The June 2003 ESI report recommended No Further Action Under CERCLA. By applying the SCDM changes to the contaminants documented in the Observed Release during the ESI, it appears that the Cristex Drum Site qualifies to receive further action under CERCLA. Based on this new inforrnation (updated SCDM), I recommend that the NFRAP recommendation for the Cristex Drum site be removed, and that the site be recommended for further action under CERCLA. MEMO TO: DATE: FROM: SUBJECT: • File February 2, 2004 .Jeanette Stanley, Environmental Chemist, NC Superfund Cristex Drum Site NCO 001 GOG 250 Oxford, Granville Co., NC Spoke with Derr Leonhardt today, consultant for Cristex corporation (919) 621-5 832 ( cell). He asked about the odds/ implications (CERCLA) of the Cristex site dropping out of the REC program temporarily, until money can become available. Cristex corporation had been using lease money from the warehouse for REC investigation fees, and the building has been vacant for some time. The estate of Mr. Christensen was overseeing the cleanup, and was considering temporarily exiting the REC program and then reentering it when the facility is again leased. He stated that Cristex preferred to work under the REC program for remediation and did not want to risk losing that ability. I responded that the site was currently in the NFRAP status, but that it was a fairly high up in potential CERCLA sites if the REC program fails to result in a cleanup. I responded that I could not give a number of "odds" on the likelihood of Federal Superfund revisiting the site. Mr. Leonhardt reported that the impoundment was still in place. Earthen berms had been created to prevent overland 0ow into the impoundment. It was empty of water except for what fell directly into. He reported that the investigation for other potential source areas underneath the building had been completed and the report was due in another couple of months. Mr. Leonhardt stated that Cristex had settled with A VTEX (adjacent JFD Channel Master site) regarding groundwater remediation for any co-mingled groundwater. I suggested that he investigate if temporary cessation of the REC activities would in any way jeopardize the settlement with A VTEX, and do a cost/ benefit analysis of exiting and the re entering the REC program. • • MEMO TO: John Powers, Hydrogeologist DATE: FROM: SUBJECT: NC Superfund ~ June 19, 2003 crcfU¥-. Jeanette Stanley, Environmental Chemist NC Superfund Cristex Drum Site · NCO 001 606 250 Oxford, Granville Co., NC !have completed reviewing the Environmental Assessment Report (October 2002) and the Administrative Order on Consent (AOC). I have the following comments. During the Environmental Assessment, it was determined that impacted soils remain in the area adjacent to the drum storage pad, and further investigation to determine the vertical and lateral extent of the VOC impact was recommended. The Work Plan (October 2002) describes plans to investigate the extent of VOC contamination and to investigate SVOCs and metals in a Phase II plan if required. During ES! sampling, one surface soil sample showed a number ofSVOCs detected at levels less than quantitation limits. Also, metals results showed chromium, lead, nickel, vanadium, and zinc at levels greater than three times background. Although the surface area of this soil has been removed, and SVOCs and metals tend to be less mobile than VOCs, I suggest that this area of remaining subsurface soil near the former drum storage pad also be investigated for metals and SVOCs. The mobility of SVOCs and metals can be enhanced with VOC solvents. Groundwater data from the Environmental Assessment showed several volatile organics at levels greater than groundwater remediation goals (1,900 ug/L PCE, for instance). Note that the quantitation limits for much of this volatile organic data was greater than the groundwater remediation goal, leaving the possibility that groundwater is contaminated at levels above the groundwater remediation goal, but less than the quantitation limit. For instance: for sample MW-I, the quantitation limit was 5 ug/L whereas the 2L is 0. 7 ug/L. In MW-6, the quantitation limit for vinyl chloride was 100 ug/L whereas the 2L is 0.015 ug/L, for trichloroethene it was al 100 ug/L, whereas the 2L is 2.8 ug/L, etc . .In situations of high contamination, the laboratory must conduct a number of dilutions which causes an increase in quantitation limits for all analytes, so this is understandable in most cases. It is important to note; however, that the constituents showing a <l 00 ug/L, for example, does not document that a contaminant is less than 2L. Subsurface soil collected from the hole for MW-9 in the interior of the building showed PCP. Even though the groundwater sample did not show this contaminant, continued monitoring for 8270 SVOCs in at least some of the closer wells, and discussion of the SVOCs within the text of the report . is important, at least for the CERCLA program. Data sheets showed that PCP was not detected in the groundwater, but the report only discussed the SVOC ranges. If the data is available, a short discussion of the results could.address potential future Superfund issues. Page 5 and Appendix C of the Mid-Atlantic Associates, P.A., Phase I Remedial Investigation Work Plan, Cristex Facility, October 2002 revealed that there are 5 residences using drinking water wells within the 1/4 -1/2 mile target distance ring from the site. Are there plans to sample these wells, or is this been adequately addressed under the JFD Electronics / Channel Master study? I met Todd Tugwell, US Army Corps of Engineers (COE) Regulatory Specialist (Raleigh Regulatory Field Office (919) 876-6441 ext. 26). I showed Todd the area below the surface impoundment that I thought to be a jurisdictional wetland. I had previously received written permission from the property owner (Cristex Corporation) to enter the property and delineate the wetland area. I provided a copy of this letter to Mr. Tugwell. Todd stated that the 1989 wetland delineation manual discussed in the HRS guidance has since been found to be a bit too broad, and that the US Army COE now uses the more conservative 1987 COE definition of hydric soils. Starting at the partial dam breech, Todd noted that the dam had mature trees growing in it. He stated that this was a strong indication that the dam had been seeping for quite some time. At the partial dam breech, Todd stated that the water in the impoundment and the pathway between the wetland area were hydrologically connected. Todd began observation of the area and made the following comments: I. The wet area below the impoundment does not have a defined, jurisdictional channel, The runoff pathway is braided. 2. The wet area below the impoundment definitely functions as a wetland. 3. Most vegetation is facultative, with a predominance of red maple and sweet gum trees. 4. The hydrology of the area (water at surface, leaf litter along upgradient side of trees, water in holes at a depth ofless than 12 ") is a strong indication of wetlands. The first few augered holes did not show coloration that were strongly indicative of a wetland. Mr. Tugwell indicated that mottling was present, and that a soil scientist would likely identify the soils as hydric, but gong strictly by the color indicators on the Munsell chart, he could not confirm the presence of of hydric soils at these points even though other wetland indicators were present. Mr. Tugwell then located soils that matched coloration on the Munsell chart that were indicative of hydric soils. He then proceeded to delineate the area of wetland below the surface impoundment by placing flags around the perimeter. I stated that I would measure the perimeter of this wetland area when I return to collect samples. He located the point at which this wetland area drains into the perennial surface water pathway. This was slightly upgradient from the culvert under the railroad track where the runoff from the adjacent JFD/Channel Master site enters the perennial stream. He will be in the area tomorrow, July 18, 2000, but will not be available again for another 6 - 7 weeks. No samples will be collected tomorrow. We will simply be looking at the vegetation and soils to determine if wetland areas exist. Your client will receive a letter from the COE to verify any wetlands found. I told him that I have completed reviewing the December 28, 1999 Remedial Investigation Work plan for the facility that was prepared by Mid-Atlantic Associates. This Work plan was received by NC Superfund Section on February 16, 2000. I reiterated to Mr. Leonhardt that per Mid-Atlantic's statement in the introduction of this Work plan, NC may or may not recognize the work done under this work plan. I strongly suggested that his client enter into an Administrative Order on Consent (AOC) with the Inactive Hazardous Sites Branch so that site work is recognized by the state. I also explained that while his Work plan proposed to perform lagoon closure and soil removal prior to the installation of monitoring wells, it would be better to install the monitoring wells and sample the groundwater first in order to determine the level of contamination in the groundwater. This is because the soil cleanup levels are based on whether or not groundwater is contaminated above MCLs. This would be the most cost effective means of conducting a cleanup to NC standards. Mr. Leonhardt informed me that the surface water results had been received and he and Mid- Atlantic were meeting with Water Quality personnel next week to determine how and where the lagoon water should be disposed. Due to my concern over worker safety, I informed Mr. Leonhardt of beads of mercury on a plywood box at the rear of the building. This box is about chest height and is attached to the rear comer of the building nearest to the aboveground tanks. As we understand it, the portion of your investigation dealing with the Cristex site has been completed. It is our intention to now resume activities at the site which will include the closure of the former wastewater treatment lagoon. We intend to begin the lagoon closure by either removing the sludge remaining in the lagoon, for disposal off-site, or by chemically fixing the sludge such that disposal on-site can be accomplished. All activities will be performed in strict accordance with applicable State, Federal, and local environmental regulations. If there are any remaining reasons why we cannot begin these activities, please advise us immediately. We plan to initiate these steps as soon as weather permits, hopefully within the next 90 days. C. HAZARD EVALUATION The site can be toured and sampled in level D protection. PE or PVC gloves will be worn while collecting soil or water samples, PE or PVC gloves over nitrile gloves will be worn if discolored soil or sludge is encountered. The OVA will be used to monitor breathing zone air while augering. If OVA readings exceed 5 meter units in the breathing zone, stand upwind of the hole for a few minutes, then sample the air again. If the breathing zone concentration does not drop to below 5 mu after 10 minutes, fill in the hole and evacuate that area. Tyvek suits (saranex in wet conditions) will be worn while augering. Chemically resistant knee length boots will be worn on site. The draft SOPs for the operation of the Little Beaver will be followed while installing the monitoring wells. PPE will consist of PVC gloves (nitrile if doscolored soil or sludge is encountered), hard hats, chemically resistant knee length boots, and a tyvek suit (saranex in wet conditions) for the person changing the augers. Ear plugs are recommended. A tyvek suit will be carried to the surface water sampling locations and worn if the samples cannot be collected without getting muddy. D. After reviewing the available file information and after a removal (January 1997) and two reconnaissance trips (3-9-98 and 6-1-98), it is apparent that a combined PA/SI should be conducted and that sampling is needed in order to more fully characterize the groundwater, surface water, and soil exposure pathways. I plan to perform the sampling the week of August I 0, 1998. The subject property was the location of a textile mill from 1965 to 1986, under various owners and operators. The operation involved knitting, dyeing, and finishing of tricot and knit fabrics (acetate, nylon, and polyester). A number of dyes were used in the process and the resulting wastewaters were discharged to an underground pipe, which drained to a pretreatment lagoon near the facility. The lagoon is approximately 0.6 acre in size and had a reported depth of 5 feet. The wastewaters were treated by aeration in the lagoon, for a designed retention time of 3 days, prior to discharge to the City of Oxford sewer system. Earlier this year, the owner of the property hired an environmental firm, Leonhardt Environmental, to close out the lagoon. The consultant analyzed the water and the sludge in the lagoon prior to digging out the sidewall of the lagoon on the north side, releasing the water to the intermittent stream. The property owner and the consultant have been instructed not to remove the lagoon contents or close out the lagoon until further notice. Southeast of the lagoon in an unfenced area is a former drum burial site. The area was discovered in 1994 by Geraghty & Miller, an environmental services firm, while investigating the area surrounding the JFD/Channel Master NPL site, which is located directly north of the Cristex property. In January 1997, EPA conducted a removal action of the drum burial site. Contaminated soil and 137 drums were removed, 25 of which were exhumed and 112 were empty and on the ground surface. The contents of the drums were analyzed and found to contain chlorinated solvents, petroleum products, phenols, and elevated lead. Although the burial site appears to be located on the Cristex property, the owner of the Cristex property does not agree. Adjacent to the lagoon and approximately 150 feet north of the former drum disposal area is a dir, berm approximately 4 feet high and 90 feet long. A magnetometer survey revealed small anomalies. A request has been made to EPA for an exploratory dig of the area to determine if drums may be buried in the berm. Two vertical above ground storage tanks behind (north of) the facility contained #6 fuel oil to fuel the boilers for the facility. The tanks have 20,000 and 30,000 gallon capacities an<l ·apparentiy still contain liquid. In 1993, a spill of approximately 14,000 gallons of the fuel oil was reported to the North Carolina Department of Environment, Health, and Natural Resources.' The fuel oil entered the nearby drainage ditch, which diverted the oil to the abandoned lagoon. Clean-up activities were conducted to collect as much of the oil as possible. During the operation of the facility, it is reported that drums and vats of dyes, chemicals, and oils used in the process were stored on a concrete pad on the cast side of the facility. Runoff from this area is diverted to a drainage ditch that empties into the pretreatment lagoon. Discharge from the rnoftop air pollution control devices (mesh pad mist eliminators on tenter frames), consisting of water and finishing oils, also entered the drainage ditch. A barren area with little or no vegetation has existed cast of the lagoon since at least 1977. The area is approximately 0.5 acre in size and has one to three feet high sidewalls on the north, west, and south sides, as if the area were at one time an old lagoon or a soil borrow area. The east side of the barren area is lower in elevation and is level with the surrounding terrain. This area is marshy and seeps may be emanating from the ground. Mr. Philip H. Vorsatz July 14, 1998 Page 3 • · Since closure of the textile operation in 1986, the owner has rented the building for use as a warehouse and distribution center. A drug store company, CVC, is the current occupant. Groundwater monitoring wells have been installed and sampled on the Cristex property, as part of the investigation of the JFD/Channel Master NPL site. Analysis indicates that groundwater within the vicinity of the former drum disposal area and the barren area contains chlorinated solvents. Some of these chemicals correspond to the chemicals detected in the groundwater at the JFD site; however, it has not been determined whether the contaminants on the Cristex property originated from the Cristex site, the JFD site, or both sites. Sampling locations on the facility property will include the drum storage pad, the drainage ditch, the soil surrounding the above ground storage tanks, subsurface soil and groundwater adjacent to the underground lagoon pipe inlet, the lagoon, the former drur..1 disposal area, and the barren area. Groundwater samples will be collected upgradient and downgradient of the drum disposal area, the barren area, and the lagoon from tempora,f wells and existing monitoring wells. Overland surface water run-off from the source areas flows to the northeast, into an intermittent stream, and to the lagoon, which now empties to the same intermittent stream. Surface water sampling will include three samples within the intermittent stream: downgradient of the lagoon, adjacent to an apartment complex, and upgradient of the P?E; and two samples within the perennial stream, which contains wetlands. Groundwater flow from the Cristex site and the JFD/Channel Master site appears to follow topography and converge along the intermittent stream and flow to the east. Rc:;idents living downgradient of the two sites, along Lewis Street, are all supplied with water from the City of Oxford. The City obtains its water from the Ci'.y of Henderson, located approximately 17 miles northeast of Oxford. Most of the residents located south of Industry Drive, along Lewis Street, are outside of the city limits and utilize well water. One residential well sample will be sampled during the P NS!. The approximate distance from the Cristex property to the homes south of Industry Drive is 1500 - l 700 feet. To: From: Subject: Date: MEMORANDUM File Donna Wilson T Environmental Engineer North Carolina Superfund Section Magnetometer survey Cristex Drum Site Oxford, Granville County June 11, 1998 • On June 1, 1998, Dave Mattison and I conducted a magnetometer survey at the above referenced site. We arrived at the facility at approximately 9:30 and met with Derr Leonhardt of Leonhardt Environmental, consultant for George Christiansen. Mr. Leonhardt stated that the sidewall in the lagoon next to the sewer inlet had been cut out to allow the lagoon to drain. Samples were taken of the surface water and the sludge before the surface water was discharged. He said that the Water Quality Division reviewed the analysis and did not object to the discharge of the water to the tributary to Fishing Creek. He gave me a copy of the analysis. We walked to the former drum site, the barren area, and the lagoon. The lagoon still contains water throughout the bottom, apparently caused by a low permeable layer and/or slope of the bottom of the lagoon away from the sidewall opening. The area is overgrown with briars, brush, and blackberries, which made it very difficult to locate the berm. Beginning at the south end of the berm, we began marking locations with wooden stakes for magnetometer readings. We first placed stakes on the crest of the berm, every five feet, in a straight line, N 20° W, from the south end of the berm to the north end, with the use of a 100 foot tape measure (row c). We placed 20 stakes, which extended 95 feet. Although I had initially estimated the berm length to be approximately 30 feet during the March 1998 reconnaissance, on this day it was not possible to determine the distinct boundaries of the berm due to the thick vegetation, approximately 3 to 5 feet high. The north, south, and east edges of the berm were gradually sloped, but the western edge was more sloped. Each station was numbered from 1 to 20, south to north. We then returned to the south end of the berm and placed stakes perpendicular to the original line, at each station, on 5 foot centers, from station 2 to station 8, with the use of a compass (rows b Memorandum Cristex Drum Site Page 2 • and d). Adjacent points for station 1 were not marked because it did not appear to be part of the berm. We stopped at station 8 because there were not enough wooden stakes to continue. Magnetometer readings were obtained for the 22 marked points. Dave Mattison operated the magnetometer and I recorded the readings. The magnetometer is manufactured by Geometrics and its model number is G816/826A, Serial No. 6527. The magnetometer is worn in straps over the shoulders and the magnet is placed vertical on top of a 4 foot rod. Three readings were taken at each point, so that an average could be obtained. After taking the first 3 readings, it was discovered that the box we had carried to the berm containing some metal objects (hammer, compass, etc.) was close to station I. The box was moved approximately 20 feet away. After completing the readings for stations 1 -8, we returned to stations 1 and 2 and took new readings, to correct for any influence of the objects in the box. At approximately 11 :30, while we were obtaining the readings described above, Derr Leonhardt left the site. Dave Mattison and I removed some of the stakes from stations I - 8 to reuse for additional stations. We then measured and placed wooden stakes for stations 9 -14, again using the compass to place the stakes perpendicular to the center line c. We were not able to place stakes on row d at stations 13 and 14 because the briars and brush were too thick. A new western row, a, was added for those stations, which were on the side slope of the berm. We broke for lunch at 12:15 and returned to the site at 1 :15. Readings were taken for stations 9 and 10 and we observed that the numbers were lower on the eastern side of the berm (row b) in comparison to the readings for the other rows. Readings on row b were measured with the magnet to the left (west) of the instrument for convenience in dealing with the briars on stations 5 -9, while the readings on rows c and d were measured with the magnet to the right (east) of the instrument. We tested one point on station 10 by taking measurements with the magnet in both positions and discovered a gamma difference of 40. All subsequent measurements were consistent with positioning and row b readings from stations 5 -9, which were influenced by the thick briars, were remeasured. Measurements taken on stations I - 4 were not affected. After completing the readings for row b on stations 5 - 9 and the readings for stations 9 -14, some of the stakes were removed and reused on stations 15 -20. On stations 15, 18, 19, and 20, row d was deleted and row a was added because of the Memorandum Cristex Drum Site Page 3 shape of the berm. • After completing all magnetometer readings, Dave Mattison scanned the metal detector in a sweeping motion over the study area. One precise "hit" was found between stations 19 and 20 on the slope of the berm. We could find no visible source at the ground surface. The spot was marked with a wooden stake. No other anomalies were noted on the berm. We also scanned the barren area with the metal detector and found no anomalies. After driving by the Oak Ridge apartment complex and Maple Street, the residential street closest to the surface water point of probable entry, we left Oxford at approximately 3 :45.
