The site is currently developed with a gasoline station that contains an underground storage tank (UST) system consisting of two 8,000-gallon gasoline USTs and one 10,000-gallon gasoline UST. Pilot was requested to provide site check services related to the Notice of Regulatory Requirements (NORR) issued by the North Carolina Department of Environmental Quality (NCDEQ) dated May 11, 2020 requesting soil sampling in the vicinity of the spill buckets. Project information was provided through conversations between Mr. Michael Tompkins of McLeod Oil Company, Inc. and Mr. Jason Ricks of Pilot. 1.1 UST Information The current active UST system at the site consists of two 8,000-gallon gasoline USTs and one 10,000-gallon gasoline UST. The approximate locations of the USTs are shown on Drawing 3. UST information is summarized in Table 1. 2.0 FIELD ACTIVITIES The field activities were completed by Pilot on May 22 and 26, 2020. The field activities consisted of installing a monitoring well using a Geoprobe® drill rig. The Geoprobe® consists of a hydraulic jack mounted on an ATV (All-Terrain Vehicle) capable of driving various forms of groundwater and soil sampling probes into the ground to depths equivalent of auger refusal. The Geoprobe® subcontractor used for this project was 3D Environmental Investigations, LLC. Prior to initiating the, the Geoprobe® drill rig and associated down-hole equipment were decontaminated with a high-pressure steam cleaner. 2.1 Soil Sampling Soil samples were not collected based on pea gravel being located around each of the three UST spill buckets 2.2 Groundwater Sampling and Monitoring Well Installation Based on the presence of the pea gravel around the UST spill buckets, a permanent monitoring well (MW-1, Drawing 3) was advanced to an approximate depth of 17 feet below ground surface (bgs) for the installation of a permanent monitoring well using direct push technology (DPT). Probe refusal was encountered at approximately 17 feet bgs. The monitoring well was constructed with 1-inch I.D. schedule 40 PVC flushed-threaded casing and screen. The PVC screen and casing were lowered to the bottom of the borehole. A 12-foot length of slotted well screen with machined 0.010-inch slot widths and threaded bottom plug were installed at the bottom of the well. A solid section of PVC casing was placed above the screened interval and extended to a Site Check 924 East Harden Street Graham, North Carolina Pilot Project 5837 June 9, 2020 2 point approximately 0.5 foot below the ground surface. The annular space around the well was filled with washed fine filter sand to approximately one foot above the top of the screen. A minimum 1-foot thick seal of bentonite pellets was placed immediately above the sand pack. The top of the well casing was equipped with a lockable, water-tight well plug and a metal securable cover was placed over the monitoring well. The Monitoring Well Construction Record is included in Appendix A. A groundwater sample was collected the monitoring well using a peristaltic pump and new length of polyethylene tubing. Prior to sampling, approximately three well volumes were purged from the monitoring well. The monitoring well was purged to remove silt and sediment from the groundwater and collect a representative sample of groundwater. After the purging was completed, groundwater a sample was collected in the sample containers provided by the laboratory. Pilot personnel wore a new pair of disposable nitrile gloves during the purging and sampling. Each container was labeled and placed in a cooler containing ice to maintain the samples at approximately 4 Celsius. The samples were then transported to Research and Analytical Laboratories, Inc. (R&A) for chemical analysis. The groundwater samples collected were analyzed for volatile organic compounds (VOCs) using Standard Method 6200B, for volatile petroleum hydrocarbons (VPH) using the MADEP Method, for ethylene dibromide (EDB) using EPA Method 504.1 and for lead. A chain of custody was maintained and is included in Appendix B. 3.0 LABORATORY ANALYTICAL RESULTS 3.1 Groundwater Sample Analysis Laboratory analysis of the groundwater sample collected from monitoring well MW-1 detected targeted compounds above the North Carolina 2L Groundwater Quality Standards (2L Standards). Ethanol was not detected in the groundwater sample. A summary of the groundwater analytical results is presented in Table 3. The laboratory data sheets are included in the Appendix B. 4.0 CONCLUSIONS Based on the results of the Site Check, Pilot concludes the following: Laboratory analysis of the groundwater samples collected from monitoring well MW-1 detected targeted compounds above the 2L Standards. Ethanol was not detected in the groundwater sample. The lack of ethanol and free product appear to indicate that an active release is not occurring. The leak detection systems and annual test have also not indicated that there is an active release. Site Check 924 East Harden Street Graham, North Carolina Pilot Project 5837 June 9, 2020 3 5.0 RECOMMENDATIONS Pilot recommends that the current property owner/responsible party submit a copy of this report to the NCDEQ, UST Section for their review. 6.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities.
