Previous site was a 2 Acre Notification July 2016 (N1092); Emergency Approval for One acre expansion, (Total 3 Acre LCID) on 10/18/2018; March 17, 2022 - Permit to Construct 7803-LCID-2022 4 Acre expansion; Permit to Operate current 3 Acre LCID. December 13, 2022 - Permit to Construct 7803-LCID-2022 4 Acre expansion; Permit to Operate current 3 Acre LCID (this was reissued to address wording and some issues with 3/17/2022 PTC/PTO.) PURPOSE OF SITE VISIT: Comprehensive Inspection – Follow Up STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The purpose of this visit was to do a follow-up inspection of the Robeson County Landfills. An operator was
onsite during the inspection visit. This previous NLCID had been approved for an additional One (1) acre of LF added to the Two (2) acre, total of Three (3) acres, notification on October 18, 2018, by the Section, due to increase demand from recent hurricanes. A PTC/PTO was issued on 3/17/2022 for continued operations in the current 3-acre section and to allow for construction of the additional 4-acre section. Construction has not begun on these additional acres. A preoperational inspection will be needed, along with other conditions met, before operations can begin in the new 4-acre section once constructed. Discussion onsite was that expansion construction is expected in a couple months and would be done by outside contractors. 2. Signage still needs to be updated to reflect new rules and permits. The onsite discussion was that the signs have all been ordered to reflect new changes and the County is waiting for the contractor to finish them. Previous recommendations were as follows: “The signage needs to be updated for new permit conditions for other
facilities as well. The main sign can be altered to fit all, but to minimize confusion it is suggested to add a sign at
the entrance for each operation at the landfill facility to reflect the required information. If updating the current main entrance signage, it should have the types of waste accepted, phone numbers, including afterhours
emergency number, and the types of waste that shall not be accepted at the C&DLF unit and the MSWLF, such as liquid waste, hazardous waste. This may be confusing and cause issues with the public if all put onto one sign, so be mindful and indicate the distinction of each site and its proper waste acceptance. County has additional signs
but cumulatively doesn’t meet all rules.” LCID - 15A NCAC 13B .0566 (14) - A sign shall be posted at the site entrance showing the site contact's name and phone number, the permit number, emergency contact information, and the waste types accepted for disposal at the site. CDLF - 15A NCAC 13B .0542 (j)(5) - Signs providing information on disposal procedures, the hours during which the site is open for public use, the permit number, and any information specified in the permit conditions to be included on the sign shall be posted at the site entrance. (6) - Signs shall be posted stating the types of waste that shall not be accepted at the C&DLF unit, such as liquid waste, hazardous waste, and municipal solid waste. MSWLF - 15A NCAC 13B .1626 (6) (e) - Signs providing information on disposal procedures, the hours during which the site is open for public use, the permit number, and any information specified in the permit conditions to be included on the sign shall be posted at the site entrance. (f) - Signs shall be posted stating the types of waste that shall not be accepted at the MSWLF unit, such as hazardous waste or liquid waste.

Main entrance signage (photo taken last inspection). 3. The LCID had good cover upon inspection. No unapproved waste was visible during inspection. Good job. Working face was approximately ½ an acre or less. Slopes were 3:1 or less. Waste that was beyond EOW has
been removed back from buffer area inside the LCID. Good job.

4. EOW markers needed to be replaced along the western side of the LCID, between the EOW and the access road. Since the last inspection they have been replaced. Good job. Access roads were of all-weather construction and went around almost the entire perimeter. Mulch has been used for erosion control, slope stabilization and to encourage vegetation as a top dressing. The onsite discussion was that a contractor has been hired to hydro seed many areas on all landfills onsite, including the LCID. Be sure to keep mulch limited to three inches thickness maximum, and ensure no waste or silt erodes to outside the waste footprint. Some
areas were a little thick with mulch, so be sure and spread out accordingly. Please remember, mulch cannot replace soil as a cover and soil cover requirements must meet unrestricted use standards. Any areas that will have no waste or areas which are not going to receive waste in the next 3 months, should have the proper soil cover and be stabilized with vegetative ground cover according to rule. 15A NCAC 13B .0566 (3) All waste shall be covered with no less than six inches of soil monthly, or when the working face reaches one acre in size, whichever occurs first. Any soils used for cover at the site shall meet unrestricted use standards for soils as defined in G.S. 130A-310.65. (4) Areas that will not have additional wastes placed on them for three months or more, but where final termination of disposal operations has not occurred, shall be covered with no less than one foot of soil cover sloped to direct the flow of surface water from the landfill, and stabilized with vegetative ground cover or other stabilizing material. The Division may require further action to correct any condition that the Division determines may be injurious to the public health, or a nuisance to the community. (5) erosion control measures, structures, or devices shall be utilized to prevent silt from leaving the site and to prevent on-site erosion and shall comply with 15A NCAC 04.

View of working face from SW corner of LCID. 5. As a reminder, any changes to the facility or operations plan should be submitted to Section permitting for approval before they are enacted. 6. Corrective measures are necessary as result of this inspection. A follow up inspection will be conducted
by Solid Waste Section Staff in about 30 days from the inspection sent date.
