Detailed herein are the installation and sampling of additional downgradient monitoring wells requested by the NCDWM-UST in a February 22, 2023 Notice of Regulatory Requirements (NORR). The site’s location, vicinity, and layout are shown on the enclosed Figures 1, 2, and 3. Terraquest personnel supervised the installation of three groundwater monitoring wells, MW18, MW19, and MW20 on March 28, 2023, at the locations shown on the attached Figure 3. Utilities were first cleared for drilling by East Coast Geophysics, Inc. The wells were installed in a downgradient (south/southwest) direction from monitoring wells MW12 and MW13 as requested by the NCDWM-UST. An NC-licensed driller installed the wells using a Geoprobe 7822DT drilling unit. Following probing of the soil at each location, an NC-licensed geologist logged the retrieved soil for lithology. The wells were subsequently constructed of 25 feet of 2”- diameter, Schedule 40, PVC casing attached to 15 feet of 2”-diameter, Schedule 40, PVC screen with a 0.010” slot size for a total well depth of 40 feet. Well construction is detailed on the enclosed Table 1, on the boring logs, and on the well construction record. Following construction, each new well was developed and purged on March 29, 2023 prior to sample collection by Terraquest personnel wearing a new pair of disposable nitrile gloves. A new, disposable bailer was used for each well to then retrieve a representative aquifer sample that was placed into laboratory-provided containers. Those containers were labeled and packed on ice pending transit to an NC-certified laboratory for analysis of VOCs by EPA Method 6200B. Note that a sample was also collected from nearby water supply well WSW2 on March 29, 2023 and submitted for laboratory analysis following purging. That well was previously inaccessible and could not be sampled the same day as other water supply wells. 4/10/23 Terraquest Environmental Consultants, P.C. The reported concentrations exceed the 2L Standards applicable to this High Risk site. No free product was gauged and no Gross Contamination Level violations were reported by the lab. The water supply well WSW2 sample had no petroleum-type compounds listed at concentrations above the reporting limit. A lone, J-flagged concentration of benzene was listed at 0.271 ug/L. That concentration is below the lab’s reporting limit and less than its corresponding 2L Standard. As requested in the 2/22/23 NORR, free product recovery is currently underway via a Mobile Multi-Phase Extraction (MMPE) event that started at the facility today. Those results will be reported to the NCDWM-UST when available. Terraquest recommends continued corrective action and monitoring for this release incident. The previously approved Corrective Action Design Report (CADR) should be moved toward a Record of Decision so that ongoing remediation can take place. Additional wells may also be required in the downgradient direction as the leading edge of the plume is still not defined. However, recall from the CADR that computer modeling shows that removal of the GCLs will be sufficient to protect sensitive receptors. Please contact me with any questions or concerns you may have.
