Dear Ms. Douglass:
Cedar Rock Environmental, P.C. (Cedar Rock) is pleased to submit this report describing activities
and results for the in -place abandonment of the onsite UST located at 146 Spring Street in Concord,
North Carolina. The UST abandonment was performed on February 8, 2016. Included in this report
are project documents consisting of a disposal manifest, and photographic documentation. This
report should be kept with other documents pertaining to the residential property.
Soil contamination was detected beneath the UST during a site inspection performed on January 25,
2016. Although the State no longer requires further assessment of the contamination, the State does
require the filing of a Notice of Residual Petroleum (NRP) which will include land use restrictions
prohibiting any disturbance of site soils within a specified radius of the estimated extent of soil
contamination, and prohibit the use or installation of any water supply wells on the property. Once
the NRP has been filed, the Department of Environmental Quality (DEQ) will issue a conditional
No Further Action (NFA) letter to officially close out the petroleum release incident. Upon receipt
that local officials and adjacent property owners have been notified of the release, the DEQ will
reissue the NFA letter with no conditions. Cedar Rock filed the NRP (see attachment) on February
4, 2016 and will complete the Public Notification requirement once the DEQ issues the conditional
NFA letter.

1.0 INTRODUCTION
Cedar Rock Environmental, P.C. (Cedar Rock) was contracted by Joanna Douglass of Concord,
North Carolina to abandon in -place an underground storage tank (UST) located at 146 Spring Street
in Concord, North Carolina. The UST was first inspected on January 25, 2016. A UST was
confirmed to exist centered about 5.5 feet off the northwest foundation wall and approximately 21
feet from the southwest corner of the residence (see Figure 1). The UST was measured to have a
length of approximately 72 inches, a diameter of about 65 inches, and a capacity of approximately
1,000 gallons. Depth to the top of the UST was measured to be about 10 inches below land surface
(bls). Both the fill and vent were intact. The UST was measured to contain approximately 610
gallons of fluid.
Once the location of the UST was determined, a soil boring was performed at the northeastern end
of the UST using a 3.25 inch diameter stainless steel hand auger. The soil boring was advanced to
a depth of about 7.5 feet bls (1.3 feet below the bottom of the UST). The native soils underlying the
UST consisted of a bluish gray silt and exhibited a strong petroleum odor and discoloration, evidence
of significant soil contamination. The incident release was reported to the North Carolina
Department of Environmental Quality on January 26, 2016.
A metal detector was also used to survey the outside perimeter of the residence. No signal response
indicative of another UST was observed. No evidence of petroleum odors or staining was noted
during an inspection of the basement. The observed soil contamination occurs at a depth that is
below the basement floor level. For this reason, it would be unlikely the existing soil contamination
would impact the basement foundation wall in the future.
2.0 PROJECT
The in -place abandonment of the UST was performed on February 8, 2016. The abandonment
consisted of the hand excavation of the soils overlying a section of the UST by hand excavation to
expose the topside of the tank. A hole approximately 1.5 feet in diameter was then cut on the top
of the UST to allow for removal of the tank contents, cleaning and visual inspection of the UST
interior, and subsequent filling. The tank was pressure washed of all petroleum sludge.
Approximately 665 gallons of water and sludge (including rinsate) were removed from the UST.
The disposal manifest for the tank contents is located in Appendix A.
After the interior of the UST was cleaned, the tank was then entirely filled with an excavatable
flowable fill cement slurry. Once filled, the exposed portion of the UST was then covered with site
soils (see Appendix B - Photographic Documentation). Cedar Rock filed a Notice of Residual
Petroleum on February 4, 2016 at the Cabarrus County Register of Deeds Office. Public Notification
will be performed once the DEQ issues the conditional NFA letter.
