OBSERVED VIOLATIONS:
During a site visit on 2/25/2022 septage was observed overflowed from a tank onto the ground surface
and exterior of tank in violation of the following septage rules.
15A NCAC 13B .0838 (e) Each detention and treatment facility shall be designed, constructed, and
maintained to: (1) prevent leaks or the flow of septage out of the facility into the seasonally high water
table, onto the ground surface, or into any surface waters;
(j) Septage shall be transferred to and from a detention system in a manner that prevents leaks or spills of
septage onto the ground surface or exterior surface of the detention system, including septage in pipes
used for transferring waste to and from vehicles.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. An appropriate No Trespassing sign was displayed.
2. The tanks were accessible for inspection.
3. The tanks appeared structurally sound.
4. Most Septage transferals appear to have been made in a safe and sanitary manner. Two tanks on the
west side of the facility appeared to have been overflowed onto the ground surface and exterior of
the tank (please see observed violation on page 1 of this report) Please use care when filling tanks to
ensure they are not overfilled. Any spilled septage should be cleaned up and disposed of in
accordance with NC septage rules.
5. No vectors or objectional odors were noticed.
6. Approved setbacks appear to be met
7. The access road was passable.
