(S&ME) appreciates the opportunity to perform environmental services for the subject Claxton Elementary School project located in Greensboro, North Carolina. This letter report document closure of the former heating oil tank closed by removal from the subject property.  Background Samet Corporation (Samet) provided closure by removal of one 10,000-gallon heating oil underground storage tank (UST) installed adjacent to the main building on campus. The Claxton Elementary School buildings are currently under demolition. The subject 10,000-gallon heating oil UST is considered a Commercial UST since it is greater than 1,100-gallons in capacity, and the tank is a non-regulated UST since it was used to store heating oil for consumptive use on the property. In accordance with North Carolina Department of Environmental Quality (NCDEQ) UST regulations, collection and analysis of soil samples is not required at the time of tank permanent closure, if there is no evidence of a release.  Scope of Services S&ME submitted the attached NCDEQ Notice of Intent: UST Permanent Closure or Change-In-Service form (UST-3) to the NCDEQ, dated November 9, 2022. Field Services S&ME representative Lyndal Butler observed and photograph the UST during removal by William Fulp Wrecker Service Inc. And Hazmat Clean-up on November 22, 2022. The depth to the top of the tank was approximately four feet below ground. The tank was 10 feet in diameter and 17 feet in length. The tank exhibited corrosion and surface pitting, but no perforations were observed. The fill port was located near the east end of the tank. Two product lines extended from the west end of the tank to the building. Fulp Towing & Environmental Guilford County Dept of Health- Jordan Larew HICAPS- Avery Owens 8:45- Pack, HASP and mobilize to site. 9:30- Arrived on-site and met Mr. Satchell, but left site due to delay in contractor arrival. 10:30- Returned to site, completed safety meeting with Mr. Satchell, met Fulp crew, and photographed the site. Fulp dry iced the tank and off-loaded equipment. 11:00- Called Jordan Larew, Fire Marshall scheduled to arrive at 1:00. Fulp uncovered the tank, and the fill port was at the east end of the tank. Top of the tank is approximately 4 feet below ground surface and the tank diameter is 10 feet. No visual or olfactory indications of a release was observed in soil excavated from the fill port. Measured fill port location with GPS unit. 12:30- Jordan Larew arrived. Fulp excavated soil from north and east sides of the tank. 12:50- Avery Owens and Fire Marshall representative Brad Brawley arrived. LEL reading was 0%. 13:30- Tank rolled to north side of excavation. Tank is approximately 17 feet in length. No visual or olfactory indications of a release were observed beneath the tank location or in excavated soil. 0.25 hour- off-site 14:15- Tank was removed from excavation and loaded for transport with a wrecker. Two soil samples collected with the excavator bucket from the east and west ends beneath the former tank location were placed into sealable plastic bags and allowed to equilibrate prior to measuring headspace volatile organic vapor concentrations with a photo- ionization detector (PID) in parts per million (ppm). 14:40- T1: east end- 1 ppm; no fuel odor. 14:45: T2: west end- <1 ppm; no fuel odor. Product line not accessible until soil stockpile is moved. Fulp used stockpiled soil and off-site soil delivered to site to backfill the tank excavation. Tank exhibited surface corrosion and pitting, but no perforations were observed. Tank and excavation photographs were collected, and west end of tank was recorded with GPS. 15:00- Left site and will return to sample product line. 16:50- Returned to site. Fulp excavated the product line, which was connected near the west end of the tank and ran to the northwest approximately 15 feet to the razed building. Two soil samples were collected beneath the line. L1- east end: non-detect; no fuel odor. L2- west end: non-detect; no fuel odor. 17:20- Demobe from site to office to off-load equipment and download photographs until 17:45.
