A Site Map (Figure 2) and a Soil Sample Locations Map (Figure 3) are included in Appendix I. The Yadkin County Solid Waste Transfer Facility serves as an acceptance facility for bagged trash, recyclables, construction and demolition debris, yard waste, metal, tires, electronics, and motor oil for residents and businesses of Yadkin County. Based upon the Yadkin County GIS topographic data reviewed, the area in the vicinity of the AST slopes downward to the east (see Figure 1, Appendix I). A Facility Compliance Inspection of the Yadkin County Solid Waste Facility (Facility) performed by the North Carolina Department of Environmental Quality (NCDEQ) on August 26, 2022, identified evidence of oil escaping from the containment pad of a waste oil above ground storage tank, as indicated by an area of stained soil approximately 3 feet by 9 feet in dimensions. A Notice of Regulatory Requirements from the NCDEQ, dated September 20, 2022, was issued in response to the observation of petroleum staining at the above ground storage tank at the Yadkin County Solid Waste Transfer Station. The NCDEQ requested an Initial Assessment Report be prepared in accordance with the UST Section Guidelines for the Investigation and Remediation of Contamination from Non-UST Petroleum Releases. AST information is provided below in Table 1.1. Table 1.1. Initial Abatement Action Report Yadkin County Solid Waste Transfer Facility Yadkinville, North Carolina S&ME Project No. 22580534 January 27, 2022 2 5.0 Initial Response and Abatement Action 5.1 Soil Excavation On December 5, 2022, S&ME observed and documented the over excavation of stained soils observed at the ground surface in the vicinity of the suspect petroleum impacted soil. The excavation activities were conducted by Buckeye Elm Contracting. During the soil excavation activities, S&ME monitored the excavated soils for evidence of petroleum impacts by observing for staining and odors. The surface-stained soils excavation was deemed completed when field observations provided no indications of suspect petroleum impacts remaining in the soil. Approximately 1-1.5 feet of topsoil was underlain by approximately 0.5-1 feet of coarse gravel underlain by a layer of woven fabric. Petroleum impacted soil was not observed under the woven fabric barrier at approximately 2-2.5 feet below ground level. Petroleum odors and staining were observed within the gravel that was overlaying the layer of woven fabric at the limits of the excavation on all sides.. Staining and odors were not observed within the topsoil overlaying the gravel on all sides of the limits of the excavation. The surface-stained soil excavation measured approximately 7 feet by 15 feet by 2.5 feet deep. Approximately 10 cubic yards of petroleum-impacted soils were excavated, stockpiled on-site on plastic, and covered with plastic for temporary storage. The excavation was backfilled with clean soil from on-site, strawed and seeded. Buckeye-Elm completed a soil profile for disposal, and on January 3, 2023, 14.23 tons of suspect petroleum impacted soil was transported to EVO Corporation, a permitted disposal facility in Winston Salem, North Carolina. Copies of the Non-Hazardous Materials manifests are included in Appendix IV. 5.2 Soil Sampling and Laboratory Analysis S&ME collected one soil sample (SS-C) from the excavated soil on December 5, 2022 for characterization purposes. The soil sample was collected from the backhoe operated by Buckeye Elm Contracting. The soil sample was transferred to laboratory-prepared containers by hand using nitrile gloves. The containers were labeled and stored on ice in a cooler. S&ME collected one soil sample (SS-B) from directly below the floor of the excavation for laboratory analysis on December 5, 2022. Soil sample locations are shown on Figure 3. Soil samples were collected with a backhoe operated by Buckeye Elm Contracting. The soil samples were transferred to laboratory-prepared containers by hand using nitrile gloves. The containers were labeled and stored on ice in a cooler. The cooler was delivered to Eurofins analytical laboratory, a North Carolina-certified laboratory, by courier under chain-of-custody procedures on December 6, 2022. Soil sample SS-C was analyzed in the laboratory for volatile organic compounds (VOCs) by the 8260 method, semi-volatile organic compounds (SVOCs) by the 8270 method, and for Resource Recovery and Conservation Act (RCRA) eight metals by the Toxic Characteristic Leaching Procedure (TCLP) method. Initial Abatement Action Report Yadkin County Solid Waste Transfer Facility Yadkinville, North Carolina S&ME Project No. 22580534 January 27, 2022 3 Soil sample SS-B was analyzed in the laboratory total petroleum hydrocarbons (TPH) gasoline range organics (GRO) and TPH diesel range organics (DRO). Table 1 in Appendix II summarizes the results of laboratory analyses performed on the soil samples collected from the soil excavation. A copy of the laboratory analytical report and chain-of-custody is included in Appendix V. Analytical results for the soil sample collected from the petroleum impacted soil indicate no target analytes were reported at concentrations greater than North Carolina Department of Environmental Quality (NCDEQ) soil- to-water Maximum Soil Contaminant Concentrations (MSCCs). Analytical results for the soil sample collected at the base of the excavation were reported at concentrations less than the NCDEQ TPH-GRO and TPH-DRO actions levels of 50 mg/kg and 100 mg/kg respectively. 6.0 Conclusions and Recommendations On December 5, 2022, S&ME observed the excavation of the surface-stained soils east of the used oil AST. The surface-stained soil excavation measured approximately 7 feet by 15 feet by 2.5 feet deep. Analytical results for the soil samples obtained at the base of the surface-stained soil excavation indicated TPH- GRO and TPH-DRO concentrations are less than the NCDEQ action limits of 50 mg/kg and 100 mg/kg respectively. Based on the soil excavation activities conducted and analytical results for the over-excavation soil sample, it is S&ME’s opinion that NCDEQ may consider closure of this incident.
