date identified in the above
schedule of compliance, the permittee shall submit either a report of
progress or, in the case of specific actions being required by identified
dates, a written notice of compliance or noncompliance. In the latter
case, the notice shall include the cause of noncompliance, any remedial
actions taken, and the probability of meeting the next scheduled requirement.

1. Reoresentative Sampling
Samples and measurements taken as required herein shall be representative of the volume and nature of the monitored discharge.
2. Reporting
Monitoring results obtained during the previous month(s) shall be summarized for each month and reported-on a Monthly Monitoring Report Form (DEM No. MR 1.0, 1.1, anc l.4) postmarked no later than the 30ch day following the completed reporting period. The first report is due on . The DEM may require reporting of additional monitoring results by written noti fi cation. 3. Definitions
a. The "da1ly average" discharge means the total discharge by weight during a calendar month divided by the num~er of days in the month that the production or cor.mercial facility was operating. Where less than daily sampling is reauired by th\s permit, tne daily average discharge shall be determined by the iun.nation of all the measured daily discharges by weight divided by the number of days sampled during the calendar month when the measurements were made.
b. The "daily maximum" discharge means the total discharge by weight during any calendar day.
4. Test Procedures
Test procedures for the analysis of poilutants shall conform to The EMC regulations published pursuant to N. C. G. S. 143-215.63 et seq .. The Water and Air Quality Reoorting Act, Se:tion 304(g), 13 USC 13i4, of the Federal Water Pollution Control Act, As Amended, and Regulation 40 CFR 136.

6. Additional Monitoring by Pern:ittee
If the permittee monitors any polluta,:t at the location(s) designated herein more frequently than reouired by this permit, using approved analytical methods as specified above, the results of such monitoring shall be included in the calculation and reporting of the values reouired in the Monthly Monitoring Report Form (Orn MR 1.0, 1.1, l.~l Such increased mo!1itoring frequency shall also be indicated. The om may require more frequent monitoring or the monitoring of other pollu-tants not required in this permit by >1ritten notification.
7. Records Retention
All records and information resulting from the monitoring activities required by this ·permit including all records of analyses performed and calibration and maintenance of instrumentation and recordings from continuous monitoring instrumentation shall be retained by the permittee for a minimum of three (3) years, or longer if reouested by the State Division of Environmental Management or the Regional Administrator of the Environmental Protection Agency.

1. Cnange in Dischar~e
All discharges authorized herein sha11 be consistent liith the terms and conditions of this permit. The discharoe of any pollutant identified in this permit more frequently than or at a level in excess of that authorized shall constitute a violation of the permit. Any anticipated facility expansions, production increases, or process modifications which will result in new, different, or increased discharges of pollutants must be reported by submission of a new NPDES application or, if such changes will not violate the effluent limitations specified in this permit, by notice to the DEM of such changes. Following such notice, the permit may be ~odified to specify and limit any pollutants not previously limited.
2. Non compliance Notification
If, for any reason, the permittee does not comply with or will be unable to comply with any effiuent limitation specified in this permit, the per-mittee sha11 provide the Divis ion of Envi ronmenta 1 Management with the following information, in writing, within five (5) days of becoming aware of such condition:
a. A description of the discharge and cause of noncompliance; and
b. The period of noncompliance, including exact dates and times; or, if not corrected; the anticipated time the noncompliance is expected to continue, and steps being taken to reduci, eliminate and prevent recurrence of the noncomplying discharge.
3. Facilities Operation
The oermittee shall at all times maintain in good working order and operate as efficiently as possible all treatment or control facilities or systems installed or used by the permittee to achieve compliance with the terms and conditions of this permit.
4. Adverse Impact

The permittee shall take all reasonable steps to minimize any adverse impact to navigable waters resulting from noncompliance with any effluent limitations specified in this permit, including such accelerated or additional monitoring as necessary to determine the nature and impact of the noncomplying discharge.
Bypassing
Any diversion from or bypass of facilities necessary to maintain compliance with the terms and conditions of this permit is prohibited, except (i) where

6. Removed Substances
Solids, sludges, filter backwash, or other pollutants removed in the course of treatment or control of wastewaters shall be disposed of in a manner such as to prevent any pollutant from such materials from entering waters of the State or navigable waters of the United States.
i. Power Failures
In order to maintain compliance with the effluent limitations and prohibitions of this permit, the permittee shall either:
a. In accordance with the Schedule of Compliance contained in Part I, provide an alternative power source sufficient to operate the waste-water control facilities;
o~ if such alternative power source is not in existence, and no date for its implementation appears in Part I,
b. Halt, reduce or otherwise control production and/or all discharges from wastewater control facilities upon the reduction, loss, or failure of the primary source of power to said wastewater control facilities.
8. Onshore or Offshore Construction
ihis permit does not authorize or approve the construction of any onshore or offshore physical structures or facilities or the undertaking of any work in any navigable waters.

Community Development and are incorporated as part of this Pennit.
This permit supersedes Permit No. 3754R3. This Permit shall be
effective from April 4, 1986, until Janaury 1, 1989, is nontransferable
to future owners and operators, and shall be subject to the following
specified conditions and limitations:
1. This Permit shall become voidable unless the spin finish
mist, the chip conveyor· exhaust, and the buffing operations
are constructed in accordance with the approved plans,
specifications and other supporting data and are placed in
operation on or before June 1, 1987, or as this date may be
amended.
2. The facility shall be properly operated and maintained at all
times in such a manner as to effect an overa 11 reduction in
air pollution in keeping with the application and otherwise to
reduce air contamination to the extent necessary to comply
with applicable Environmental Management Regulations,
including 15 NCAC 2D .0503, .0515, .0516, .0521 and .0535(f).
3. Reports· on the opera ti on and maintenance of the faci 1 i ty sha 11
be submitted by the Pennittee to the Division of Environmental
Management at such i nterva 1 s and in such fonn and deta i1 as
may be required by the· Division. Information required in such
reports may inc 1 ude, but is not 1 i mi ted to, process weight
rates, firing rates, hours of operation, and preventive
maintenance schedules.

5. As required by 15 NCAC 2D .0535(f), when particulate or visible emissions exceed Environmental Management Regulations for more than four hours the Regional Supervisor, Asheville Region, (704) 253-3341, of the Division of Environmental Management shall be notified as promptly as possible but in no case later than 24 hours of becoming aware of the occurrence. Such notice shall specify the facility name and location, the nature and cause of the excess emissions, the time when first observed, the expected duration, and the estimated rate of emissions. This reporting requirement does not allow the operation of the facility in excess of Environmental Management Regulations.

11. A violation of any term or condition of this Permit shall subject the Permi ttee to enforcement procedures contained in North Carolina General Statutes 143-215.114, including assessment of civil penalties.

6. In event the facilities fail to perform satisfactorily including the creation of nuisance conditions, the Permittee shall take such innnediate corrective action as may be required by this Department.
7. The facilities shall be effectively maintained and operated as a non-discharge system to prevent the discharge of any sludge into the surface waters of the State.
8. The issuance of this permit shall not relieve Fiber Industries, Incorporated of the responsibility of damages to surface or groundwater resulting from the ope ration of this facility.
9. Adequate provisions shall be taken to prevent wind erosion and surface runoff from conveying pollutants from the sludge application area onto the adjacent property and/or surface waters.

Sludge shall not be applied in inclement weather or until 24 hours following a rainfall event of 1/2-inch or greater in 24 hours. Emergency sludge disposal measures shall be approved by the Division of Environmental Management.
No type of sludge other than that from the Fiber Industries, Incorporated Cleveland County Plant shall be placed on the disposal site.
A 100-foot buffer shall be maintained between Fiber Industries, Incorporated property line and any applied sludge.
The site shall be adequately limed to a soil pH of 6.5 prior to sludge application.
No root or leaf crops for public consumption shall be raised on the site.
Any monitoring deemed necessary by the Division of Environmental Management to insure surface and groundwater protectio-:: will be established and an acceptable sampling reporting schedule shall be followed.
Maximum slope for sludge application shall he 10% for surface application and 18% for subsurface applications.
No liquid sludge will be applied in the form of surface application within a 100-foot buffer zone of any water course or surface drainage area.
Application rates shall not exceed:
a) One (1) inch/acre/week of sludge, uniformly applied so as to avoid runoff, ponding or erosion.
b) 300 lbs. (PAN)plant available Nitrogen/acre/yr

The following Status Report presents a summary of work on the
CFO/Shelby RI/FS performed during the month of December, 1985.
Office Operations
Office operations on the project consisted of work on the Draft
Project Operations Plan (POP). This document was submitted to
the USEPA on December 12, 1985, for review. Subsequent to
submission of the Draft POP, logistical coordination was started
to secure a quality control sample from the USEPA Athens
labratory for analysis by Davis & Floyd, Inc. The purpose of
this analysis was to allow the labratory to complete, a CLP
Quality Assurance data package for review by the USEPA Athens
labratory.
FIELD OPERATIONS
Field operations during the reporting period consisted of
removing the airlift sampling mechanisms from the existing
monitor wells and redeveloping the wells in preparation for
ground-water sampling operations scheduled for mid-January,
1986. All wells were successfully developed except well K-59
which has a bend in the casing slightly below land surface that
prevented insertion of the development pump or bailer.
Attempts were made to develop the old 6-inch well existing north
of the wastewater treatment plant area. These attempts yielded
the remains of a small animal which had apparently fallen into
the well. Because of the stench and the presence of the animal

remains, this well is considered an unsatisfactory sampling
point and only minimal effort was expended in attempting to
develop the well. It is suggested that this well be abandoned
in accordance with the North Carolina well construction
guidlines
A field office trailer was moved to the site on December 17,
1985, for use as a project office. The field office is located
immediately behind the plant production area and west of the
equalization basins associated with the wastewater treatment
plant. Plans were prepared and submitted to Celanese for
construction of a decontamination pad near the field office.

Office Activities
Comments on the Project Operations Plan were received in a
letter from Ms. Meredith Clarke-Anderson dated January 7, 1986.
These comments were incorporated and the final draft of the
Project Operations Plan was submitted January 21, 1986. This
submittal included a revised sampling and analytical program and
project implementation schedule.
A meeting was held with the project staff and Celanese
representatives on January 21, 1986. During this meeting it was
decided to collect additional ground-water samples (Phase IIA)
from selected wells to be installed during the RI/FS field
operations. These analyses are being performed to increase the
data base on the new wells and increase the confidence level in
the date used for evaluating the extent of contamination.
Collection and analysis of the Phase IIA samples will increase
the data collection portion of the project about 1 month, with a
corresponding increase anticipated for submittal of the draft RI
report. A formal request will be prepared requesting this
schedule change.
During this reporting period, efforts were underway to provide a
Quality Assurance data package prepared by Davis and Floyd, Inc.
to ESD/Athens for their review. This activity was completed and
a meeting was held on January 30, 1986 in Athens with members

from EPA/Athens, EPA/Atlanta, Davis and Floyd, Inc. and Soil and
Material Engineers, Inc. in attendance. The pertinent items
discussed in this meeting are outlined in Document Number
l0S0A-0008.
Other activities during this reporting period included sending
written notification to all off-site residents whose wells are
to be sampled requesting written permission to proceed with the
scheduled sampling. Most authorizations were received during
the month of January; however, owners/occupants at prospective
sampling sites which had not responded prior to the scheduled
sampling time are to be contacted again and written permission
obtained prior to sample collection.
Finally, during this reporting period, final logistical
preparations were made for the initial water sample collection
which is scheduled to commence on February 3, 1986. The
scheduled start of the water sampling was delayed approximately
2 weeks from that indicated on the schedule in the Project
Operations Plan to allow completion of final logistical support
efforts and submittal of.the QA data package by Davis and Floyd,

Work on the RI/FS at the CFO site in Shelby, North Carolina
during February, 1986 is summarized in the following paragraphs.
Office/Laboratory Activities
Office activies during February consisted of reducing field data
from the initial ground-water sampling efforts to standard
report forms for evaluation and use of the data. Additionally,
a meeting was held between Ms. Meredith Clarke-Anderson, Ms.
Gina Townsend, Ms. Shirley Lucia and the writer on February 20,
1986 to discuss the status of the project at that time and
familiarize Ms. Townsend with the work that had been done to
date. The minutes of this meeting are presented in document
1050A-0010. During this me,iting we were informed that Camp,
Dresser & McKee, Inc. would be providing the oversight during
the field operations. A copy of the project operations plan was
transmitted to them on February 24, 1986.
Laboratory operations on the project were initiated with the
submission of the initial ground-water samples. The following
distribution of samples were submitted to Davis & Floyd, Inc. 's
Greenwood facility during the month of February:

The volatile and extractable organic fraction, cyanide, Total
Organic Carbon (TOC), and mercury analyses have been completed
on the ground-water samples (including spikes, blanks, and
duplicates), but have not been reported. The PCB/pesticide
fraction and remaining metals from the ground-water samples are
presently undergoing analysis.
The volatile organic fraction analyses on the surface water and
sediment samples and the pond sludges have been completed, but
not reported. The base/neutral and acid extractable fraction
samples have been extracted but not analyzed, and the metals are
being digested. PCB/pesticide analyses and EP toxicity analyses
on the pond sludges have not been initiated.
Total Organic Carbon (TOC) and colorimetric phenols on the pond
water samples have been completed, but not reported.
Field Operations
Field Operations during the month of February included:
o Ground-water sampling from February 3rd through
February 10th
o Surface water and sediment sampling February 17th
through February 21st and February 26th and 27th.
o Sludge pond sampling February 25th through February
27th.
o Geologic mapping, February 24th through February 27th.
During this period, all the surface water and sediment sampling
was completed with the exception of the wet weather sampling
events, a.nd the emergency holding pond sampling was completed.
Depth sounding of the southern most emergency pond needs to be
performed, and this will be accomplished as the project schedule
allows.
EPA oversight was provided by Ms. Meredith Clarke-Anderson and
Mr. Hugh Vick during the ground-water sampling episode on
February 5th and 6th. Subsequently, overview was provided by
Ms. Gina Townsend and Mr. Jim Kapotic during the surface water
and sediment sampling and the holding pond sampling on February
26th and 27th.

Planned Activities
Test pit exploration and sampling are planned for the period of
March 3rd through March 14th. Use of two test pit crews is
planned during this period to expedite the sampling effort.
Test drilling and monitoring well construction are anticipated
to commence the week of March 24th. This provides a one week
break in the field activity for the logistical coordination of
the drilling activities and for data review.

the office and laboratory will consist of data
analysis, and interpretation of the geologic
obtained during the mapping of the general site
area.
Schedule
The project is slightly ahead of the schedule proposed in the
Project Operations Plan, even though preparation for the
emergency pond sampling took longer than anticipated and other
minor delays occurred in the surface water and sediment sampling
efforts. None of the delays have materially effected the
anticipated schedule.

Office activities during March consisted of support for the test trenching conducted in the field and for the first week of geotechnical borings. The preliminary reports of results of analyses for metals, and base/neutral and acid extractable organic compounds were received and reviewed during the last week in the month. These data were reviewed and compiled for analysis. The results of analyses of a large proportion of the volatile organic compounds were destroyed due to a computer problem, and a resampling event is scheduled in April. S&ME coordinated certain minor changes in procedures with its field personnel, the EPA and the EPA's representatives on-site from Camp, Dresser and McKee, Inc.

During this period, all planned exploratory trenching was completed. Using two backhoes and two sampling crews, a total of 45 test pits were excavated. The originally proposed number of trenches was 31. However, the sampling of the first sequence of trenches was not as intensive as anticipated, leaving sufficient excess to allow an expanded aerial coverage for the trenching program. Further, the expeditious completion of the scheduled program allowed sufficient time for further work. This resulted in an additional 14 sites being explored by trenching. This aided in a more complete survey of the suspected source areas. The additional test pits were excavated primarily in the glycol pit and burn pit areas, the old drum storage area and the main plant area adjacent to the Dowtherm heaters. A total of 105 soil samples were taken. These were sent in increments to the Davis and Floyd Laboratories. Generally, most of the test pits excavated in the old glycol pit and burn pit areas were described and sampled using Level 'B' Health and Safety Protocols because of the high organic vapor concentrations measured. No major difficulties were experienced during the excavations. S&ME requested Davis and Floyd to hold 5 soil samples taken during the first week without analysis until further notice to increase the analyses available for the samples taken in more suspect areas during the second week.

Water levels were measured in all on-site and near-site monitor wells on March 12. These data were recorded and will be incorporated into the general monitoring program.
The sludge thickness in the south emergency pond was profiled using a boat and a section of PVC pipe marked in 6-inch increments. The pond was sectioned off by rope into a grid with six nodes. At each node, the PVC pipe was driven by hand through the soft sludge until the much firmer resistance of the residual

soils was encountered. The thickness of sludge was then determined by subtraction. Additionally, the sludge thickness was measured similarly at each of the four sludge sampling points in the pond. The overall average of sludge thickness appeared to be about 3 feet.
on March 13, surface storm water samples were taken at the six weir locations previously sampled on February 27. The March sampling was conducted during a period of heavy precipitation. A total of eight samples were taken at the six locations. Flows were measured at the time of sampling using either the weirs or, where the weirs had been over-topped by the storm flow, a pygmy meter according to USGS methods. The samples taken were of water only and were to be analyzed for a similar suite as the previous sampling.
S&ME began the exploratory geotechnical soil borings during the week of March 24. During that week, a total of 10 borings were advanced in 9 locations, one of the borings being abandoned by grouting, redrilled and resampled. A total of 23 soil samples were sent to the Davis and Floyd Laboratory:

David Schaer from Camp, Dresser and McKee arrived on-site on March 12 to observe the test pit excavation and sampling and the surface water sampling, and to deliver sediment blanks and spikes from EPA. In general, his comments concerning the sampling efforts were favorable; however, he expressed the following concerns:

These concerns were transmitted to Meredith Clarke-Anderson of the EPA, and have been resolved·.

The following is a summary of the work completed on the RI/FS at
the CFO site in Shelby, North Carolina, during April, 1986.
Office/Laboratory Activities
Office activities during April consisted of delivering org~nic
and inorganic data packages to EPA, Athens for review. In
addition, Ms. Shirley Lucia performed a QA audit on the organic
and inorganic data log books. Subsequent to receipt of a
portion of the laboratory data, the results of the analyses on
the Trailer Park and Murray Plastics wells were sent to the EPA
for review.
Field Operations Performed Or Begun in April
Field operations in April were varied and included the follm•.'ing
tasks: Drilling and installation of monitor wells, soil
sampling with test borings, and land survey. The drilling and
installation of monitor wells involved installation of 21 wells
by two drilling crews and rigs. The distribution of well types
installed is as follows: 7 type I (shallow depth), 6 type II
(medium depth), and 8 type III (bedrock) wells. CDM personnel
were on site during a portion of this work to assure POP
protocols were maintained. Soil samples were taken from 14
selected monitor well installations and sent to Davis & Floyd,
Inc. These samples were analyzed for volatile, base/neutral and
acid extractable organic compounds, priority pollutant metals,
cyanide, and indicator compounds. Selected samples were also
analyzed for PCB/pesticides. In addition to these soil samples,
the EPA provided blanks. and spikes on April 7 for the soil
samples. During this period, ten decontaminated water/drill
water samples and one duplicate sample were sent for analysis.

The land survey was begun by Davis and Floyd and to date the
following have been accomplished: location of the test pits and
surface water and sediment sampling points inside the plant
boundary, and reestablishment of the northern and eastern most
property boundaries. The western and southern most plant
boundaries will be completed when the survey crew is on-site to
locate the monitor wells.
Soil & Material Engineers met with both Celanese and Davis &
Floyd representatives on April 4 to discuss the VOA resampling.
As a result of this meeting, all wells were resampled for
volatile organic compounds. Furthermore, an additional two
off-site wells were sampled for priority pollutants and cyanide,
and sent· to Davis and Floyd for analysis. During the resampling
of VOA's, Davis and Floyd employees were assisted and guided by
S&ME personnel to assure compliance with POP protocols. The two
additional off-site wells were sampled by S&ME personnel.
Planned Activities -May/June
The following activities have been planned to be started or
completed in May or early June:
o Completion of monitor well installation (May)
o Completion of the land survey in late May/early June,
including establishment of permanent monuments
o Phase II and IIA water sampling in late May and early June
o Review of available data
o Preparation of the background sections of the remedial
investigation report.

The project remains on or slightly ahead of the schedule

The following is a summary of the work completed on the RI/FS at the CFO site in Shelby, North Carolina, during the month of May, 1986.
Office/Laboratory Activities
Office activities during the month of April included the postponing the Phase II ground-water sampling from May 13 to May 27. This change was discussed and agreed upon by all parties involved. Consequently, the Phase IIA ground-water sampling was changed to June 23. Two items requested from EPA were the Camp Dresser & Mckee (CDM) Shelby Work Plan and the overview reports sent to EPA. Ms. Gena Townsend was called concerning Consent Order deliverables due from the D&F laboratory. Data packages were received from Davis and Floyd for the split soil samples, the corresponding EPA spike and blank and the EPA spike and blank for the VOA ground-water samples. These were delivered to EPA Athens. QA audits on the inorganic and organic data log books were performed along with tabulation of the test pit, soil test boring, emergency pond, ground-water, surface water and sediment analysis from Davis and Floyd.
Field Operations
Field operations in May consisted of monitor well installation, ground-water sampling and field surveying. The final series of 21 monitor wells were completed during the month along with well development. Davis and Floyd surveyors were on-site to complete surveying the locations and elevations of monitor wells, test pits and soil test borings and to resolve discrepancies noted

during the previous surveying in April. In addition, the
surveyors located the old bench marks used in surveying the
previously installed monitor wells so that historic water level
data can be approximated and used to construct water level maps
referencing coastal geodetic data.
Soil and Material Engineers personnel were on-site Tuesday, May
27 to prepare for the Phase II ground-water sampling which began
Wednesday, May 28 and was completed on Saturday, May 31. The
Phase II ground-water sampling consisted of sampling the
newly-installed wells and transporting the samples to Davis and
Floyd to be analyzed for VOC's, ENA extractables, Dowtherm,
pesticide/PCB, metals and TOC. The perimeter wells previously
installed were sampled and analyzed for Dowtherm, nickel
chromium, VOC's and TOC. Because of concern over the water
quality data in some of the previously sampled off-site
residential wells, seven of these wells were sampled for voe
analysis.
Planned Operations for June
The activities planned to be started and/or completed in June or
early July include; 1) Phase IIA ground-water sampling,
commencing on June 23, 2) review of available data and QA audits
of the laboratory data received, 3) in-situ permeability testing
of selected on-sitH wells subsequent to the completion of the
Phase IIA ground-water sampling, and (4) preparation of the
background sectiom; of the remedial investigation report. On
June 12 a public meeting will be held by Celanese and Soil and
Material Engineers, Inc. for any interested parties to discuss
the results of the off-site ground-water analysis.

Office activities during the month of June included summarizing and
tabulating surface water, sediment, soil, and ground water data
received from Davis and Floyd Laboratories, Inc. This summarization
was done as part of the data evaluation process and to provide data
in a more useable format for a public meeting held on June 12th at
the plant. The public meeting was called by Celanese to present the
ground water quality data on the off-site wells to any interested
parties and answer questions relating to the data. Subsequent to the
meeting, work continued on summarizing the data on well data summary
sheets, sample summary sheets, etc.

Office/Laboratory Activities
Office activities during the period included incorporating data
into the report format data base, verifying data received to
date with the corresponding sample numbers to ensure
completeness and correctness, reducing in-situ permeability data
generated from the on-site wells and reviewing geologic mapping
data generated at the site. Additionally, the off-site water
quality data, which was presented in a public meeting on June
12, was sent to Ms. Gena Townsend at the USEPA.
Soil & Material Engineers is continuing to receive analytical
data as it becomes available from the Davis and Floyd laboratory
and updating the data base. The remaining analyses are to be
completed and reported by Davis and Floyd by the August 18
target date. We have also.received survey information from
Davis and Floyd concerning the location and elevation of the
test pits, monitor wells and surface water sampling points.
Other information received included the survey data corrections
for adjusting the historic water level data to mean sea level
datum. Base map preparation and data reduction are continuing.

On July 23rd, a meeting between Soil & Material Engineers, Davis
and Floyd, and Celanese Fibers Operations personnel was held at
the Davis and Floyd facility in Greenwood, South Carolina. The
purpose of this meeting was to discuss the data generated thus
far during the RI/FS.
Work continues on tabulating and evaluating analytical data
received, as well as preparing various sections of the RI
report.
Field Operations
Field operations for the month of July consisted of in-situ
permeability (slug) testing on 37 on-site wells., Once this task
was complete, all equipment and material were either disposed of
or returned to the Atlanta Soil & Material. Engin,~ers' Office.
The utilities for the trailer were disconnected, and the trailer removed off-site.
Planned Operations For August
The permeability testing performed during the mo~th of July
completes the field operations at the site. Office activities
planned for August include reviewing and evaluating data as they
are received from Davis and Floyd, QA audits of these data and
continued preparation of the Remedial Investigation Report.

Office/Laboratory Activities
The office/laboratory activities consisted of continuation of
data reduction and evaluation, and preparation of report
graphics, text and appendices. The final analytical data
packages were received from Davis and Floyd, Inc. and reviewed
for completeness. Additionally, the remaining portions of the
VOA data packages were received from Davis and Floyd, Inc., and
transmitted to EPA/Athens for review and evaluation.
Field Operations
All scheduled field activities were completed in July; however,
it was felt that collection of an additional round of
ground-water elevation readings was prudent because of the
prolonged drought. These readings were collected on August 11,
1986.
Planned Operations for September and Schedule
Operations planned for September consist of continued data
reduction and report preparation. Evaluation of the extent of
contamination and source area identification will receive
primary attention during this work period.

The preparation of the RI report is on schedule. However, the
Work Plan deliverables list proposed that a revised Feasibility
Study Work Plan be submitted on September 26, 1986. This date
appears premature based on the current data analysis and
evaluation, and we propose that the date for this submittal be
delayed until early November. This will allow more time for
data evaluation to identify the nature and extent of
contamination, and preliminary identification of remedial
technologies amenable to the site conditions. This will result
in the revised FS Work Plan being a more useful document.
