PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility is fenced and is secured by a locking gate when it is not open for operation. The correct signage is at the entrance of the facility listing the facility name, permit number, and emergency contact information as well as material accepted at the facility. 3. The facility accepts waste Monday through Friday 0530 to 0700 for private operators, Monday through Friday 0730 to 1630 for the public, and Saturday 0730 to 1200. 4. The condition of the tipping floor is consistent with daily operations. Some wear was observed near the edge of the transfer trailer loading bay. Continue to monitor and repair the tipping floor as needed. 5. The waste observed on top of the push wall was consistent with daily operations. Ensure that the waste on top of the push walls is removed and properly disposed of at the end of the operating day. 6. A hole was observed in the northern sidewall of the transfer station. It is recommended that the hole be repaired so that waste does not leave the transfer station building. 7. A large amount of waste was observed within the transfer trailer loading bay. During the inspection, an attendant utilized a rake to remove the excess waste from the transfer trailer loading bay ledge. The attendant would then utilize equipment to remove the waste and take it to the tipping floor. Ensure that the waste is removed from the transfer trailer loading bay as needed throughout the day and at the end of the operating day. 8. Windblown waste was actively being picked up during this inspection; however, a large amount was observed in the riprap and throughout the facility. Ensure that the windblown waste is picked up prior to the end of the operating day. 9. A hole was observed in the floor of one of the full trailers. No leachate was observed to be leaking from the hole. It is recommended that the trailers be inspected for defects prior to filling with waste to help minimize possible leachate releases. 10.
