The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. As per rule 15A NCAC 13B .0563 (6), notified LCID landfills will need to be properly closed or obtain a
permit from the Division of Waste Management prior to January 1, 2026. It is recommended that Warren
County determine whether it plans to pursue a permit or properly close the notified land clearing and inert debris
(LCID) landfill. Please contact Donna Wilson, Section Permitting Engineer, at donna.wilson(&ncdenr.gov to
obtain information regarding a permit or proper closure.
2. The facility is a notified LCID landfill. The disposal area for the notified LCID landfill shall remain under two
(2) acres.
3. The facility is located on the same property as the Warren County Closed MSWLF (9301-MSWLF1982) and
Transfer Station (9302T-TRANSFER-1995). The property is secured by a locking gate when it is not open for
operation.
4. The facility accepts waste Monday through Friday from 0700 to 1600.
5. Some asphalt shingles were observed near the base of the working face. Ms. Thompson notified the on -site
attendant of the unacceptable waste. After notification, the attendant went to the LCID to remove the unacceptable
wastes. Ensure that the unacceptable wastes are removed from the working face prior to covering.
6. The LCID area had been graded to shed surface water.
7. Cover soil has been staged at the top of the LCID.
8. Photographs were taken during the course of this inspection.
