Dear Mr. Beane:
On January 10, 2023, Ms. Amanda Thompson, representing the State of North Carolina, Division of Waste
Management Solid Waste Section (Section) inspected the above referenced facility. At the time of the inspection,
Section staff observed leachate leaking from two trailers to the north of the transfer station building. The
leachate-stained soils were observed following the natural drainage across the dirt roadway to the drainage ditch
north of the transfer station building. A sampling plan was submitted to the Section on January 20, 2023 and
approved on January 25, 2023. The leachate and potentially impacted soils were removed from the area to the
north of the transfer station. Soil samples were collected on February 6, 2023, and submitted to a laboratory for
analysis. Based on the analytical data, Harnett County's Engineer concluded that Harnett County had adequately
addressed the area of impact and recommended no further action. The Section concurred with this assessment
on March 21, 2023. On April 4, 2023, Ms. Thompson conducted a follow-up inspection to confirm the removal
of leachate.
This letter serves to confirm that the requirements of the Notice of Violation dated January 12, 2023have been
