PURPOSE OF SITE VISIT: Routine
STATUS OF PAST NOTED VIOLATIONS: During a site inspection on 12/05/2022 septage was observed spilled onto the ground surface and
vegetation within 5 feet of the tanks was grown up obstructing inspection of the tanks in violation of
15A NCAC 13B .0838 (j) and 15A NCAC 13B .0838 (i).
OBSERVED VIOLATIONS:
During a site inspection on 2/10/2023 septage was observed spilled onto the ground surface and to the
exterior surfaces of the detention system.
15A NCAC 13B .0838 (j) Septage shall be transferred to and from a detention system in a manner that
prevents leaks or spills of septage onto the ground surface or exterior surface of the detention system,
including septage in pipes used for transferring waste to and from vehicles.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. An appropriate No Trespassing sign was displayed at the entrance to the site.
2. The tanks were accessible for inspection. The area around the tanks is required to be free of debris
and vegetation to allow for access and inspection for a distance of 5 feet. Parts of some of the
fiberglass coated tanks were falling off preventing a full inspection of these tanks. Old hoses and
vegetation impeded inspection in other areas. The required 5-foot setback must be restored and
maintained.
3. The visible portions of the tanks appeared structurally sound.
4. All septage transferals were not being made in a safe and sanitary manner. At the northern end of
the facility spilled septage was observed on the exterior of the tanks and in the roadway between the
tanks in an area where trucks were loading and unloading septage. Septage was also observed
spilled down the embankment by these tanks in an area where hoses where laying on the ground.
On the western side of the facility grease septage was observed spilled onto the ground surface and
onto the exterior of the detention system where a tank was overfilled. Spilled septage on the
ground and exterior of tanks must be cleaned up and disposed of in accordance with NC septage
rules.
5. Objectional odors were noticeable in the area of the facility. No Vectors were noticed in the area of
the facility.
6. Approved setbacks appear to be met.
7. The access road was passable.
