(Blue Ridge) has completed a Phase II Environmental Site Assessment (ESA) of the Nelson Oil Bulk Plant (Site) located at 1946 1st Ave SW, Hickory, Catawba County, North Carolina. A Site Vicinity Map is enclosed as Figure 1. The purpose of this Phase II ESA was to evaluate the property for on-site concerns in order to determine the potential impact to the property from potential undocumented releases given the historical usage of the site as a Bulk Fuel Distribution Facility. Background The Site contains Catawba County Parcel Number 279207585918 which is an irregular shaped rectangular parcel containing approximately 1.64 acres of land. The main Site address of 1946 1st Ave SW is located within the City of Hickory and jurisdictional limits. The current status of the Site is an active Bulk Fuel Distribution Facility with various above ground storage tanks (ASTs). No underground storage tanks (USTs) have historically or currently been known to exist at the Site. Approximately seven (7) former ASTs, a fuel loading rack, and associated above ground fuel lines were located along the northern property boundary as shown on Figure 2. The former 10,000-gallon ASTs reportedly contained gasoline, diesel and kerosene for bulk storage and delivery services for many years. Site Characteristics and Physical Setting The natural topography at the Site and surface topography around the Site generally slopes downward overall from west to east across the site. The Site is also situated on a generally west to east trending ridgeline located between Main Avenue to the North and 1st Ave to the South. The Site is located within the Inner Piedmont Belt of the Piedmont Physiographic Province of North Carolina. Specifically, surface geology of the Site and vicinity consists of metamorphic rocks locally described as Mica Schist of Cambrian/Late Paleozoic age. The rocks contain abundant Mica Schist - Garnet, staurolite, kyanite, or sillimanite occur locally; lenses and layers of quartz schist. The Piedmont Province generally consists of well-rounded hills and ridges which are dissected by a well-developed system of draws and streams. The Piedmont Province is predominantly underlain by metamorphic rock (formed by heat, pressure and/or chemical action) and igneous rock (formed directly from molten material) which were initially formed during the Precambrian and Paleozoic eras. The volcanic and sedimentary rocks deposited in the now Piedmont Province during the Precambrian era were altered by metamorphism and were changed to rock types such as gneiss and schist. The more recent Paleozoic era had periods of igneous emplacement, with episodes of regional Phase II Environmental Site Assessment February 28, 2023 Nelson Oil Bulk Plant Page 4 1946 1st Ave SW Hickory, North Carolina 28602 Blue Ridge Project No. 22-6236.1 metamorphism resulting in the majority of the rock types seen today. Information on site geology was obtained from the Geologic Map of North Carolina, dated 1985, published by the North Carolina Geological Survey and related sources. The topography and relief of the Piedmont Province has developed from differential weathering of the igneous and metamorphic rock. Ridges and hills have been developed on the more easily weathered and erodible rock. Because of the continued chemical and physical weathering, the rocks in the Piedmont Province are now generally covered with a mantle of soil that has weathered in place from the parent bedrock. These soils have variable thicknesses and are referred to as residuum or residual soils. The residuum is typically finer grained and has higher clay content near the surface because of the advanced weathering. Similarly, the soils typically become coarser grained with increasing depth because of decreased weathering. As the weathering decreases, the residual soils generally retain the overall appearance, texture, gradation and foliations of the parent rock which is termed saprolite. During Blue Ridge’s limited site reconnaissance, no water bodies were observed on the subject Site. Without performing a hydrogeologic evaluation, the actual direction of groundwater flow at the subject site cannot be fully determined. Based on our site visit and our review of the local topography, the shallow groundwater would be expected to flow east towards a tributary of Frye Creek. Site Assessment Activities Subsurface Utility Locating Prior to drilling activities, Blue Ridge personnel contacted the North Carolina One Call Center and requested that the local public utility services conduct an Electromagnetic (EM) Survey in areas of concern at the Site to determine the orientation and location of underground utilities. At the time of the assessment, all underground utilities appeared to be marked to the Site property boundary. Soil Assessment On December 8, 2022 Blue Ridge utilized a rotary auger drill rig to advance soil borings in five (5) locations (TMW-1/SB-1, TMW-2/SB-2, TMW-3/SB-3, SB-4 and SB-5) at the Site. Blue Ridge personnel screened the soil columns for detectable volatile organic compounds (VOCs) in each soil boring using a photo ionization detector (PID), along with visual and olfactory indicators. A total of five (5) soil samples were collected from the soil boring locations depicted on the attached Figure 2. Soil boring logs are included in Appendix A which detail soil descriptions, sampling depths, depths to groundwater and field screening results. Soil boring TMW-1/SB-1 was advanced east of pump house building; to a termination depth of 35 feet below grade level (bgl). Soils encountered consisted of an approximately Phase II Environmental Site Assessment February 28, 2023 Nelson Oil Bulk Plant Page 5 1946 1st Ave SW Hickory, North Carolina 28602 Blue Ridge Project No. 22-6236.1 0.1-ft top layer of gravel & crush and run underlain by silty clay (fill) to 6 feet bgl; then transitioning to micaceous sand to the termination depth of 35 feet bgl. No detectable VOC concentrations were detected at depths ranging from 5 feet bgl to 25 feet bgl during the field screening of soil boring TMW-1. One soil sample (TMW-1/SB-1 23-25’) was collected from the respective soil boring from 23-25 feet bgl. Soil boring TMW-2/SB-2 was advanced adjacent to the former fuel above ground loading rack area; to a termination depth of 35 feet bgl. Soils encountered consisted of an approximately 0.1-ft top layer of gravel & crush and run underlain by a silty micaceous fine sand to 18 feet bgl; then transitioning to sandy silt to the termination depth of 35 feet bgl. Petroleum odors were noted throughout soil boring SB-2. Detectable VOC concentrations ranged from 7.2 parts per million (ppm) at 5 feet to 870 ppm at a depth of 25 feet bgl during the field screening of soil boring TMW-2/SB-2. One soil sample (TMW- 2/SB-2 23-25’) was collected from the respective soil boring from 23-25 feet bgl. Soil boring TMW-3/SB-3 was advanced adjacent to the former above ground fuel lines and former ASTs; to a termination depth of 35 feet bgl. Soils encountered consisted of an approximately 0.1-ft top layer of gravel & crush and run underlain by a silty clay (fill) and silty sand to 6 feet bgl; then transitioning to sandy silt and silty sand to the termination depth of 35 feet bgl. Detectable VOC concentrations ranged from 1.3 parts per million (ppm) at 5 feet to 1.1 ppm at a depth of 25 feet bgl during the field screening of soil boring TMW-3/SB-3. One soil sample (TMW-3 (23-25’) was collected from the respective soil boring from 23-25 feet bgl. Soil boring SB-4 was advanced near the west end of the former ASTs; to a depth of 10 feet bgl. Soils encountered consisted of an approximately 1-ft top layer of gravel & crush and run underlain by a sandy micaceous silt to the termination depth of 10 feet bgl. No petroleum odors were noted throughout soil boring SB-4. Detectable VOC concentrations ranged from 1.1 ppm at 2.5 feet to 0.6 ppm at a depth of 10 feet bgl during the field screening of soil boring SB-4 at a termination depth of 10 feet bgl. One soil sample (SB- 4 8-10’) was collected from the respective soil boring from 8-10 feet bgl. Soil boring SB-5 was advanced west of TMW-2/SB-2; to a depth of 10 feet bgl. Soils encountered consisted of an approximately 1-ft top layer of gravel & crush and run underlain by a sandy micaceous silt to the termination depth of 10 feet bgl. Petroleum odors were noted throughout soil boring SB-5. Detectable VOC concentrations ranged from 29.3 ppm at 2.5 feet to 846 ppm at a depth of 10 feet bgl during the field screening of soil boring SB-5 at a termination depth of 10 feet bgl during the field screening of soil boring SB-5. One soil sample (SB-5 8-10’) was collected from the respective soil boring from 8-10 feet bgl. The soil samples obtained were placed into appropriate sample containers and labeled with the project name, time and date of collection, and analysis to be performed. The filled sample containers were placed in a cooler containing ice and transported to Pace Phase II Environmental Site Assessment February 28, 2023 Nelson Oil Bulk Plant Page 6 1946 1st Ave SW Hickory, North Carolina 28602 Blue Ridge Project No. 22-6236.1 Analytical Services (Pace) in Huntersville, North Carolina (North Carolina-certified laboratory). A chain-of-custody form was maintained with the samples. The soil samples were submitted and analyzed for VOCs by EPA Method 8260D. The soil laboratory analytical data & chain of custody records is attached as Appendix B and the laboratory analytical results for the soil samples are summarized in Table 1. Groundwater Assessment On December 8, 2022 Blue Ridge utilized a rotary auger drill rig to install three (3) two- inch diameter temporary groundwater monitoring wells (TMW-1/SB-1, TMW-2/SB-2 and TMW-3/SB-3) in the respective locations of the soil borings, as depicted on the attached Figure 2. Each of the temporary groundwater monitoring wells were constructed in the respective locations of soil borings to a depth of 35 feet bgl with ten (10) feet of slotted screen at the bottom. On December 8, 2022, Blue Ridge personnel collected groundwater samples from each of the three (3) temporary monitoring wells (TMW-1/SB-1, TMW-2/SB-2 and TMW-3/SB- 3). Prior to collecting groundwater samples, each well was developed/purged of several well volumes and allowed to equilibrate. After the wells equilibrated, a groundwater sample was collected from each temporary monitoring well using a dedicated polyethylene bailer. The temporary monitoring well construction information with water level data and boring logs are attached as Appendix A. The groundwater samples were placed into appropriate sample containers and labeled with the Site name, time and date of collection, and analysis to be performed. The filled sample containers were placed in a cooler containing ice and transported to Pace Analytical in Huntersville, North Carolina (North Carolina-certified laboratory). A chain-of- custody form was maintained with the samples. The groundwater samples were submitted and analyzed for VOCs by EPA Method 6200B. A copy of the laboratory analytical report is attached as Appendix B and the laboratory analytical results for the groundwater samples are summarized in Table 2. The groundwater laboratory results are discussed below. On December 8, 2022, Blue Ridge personnel measured the depth to the groundwater table (from the top of well casings) for each of the on-site temporary groundwater monitoring wells. On December 8, 2022, the depth to groundwater measurements obtained from the temporary monitoring wells ranged from 28.60 feet below grade level (bgl) at TMW-1/SB-1 to 30.35 feet bgl at TMW-2/SB-2. All of the temporary monitoring wells appeared to be hydraulically connected as part of the same surficial water table aquifer. Without performing a hydrogeologic evaluation, the actual direction of groundwater flow at the subject site cannot be fully determined. Based on our site visit and our review of the local topography, the shallow groundwater would be expected to flow east. Phase II Environmental Site Assessment February 28, 2023 Nelson Oil Bulk Plant Page 7 1946 1st Ave SW Hickory, North Carolina 28602 Blue Ridge Project No. 22-6236.1 The three (3) temporary monitoring wells were abandoned on December 8, 2022 by removing the PVC piping and filling the borings with a bentonite grout slurry to the ground surface. The well casing and water table data are provided in Appendix A which details soil descriptions, sampling depths, depths to groundwater and field screening results. A copy of Blue Ridge’s Quality Assurance/Quality Control Procedures - Drilling and Sampling Field Activities Protocol included as Appendix C. The location of soil borings and temporary monitoring wells are depicted on Figure 2. Laboratory Analytical Results Soil Assessment Blue Ridge collected a total of five (5) soil samples (TMW-1/SB-1 (23-25’), TMW-2/SB-2 (23-25’), TMW-3/SB-3 (23-25’), SB-4 (8-10’) and SB-5 (8-10’)) for laboratory analysis, the locations of which are depicted on Figure 2. A summary of the soil analytical results is presented in Table 1 and on Figure 2. In summary, laboratory analysis revealed two (2) soil samples (TMW-2/SB-2 (23-25’) and SB-5 (8-10’) contained concentrations exceeding the respective North Carolina Department of Environment and Natural Resources (NCDEQ) Soil-to-Water Maximum Soil Contaminant Concentration Level (MSCC). Laboratory analysis of soil sample TMW-2/SB-2 (3-25’) revealed concentrations Ethylbenzene (8.7 mg/kg), Xylenes (70.4 mg/kg), Naphthalene (20.4 mg/kg), Isopropylbenzene (5.2 mg/kg), Ethanol (32.2 mg/kg), n-Butylbenzene (6.7 mg/kg), p- Isopropyltoluene (10.6 mg/kg), 1,3,5 Trimethylbenzene (31.6 mg/kg) and 1,2,4 Trimethylbenzene (80.7 mg/kg) exceeding the respective NCDEQ Soil-to-Water MSCC. Laboratory analysis of soil sample SB-5 (8-10’) revealed a concentration of Naphthalene (1.1 mg/kg) exceeding the regulatory levels of 0.16 mg/kg. In addition, soil sample SB-5 (8-10’) also revealed additional detectable concentrations found to be present below the NCDEQ Soil -to-Water MSCCs. A copy of the laboratory analytical report is attached as Appendix B. Groundwater Assessment Blue Ridge collected a total of three (3) groundwater samples TMW-1/SB-1, TMW-2/SB- 2 and TMW-3/SB-3) for laboratory analysis. A copy of the laboratory analytical report is attached as Appendix B. A summary of the groundwater analytical results is presented in Table 2 and on Figure 2. Phase II Environmental Site Assessment February 28, 2023 Nelson Oil Bulk Plant Page 8 1946 1st Ave SW Hickory, North Carolina 28602 Blue Ridge Project No. 22-6236.1 In summary, detectable concentrations of several of several petroleum constituents found to be present all three (3) groundwater samples (TMW-1/SB-1, TMW-2/SB-2 and TMW- 3/SB-3) collected. The groundwater samples collected from TMW-1/SB-1 and TMW- 2/SB-2 revealed concentrations of Benzene, Naphthalene and Chloromethane at concentrations exceeding the NCAC 2L Groundwater Standard (2L Standard). In addition, the groundwater sample collected from TMW-1/SB-1 also revealed Toluene, Ethylbenzene, Xylenes, MTBE, Isopropylbenzene, n-Propylbenzene, n-Butylbenzene 1,3,5 Trimethylbenzene and 1,2,4 Trimethylbenzene exceeding the 2L Standard. While the groundwater sample collected from TMW-3/SB-3 revealed detectable concentrations of several of several petroleum constituents found to be present, none exceeded the 2L Standard. The reported groundwater concentrations exceeding the 2L Standards during this assessment are listed below and tabulated on Table 2.  Benzene concentrations exceeding the 2L Standard of 1 ug/L in groundwater samples TMW-1/SB-1 (18.8 ug/L) and TMW-2/SB-2 (226 ug/L).  A Toluene concentration exceeding the 2L Standard of 600 ug/L in groundwater sample TMW-2/SB-2 (6,650 ug/L).  An Ethylbenzene concentration exceeding the 2L Standard of 600 ug/L in groundwater sample TMW-2/SB-2 (7,350 ug/L).  A Xylene concentration exceeding the 2L Standard of 500 ug/L in groundwater sample TMW-2/SB-2 (40,500 ug/L).  A MTBE concentration exceeding the 2L Standard of 20 ug/L in groundwater sample TMW-2/SB-2 (132 ug/L).  Naphthalene concentrations exceeding the 2L Standard of 6 ug/L in groundwater sample TMW-1/SB-1 (127 ug/L) and TMW-2/SB-2 (2,790 ug/L).  Chloromethane concentrations exceeding the 2L Standard of 3 ug/L in groundwater sample TMW-1/SB-1 (6.8 ug/L) and TMW-2/SB-2 (< 100 ug/L).  In addition, concentrations of Isopropylbenzene (984 ug/L), n-Propylbenzene (1,8750 ug/L), n-Butylbenzene (503 ug/L), 1,3,5 Trimethylbenzene ( 3,330 ug/L) and 1,2,4 Trimethylbenzene (12,100 ug/L) detected in groundwater sample TMW- 2/SB-2 exceeded the 2L Standards of 70 ug/L, 70ug/L, 70 ug/L, 400 ug/L and 4,000 ug/L respectively.  Detectable concentrations of Toluene (2.5 ug/L), Ethylbenzene (3.6 ug/L), Xylenes (16.7 ug/L), MTBE (1.5 ug/L), Naphthalene (2.1 ug/L), Isopropylbenzene (0.73 ug/L), n-Propylbenzene (1.9 ug/L), n-Butylbenzene (1 ug/L), Chloromethane (1.6 Phase II Environmental Site Assessment February 28, 2023 Nelson Oil Bulk Plant Page 9 1946 1st Ave SW Hickory, North Carolina 28602 Blue Ridge Project No. 22-6236.1 ug/L), 1,3,5 Trimethylbenzene ( 4.4 ug/L) and 1,2,4 Trimethylbenzene (12.9 ug/L) were reported in TMW-3/SB-3, however the reported concentrations did not exceed the 2L Standard.  Of the reported groundwater exceedances, none exceeded the Gross Contaminant Levels (GCLs). Conclusions and Recommendations Conclusions Based on the results of this Phase II ESA, Blue Ridge offers the following conclusions:  Without performing a hydrogeologic evaluation, the actual direction of groundwater flow at the subject site cannot be fully determined. Based on our site visit and our review of the local topography, the shallow groundwater would be expected to flow east  Laboratory analysis revealed two (2) soil samples (TMW-2/SB-2 (23-25’) and SB- 5 (8-10’)) contained concentrations of several compounds exceeding the NCDEQ Soil-to-Water MSCC.  Laboratory results of the groundwater samples (TMW-1 and TMW-2) collected from the temporary wells revealed detectable concentrations of several petroleum constituents exceeding the 2L Standards. Of the reported exceedances, none exceeded the GCLs.  The lateral and vertical extent of the petroleum-contaminated groundwater plume has not been fully defined to date.  The elevated petroleum concentrations detected in the soil and groundwater during the PhII ESA activities appear to be associated with historical usage of the site as a Bulk Fuel Distribution Facility. Phase II Environmental Site Assessment February 28, 2023 Nelson Oil Bulk Plant Page 10 1946 1st Ave SW Hickory, North Carolina 28602 Blue Ridge Project No. 22-6236.1 Recommendations Based on the information obtained during the Phase II ESA activities that revealed soil and groundwater violations/exceedances of the NCDEQ standards, Blue Ridge recommends the following regarding the on-site petroleum contamination:  Based on the results with violations/exceedances, and in accordance with the NCDEQ, UST Section guidelines, Initial Responses for Any Petroleum Release: “The responsible party also must notify the appropriate UST Section regional office of a confirmed petroleum release within 24 hours of discovery by telephone, fax, email, or other means, and provide information as requested on Form UST-62 – 24-Hour Notification of Discharge Form for a non-UST release (https://deq.nc.gov/about/divisions/waste-management/ust/forms) as soon as possible. This information describes the nature, location, and time of the release and a description of any initial response actions.” A completed copy of the UST-62 Form is included as Appendix D.  Upon submittal of the UST-62 24-Hour Notification of Discharge Form to the NCDEQ, and in accordance with the, UST Section guidelines, the owner/responsible party will likely be directed by state statutes to complete a Limited Site Assessment (LSA) – Phase I to evaluate the source of the release, soil and groundwater conditions and to determine the risk that the release(s) poses to human health and the environment. The LSA-Phase I includes the installation of at least one (1) permanent groundwater monitoring well in the source area of the release (TMW-2/SB-2) identified by the Phase II ESA. Soil samples must be collected from various depths of the boring, a groundwater sample collected and analyzed for risk-based parameters. The LSA will also include a receptor survey to identify any potential sensitive environmental receptors within 1,500 feet of the source area, such as water supply wells and water bodies to determine Risk Classification of the Site. The LSA may provide enough information to close the incident to requirements for further assessment or remediation (i.e., issuance of a No Further Action (NFA) letter from the NCDEQ and filing of a Notice of Residual Petroleum (NRP)), or the LSA may result in data that requires additional assessment and/or remediation. Quality Assurance/Quality Control Procedures Drilling and Field Activities Protocol Pre-Drilling Protocol Blue Ridge will contact a commercial utilities location service a minimum of 48 hours (per location service requirements) prior to mobilization of the drill crew to the project site. It will be the responsibility of the utilities location service to locate and delineate (by marking the ground surface), to the extent possible, buried or underground utilities which may be encountered during or impeded by drilling activities. This should include but may not be limited to: electrical power services, private and/or municipal water and sewer services, telecommunication services, natural gas services, and/or other public or municipal utilities. Borehole locations will not be made closer than 36" from surface delineated utilities. If closer proximity to delineated utilities is required, bore hole advancement will be conducted by hand auger boring protocol. Prior to commencement of drilling, the augers, down hole equipment and associated tools will be cleaned in a designated decontamination control area using a steam cleaner or high-pressure washer. Bulk soil material which may remain inside or outside of the augers or tools will be removed. Augers will also be pressure washed between each successive bore hole to remove any soil material from the preceding boring. Before raising the drill rig mast, Blue Ridge drilling personnel will observe over-head conditions for the presence of aerial mounted utilities, tree limbs, canopies, awnings, building overhangs or other structural impedances to normal drill rig operations. Drill Protocol and Techniques Bore holes utilized in sub-surface intrusive investigations will be advanced using a trailer mounted Simco 2400 SK-1 drill rig equipped with 4.5 inch outside diameter solid stem augers or 3.25-inch inner diameter hollow stem augers. Where warranted, shallow boring hole advancement may require utilization of a steel hand auger equipped with a 3" inside diameter barrel. Towels, field meters, sample jars and other equipment will be placed such that they do not come into contact with soil or other materials which may contaminate the sampled soils. Unless specified by the client or by project requirements, soil samples will be collected at approximately 5- foot intervals. Soil samples will be retrieved according to one of two sampling protocols (dependent upon project or client requirements): (1) by split barrel sampling protocol or (2) from bulk soil material retrieved from the solid stem auger following flight advancement. In an effort to reduce cross contamination of samples, soil samples which are to be submitted for chemical analysis will only be handled by the geologist using fresh, manufacturer clean, latex examination gloves. Following retrieval, the soil sample from each interval will be split into roughly equal portions with one portion subjected to field examination and classification by Blue Ridge geologic personnel and the remaining portion placed into a glass sample container to await selection for chemical analysis. Samples which are to be submitted for volatile constituent analysis will be thermally isolated by being placed into the plastic ice chest. After the sample is retrieved from the bore hole and placed into the sample container, the project name, sampling interval, data and time will be noted on the container. Soil Screening and Photoionization Detector Soil samples collected from each sampling interval will be subjected to on site screening by head space analytical method utilizing a Photovac brand portable photoionization detector (PID). Prior to the soil screening, the PID will be calibrated in the field to 98.9 parts per million (ppm) using isobutylene calibration gas per manufacturer's standards. Soil screening will be conducted by placing a spilt portion of each sample collected from the specified sampling interval into a resealable plastic bag. The bag is then placed aside to allow the head space air above the sample to equilibrate. Following the anticipated equilibration interval, the probe of the PID is inserted through the side of the sample bag and the resulting levels of volatile organic vapors recorded. PID levels are recorded in parts per million (ppm) and may be an indication of the relative concentration of volatile organic compounds in the soil. For typical monitoring well construction, the bore hole will be advanced through the vadose zone (over burden soil) into the saturated zone to approximately 10 feet below the water table thereby allowing approximately 10 feet of hydrostatic head within the well. The boring will be converted into a groundwater monitoring well by the emplacement of 2 inch inside diameter schedule 40 PVC pipe (well screen and riser). The well screen will have a manufacturer machine cut 0.010-inch slot width and will be emplaced so the top of the well screen will be located above the anticipated seasonal high-water table. The annular space surrounding the well screen will be backfilled utilizing an FX-2 filter sand (45 to 55 mm grain size) to approximately 2 feet above the top of the well screen. The filter pack will be isolated by the emplacement of approximately 2 feet of bentonite pellets and the bentonite seal will then be hydrated and allowed to seal. Following the bentonite seal hydration, the remaining annular space will be backfilled to the surface grade utilizing a neat Portland Type II cement or similar type grout. Typically, the wells will be completed at grade level inside a traffic rated steel vault and the well sealed, using a water-tight locking pressure cap. Where it is possible, the well vault will be raised above the existing surface grade approximately 1 inch to promote surface water run-off and reduce the potential for standing water above the well head. Monitoring Well Development Blue Ridge will allow an anticipated time interval for the well bore to stabilize following construction. The monitoring well will then be developed by hand bailing utilizing a fresh manufacturer clean polyvinyl bailer. Well development will be conducted until: approximately 5 well volumes of water have been removed, the water is relatively silt and sediment "free", or until essentially dry. Well development should be performed to accomplish the following: 1) To remove silt and sediment which may have entered the well during construction activities. 2) To remove mud cake and "smeared material@ on the bore hole walls from drilling. 3) To seat and grade the filter pack. 4) To promote hydraulic conductivity into the well bore. Monitoring Well Gauging Static water levels within each monitoring well will be measured. Measurements will be made from the top of the casing (riser) and recorded to the nearest 0.01 foot. Blue Ridge will electronically measure for the presence of free product in suspect wells. Measurement will be made from the top of the well casing (riser) and recorded to the nearest 0.01 foot. Monitoring wells will be gauged before performing sample collection events at other times that may be required and warranted. The water level indicator and the oil/water interface probe will be cleaned with a solution of laboratory grade soap (Alconox) and distilled water, rinsed with distilled water, rinsed with methanol alcohol and finally rinsed with deionized water both before the first well is checked and between successive wells. Bailers used to inspect the water surface will also be cleaned between successive wells using a solution of 5% tri-sodium phosphate and water. Groundwater Sampling Whenever possible, prior to conducting the initial sample collection event for any given monitoring well, Blue Ridge will allow for the well to stabilize following monitoring well development. Before conducting each sampling event, an attempt will be made to purge each well of a minimum of three volumes of water or until the well becomes essentially dry. All wells will then be allowed to recharge in part or in whole prior to sampling. Groundwater samples will be collected by Blue Ridge personnel utilizing disposable manufacturer clean polyvinyl bailers equipped with a bottom ball check valve. An inert string will be used to lower the bailer to the water surface. The string will be replaced between successive samples. The sample will be collected by gently lowering the bailer into the water, thereby reducing degasification and/or volatilization of the sample. After the bailer is lowered into the water, the sample will be allowed to stabilize for approximately three seconds, allowing the ball valve to close. Care will be taken not to overfill the bailer, allowing inspection of the water surface upon removal of the bailer from the well. Once the bailer is removed, water samples will be transferred to glass vials in such a manner as to reduce volatilization. To reduce the potential of sample cross contamination, Blue Ridge personnel will don fresh disposable latex examination gloves between each monitoring well sampling point and whenever contact with groundwater is possible. Transportation of Samples to Laboratory Before drilling activities are initiated, a plastic ice chest will be prepared for temporary soil and water sample storage. Preparation will include placing ice packs into the ice chest for thermal isolation in an attempt to preserve sample integrity. The cooler will be pre-chilled using blue ice, ice packs or similar items to provide thermal isolation of the sample materials. The maximum holding time for samples to be tested for volatile organics is 14 days. Therefore, samples will be delivered to the laboratory and analyzed by the laboratory within this time frame. The laboratory has been consulted regarding holding times. If the samples are taken directly to the lab from the drill site, they will be held in the same pre-chilled cooler. When the samples are scheduled to be delivered to the lab, they will be transferred from the refrigerator to a pre-chilled cooler until delivery to the lab has been made. Blue Ridge Chain of Custody Protocol For each set of samples collected from the specified project site, Blue Ridge will enter all samples, containers, and ice chests into standard chain of custody protocol. A chain of custody form will be established for each sampling event a includes the following information: (1) project name and location, (2) sampling personnel, (3) project management personnel, (4) sample identification numbers, (5) sample collection date and time, (6) sample matrix {soil or water}, (7) sample description, (8) preservatives utilized, (9) number of containers, (10) requested parameters, (11) miscellaneous field or laboratory remarks, (12) and transference records. The chain of custody form will accompany the samples through each phase of the delivery process.
