The site is currently developed with an active gasoline station. Pilot was requested to provide Limited Site Assessment (LSA) services related to the Notice of Regulatory Requirements (NORR) issued by the North Carolina Department of Environmental Quality (NCDEQ) dated June 17, 2020. A release was previously identified by others in the vicinity of the northeastern dispenser. Pilot previously completed a LSA dated July 21, 2020. Based on the findings of the LSA, the NCDEQ issued a NORR dated October 19, 2020 requiring that an Additional Risk Assessment Report (ARA) be completed. Pilot previously completed an Additional Risk Assessment Report (ARA) dated February 17, 2021. Based on the findings of the ARA, the NCDEQ issued a NORR dated March 26, 2021 requiring that a CSA be completed. The ARA assessment indicated that the extent of the impacted groundwater was not reasonably defined. The concentrations of benzene detected in monitoring wells MW-3 and MW-4 exceeded its GCL. Pilot completed a CSA dated June 7, 2021. Based on the findings of the CSA, the NCDEQ issued a NORR dated August 19, 2022 requiring semi-annual groundwater monitoring events to determine if monitored natural attenuation is feasible. Project information is based on correspondence between NCDEQ personnel, McLeod Oil Company, Inc. and Pilot and the previously completed activities. 1.1 UST Information A suspected release was identified during a previous assessment by others. Laboratory analysis of a soil sample (S-1) collected on September 18, 2017 detected gasoline range TPH above the NC Action Level in the vicinity of the northeastern dispenser. UST information is summarized in Table 1. 2.0 SITE GEOLOGY AND HYDROGEOLOGY The United States Geological Survey (USGS) Topographic Map, Gibsonville and Burlington, North Carolina Quadrangles depict a structure on the site. Elevations on the site range from approximately 652 feet above mean sea level on the northeastern portion of the site to approximately 659 feet above mean sea level on the southwestern portion of the site. Gum Creek is depicted approximately 1,890 feet east of the site. Based on the review of the USGS topographic map and observations of the general area and site topography, surface run-off would be expected to flow generally to the southeast across the site. Groundwater Monitoring Report 1103 Huffman Mill Road Pilot Project G-5930.3 September 20, 2022 2 The subject site is located within the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of hills and ridges which are dissected by a system of swales and streams. The Piedmont Physiographic Province is predominantly underlain by metamorphic rock (formed by heat, pressure and/or chemical action) and igneous rock (formed directly from molten material). The topography and relief of the Piedmont Province has developed from differential weathering of the igneous and metamorphic rock. Ridges and hills have been developed in areas of less weathered rock. Because of the continued chemical and physical weathering, rock in the Piedmont Physiographic Province is generally covered with a mantle of soil that has weathered in place from the parent bedrock. These soils vary in thickness and are referred to as residuum or residual soils. The residuum is typically finer grained and has higher clay content near the surface because of the advanced weathering. Similarly, the soils typically become coarser grained with increasing depth because of decreased weathering. As the weathering decreases, the residual soils generally retain the overall appearance, texture and foliations of the parent rock. In general, groundwater movement in the Piedmont Physiographic Province is from higher to lower elevations. As such, the presumed direction of groundwater flow is generally to the southeast across the site. Based on the presumed groundwater flow direction, areas immediately west are potentially up-gradient of the site. Soils at the site consist of sandy clay from the ground surface to approximately 15 feet bgs and silty clay from approximately 15 feet bgs to 75 feet bgs. 3.0 FIELD ACTIVITIES The field activities were completed by Pilot on September 9, 2022. The field activities consisted of collecting groundwater samples from existing monitoring wells MW-1, MW-2, MW-4, MW-6, MW-7, MW-8, MW-9 and DW-1 (Drawing 3). Monitoring wells MW-3 and MW-5 were not sampled based on approximately 2.53 feet and 1.91 feet, respectively, of free product being measured in the wells. 3.1 Monitoring Well Sampling Groundwater samples were collected from the existing monitoring wells that did not contain free product, using a disposable bailer and new length of nylon string or peristaltic pump and new length of polyethylene tubing. Prior to sampling, approximately three well volumes were purged from the monitoring wells. The monitoring wells were purged to remove silt and sediment from the groundwater and collect a representative sample of groundwater. After the purging was completed, groundwater samples were collected in the sample containers provided by the laboratory. Pilot personnel wore a new pair of disposable nitrile gloves during purging and sampling. Each container was labeled and placed in a cooler containing ice to maintain the samples at approximately 4 Celsius. The samples were then transported to Pace Analytical (Pace) for chemical analysis. The groundwater samples collected were analyzed for volatile Groundwater Monitoring Report 1103 Huffman Mill Road Pilot Project G-5930.3 September 20, 2022 3 organic compounds (VOCs) using Standard Method 6200B plus Oxygenates. A chain of custody was maintained and is included in Appendix C. Isoconcentration maps for the compounds that exceed their respective 2L Standard are included as Drawings 8 through 19, respectively. Copies of the Monitoring Well Sampling Sheets are included in Appendix B. The depth to the groundwater surface in monitoring wells MW-1 through MW-9 and DW-1 was measured using a decontaminated water level indicator. The top of casing elevation for each well was previously surveyed relative to an arbitrary benchmark (MW-1) with an assumed elevation of 100.00 feet above mean sea level. The monitoring well elevations were utilized to prepare a potentiometric surface map (Drawing 4). The relative groundwater elevations collected from each monitoring well on September 9, 2022 are provided in Table 3. Based on data collected during the assessment activities, the groundwater flow direction appears to be generally toward the east-southeast beneath the site. 3.2 Water Supply Wells Visual evidence of water supply wells; such as well houses, were observed within 1,500 feet of the source area during the site reconnaissance. Water supply well questionnaires were sent to 13 property owners within 500 feet of the site. Three questionnaires were returned. Pilot contacted the City of Burlington water department to determine if it supplied water to surrounding properties that were identified to have water supply wells on the Alamance County GIS website. Four properties that reportedly contain water supply wells are not provided municipal water within 1,500 feet of the source area of the release. One of the water supply wells is located within 1,000 feet of the source area of the release. Receptor information is included on Table 4 and Drawing 5. 3.3 Groundwater Modeling Groundwater modeling was not completed based on a surface water featuring not being identified within 500 feet of the source area of the release. 3.4 Free Product Investigation and Recovery Free product was observed in monitoring wells MW-3 and MW-5 during this sampling event, and was not detected in previous sampling events. Approximately 2.53 feet of free product was measured in MW-3 and 1.91 feet of free product was measured in MW-5. 3.5 Land Use Currently the site is developed with a convenience store. The property is zoned as General Business. A copy of the Alamance County zoning map is included as Drawing 6. Groundwater Monitoring Report 1103 Huffman Mill Road Pilot Project G-5930.3 September 20, 2022 4 3.6 Property Owners and Occupants The names and addresses of the property owners of the site and adjacent properties are included in Table 2. A portion of an Alamance County GIS map with surrounding property locations is presented as Drawing 7. 4.0 LABORATORY ANALYTICAL RESULTS 4.1 Groundwater Sample Analysis Laboratory analysis of the groundwater samples collected from monitoring well MW-9 did not detect targeted compounds above the laboratory detection limits. Laboratory analysis of the groundwater samples collected from monitoring wells MW-1, MW-2, MW-4, MW-6, MW-7, MW- 8 and DW-1 detected several targeted compounds above their respective 2L Standards. The concentration of benzene exceeds its GCL in the groundwater sample collected from monitoring well MW-4. A summary of the groundwater analytical results is presented in Table 5. The laboratory data sheets are included in the Appendix C. Groundwater Elevation versus Concentration versus Time Graphs for monitoring wells MW-1, MW-4 and DW-1 are included in Appendix A. Pilot completed a mass contaminant calculation for the site (see table below), utilizing the groundwater data. Please note that monitoring wells MW-3 and MW-5 contained free product; therefore, an arbitrary estimated concentration of 30,000 ppb for benzene was utilized. The groundwater contaminant mass is calculated by multiplying the mean groundwater concentration by the source area calculation (surface area) by the depth of the groundwater contamination zone by the porosity. The benzene concentrations were utilized for the groundwater mass contaminant concentration. Based on the calculation, the total groundwater contaminant mass is 360.98 Kg, a 124.21% increase in contaminant mass since November 29, 2021. 5.0 CONCLUSIONS Based on the activities, Pilot concludes the following:  Monitoring wells MW-3 and MW-5 were not sampled since 2.53 feet and 1.91 feet of free- product was measured in the wells. It is Pilot’s understanding that the UST system has passed Groundwater Monitoring Report 1103 Huffman Mill Road Pilot Project G-5930.3 September 20, 2022 5 annual inspections and testing and it is Pilot’s understanding that there have been no indications of a new release. The free product may be a result of the initial release that was repaired. Based on the location of the monitoring wells, soil type and depth to groundwater it may have taken some time for the product to migrate through the subsurface and be detected in the downgradient wells from the dispenser release.  Laboratory analysis of the groundwater samples collected from monitoring well MW-9 did not detect targeted compounds above the laboratory detection limits. Laboratory analysis of the groundwater samples collected from monitoring wells MW-1, MW-2, MW-4, MW-6, MW-7, MW-8 and DW-1 detected several targeted compounds above their respective 2L Standards. The concentration of benzene exceeds its GCL in the groundwater sample collected from monitoring well MW-4. The overall concentrations in groundwater samples MW-1 and DW-1 are exhibiting a decreasing trend.  The groundwater flow was calculated to be to be generally to the east-southeast.  One of the water supply wells is located within 1,000 feet of the source area of the release and upgradient from the site. Based on the Intermediate Risk classification for the incident, the concentrations in the groundwater will need to decrease to below the GCLs to qualify for incident closure.  Based on the findings and intermediate ranking of the site, Pilot recommends free product removal through an Aggressive Fluid and Vapor Removal (AFVR) event with continued monitored natural attenuation and for this report to be submitted by the property owner/responsible party to the NCDEQ, UST Section for their review. 6.0 RECOMMENDATIONS Pilot recommends that the current property owner/responsible party submit a copy of this Groundwater Monitoring Report to the NCDEQ, UST Section for their review. A Notice of Residual Petroleum (NORP) is required to be recorded prior to a property transaction occurring. 7.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities.
