STATUS OF PERMIT:
A Land Clearing and Inert Debris Landfill Notification was recorded with the Iredell County Register of Deeds on July
28, 2016 by Shane and Melody Hildebrand, property owners.
PURPOSE OF SITE VISIT:
Comprehensive inspection
STATUS OF PAST NOTED VIOLATIONS:
1. RESOLVED: 15A NCAC 13B .0566(3) states: `All waste shall be covered with no less than six inches of soil
monthly, or when the working face reaches one acre in size, whichever occurs first. Any soils used for cover at the
site shall meet unrestricted use standards for soils as defined in G.S. 130A-310.65. "
During the inspection conducted on December 9, 2021, facility staff were applying soil cover on the landfill to
completely cover the waste to prevent the combustion of the wood waste. During this inspection most of the
landfill had been stabilized with mulch except for the small working face. Therefore, this violation is considered
resolved.
2. RESOLVED: 15A NCAC 13B .0566(10)(a) states: "Open burning of solid waste is prohibited, unless approval has
been obtained from the Division, the local government, and the Division of Air Quality in accordance with 15A NCAC
02D .1900 prior to any burning activity. "
During the inspection conducted on December 9, 2021, facility staff were actively applying soil to the northeast side
slope ensuring all waste was covered with adequate soil to prevent combustion of the wood waste. During this

inspection most of the landfill had been stabilized with mulch except for the small working face. Therefore, this
violation is considered resolved.
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. This facility is a Land Clearing and Inert Debris landfill for the disposal of land clearing waste, inert debris,
untreated wood, and yard trash requiring a disposal area of less than two areas.
2. Proper signage was observed at the entrance of the facility.
3. Access roads are of all-weather construction and in good condition.
4. Access to the site is secured by a gate to prevent unauthorized access except when an operator is on duty.
5. No surface water was observed ponded around waste.
6. Mr. Hildebrand is in the process of closing the facility.
7. Please continue efforts to comply with the Closure and Post -Closure Care Requirements for LCID Landfills
detailed under 15A NCAC 13B .0567.
