Property 457 Dixon Road Graham, Alamance County Incident Number: 47198 Risk Classification: Low Dear Ms. Harrison: Soil contamination discovered on January 16, 2019 confirmed a release from a former heating oil underground storage tank (UST) at 457 Dixon Road in Graham. Contaminated soil was excavated on March 15, 2019 but the excavation was limited by the foundation of the house. Soil contamination that exceeds our regulatory standards remained in place. A water supply well was located within 50 feet of the location of the former UST and was at risk of being impacted by the petroleum contamination, so the site was considered high risk. A new water supply well was drilled outside of a 150-foot radius of the former UST and the existing water supply well was abandoned. Since the new water supply well was located farther than 150 feet from the former UST, we were able to lower the site risk and close the incident with a Notice of Residual Petroleum (attached) under our risk-based rules. Alamance County Environmental Health contacted the UST Section this week regarding the water supply well that serves 457 Dixon Road saying that the well was dry and asking if our rules allow for a new well to be permitted for a location within 150 feet of the former UST. Our office agreed to the new water supply well being located 75-100 feet from the location of the former UST. The new well will need to be sampled for petroleum constituents by analyzing for volatile organic compounds and semi-volatile organic compounds within one week of drilling and again in three to six months after the well is in use. The current Notice of Residual Petroleum (NRP) will need to be rescinded and a new NRP will need to be refiled with the Alamance County Register of Deeds to include an exception for the new water supply well in the groundwater restrictions. Incident #47198 will be reopened until we have determined that the new water supply well has not been impacted by the petroleum release and there is no threat to human health or the environment from the new well.
