The property is currently occupied by NCDOT and used as an equipment maintenance facility (Figure 1). The North Carolina Department of Environmental Quality (DEQ and formerly DENR) incident number for the site is 27696, and it is classified as intermediate-risk due to the presence of free product. No active water supply wells are located within 1,000 feet of the source area (Figure 2). This report documents the results of groundwater sampling performed by H&H in June 2016 and the operation and maintenance (O&M) activities for the period of January 2016 through June 2016. A site map is included as Figure 3. 2 S:\AAA-Master Projects\NC DOT -DOT\DOT-453 Newton\Reports\July 2016 ARMR\July 2016 ARM.doc 2.0 Site History The site is an active NCDOT equipment maintenance facility encompassing approximately 50 acres. Gasoline underground storage tanks (USTs), an oil/water separator and a fuel oil UST were removed previously from the property. Currently, the NCDOT operates one 15,000-gallon gasoline UST and one 15,000-gallon diesel UST on the subject site. In April 2003, NCDOT personnel removed an oil/water separator that received liquids from the adjacent equipment washhouse. During removal of the separator, impacted soils were observed and approximately 175 cubic yards of impacted soils were removed. After the soil excavation, soil impacts remained. NCDOT contracted with H&H to conduct additional soil and groundwater sampling in the vicinity of the former oil/water separator to delineate the extent of these impacts. The extent of impacts associated with the former oil/water separator was delineated, and impacts were reported in the September 2004 Comprehensive Site Assessment (CSA). After detecting gasoline related impacts in groundwater at the former oil/water separator, H&H discussed potential former UST locations with NCDOT personnel. NCDOT personnel identified an area located northeast of the old shop building as previously containing a gasoline UST system that had been removed (Figure 3). In 2003 and 2004, H&H installed soil borings and monitoring wells in and surrounding the area that contained the former gasoline UST system. Soil and groundwater impacts including free product were detected. Soil samples indicate gasoline-type constituents in excess of the Maximum Soil Contaminant Concentrations (MSCCs). Based on the data collected, the horizontal and vertical extent of soil impacts was reasonably well delineated. The data indicate that the soil impacted above soil to groundwater MSCCs cover an area of approximately 16,000 ft2 and extends vertically to the water table (approximately 30 feet below grade). 3 S:\AAA-Master Projects\NC DOT -DOT\DOT-453 Newton\Reports\July 2016 ARMR\July 2016 ARM.doc Groundwater samples were collected in 2003 from site monitoring and recovery wells and submitted for laboratory analyses. VOCs, lead, and VPH were detected above groundwater standards. Benzene was detected in shallow groundwater at concentrations up to 35,000 µg/l, which exceeded the groundwater standard of 1 µg/l and the Gross Contamination Level (GCL) of 5,000 µg/l. Ethylene dibromide (EDB) and 1,2-dichloroethane (DCA) were also detected at concentrations exceeding GCLs. Based on the data collected, the horizontal and vertical extent of groundwater impacts was reasonably well delineated. Based on the presence of free product, Aggressive Fluid Vapor Recovery (AFVR) and Mobile Multi-Phase Extraction (MMPE) events were conducted. Due to the persistence of the free product, NCDOT directed H&H to install an interim soil vapor extraction remediation system (SVE) to remove free product and treat source area soils. The SVE system was installed in 2004 and is still in operation at the site. In March 2008, a free product recovery system utilizing six pneumatic free product only recovery pumps was installed by others to accelerate the removal of free product from the site. The product recovery system was in operation until March 2011 when it was removed because free product was no longer being effectively removed. In March 2011, H&H installed an in-well aeration system (IWS) to assist with removal of the remaining free product. In August 2012, a free product pump was re-installed in MW-6 due to the sustained accumulation of free product in this well. Currently, SVE, and free product recovery from MW- 6 are taking place on the site. In a Notice of Regulatory Requirements letter dated February 15, 2013, DEQ requested sampling of site monitoring wells MW-1, MW-1D, MW-3, MW-5, MW-9, MW-14 through MW-19, MW- 21, MW-22 and MW-25 through MW-29 on a semi-annual basis. This sampling schedule was starting June 2013 and followed through December 2015. Following a January 26, 2016 meeting attended by DEQ, NCDOT and H&H, DEQ approved in a February 18, 2016 Acknowledgement of Report Receipt letter the removal of monitoring wells MW-1, MW-1D, MW-5, MW-9, MW-15 through MW-18, MW-22 and MW-28 from the required sampling schedule. 4 S:\AAA-Master Projects\NC DOT -DOT\DOT-453 Newton\Reports\July 2016 ARMR\July 2016 ARM.doc During the same DEQ meeting, it was decided that perimeter monitoring wells MW-7, MW-8, MW-20, MW-23, MW-24, MW-30, MW-31, MW-32 and recovery well RW-11 (located outside the source area) would be permanently abandoned. In addition, DEQ approved a 96-hour MMPE event (following remediation well scrubbing) that would be performed to address source area free product in the vicinity of MW-6. H&H performed the proposed well abandonments and well cleaning on July 14 and 15, 2016, and the 96 hour MMPE event during the week of July 18, 2016. Results of the above activities will be reported in the January 2017 Active Remediation Monitoring Report. 5 S:\AAA-Master Projects\NC DOT -DOT\DOT-453 Newton\Reports\July 2016 ARMR\July 2016 ARM.doc 3.0 Summary of Potential Receptor Information 3.1 Water Supply Wells No active water supply wells are located within 1,000 feet of the source area. WSW-1, located within 250 feet of the source area, was abandoned permanently on October 10, 2005. WSW-2, located on the subject site approximately 670 feet from the source area, is out of service; permanently sealed with a welded cap; and buried below grade. WSW-16, located approximately 600 feet from the source area at the Department of Corrections facility at 1347 Prison Camp Road, is out of service and permanently sealed with a four-inch thick concrete pad. WSW-5 is approximately 1,065 feet from the source area. Therefore, no water supply wells are located within 1,000 feet of the source area. Based on this information, the site was downgraded in 2008 from a high risk to an intermediate risk site. The locations of the former supply wells are shown on Figure 2. 3.2 Surface Water The closest surface water feature to the subject property is Bills Branch. Bills Branch is located to the north and west of the subject site. The closest point of Bills Branch to the source area is approximately 2,000 ft to the north (Figure 1). Bills Branch discharges to Clark Creek approximately 7,500 ft southwest of the source area. 6 S:\AAA-Master Projects\NC DOT -DOT\DOT-453 Newton\Reports\July 2016 ARMR\July 2016 ARM.doc 4.0 Groundwater Sampling 4.1 Water Levels and Free Product On June 9, 2016, H&H personnel shut down the soil and groundwater remediation systems and removed the free product recovery pump following an O&M visit in preparation for groundwater gauging and sampling. On June 14, 2016, H&H gauged water levels in the site monitoring wells. Monitoring well gauging and top of casing (TOC) data is included in Table 1. A shallow groundwater potentiometric map, along with estimated water table elevations, is shown on Figure 4. Based on the June 2016 groundwater gauging event and generally consistent with prior data sets, the groundwater flow direction is generally to the northwest. Free product (0.17 ft) was detected in source area monitoring well MW-6 (a product pumping well). Free product was also detected in recovery well RW-2 (0.13 ft) during the June 14, 2016 gauging event. The estimated and inferred extent of the free product plume, considering recovery well data and other relatively recent free product measurements, is shown on Figure 5. 4.2 Monitoring Well Analytical Data In a DEQ Acknowledgement of Report Receipt letter dated February 18, 2016, NCDOT was given permission to remove previously sampled wells MW-1, MW-1D, MW-5, MW-9, MW-15 through MW-18, MW-22 and MW-28 from the semi-annual sampling schedule. As a result, monitoring wells MW-3, MW-14, MW-19, MW-21, MW-25 through MW-27 and MW-29 were sampled on June 14, 2016. Prior to sampling, dissolved oxygen readings were obtained, and the monitoring wells were purged until pH, temperature, and conductivity stabilized. Groundwater samples were then collected using dedicated polyethylene bailers, poured in laboratory-supplied containers, marked with identifying labels, and placed in an iced cooler for shipment under chain-of-custody to a certified laboratory for analysis. Groundwater samples were analyzed for volatile organic compounds (VOCs) by Standard Method 6200B. 7 S:\AAA-Master Projects\NC DOT -DOT\DOT-453 Newton\Reports\July 2016 ARMR\July 2016 ARM.doc Petroleum-related impacts were detected above NC 2L groundwater standards in monitoring wells MW-3, MW-14, MW-21, MW-25, and MW-29 (Table 2). Petroleum impacted groundwater extends from the former UST basin primarily to the west, but also slightly to the north. The highest concentrations were detected in monitoring well MW-3, which is located downgradient of the source area. Benzene was detected in MW-3 at a concentration of 1,230 µg/l. No petroleum-related impacts were previously detected in well MW-1D, a Type-III vertical extent monitoring well. Based on the multiple sampling events showing no impacts in this deeper well, it was removed from the current sampling schedule. No VOCs were detected above Gross Contamination Levels (GCLs) in the wells sampled during the June 2016 sampling event, although free product was present in one site monitoring and one recovery well during the semi- annual sampling event. Isoconcentration maps of BTEX, benzene, xylenes and MTBE in shallow monitoring wells are included as Figures 6 through 9, respectively. The plume maps indicate that impacted groundwater is delineated and limited to an area within the subject property boundaries. Groundwater sampling results are summarized in Table 2 and Appendix A. Select historical groundwater sampling results obtained by H&H and others are also provided in Table 2 for comparison. To evaluate further groundwater conditions at the site, H&H collected dissolved oxygen (DO) and other geochemical parameters in each monitoring well (Table 3). DO is used by microbes as an electron acceptor in the biodegradation of petroleum hydrocarbons. Biodegradation of petroleum compounds most efficiently occurs under aerobic conditions (DO concentrations greater than 1 mg/l), but can also occur under anaerobic conditions (DO concentrations less than 1 mg/l). During the June 2016 groundwater sampling event, DO in the shallow monitoring wells ranged from 0.19 mg/l (monitoring well MW-11) to 8.65 mg/l (MW-1). Generally, lower DO concentrations were observed in source area and impacted wells as compared to non-impacted wells. These data suggest aerobic biodegradation is occurring in the plume. A summary of DO concentrations collected during the June 2016 sampling event is provided in Table 3. 8 S:\AAA-Master Projects\NC DOT -DOT\DOT-453 Newton\Reports\July 2016 ARMR\July 2016 ARM.doc 4.3 Groundwater Concentration Trends Comparing June 2016 groundwater sampling results to December 2015 sampling results, target compound concentrations continue to decrease in general (Table 2). Benzene concentrations in near source area monitoring well MW-14 decreased from 409 µg/l in December 2015 to 143 µg/l in June 2016. Benzene impacts also decreased in MW-21 (324 µg/l to 144 µg/l), and MW-25 (197 µg/l to 183 µg/l). Benzene concentrations increased slightly in MW-3 from 1,120 µg/l in December 2015 to 1,230 µg/l in June 2016. In general, petroleum related VOC concentrations have decreased since 2007. On January 13, 2014, H&H utilized a Trimble 6000 XT Global Positioning System (GPS) unit with sub-meter accuracy to determine the coordinates of each site monitoring well. GPS coordinates for each monitoring well are provided in Table 1. 9 S:\AAA-Master Projects\NC DOT -DOT\DOT-453 Newton\Reports\July 2016 ARMR\July 2016 ARM.doc 5.0 Remediation System Operation and Performance 5.1 Soil Vapor Extraction / In-Well Aeration System H&H monitors the performance of the SVE/IWS system by conducting monthly O&M visits. The SVE system utilizes a 4 hp Gast regenerative blower and extracts soil gas from monitoring wells and recovery wells in the vicinity of the former UST basin (Figure 10). The SVE system operational status, number of hours of operation, inlet vacuum, airflow, and off-gas PID readings are recorded during each site visit (Table 4). During the period, the SVE system ran without incident although the IWS was off during the April 2016 site visit due to an air compressor shutdown. The air compressor was restarted at that time and operated until June 9, 2016, when the SVE and IWS systems were shut down prior to the June 14, 2016 semi-annual groundwater sampling event. Currently, IWS is being performed on select wells in the eastern and western remediation fields. The compressor is capable of producing sufficient airflow for approximately five IWS wells at a time. The current wells with IWS operating are MW-13, RW-2, RW-5, RW- 6, and RW-12 (Figure 10). IWS system checks included review of operational status, air compressor condition, air injection pressures, and select well gauging to monitor the performance of the IWS/SVE system in the removal of free product from the site (Tables 4, 5 and 6). As requested by DEQ in an Acknowledgement of Report letter dated November 11, 2011, monitoring wells MW-15 and MW-16 were gauged during each monthly O&M visit for the presence of free product that may have been mobilized by the IWS system. Due to a NCDOT site funding delay, site visits were not performed during the months of March and April 2016. No free product has been detected in either MW-15 or MW-16 to date. An O&M log sheet is completed during each site visit and kept in a bound folder. Remediation system operational logs are provided in Appendix B. Off-gas samples are collected from the SVE exhaust on a semi-annual basis for laboratory analysis using EPA Method TO-3 to determine estimated off-gas removal rates (Tables 7 and 8). Using the air sample data collected on June 9, 2016 as an average value for the period, approximately 74 lbs of Total Recoverable Petroleum Hydrocarbons (TRPH) were removed during the 192 days of operation from December 1, 2015 to June 9, 2016. Please note that the units of ppmv in the laboratory report were converted to mg/m3 for calculations. 5.2 Free Product Recovery System The free product recovery pump installed in MW-6 consists of a 55-gallon product recovery tank, which is grounded and equipped with a high level shut-off switch and galvanized steel vent pipe. Air line is run from a QED C-100 controller inside the remediation building to MW-6 to provide air for the pneumatic product recovery pump. A product return line is installed within a protective 2” PVC secondary containment chase from MW-6 to the product recovery tank (Figure 11). A product only recovery pump (QED model SPG2 AutoGenieTM) is utilized for product recovery. The product recovery pump in MW-6 was started on August 31, 2012. Product recovery well MW-6 was plumbed so that SVE can take place simultaneous with free product recovery pumping. The vacuum applied to MW-6 by the SVE system should accelerate product migration to the recovery well, potentially increasing product recovery. The IWS system is currently operating on MW-11, RW-2, RW-4, RW-8 and RW-12 using a separate QED C-100 controller. Since start-up of the product recovery pump on August 31, 2012, approximately 31.3 gallons of free product have been recovered from MW-6 (Table 9). The pump in MW-6 is pulled periodically to confirm it is set correctly and there are no mechanical issues. On November 24, 2015, NCDOT personnel shut down the air compressor due to excessive noise from the unit. On December 1, 2016, H&H performed the first monthly O&M visit of the period and replaced a slipping belt on the air compressor. H&H then restarted the compressor and recovery pump. The recovery pump ran without issue during January and February 2016, but was not operating when H&H personnel arrived to perform the May 2016 O&M visit. When the air compressor was restarted, the pump was not operational and had to be pulled and cleaned before it would operate as designed. The pump ran without issue until it was shut down and removed from MW-6 on June 9, 2016, prior to the June 14, 2016 groundwater sampling event. The skimmer pump was reinstalled in MW-6 and restarted on June 14, 2016 following the semi-annual groundwater sampling event and is currently operating as designed. 11 S:\AAA-Master Projects\NC DOT -DOT\DOT-453 Newton\Reports\July 2016 ARMR\July 2016 ARM.doc 6.0 Conclusions and Recommendations Gasoline related impacts including free product are present at the NCDOT maintenance facility in Newton due to a former UST system release. The NCDOT maintenance facility ranks as an intermediate risk site based on the presence of free product. During the June 2016 groundwater sampling event, petroleum related impacts were detected above groundwater standards in monitoring wells MW-3, MW-14, MW-21, MW-25, and MW- 29. Free product remains in and near source area monitoring well MW-6. Petroleum impacted groundwater extends from the former UST basin primarily to the west. The highest benzene concentration was detected in monitoring well MW-3, which is located downgradient of the source area. Benzene was detected in MW-3 at a concentration of 1,230 µg/l in June 2016. Overall, petroleum VOC concentrations have decreased since 2007. June 2016 sampling results indicate the groundwater plume is not migrating, and is located within the NCDOT property boundaries. Based on the removal of an estimated 74 lbs of TRPH by the combination SVE/IWS over the past 192 days, the recovery of approximately 31.3 gallons of free product since 2012 utilizing the recovery pump installed in MW-6, and the decrease in the number of monitor wells containing free product and remaining product thickness, H&H believes the remediation system is operating as designed. The next semi-annual sampling event is scheduled to take place in December 2016 and an Active Remediation Monitoring Report will be prepared in January 2017.
