I ' I i Pursuant to Section VIII Paragraph 26 (a) of the Administrative Order on Consent for Non-Time Critical Removal Action, the Respondents are required to submit monthly progress reports that summarize the activities performed to meet the requirements of the administrative order. The activities, results and any problems encountered during the month of December 2002, as well as an updated RD/RA Construction Schedule are included in this Report. PROJECT ACTIVITIES ENTACT completed the construction of the soil treatment area on December 4, 2002. Upon completion of the treatment area, lead-impacted soil excavation began in Basins #1 & #2. Material was excavated and hauled to the treatment area or to the non-hazardous staging area. All excavations were guided with the X-Ray Fluorescence (XRF) equipment with confirmatory samples collected and sent to the off- site laboratory. Once an appropriate volume of soil was staged in the treatment area, the material was stabilized and sampled to verify treatment objectives were met. After receipt of the treatment verification results the material was transported off-site for disposal. Remediation activities in the plant area were initiated on December 11, 2002 with the removal of the abandoned railroad tracks. Railroad ties were disposed of off-site and the steel rails were transported to a steel recycling facility. Soil excavation began in the area adjacent to the building and continued in the swale area. Excavated soil was placed in roll-off boxes where it was treated as specified in the approved Work Plan. Excavation activities in the plant area were completed on December 24, 2002. On December 28, 2002, excavation activities were reinitiated in the sedimentation basin areas. Lead- impacted material located northeast of Basin #1 and east of Basin #2 was excavated and staged for treatment and off-site disposal. Remaining soil and sediment in the footprint of Basin #2 was sampled to determine if stabilization would be required prior to off- site disposal. Installation of the stormwater conveyance piping and associated structures continued. The final manhole, 120 If of 30" and 40 If of 18" reinforced concrete piping was installed. ; -MONTHLY PROGRESS REPORT FOR The JCBGI WALKERTOWN SITE IN WALKERTOWN, FORSYTH COUNTY, NORTH CAROLINA • • • • SAMPLING RESULTS Sample results related to the removal action are included in the attached Tables 1 through 4. The analytical results include post-excavation XRF screening measurements and averaged values for the basin areas (Table 1), confirmatory soil sampling results (Table 2), treatment verification results (Table 3) and miscellaneous sample results (Table 4). All averaging and sampling protocol followed approved procedures outlined in Appendix C of the Final RD/RA Work Plan dated September 2002. Post-excavation XRF screening results, presented in Table 1, are tabulated for Plant Area A, Plant Area B, Sediment Basin lB, Sediment Basin 1D and Sediment Basin 2A. In addition to the individual lead concentrations of each grid quadrant, Table 1 also presents the cumulative average lead concentration for sediment basin excavation areas to ensure that the average lead concentration of 100 mg/Kg is met. Once the post-excavation results indicated that the cleanup objective had been met, a confirmatory soil sample was collected for laboratory analyses to verify the XRF instrument results. The available analytical results of the confirmatory soil samples collected to date from Sediment Basin 18, Sediment Basin lD, Sediment Basin 2A, Sediment Basin 28 and Plant Area A are tabulated in Table 2. All analytical results confirmed that the residual lead concentrations were below the remedial objectives of 750 mg/Kg lead in the Plant Area and 400 mg/Kg lead in the sediment basin areas. Lead-impacted soils that contained lead over the TCLP threshold criterion of 1,100 mg/Kg were treated to render the material nonhazardous for off-site disposal. The treatment verification sample results for soils treated to date are presented in Table 3 and range between 0.0299 to 0.299 mg/l TCLP lead indicating that treatment was effective. The miscellaneous sa_mple results include results of stockpiled soils from Basin Area 3 and surface water sample results from Basin 1 prior to discharge to the facility's wastewater treatment plant. PROBLEMS ENCOUNTERED AND IMPLEMENTED SOLUTIONS Additional material re_quiring excavation, treatment, and disposal was identified outside of the originally demarcated areas. ENTACT excavated, treated when necessary, and disposed of all material following the same procedures used for material located within the areas indicated. Additional XRF screening was performed on the perimeter of the actual excavated areas to ensure the extent of the contamination has been removed. UPDATED RD/RA CONSTRUCTION SCHEDULE An updated schedule is provided at the end of this section.
