The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – This site is recorded in the Hertford County Register of Deeds Book 708, Pages 99 (7) and 100. Document # 301695. Stamped and signed on December 30, 2008.
02 – Facility has a locking gate for security and there is a V-ditch on the road frontage to prevent access to the facility. 03 – Facility has adequate signage. May want to add ALL information on 1 sign at the gate. 04 – These Notified LCID’s are not transferable. 05 – The NEW LCID RULES and a Copy of the October 06, 2021 letter that was sent to ALL Notified LCID owner/operators and the updated rules were given to Mr. Jim Wiggins during this inspection.
06 – Please take time to review the above rules as they will impact this facility in approximately 2 years. See letter & rules provided for actual timelines and closure process. 07 – There was no non-conforming waste on the LCIDLF today. 08 – The landfill was small and had been covered with earthen material. 09 – Stockpiled earthen materials were on-site for future cover material.
10 – Overall facility looks good. 11 – Digital pictures were taken during this inspection and some are attached to this report.
