The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. Waste is transferred to the Waste Management, Pine Bluff Landfill located in Ball Ground, Georgia for
disposal.
2. The facility is open to the public Monday through Saturday, 6:30 am to 5:00 pm.
3. The site was secured by gates and fencing to prevent unauthorized access.
4. Signage was posted at the entrance to the facility stating the name of the operator of the site, emergency contact
information, operating hours, permit number of the current permit authorizing operations, the types of waste that
can be accepted under the permit, and that hazardous waste and liquid waste cannot be accepted.
Records Review
5. The permit and operations plan were available for review upon request.
6. Waste screening records from March 1, 2022 to April 3, 2023 were available for review. The forms showed the
final disposition of any unacceptable waste that was encountered. Waste screenings were being conducted to
comply with the requirements of 15A NCAC 13B .0405(8)(A).

8. Tonnage records were reviewed from the 2021-2022 Facility Annual Report. The facility received 7,247.72
tons of waste from July 1, 2021 to June 30, 2022.
9. The facility is conducting monthly meetings to comply with the requirements of 15A NCAC 13B .0405(7).
Operations Inspection of the Transfer Station (3803-TRANSFER-)
10. Roads were of all-weather construction and were being maintained to be accessible by loaded collection
vehicles.
11. Windblown waste was minimal and well managed at the time of inspection.
12. The trench drain at the entrance of the tipping floor appeared to be clear and functioning properly.
13. A television was observed on the tipping floor during the inspection. Facility staff also saw the television,
removed it and sat it to the side with two pallets that had previously been removed from the waste. No other
unapproved waste was observed.
14. The push walls were in good condition except for an area on the east wall near the loading bay. A small piece of
rebar was exposed where the concrete had been damaged. Continue to monitor the area and make repairs as
necessary.
15. Spalling was observed on the tipping floor and aggregate is visible. Continue to monitor the floor and if any
rebar becomes exposed, a repair plan will be necessary.
16. The tipping floor, loading bays and the other areas of the building are being cleaned in accordance with 15A
NCAC 13B .0405(a)(11).
17. Minimal waste was observed on the loading bay floor and the leachate drain appeared to be working properly.
18. Two transfer trailers were on site at the time of inspection. Both trailers appeared to be leak resistant and meet
the requirements of 15A NCAC 13B .0105(c).
Other Comments
19. The facility collects white goods and scrap metal on a concrete pad located to the south of the scale house.
White goods containing refrigerants were segregated on the south side of the concrete pad.
20. Tires are collected to the south of the scale house. The tire trailer was full and four large tires were being stored
outside at the time of inspection. Facility staff stated the tires were received on Monday, April 10, 2023.
Ensure that all tires are placed in a trailer or covered with a water shedding cover within ten days of

receipt.
21. Electronics are collected and stored undercover to the south of the white goods area. Collected electronics are
placed in gaylord boxes and sent for processing.
22. Comingled recyclables are collected in 5 front load dumpsters located to the southeast of the transfer building.
