Mid-Atlantic Associates, Inc. (Mid-Atlantic) is submitting this Receptor Survey on behalf of North Hills
Retail Expansion Owner LP for the JC Penney North Hills Redevelopment Area site (Drawing 1)
located at the addresses listed above in Raleigh, North Carolina (subject site). The scope, as
determined in the Brownfields Property Receptor Survey (Attachment A) provided by the
Brownfields Redevelopment Section, defined the following search radii:
Utilities:
o Sanitary Sewer and Storm Sewer - 100 feet
o Septic - 500 feet
o Water Line - 100 feet
o Natural Gas - 100 feet
o Buried Telephone/Cable Main - 100 feet
o Electrical Cable Main - 100 feet
Places of Public Assembly:
o School – 1,000 feet
o Church – 1,000 feet
o Daycare – 1,000 feet
Wells
o Private Water-Supply Wells – 1,500 feet
o Irrigation Wells – 1,500 feet
o Public Wells - 5,280 feet (one mile)

On April 5, 2023, Mid-Atlantic personnel conducted a visual survey of a 1,500-foot radius of the
subject site to identify the possible presence of public assembly areas (i.e. schools, churches,
daycares, etc.), private water-supply and/or irrigation wells, basements, and surface waters. As
shown on Drawing 2, three places of public assembly and various residences were identified within
the search radii. Approximately eleven basements were identified within a 1,000 foot-radius of the
subject site. Additionally, three water-supply wells were identified within a 1,500 foot-radius of the
subject site during the visual survey.
Mid-Atlantic used information available on the Wake County iMaps GIS database to identify locations
of public storm sewer, storm water channels, and sanitary sewer utilities as identified on Drawing 3.
Using information obtained from our visual survey and Wake County iMaps, Mid-Atlantic has
completed the Brownfields Property Receptor Survey form as provided in Attachment A.
