Catherine Street P.O. Box 767 Ahoskie, North Carolina 27910 PARTICIPANTS: John College, NCDEQ-DWM-SWS-FOB STATUS OF PERMIT: Notified facility. No permit required. The Yard Waste Notification Renewal Form must be submitted each year to the Department of Waste Management by June 1st. every year. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: Some issues are resolved OBSERVED VIOLATIONS: Pending The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 - John College conducted this inspection unannounced. 02 - Staff has made improvements to the facility, but more is needed. 03 - Stormwater drainage had been worked on, but now standing water is at the ends of the windrows. Need to open drainage waterway to let stormwater leave the site. 15A NCAC 13B .1406 OPERATIONAL REQUIREMENTS FOR SOLID WASTE COMPOST FACILITIES: (3) Stormwater shall be diverted from the operations area. 04 - Waste must not be placed into standing water. 15A NCAC 13B .0103 GENERAL REQUIREMENTS: (e) No person shall dispose or cause the disposal of solid waste in or on waters in a manner that results in solid waste's entering waters or being deposited upon lands of the State. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 4 05 - It appears that leaf and pine straw waste (compost) is being scattered around instead of being placed into a windrow and composted. 06 - Windrows have been made with fire lanes. See above pictures for additional windrows.
